Au time: what if zuko accidentally released a dragon spirit at some point and got “blessed” by it being given the power to become a dragon. In his human form he still has scaley parts, claws, sharp teeth, and horn nubs. His shape shifting is at first controlled by emotion so there are moments where zuko is pissed and just, goes dragon mode.

Sidenote is part of a Chinese legend that thunderstorms are dragons coming together and fighting, so imagine when it starts storming zuko just instinctively throws himself int the sky to throw hands with whatever is up there.
