If substantially transformed in a third country, is not treated as Russian anymore,” Jaishankar responds to EU Foreign and Security Policy chief’s remarks

European Union’s foreign and security policy chief Josep Borrell has raised concerns about India reselling Russian fuel after refining and making refined fuels like diesel, to Europe. It has been some years since India started the practice and it is now that the official, one equal to the Foreign Minister of the European Union, has expressed their concerns.

Borrel in a conversation with a leading media house said that Brussels had the knowledge that India is buying Russian crude oil in bulk and then processing it to make refined oils which are then sold in Europe. He also hinted that the EU now wants this process to stop.

“If diesel or gasoline is entering Europe… coming from India and being produced with Russian oil, that is certainly a circumvention of sanctions, and member states have to take measures,” he said.

Borrel’s remarks came ahead of his meeting with Indian External Affairs Minister S Jaishankar in Brussels.

Jaishankar later responded to Borrel’s comments and said, “My understanding of the Council regulations is that Russian crude if substantially transformed in a third country, is not treated as Russian anymore.”

In the December to April months, India exported over 284,000 barrels per day (bpd) of refined petroleum products to Europe. As compared to the trade a year ago, this was up by 170,000 bpd.

Russia, once a marginal supplier to India, has now left leading crude oil dealers including Iraq and Saudi Arabia behind and is now the chief crude oil supplier for New Delhi.

Jaishankar further said that Borrel must look at EU Council regulations.

"Look at EU Council regulations, Russian crude is substantially transformed in the third country and not treated as Russian anymore. I would urge you to look at Council's Regulation 833/2014," said Mr Jaishankar.

Jaishankar and Borrel had a meeting followed by a press conference but Borrel wasn’t present. Representing him, EU Executive Vice President on Competition, Margrethe Vestager said that there was "no doubt about the legal basis of the sanctions", and that the EU and India would have the discussion as "friends... With an extended hand and of course, not a pointed finger."

"We have great old friends. There are no really new friends in this region.” Fiji Prime Minister to India on visa waiver announcement

On Thursday, Fiji Prime Minister Sitiveni Rabuka thanked its great old friend and associate country India. This happened after external affairs minister S Jaishankar who was on a three-day visit to the Pacific Island nation for the World Hindi Conference announced a visa waiver agreement for diplomatic and official passport holders. Rabuka in a statement expressed his gratitude and said"... very fortunate to have such a great power and economy talking to us..." Rabuka became the Prime Minister of Fiji in December and he always questioned the ties with China.

"We thought it was bad manners to talk about somebody who is not in the building. We spoke about our own cooperation... we're very fortunate to have such a great power and economy talking to us," Rabuka said.

 "We have great old friends. There are no really new friends in this region. We have been friends with India. We have been friends with China. We'll continue our relationship," he said as China was mentioned during the talks.

"Pleased to say India will always be a special friend and trusted partner..."

There were speculations about Fiji’s relationship with China after the country terminated its agreement with China to train its police in Beijing.

In a statement earlier in the year, Rabuka stated that there is no need for Chinese personnel to work and train the police in Fiji as our systems are completely different.

Referring to the visa waiver by India, Rabuka said, "We have a lot of Fiji travelers going to India for medical treatment, education... We will certainly benefit... on behalf of the Government of Fiji, I thank the Government of India for realizing this important cooperation. I am confident that we will witness many more such initiatives unfolding through deepening of our cooperation."
