LAPU-LAPU CITY, Cebu – Mayor Junard Chan on Tuesday expressed concern about the removal of Covid-19 (coronavirus disease 2019) help desks at the Mactan-Cebu International Airport (MCIA), as this would leave unchecked the possible entry of coronavirus-positive individuals and those with fake health documents.
Chan has received notice from the MCIA Authority (MCIAA) that it has removed all help desks in the airport, including those of Cebu province and the cities of Mandaue and Cebu.
“What if the (arriving) passenger is positive and he travels directly to his residence? That will worsen our problem,” the mayor said in Cebuano on Tuesday.
He said Lapu-Lapu City’s help desk in the airport was there to screen incoming passengers who wish to enter the island city.
The help desk checks the passengers’ letters of acceptance and confirmation, and counter checks their names in the computer database.
Through this database, he noted, numerous arrests and filing of criminal complaints were made against local and even foreign individuals showing fake documents just to gain access to the city.
If tourists wish to spend time in the city, they are made to show prior bookings in any hotel here and a round-trip ticket. They are made to stay in any of the city’s hotel accredited isolation facilities for seven days and undergo a swab test after five days.
The mayor said he will appeal to MCIAA OIC general manager Lawyer Glen Napuli for the return of help desks of Lapu-Lapu, Mandaue, and Cebu cities and the Cebu province.
The mayor was concerned that the absence of help desks may aggravate the rising Covid-19 cases in Metro Cebu.
All LGU desks, booths, and alleyways at the MCIA for passenger screening were removed on Feb. 5.
The removal of desks took effect immediately after the MCIAA Board issued a resolution on the matter.
The resolution was proposed by Cebu Governor Gwendolyn Garcia who is a member of the Board.
The Board agreed that LGUs can exercise their authority in their respective jurisdictions but not overextend it inside the airport because MCIAA is an independent body.
MCIAA’s memorandum directed GMR-Megawide Cebu Airport Corp., the airport’s private operator to “immediately remove the desks, signage, and other related paraphernalia utilized by the LGU representatives implementing their respective community quarantine rules and regulations at the airport” by virtue of the authority vested by the airport charter, Republic Act 6958, in compliance with the MCIAA Board’s instruction, and consistent with pertinent issuances of the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-EID). OPAX / UP AGAINST THE WALL, MOTHERFUCKERS!
“The Opalio brothers have had quite an impressive history of adventurous collaborations over the years, as they have been joined by many of the most iconic figures in underground music, as well as an inspired array of interesting folks that I had not previously encountered. Naturally, a number of those unions have yielded wonderful results, but one of my favorites was the Opalios’ pairing with Talweg/La Morte Young’s Joëlle Vinciarelli for 2016’s Eternal Beyond. Several other artists have gamely and effectively adapted themselves to the brothers' unique aesthetic and working method over the years, yet Vinciarelli is the one who was most successful at finding and filling a space that made the collaboration feel like something more than the mere sum of its parts. More specifically, she brings some welcome bite and visceral intensity to the Opalios' phantasmagoric and alien reveries. Consequently, I am absolutely thrilled to report that this trio has now become a recurring project and that Eternal Beyond II is every good as its predecessor (if not even better).
I have not delved very deeply into Joëlle Vinciarelli’s work in Talweg at this point, but I have heard enough to grasp that "black metal" is a woefully inadequate and misleading term for her art. In fact, nothing about Talweg (or Vinciarelli) is remotely conventional at all, which is perhaps why she makes such a perfect foil for her fellow Alps-dwellers. In her own way, she is every bit as genre-defying and radical as the Opalios, but the key difference is that she is driven towards earthy, timeless, and primal forces rather than looking towards the stars for inspiration. Consequently, the improbable collision of Vinciarelli’s "Cro-Magnon grunt and cultic energies" with the Opalios’ mind-melting, deep space lysergia is a perfect, unholy union, enhancing the brothers’ smeared and disorienting psychedelia with a healthy dose of seismic, elemental power. That said, it seems like Vinciarelli also brings out some of those normally latent elements in the Opalios themselves, as the churning and jangling intensity of the opening "Eternal Rage Against the Dying of the Light" is driven primarily by the brothers’ violent misuse of an "antique upright piano soundboard."
It is truly impressive that Maurizio and Roberto managed to unleash such an apocalyptic cacophony in real-time, as the crescendo of "Eternal Rage" sounds like a heaving maelstrom of countless rusted steel strings being viciously attacked at once. There are a lot of other great and unexpected elements to the piece as well, ranging from sharp metallic scrapes to looping, angelic vocal melodies. And, of course, there are also the expected elements: disorienting falsetto vocal drones, buzzing electronics, and howling eruptions of noise. Happily, all of those various threads coexist quite organically and seamlessly, resembling an inspired collision of an ancient throat-singing ritual, a pack of howling wolves, and a goddamn supernova. Unsurprisingly, those ingredients make for quite a potent cocktail and "Eternal Rage" easily ranks among the best MCIAA pieces in recent memory.
