Crossover Quest Lore: Phantom and the OWCA

Phantom’s recruitment into the OWCA as its first ever Blue Sky Kingdom affiliated agent was a happy accident. He had encroached on S.S.S.N soldiers that were en route to the site of a Saiark attack; he had to dispatch them because they thought he was working with the Phantom Imperial aggressors and wouldn’t listen to reason. A confused Phantom later journeyed into an area under the OWCA’s jurisdiction and proved to be many times more than capable of holding his own against the Agency’s defenses. It didn’t take long for the news of Phantom’s intrusion to reach Major Monogram; he had heard about his combat prowess and offered him work on the grounds that he deserved it after his performance against the finest defenses the OWCA could muster.

Phantom took the place of Harry the Hyena after said agent sought relief from his duties on account of his unusually long life catching up to him. He didn’t initially know about Blue and the OWCA’s alliance, but when he found out, he proved to be cooperative.

Phantom’s codename in the OWCA is Specter.

Reaper High by @croxovergoddess is like, the best thing ever??? So I finally decided to contribute! Disclaimer: I don’t own Reaper High, so none of this is canon.

Meet the Reaper High IP Staff! I’m... not quite sure if high schools have this or not, but the IP staff’s kinda like a school’s superspy team of specialized guidance councillors. They’re usually disguised as assistant teachers, and are each assigned a special needs student to take care of. In the event of a meltdown or similar disaster, they’re there to swoop in and diffuse the situation. I felt like Reaper High could use one of those. They probably wouldn’t be hired until the second or third year, after some shenanigans which make the school realize having mental health professionals on hand in the event of mental health disasters (such as Joker’s Finest Hour) probably wouldn’t be such a bad idea.

From left to right, the members of the IP Staff illustrated above are Frankie Foster (from Foster’s Home for Imaginary Friends), Perry the Platypus (from Phineas and Ferb), and Cybus Borg Ignitous (from my webcomic @ignitous-comic ). Perry is, obviously, perfect for the job, with his experience as OWCA’s top field agent, the Flynn/Fletcher pet, and Doofenshmirtz’s nemesis. I put Frankie on the staff because she reminds me of one of my cousins, who just recently decided to use her psychology degree to become a member of the IP staff at a local middle school; I like to think Frankie would be really good with neurodivergent kids, seeing as she spent most of her childhood helping her charitable grandparents run a madhouse filled with imaginary friends, and she’d enjoy helping kids the same way she helped Matt on the show time and again. And Cybus’ there because A) he’s my character so why the heck not and B) he’s partially based on my dad, who briefly had a part-time job as a member of the IP staff at my little sister’s elementary school and who’s just... REALLY good at dealing with that kinda thing.
