Considering how messed up Naruto's timeline is are you gonna just pretend its fine or is Kyo going to acknowledge of the village is barely 60 years old and for some reason there are still wandering tribes that only just stopped killing each other living together.

I... have had Kyo address that already? To herself if nothing else, but she also asked Mito about it before she died.

The time-line is a mess, yes, but I'll untangle it in a manner that makes sense (to me if no one else) as I go, and the further into Canon we get, the more things will change.
