why do so many apartment buildings have this weird mix of five and one star reviews

#i will say a sizable chunk of the one star reviews the person is clearly a bad tenant (people complaining about not being allowed to smoke #in the building/not being allowed to break a lease with no penalty) but sometimes it's like #5 reviews saying it's a fantastic building and 3 saying it's a roach infested hellhole #or not necessarily bad tenant but someone with unrealistic expectations like the person when i lived in a very urban area in boston #complaining that the building didnt have a parking garage
