Joe Biden designates Avi Kwa Ame a national monument
President Joe Biden announced on Tuesday Avi Kwa Ame as a national monument in Nevada, following up on a promise he made in late 2022.
Biden also declared a national monument in Texas and the creation of a marine sanctuary in U.S. waters near the Pacific Remote Islands southwest of Hawai'i.
Biden spoke at the White House Conservation in Action Summit at the Interior Department with Fort Mojave Indian Tribal Chairman Timothy Williams commending him during his introduction.
“Under his leadership we have a seat at the table and we are seeing an unprecedented era and opportunity for our tribal communities,” Williams said. “And we are all grateful to the president for taking historic action to combat the climate crisis and conserve and restore our nation’s land and waters.”
Williams was among the proponents to make Avi Kwa Ame, also known as Spirit Mountain, a national monument. It’s considered sacred to the Mojave people and for the nine other Yuman-speaking tribes along the Colorado River, as well as the Hopi and Chemehuevi Paiute tribes, Williams said.
The site in southern Nevada spans more than 500,000 acres near the Arizona and California state lines. It’s home to bighorn sheep, desert tortoises and a large concentration of Joshua trees, some of which are more than 900 years old. It’s also listed on the National Register of Historic Places.
It took more than three months for Biden to make the announcement.
“It’s a place of reverence, it’s a place of spirituality, it’s a place of healing and now it will be recognized for its significance it holds and be preserved forever,” Biden said. “I look forward to visiting it myself.”
He thanked Williams and the legislative leaders who advocated for Avi Kwa Ame including Nevada Rep. Dina Titus, Democrat, who sponsored a bill to protect the rugged region near the Mojave National Preserve from development, including solar farms and a proposed wind farm.
“To the native people who point to Avi Kwa Ame as their spiritual birthplace, and every Nevadan who knows the value of our cherished public lands: Today is for you,″ Titus tweeted.
The Honor Avi Kwa Ame coalition, which includes tribes, local residents, state lawmakers and conservation groups, said its members were "overjoyed" to learn the site will be a new national monument.
"Together, we will honor Avi Kwa Ame today — from its rich Indigenous history, to its vast and diverse plant and wildlife, to the outdoor recreation opportunities created for local cities and towns in southern Nevada by a new gorgeous monument right in their backyard," the group said.
Interior Secretary Deb Haaland released a press release praising the announcement.
“I am grateful to President Biden for taking this important step in recognition of the decades of advocacy from tribes and the scientific community, who are eager to protect the objects within its boundaries,” Haaland stated.“Together with tribal leaders, outdoor enthusiasts, local elected officials, and other stakeholders, we will manage this new monument for the benefit of current and future generations.”
In Texas, Biden plans to create the Castner Range National Monument in El Paso. It’s the ancestral homeland of the Comanche and Apache people, and its cultural ecology is considered sacred to several Indigenous communities.
The designation will protect the cultural, scientific and historic objects found within the monument's boundaries, honor U.S. veterans, service members and tribal nations, and expand access to outdoor recreation on public lands, the White House said.
Located on Fort Bliss, Castner Range served as a training and testing site for the U.S. Army during World War II, the Korean War and the Vietnam War. The Army ceased training at the site and closed Castner Range in 1966.
The Castner Range monument "will preserve fragile lands already surrounded on three sides by development,'' help ensure access to clean water and protect rare and endangered species, said Rep. Veronica Escobar, Democrat-Texas.
“The people of El Paso have fought to protect this for 50 years. Their work has finally paid off,” Biden said.
Biden designated his first national monument, in Colorado, last year. In 2021, he restored the boundaries for Bears Ears National Monument in Utah after they were significantly narrowed by President Donald Trump, a Republican.
In the Pacific, Biden will direct the Commerce Department to consider initiating a new national marine sanctuary designation within 30 days to protect all U.S. waters around the Pacific Remote Islands. If completed, the 777,000 square miles, southwest of Hawaii, will help ensure the U.S. reaches Biden's goal to conserve at least 30 percent of ocean waters under U.S. jurisdiction by 2030, the White House said.
Among Hawaiian state leaders, Biden thanked Native Hawaiian leaders who “worked tirelessly to protect our oceans. I want to thank you. I genuinely mean it, it wouldn't have happened without you.”
Biden also announced a series of steps to conserve, restore and expand access to public lands and waters across the country, the White House said.
The proposals seek to modernize management of America's public lands, harness the power of the ocean to help fight climate change, and better conserve wildlife corridors. Biden also will announce new spending to improve access to outdoor recreation, promote tribal conservation and reduce wildfire risk.
Bidden added he’s committed to working with tribal leaders and legislative leaders on bringing “healthy and abundant” salmon run back to the Colorado River system.
“There’s nothing beyond our capacity if we work together,” Biden said.

Federal data show the Biden administration approved 9,779 permits for oil and gas drilling on public lands in its first three years, nearly keeping pace with the Trump administration’s 9,982 drilling-permit approvals in its first three years.
The Biden administration’s policy of oil and gas expansion contradicts the clear climate science that fossil fuel growth must be stopped and governments must phase out fossil fuels to avoid the most catastrophic consequences of climate change. In December the United States and other countries agreed to a phasedown and ultimate phaseout of fossil fuel extraction.
