Then they took a couple of steps back and watched him. 

His hair was in disarray, and he was only wearing red shorts and a loose white tank top, which had been twisted around him as they had pulled the tape around his chest and the back of the chair. His hands were still taped behind his back, and his ankles were taped together but also to one of the legs of the chair. And from what they could see of his face, he was furious.”

Frat boy Steve who wakes up after every party with his mouth tasting like everclear and gummy bears in his rival frat President's bed. Every time, without fail, with Billy's arms wrapped around him, wearing Billy's frat t-shirt and nothing else. Apparently they don't fuck, it's just the alcohol, and that's his excuse.

Of course, that means he has no excuse for when they start hooking up stone cold sober in the library bathroom at 4pm every Wednesday after English 108.
