It takes a while for them to build enough power to hold their own sealed form, so their parents have to maintain it for them. Baby Sess hates being in his human form as it's much less mobile, and he refuses to walk or talk for like his first 20 years in protest.

Liberties have been taken with their dog forms because it's boring that they all look the same and 100% Toga should have pointy ears.