“Given the urgency of the climate crisis and our nation’s pledge to phase out oil and gas extraction, the Biden administration needs to pump the brakes right now on issuing drilling permits on our public lands,” said Jeremy Nichols of the Center for Biological Diversity. “It’s time for the administration to show the world what true climate leadership looks like.”
The pace of new oil- and gas-drilling approvals stands in contrast to the administration’s action last week to temporarily pause new gas-export projects. While met with support, the pause is not permanent and does not stem new fossil fuel production.
“The temporary pause on new gas-exports projects is a good step, but for it to be meaningful, the Biden administration needs to make it permanent and stop rubberstamping more fossil fuel production,” said Nichols.
More than 6,000 of the drilling permits granted by the administration are on public lands managed by the U.S. Bureau of Land Management’s New Mexico office, followed by 1,793 permits in Wyoming and several hundred each in Utah, Colorado, California and North Dakota.
Scientific analyses show climate pollution from the world’s already producing fossil fuel developments, if fully developed, will push warming past 1.5 degrees Celsius. Avoiding such warming requires ending new investment in fossil fuel projects and phasing out production to keep as much as 40% of already developed fields in the ground.
The Biden administration has not enacted any policies to significantly limit drilling permits or manage a decline of production to avoid 1.5 degrees of warming. It supported Sen. Joe Manchin’s demands to add provisions to the Inflation Reduction Act that will lock in fossil fuel leasing for the next decade.
The administration has also ignored petitions from hundreds of climate, conservation, Indigenous and environmental justice groups calling for a phaseout of federal oil and gas production.

On April 29, 2024, Bernd Eikens was appointed to the supervisory board of Koehler Holding SE & Co. KG as a full member. He is succeeding Fritz Holzhey, whose expertise and experience contributed to the development of the Koehler Group in his 11 years as a supervisory board member.
Fritz Holzhey was elected as a full member of the board in June 2013 and helped shape the development of the Koehler Group for 11 years. Wolfgang Furler, supervisory board chairperson at Koehler Holding commented: “Fritz Holzhey was always closely involved in the group and very highly valued as an excellent adviser, attentive listener and asker of questions, and a man of vision.” Holzhey’s resignation was officially approved at a supervisory board meeting on March 18, 2024. He hoped the group would understand his decision to step down for age-related reasons. The supervisory board and board of management thanked Fritz Holzhey for his work, trust, expertise, and conscientious approach.
Bernd Eikens joins the Koehler Group supervisory board as a veteran of the industry.
Bernd Eikens was proposed as a successor to Holzhey on the supervisory board. He was elected unanimously as the new full member of the board in the general meeting on 29 April 2024. Eikens will bring his extensive management expertise in the paper industry to the role. He has held various leadership positions at UPM in Germany, the US, China, and Finland for 18 years.
He is currently CEO of the family run shipbuilding company Meyer Group in Papenburg, where he was previously an advisory board member. In addition, Eikens has been a supervisory board member at Johann Bunte Bauunternehmung in Papenburg since 2009. He holds a master’s in paper engineering from the Technical University of Darmstadt, a PhD in chemical engineering from Colorado State University in the USA, and a master’s in international logistics and supply chain strategy from the Georgia Institute of Technology in the USA.
The Koehler Group was founded in 1807 and has been family-run from that moment to the present day. The group's core business activity lies in the development and production of high-quality specialty paper. DENVER, CO (STL.News) Colorado Attorney General Phil Weiser Wednesday announced appointments to key leadership positions in the Colorado Department of Law. “I am thrilled to welcome new, current, and returning staff to leadership positions in the department,” Weiser said.  “These dynamic and innovative leaders will bring expertise and fresh perspectives to continue to guide our teams and serve the people of Colorado.” The appointments are as follows: Scott Steinbrecher, Deputy Attorney General, Natural Resources and Environment Section In Steinbrecher’s new role, he oversees a team of 70 lawyers and staff who represent agencies within the Department of Natural Resources and the Department of Public Health & Environment.  Steinbrecher has a deep history in Colorado water law—including representing the State in various interstate compact negotiations and disputes—and has dedicated much of his career to public service.  He recently served as assistant deputy attorney general, where he advised the attorney general on water policy and led a team of 15 attorneys representing the Colorado State Engineer, Colorado Water Conservation Board, and the State’s compact commissioners.  Steinbrecher and his family work closely with the Children’s Hospital Colorado Foundation to raise money for genetic testing and research.  He has a J.D. from Boston University Law School and a B.A. in philosophy from Whitman College. Tanja E. Vanessa Devereaux, Director, Division of Community Engagement As division director, Devereaux leads the attorney general’s engagement around the state through the following five units: Outreach and Engagement, Consumer Engagement and Data Services, Safe2Tell Colorado, Opioid Response, and Grants and Partnerships.  Devereaux joined the department in March of 2018 and served as general and litigation counsel to the Colorado Division of Insurance.  She was instrumental in designing and managing the attorney general’s Colorado Partnership for Education and Rural Revitalization initiative, which supports skilled trades programs at community colleges in Southern Colorado to address labor shortages and increase the availability of viable and affordable housing in rural areas.  