Kaiba destroying the 4th BEWD was undoubtedly a dick move but I鈥檝e always wondered why BEUD only requires 3 dragons but apparently Pegasus printed exactly 4 of them.
It's not so much BEUD as deck rules--you can't have more than three dupes in a deck, so a BEUD that required four BEWDs would be unplayable. You wouldn't be able to summon it since you're only allowed 3 BEWDs per deck. That's why Kaiba destroyed the fourth instead of simply having four dragons, because he wasn't allowed to use them all.
As for why Pegasus printed exactly four who knows. Maybe he specifically wanted to ensure they couldn't all be played in one deck. Or he was just being quirky
