If it’s that there aren’t other options I do understand that. I just doubt that is the case here as they live in a major metropolitan area and I would just be surprised if there wasn’t any church where they could sign the statement of faith and feel comfortable formally joining.
I do agree with you that going somewhere is better than no where, I am just not convinced that this is one of those times.
Also, I’ve been in the situation you’re in where the Catholic Churches near by aren’t the best and you just have to go to one that’s less than ideal so I feel for you, but hopefully it’s not forever or you can help to improve things!
Basically, my cousin and his wife go to a Baptist church that they say they really like. But they won’t formally join, because they don’t want to sign an agreement saying they believe and will follow all of the teachings of that church because they don’t agree with all of them (one easy example is that the church says no alcohol but they still drink some, but there are some other things as well).
I think this is weird and don’t get going to a church where you don’t actually agree and don’t actually want to join. However, I am curious if this is just the Catholic in me of it others feel the same.

went to my gf's house for dinner. had her drink the wine her parents offered me in case it was poisoned. needless to say they were impressed by my political savviness and her one-sided willingness to die for me

I do understand that it’s unlikely to (especially when you first join) totally agree with every single thing. Even in Catholicism you aren’t expected to be instantly in lockstep with everything (but you are expected to submit to Church authority).
I just think not being able to formally join and sign the statement of faith feels like a sign that it’s not the church for you. It feels too much like picking and choosing which I don’t get (I totally understand there are Catholics that do this but they very much should not).
Then again I don’t know how big of a deal it is at this church? Like maybe a lot of people go regularly without having officially joined and it’s normal there.

inclusion this, diversity that… why don’t you include yourself in the one holy catholic and apostolic Church through Baptism and experience the diverse gifts of life in Christ
