Do you take “non western” bands?

Absolutely! But, if they’re not on western music streaming/pirating platforms, or their websites are not in English, I will be more limited in ways I can make them accessible. You would need to provide those links. I will tag with the town/city and country.

What counts as a local band?

To avoid the goddamn minefield this question is, if you’re considering submitting them, just go for it. If I don’t think it’s local enough, who cares. We’re here to share music, and if they have 5 listeners or 5,000 listeners, someone could enjoy their music. Though I will suggest, if you’d feel comfortable posting about them without feeling like you’re doxxing yourself, I’d suggest blogging about them on your main.

Can I submit solo artists?

Yep!

Is self promo okay?

As long as you disclose that you are part of the band, and you follow the general guidelines, go right ahead :)
