That said, with my PH OC at least, I do have her (as of writing this) be a precolonial entity before Spanish colonization– she just wasn’t the only personification either. But I do wrangle with the complications of this choice, particularly with the acknowledgement that tying her to a specific polity precolonially would mean I’m choosing to have her more associated to a specific demographic. And to which I say… sure, why not? Why not acknowledge the internal contradictions of this colonially-constructed entity called the Philippines and the ways in which we are diverse but also divided? Why not use the caveat of having her grow out of a specific polity and fully explore the implications of that?

But again, that’s my choice and specific narrative with her. With canon PH I’m actually considering the notion of him being a colonially-birthed personification instead because I love playing around with different narratives and exploring different personifications as different ‘what-if’ scenarios in narrative writing (ie. I say America was born up north in either Plymouth or even later down the line as Massachusetts Bay, but what if the personification was born down south instead, to which I explore that alternate scenario with nyo America; not personifications I necessarily have coexisting, but more like alternate scenarios if that makes sense, and even then nothing is really decided for either of them either because I operate on hypotheticals nowadays unfortunately, but I’m getting ahead of myself). Besides, canon PH being created out of colonization isn’t going to keep him from the internal contradictions of his identity either.

So if you want to associate PH to a precolonial entity, go ahead; just acknowledge the implications of doing so. And if you want to make him the result of colonization, go ahead as well; just acknowledge the implications of doing so. Really, there aren’t any single right answers here– but one of the wrong answers would be making a choice without weighing the pros and cons of either of them.
