Tim having a string of terrible luck on missions that could have killed him and the only thing that saved him was actually a person. That person being Damian.
Damian saved him with a quick second action in the nick of time or keeping him alive over a period of time until they could get Tim the help he needed. So after all those times Damian decided he is now responsible for Tim.
Manifesting in taking care of him and ensuring his safety if he is not there to save him. Tim is annoyed at first and does push back, but that thing Damian does has got him feeling better and that just in case equipment actually came in handy. Some actually being what kept him from getting really hurt/dying.
So bit by bit he's giving in to Damian and reluctant acceptance has turned into sincere appreciation and gratitude. Making Damian puff up in pride in his ability to care for Tim and causing him to do more for Tim. It's a loop that both feed into.
Of course the family is happy they're finally getting along. And so don't notice when it changes to romantic intentions.
Years past like that and Damian is older (whatever age you want I have no preference) and he's catching feelings. All that he does for Tim isn't because he's responsible for him after saving his life plenty of times, but because Tim is his. His to care for, to save, to love, to possess.
He doesn't hide his intentions from Tim for long. He tells him everytime he does something and if he does not speak then he uses his actions. Touching in ways he hadn't before. Invading Tim's space because it's also his.
Tim refuses at first. Pushing back and drawing a line. Yet, as has happened, it doesn't last long. Because Damian cares so much. He's so sweet and warm and intense. He won't leave him so it'll be okay to grab him and never let go. He's saying Tim is his so of course that means Damian is his.
His to know wherever he is. His to have at his side whenever he wants. Whenever he needs. To keep threats away from him that seek to steal what is his. To keep him in the palm of his hand content to never move from it.
