"all men are evil" is radfem/terf rhetoric, but clarifying "all cis men" because you want to signal that you're not transphobic doesn't work because it's still deeply rooted in radfem beliefs. It's saying you believe there's something inherently evil in being born/assigned "male", and you carry it over in how you treat ppl who transition in or out of that gender. "All cis men are evil", is gender essentialist and you can't get around that.

Naruto and the Social Library

Alright, lets talk about Naruto and empathy. One of the running complaints I most often see, which is partially addressed in my previous essay but I think also can deserve its own, is that somehow Naruto’s failure to understand Hinata’s confession was somehow out of character for him, either because he did understand love before and/or because he’s been shown to have deep emotional intelligence and empathy. However, rather than looking at new information as a way to try to find holes and tear into things, I like to instead take it as a way to reflect back on the story and the character. Indeed, I will make a case here that far from being a retcon, out of character, or making Naruto a bad person or character, it actually increases his character, or at least is entirely in line with his character as its been presented to us.
I have a friend who disagrees with this, I know, and who is a wholehearted NaruHina shipper, but does not really consider the Last as ‘canon’ despite enjoying it because of some of this. Not entirely to change their minds, but admittedly partially, I want to try to lay out why Naruto’s inability to differentiate between various emotions is both fine and indeed even makes sense. The basic principle lies in something I pointed out before: Naruto is an orphan who grew up without love, without friends or parents or anyone. Iruka stepped in later in life, but this was just that, later, and far after Naruto had become, frankly speaking, socially stunted.
Naruto does not understand many emotions and things, love and its varieties in particular, because he never experienced them growing up. He did not receive them during formative years, and he did not observe them. With no parents, he neither received parental love nor watched the interactions between parents. He watched how parents interacted with kids enough to envy it, but he never understood what that felt like or anything. The emotions he did feel, such as strong fondness and happy feelings from certain foods, and the rush of being ‘acknowledged’ when he pulled a big prank were the major emotions he did feel, personally.
Remember, we are told that Naruto is a kinesthetic genius. He learns by experiencing things, and he learns well. However, he never had a chance to experience ‘love.’ Indeed, the first hand experience with ‘love’ really comes from his time at the academy, where he was exposed to the ‘love’ of Sasuke’s various fangirls for him. Combined with his own stunted views of acknowledgment IE: he mostly gets it when he pranks, is it any wonder he teased and played pranks on Sakura as well, and indeed how his crush more or less imitated their crushes on Sasuke?
Later, as he began to experience more things, including Haku and Zabuza’s acknowledgment, and Sakura’s shift from crush to actual love for Sasuke, his mind opened somewhat. However, one key aspect to Naruto is often he does not even understand what it is he himself is doing, even if it works. His strategies are made up on the fly, often without any idea of HOW they work, and this was even a joke during the War Arc. Moreover, his empathy and the like is well known, but its externally focused and he rarely looks inward, as the quote from the Sage of Six Paths I posted above even points out.
It is a canon fact, and indeed I think was quite easily argued even before it was confirmed as canon, that Naruto has been holding strong feelings for Hinata for a majority of the series, beginning during the Chuunin Exams when he felt rage at Neji’s treatment of her, acknowledged her as amazing, and then was acknowledged by her and once again was amazed that she really understood him, and admired him for who he was. This was not like the 'crush’ that Sakura had on Sasuke, the supposed 'love.’ It’s different, and in truth its the first time Naruto really experienced it. His own emotions in return were the same, and he lacked the frame of reference to really understand them.
In short, because Naruto had no method of categorizing his emotions, because he’d never seen them, he did not understand them. Just like how he did not consciously understand why his various tactics and strategies worked, yet still did them. Further, while he grew to care for many people, I think its laid out in both clear and subtle ways that his emotions for Hinata were different than those for his other friends, even if he himself did not understand. Over time, he did grow to experience love, such as for and from Jiraiya and the like. Yet his inability to differentiate various KINDS of love persisted due to his ineptitude, socially stunted upbringing, and lack of experience.
Naruto grew leaps and bounds over the course of the series, but he most often began to understand because of experience. His 'talk no jutsu’ worked precisely because he could connect part of himself with the other person, empathetically. Which, incidentally, is why it failed early on with Sasuke; he could not connect, because he lacked the proper frame of reference of love, leading to loss, leading to hate. Which, incidentally, is why he could not answer Pain. This, as well, is part of why I think its entirely reasonable to say Naruto feeling so much hate and rage at Pain’s attacking Hinata is clearly part of why he began to understand Sasuke’s emotions, even if Naruto himself did not fully understand the depth of his OWN emotions at the time.
His ability to connect to Obito was based around this too, sharing common ground and emotions. Going back as far to Zabuza, and Haku, it’s much the same; his ability to find common ground while being also, frankly, inept is actually part of it. Because Naruto is inexperienced, and thus lacks cynicism or jadedness that is present in so many others. It is, ironically, his lack of experience that makes him able to connect with so many people through pure empathy. However, this also means that certain folks he could not help until he HAD that experience.
And this links with his love, too. It’s not that he did not feel love for Hinata, as I think that’s been established quite well and, frankly speaking, it’s a simple canonical fact that he did indeed love for a majority of the manga. However, likewise, his inability to understand it is because he lacked the context and experience to categorize her emotions for him and his own emotions for her. This is also something that western audiences unfamiliar with Japanese may miss because of the way the words USED in Japanese have context sensitive meanings that would be lost on Naruto due to his inexperience.
Which, of course, back to the start: Naruto’s inability to turn his perceptive powers on himself, or at least his habit of not doing it means he did not have a full grasp on things. It was not until the Last, when he was shown Hinata’s memories, that a new layer of context was provided and he was forced to turn his emotional analysis on himself. Which, of course, then leads into his declaration of 'realizing’ what he wants to protect, IE what he loves.
In short, Naruto’s being a social pariah meant he lacked the key social library to build upon, the experience to interpret emotions, and left him stunted in his ability to understand. Moreover, his lack of self-awareness combined to form something of a perfect storm of his social ineptitude. Thus, once provided context for his own emotions, and those of Hinata, he has his great epiphany and understood his love for her, and hers for him. However, he STILL lacked a degree of context, which is why he became so heartbroken when she 'rejected’ him, and required further information to process that new information. Thus, I’d say the explanation is not only in line with the character, but indeed gives greater context to Naruto on a broader level.
