Canada added 31,000 jobs to the economy this past October, as unemployment fell for the fifth consecutive month.
Statistics Canada’s latest Labour Force Survey results reflected the week of October 10 to 16. That week, many provinces had implemented proof-of-vaccine initiatives. Ontario, B.C., and Quebec had lifted capacity limits and replaced them with proof-of-vaccination requirements.
Employment gains in a number of industries were offset by declines in others. For example, the retail trade industry grew for the first time since June, but losses of employment in accommodations and food services slowed some of the growth.
Unemployment fell for the fifth month in a row, down to 6.7 per cent in October. It was the lowest it has been in 20 months, but not quite down to the pre-pandemic rate of 5.7 per cent in February 2020.

Manitoba held a new round of invitations on November 1.
The Manitoba Provincial Nominee Program (MPNP) invited a total of 421 immigration candidates across three Provincial Nominee Programs (PNPs). The results are as follows:
Skilled Workers in Manitoba — 350 invitations with a minimum score of 460;
Skilled Workers Overseas — 38 invitations with a minimum score of 713; and
International Education Stream — 33 invitations with no score requirement.
Among these invitations, 75 went to candidates in the Express Entry system.
Manitoba manages its immigration programs through the MPNP, which supports immigration applications to the federal government. Canadian provinces do not have the ability to give out permanent residency status, but they can help an application along by issuing provincial nominations.

While the most popular immigration route in Canada is known as the Express Entry system, there is an equally promising route called the Provincial Nominee Program (PNP).
Express Entry is based on a Comprehensive Ranking System (CRS) in which points are accumulated based on human capital factors. B.C. invited 77 tech workers to apply for a provincial nomination on November 2.
The invitations were issued through the BC PNP Tech, which is a stream under the British Columbia Provincial Nominee Program (BC PNP).
The BC PNP is an economic immigration pathway used by the province of British Columbia to attract experienced, high-demand foreign workers. The program gives people who choose to live and work in British Columbia a path to permanent residence.
Candidates invited through B.C’s Tech draws must meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories, which are managed through the Skills and Immigration Registration System (SIRS).
So far in 2021, British Columbia has issued over 10,000 invitations to apply for provincial nomination.

In October, IRCC conducted two Express Entry draws targeting PNP candidates, issuing 681 ITAs on October 13, and another 888 on October 27.
Ontario:
- In total, the province of Ontario invited 2,620 immigration candidates to apply for a provincial nomination in October, significantly more than the previous month.
British Columbia:
British Columbia held a total of six draws and invited 960 candidates to apply for a provincial nomination through the Express Entry British Columbia and Skills Immigration streams
Manitoba:
The draws were held on October 7 and October 21 with a total of 885 Letters of Advice to Apply issued of which 179 were issued to candidates who declared a valid Express Entry profile.
Alberta:
on October 12 and invited 293 candidates with CRS scores of at least 300.
Prince Edward Island:
on October 21 and issued a combined 204 invitations to immigration candidates.

Canada has introduced NOC 2021 and the immigration system will incorporate the changes in 2022.
The National Occupational Classification (NOC) is a major part of Canada’s immigration system. Skilled worker candidates and temporary foreign workers need to demonstrate their work experience corresponds with NOC requirements of the program they are applying to. For instance, Express Entry is the main way to immigrate to Canada as a skilled worker, and candidates need to demonstrate their work experience falls under NOC skill level 0, A, or B as one of the eligibility factors under Express Entry.
The NOC is Canada’s national reference for occupations. It categorizes employment activities in Canada to help understand the nature of the Canadian labour market, run government programs, promote skills development, conduct research, and help Canada manage its immigration and foreign worker programs.
Every ten years, the federal government conducts a major revision of the NOC. Changes to the NOC reflect changes to the Canadian economy and labour market.

Quebec is looking to increase immigration once again.
This morning, the province announced it would welcome up to 52,500 new permanent residents in 2022.
Unfortunately, the province continues to fall short of the targets it needs to support stronger economic growth.
Quebec currently has one of the lowest unemployment rates in Canada. Its unemployment rate was 5.9 per cent in September compared with 7.1 per cent nationally. One of the reasons for its low unemployment rate is Quebec has one of Canada’s oldest populations. Over 20 per cent of Quebec’s population is aged 65-and-older, compared with 18.5 per cent nationally. Quebec also has a birth rate that is just as low as the national average, and one of the country’s lowest immigration rates per capita. When you put all this together, the province is facing significant labour shortages. According to Statistics Canada, Quebec is seeing among the highest increases in job vacancies in the country.

British Columbia invited 358 immigration candidates through Provincial Nominee Program (PNP) draws held on October 26, 2021.
Candidates from the Skills Immigration (SI) and Express Entry BC (EEBC) streams of the British Columbia Provincial Nominee Program (BC PNP) received invitations in a regularly held general draw.
More specifically, invitations were issued to those from the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams.
The minimum scores for that draw ranged between 68 and 91 points. A total of 306 candidates were invited.
B.C. has now surpassed 10,000 invitations issued through various BC PNP streams this year.

On October 27, Ontario invited 1,406 Express Entry candidates with a professional background in tech.
Ontario invited Express Entry candidates who may be eligible for Ontario’s Express Entry Human Capital Priorities Stream. They needed to have a profile in the Express Entry system with a Comprehensive Ranking System score between 455 and 467.
In addition, candidates need one year of work experience in one of the following occupations:
- Computer and information systems managers (NOC 0213);
- Computer engineers (NOC 2147);
- Database analysts and data administrators (NOC 2172);
- Software engineers and designers (NOC 2173);
- Computer programmer and interactive media developers (NOC 2174); or
- Web designers and developers (NOC 2175).

Alberta released details of an immigration draw held on October 12.
The Alberta Immigrant Nominee Program (AINP) invited 293 Express Entry candidates with scores of at least 300 to apply for a provincial nomination.
This is the first draw held by the province this month. Over the course of September, Alberta held four Alberta Express Entry stream draws each with minimum score requirements of 300. A total of 1,610 invitations were issued last month alone.
Alberta has now invited 5,910 Express Entry candidates to apply for a provincial nomination since it resumed invitation rounds in January 2021. It had taken a temporary hiatus in the latter months of 2020. The draws send invitations to Express Entry candidates to apply for a nomination certificate, which will greatly support their permanent residency application. This year, Alberta is allowed to issue 6,250 nomination certificates.

On October 13, Canada held another Express Entry draw for candidates who had provincial nominations to apply for permanent residence.
Immigration, Refugees and Citizenship Canada (IRCC) issued 681 invitations to candidates who had scores of at least 720. All invited candidates had received an automatic 600 points by virtue of holding a nomination from a Provincial Nominee Program (PNP). Without the nomination, the lowest-scoring candidates would only have scores of 120.
In the previous PNP draw, IRCC invited 761 candidates with scores of at least 742. This draw is smaller than the previous draw, with a lower CRS requirement, suggesting there were fewer PNP candidates with higher scores in the pool.
