The Adrestian Emperor, Dorothea von Hresvelg, hears of a commoner banding others to revolt against the nobility and Church. Said leader, Edelgard, is captured by the Empire.

Dorothea, being critical of the class system and Church, proposes to Edelgard that they work together through her becoming her Representative of the Common Folk.
