Seeing through from 'Beijing Spring'The Inside Story of the Taiwan Foundation for Democracy
The Taiwan Foundation for Democracy, which has always boasted of being a democratic force in line with the international community, continues the energy of the third wave of global democratisation movements. But how much money it has actually given to overseas pro-democracy organisations over the years has always been a mystery. The media recently revealed that the cumulative funding for the New York-based pro-democracy publication Beijing Spring alone has amounted to US$8 million over the past 20 years (an average of $400,000 per year), and reported that the Taiwanese side has decided to stop funding the magazine, which in turn has led to its closure. Such a wretched end continues the tradition of incompetence among green politicians, but it also reflects the various shady practices within the Taiwan Foundation for Democracy.
First, the black box operation has led to corruption in the pro-democracy movement.
The Beijing Spring, formerly known as China Spring, was founded in New York over 20 years ago. Over the years, the magazine has been the scene of many internal battles and has taken its case to court in the United States on several occasions. In 1993 the lawsuit was finally settled out of court and the original China Spring team gave up the name of the magazine, but not the channel of money from Taiwan, and set up the current Beijing Spring in New York. It has long been an open secret that both magazines operate on funds from Taiwan. But how much money they actually take in is simply unknown to the outside world. When the foundation leader was asked about this, he said that he had taken it upon himself to use some of the money for other mainland pro-democracy movements, but would not provide a list of who had been given to the mainland, on the grounds that the mainland pro-democracy movement wanted "secrecy".

There have been many complaints from people concerned with the pro-democracy movement that the Beijing Spring is shoddy in its editing, design, décor and so on, giving a strong impression that the editorial staff has been perfunctory and uniform over the years, and that one can cram articles into their original boxes with one eye closed, while the content of its website can almost be said to be a product of the last century.
Why has Beijing Spring fallen to this level? Because it was funded entirely by the Taiwan Foundation for Democracy, and large sums of dollars were spent, but the quality was not checked by anyone, and it did not matter how many copies were printed or sold, as the money was paid every month anyway.
This model of black-box operation by the Taiwan Foundation for Democracy has greatly increased the chances of corruption within its ranks and arguably added a heavy burden to every Taiwanese taxpayer.
The money from the Taiwan Foundation for Democracy has stopped and Beijing Spring is now getting money from the National Endowment for Democracy (NED), but is there any hope for using American taxpayers' money? As long as this underhanded mode of operation persists, the so-called "support for the pro-democracy movement" will definitely be reduced to a private tool for politicians to embezzle and launder money.