The album’s shorter second piece is considerably less extreme, as it is largely centered on the chiming of an "old pendulum clock mechanism." In fact, once Vinciarelli’s melodic, wordless vocals appear, "Eternal Ectoplasmic Communication" almost feels like a lullaby of sorts. That resemblance does not last particularly long, however, as that melody gradually wanders off course as queasily lingering electronics and Maurizio's broken-sounding self-made string instrument creep in to curdle the idyll. The overall experience feels akin to waking up in an unfamiliar house to find a supernatural fog slowly rolling out of a haunted antique clock. While it never quite catches fire or builds towards anything more substantial, it casts quite an effective spell of seething uneasiness and the strangely warbling vocals call to mind a beloved stuff animal that is trying desperately to warn me of imminent peril, but is too paralyzed with fear to do anything but gibber helplessly. While it is quite a solid and likable piece, the earlier "Eternal Rage" unavoidably steals the show on Eternal Beyond II, as it beautifully transcends everything I usually expect from MCIAA. "Eternal Ectoplasmic Communication," on the other hand, feels a bit more familiar (and considerably less apocalyptic).
It is hard to explain why I love the Opalio brothers' albums with Vinciarelli so much without making it sounds like their other albums are in some way lacking, but I will try anyway: a "normal" My Cat is an Alien album is like a window into someone else’s deeply weird and inscrutable dream (and I can think of no one else who reliably conjures up otherworldly vistas as strange and absorbing as those of the Opalios). When Vinciarelli is involved, however, it feels like that dream state is tenuously anchored to a recognizable physical world rather than a straight-up free fall into a bottomless rabbit hole of swirling, nightmarish unreality. Plunging into that altered state is always a compelling experience, but it is a more profound and dynamic one when I can still see distant vestiges of what I left behind (nods to conventional scales, scraping metal, guttural voices). In essence, it is a matter of grounding and contrast. No one does deep space psychedelia better than My Cat is an Alien, but with Eternal Beyond II, the Opalios and Vinciarelli evoke something significantly different that I cannot find anywhere else: the singular collision of the imagined past versus the imagined future, the spectral versus the corporeal, and flesh-and-blood humanity versus the unknowable, abstract vastness of the cosmos.” Anthony D’Amico, Brainwashed

I’ve always dreamed of working in the airport because I love the environment and I want to work like my mother’s youngest sister who is also an Accountant and who was formerly MCIAA’s Finance Manager before she retired and before GMR and Megawide took over. Given the chance to have worked here for quite some time was such an accomplishment for me. But there are far better opportunities that await me somewhere which made me decide to leave my dream workplace. The move was not an easy one since there are things that I have to leave behind–friends (real and consistent ones only 😝), professional colleagues, learnings, and of course my ❤️. 😜 But I didn’t come this far to only come this far. It’s not really that bad to do things that I think are best for me, isn’t it? Everyone has a choice and as for me, I chose what I thought was best for me. It’s my life after all. My life, my rules. 😆

LAPU-LAPU CITY, Cebu - Mactan-Cebu International Airport (MCIA) has received accreditation from the Airports Council International-Airport Health Accreditation (ACI-AHA) in recognition of the health and safety measures at Terminals 1 and 2, the airport announced late Friday.
These health and safety measures meet global airport standards such as the ACI Aviation Business Restart and Recovery guidelines and ICAO (International Civil Aviation Organization) Council Aviation Restart Task Force (CART) recommendations, as well as other industry's best practices.
With the accreditation, MCIA is recognized as one of the airports with best industry practices for safe travel during the pandemic. The Airport Health Accreditation Certification was awarded to MCIA on Jan. 26.
“Safety is the number one priority at MCIA, especially during this health crisis. We are committed to implementing and delivering best practices in the airport industry, particularly concerning the health and safety of our passengers, staff, and public,” Louie Ferrer, president of MCIA private operator GMR-Megawide Cebu Airport Corp. (GMCAC), said in a statement.
“This health crisis is one that all airport stakeholders and all Filipinos should address, and we are thankful to our partners at MCIA for making safety their number one priority,” he said.
Airports Council International is a global body representing the world’s airport authorities and representing airports’ interests with governments and international organizations, developing standards, policies and recommended practices for airports.
The benefits of the ACI Airport Health Accreditation proves that MCIA demonstrates to passengers, staff, regulators, and government that they are prioritizing health and safety in a measurable, established manner; validates its measures throughout the facilities and processes thereby reassuring the traveling public that professional excellence is implemented to maintain safe hygienic facilities; and promotes best practices and aligns efforts across the industry to ensure harmonization between ICAO global guidance and industry implementation.
“The ACI Airport Health Accreditation only confirms that we are on the right track in implementing appropriate health and safety programs in response to the Covid-19 pandemic. This will motivate us in working harder to serve the public better as our efforts are being recognized. As an airport, our stakeholders are working as one in the hope that as a country we will heal as one,” said lawyer Glenn Napuli, officer-in-charge of the MCIA Authority.
“In obtaining this certification, we acknowledge the efforts and contribution of MCIAA, GMCAC and all airport community Stakeholders who play a major role through their respective procedures which combined to become the total safe travel experience through MCIA and without the efforts of our community Stakeholders, this success would not have been possible,” said John Binamira, GMCAC head of safety, quality and environment.
MCIA said it will continue to work together to strengthen public health and safety in its operations to provide a safe environment for its passengers and stakeholders when traveling through the airport. (PNA)
