Waluigi Headcanon:

You know what I love about Waluigi?

Mario, Luigi, Wario, Peach, they're all "star children" blessed with great power according to established canon. This is why they're capable of doing all the crazy things they do. Waluigi, though? He's just a guy. Multiple games specifically state he trains extremely hard to match their raw power with his honed skill. It's specified he often cheats because he believes everyone else is already cheating, and you can see why he'd feel that way. According to Charles Martinet, the character's driving motivation is one of self-pity.

It's also repeatedly stated that Waluigi's rivalry with Luigi is self-proclaimed. This is because it's something of an act; the only way to garner attention in a Mario World. Despite his athletic talent, his showman's charisma, his flare for the dramatic, the only way he could ever even get close to the spotlight he craves was by dressing up as Luigi's "rival." In-fact, if you look closely at the fellow's clothing in official high renders, you'll notice signs that it's hand-made. The iconic upside-down "L" for example is a cheap sticker, slightly peeling at one corner. He hates the Mario Bros for "forcing" him to ride on their coattails, and intentionally antagonizes them as a result. If you can't play the hero, you may as well settle for the heel.