Originally from the town of San Luis, Devereaux has a J.D. from the University of Colorado Law School and a B.S. in biochemistry from the University of Denver.  She is a member and past president of the Sam Cary Bar Association and a member of the Colorado Hispanic Bar Association. Martha Fulford, Assistant Deputy Attorney General, Division of Civil Protections and Rights In Fulford’s new role, she will lead a team focused on the areas of fair housing, workers’ protection, and civil rights.  Fulford will also continue to serve as the consumer credit administrator, a position she has held since joining the department in 2019, administering laws related to consumer credit, licensing and regulation of consumer lenders, student loan servicers, debt collectors, and debt settlement providers.  Before joining the Department of Law, Fulford was senior counsel at the National Student Legal Defense Network.  From 2012 to 2018, she served as attorney-advisor at the Consumer Financial Protection Bureau in Washington, D.C. She clerked for U.S. District Court Judge Tucker L. Melançon and for Judge Michael A. Chagares on the U.S. Court of Appeals for the Third Circuit.  Fulford has a B.A. from Yale University and earned her J.D. from Columbia University School of Law. Melissa Kessler, Assistant Deputy Attorney General, Corporate Fraud The Corporate Fraud team investigates and prosecutes civil and criminal fraud against the State of Colorado.  It is comprised of the longstanding Medicaid Fraud Control Unit, which pursues Medicaid fraud and abuse and neglect matters across the state, and the new False Claims Act Unit, which combats all types of fraud committed against the state.  Kessler has more than 10 years of legal experience, and prior to her appointment at the department, she was a member of the senior leadership team in the Colorado Secretary of State’s Office.  She also served at the U.S. Department of Justice, specializing in economic crimes and other complex criminal litigation, and was a law clerk to Judge Troy L. I learned the news from a post to her Instagram, confirmed by several friends after and then the Associated Press, announcing the tragic news that she died yesterday at the age of 47.
I think this caught most of us off guard. Dooce was one of the folks I followed in my early blogging days and was very influential to blogs in general. She wasn’t just a Mommy blogger.

Scientists call for setting limits, possible moratorium on fishing in Antarctica's Southern Ocean
This week, an international group of 10 scientists is calling for protective limits on fishing in Antarctica’s Southern Ocean, reporting in the journal Science that current levels of fishing, combined with climate change, are taking a concerning toll on a diverse ecosystem of global importance.
“We cannot ignore the increasing evidence of the ecosystem impacts of fishing in its current form and the dire threat posed by climate change,” said Cassandra Brooks, lead author of the commentary and assistant professor of environmental studies at CU Boulder. “Given the immense global value of the Southern Ocean, we must urgently implement tools toward more sophisticated spatial management and consider the full suite of values, and trade-offs, in continuing fishing in its current form.”
The vast Southern Ocean surrounding Antarctica comprises about 10% of the world’s oceans and plays a major role in global climate regulation and carbon storage. As one of the healthiest marine ecosystems left in the world, it is home to a diverse marine ecosystem of fishes, whales, seals, birds, invertebrates and microorganisms, many of which depend on its resources during seasonal migrations.
Commercial fishing for Antarctic toothfish, sold to high-end restaurants as Chilean Sea Bass, and krill, used as fishmeal and fish oil supplements, threatens the food chain in the Southern Ocean from both the top and the bottom, respectively. The authors argue that allowing fishing of these and other marine animals to continue in its present form jeopardizes this ecosystem and is increasingly unsustainable, with benefits realized by only a few wealthy nations and contributing little to global food security.
The Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) is the arm of the Antarctic Treaty System responsible for managing the marine resources of the Southern Ocean, with a mandate to ensure fishing does not cause harm to the region. CCAMLR is responsible for the adoption of the Ross Sea region Marine Protected Area (MPA), the world’s largest MPA (600,000 square miles) and a portion of the Southern Ocean which is now protected from commercial fishing through 2052.
The evidence-based commentary comes days before CCAMLR’s annual two-week meeting of science advisors and diplomats, beginning October 24 in Hobart, Tasmania, Australia. It’s the Commission’s first in-person meeting since 2019.
“This is a critical moment for CCAMLR,” said Brooks. “They showed tremendous leadership in 2016 by adopting the Ross Sea region MPA and they can lead again now.”
The piece also publishes during the United Nations Decade of Ocean Science for Sustainable Development, which supports scientific observations and research on oceans’ responses to environmental and anthropogenic pressures as the basis for sustainable development decisions.
With a precautionary interim distribution of the catch limit on krill set to expire after 2022, the Southern Ocean’s most abundant and important animal is especially at risk. The authors emphasize that short-term gains from fishing should not be allowed to be exploited. Instead, the region’s resources, beauty and benefits should be preserved for both present and future generations — something climate change already threatens.
“Amid the ongoing climate crisis and given the growing evidence that fishing in its current form is jeopardizing the Southern Ocean ecosystems, CCAMLR has the incredible responsibility to take conservation action now,” said Brooks.
