I've been tieing myself in knots trying to understand this. Here's what made it finally make sense to me!
The EARN IT act S.1207 is a bill. It just got out of markup in a judiciary committee in the Senate. Now it may go to the Senate floor. If a majority of the Senate vote for it, it will go to the House of Representatives. At the House of Representatives, it will go through committee again and then to the floor of the house. If a majority of the house also votes for it, it will go to the president.
We want to try to stop it at every stage of that process. This post explains why and what we are doing to stop it (and links to a super useful Discord Server).
The big thing right now is making as many people as possible aware of EARN IT and KOSA as possible. This article is a good introduction to this genre of bill that endangers privacy, encryption, free speech, and queer presences.
