Ankara (Times Of Ocean)- US Secretary of State Antony Blinken said Thursday that foreign military sales to key US partners like Turkey and India should be expedited and bureaucratic hurdles removed.
When asked during congressional testimony what the Biden administration can do “to cut through the red tape to help our work with our allies such as Turkey and India,” Blinken acknowledged that both the executive and Congressional branches must sped up the process.
“I think that we can and should do better in sales, particularly in the rapidity with which we’re able to do things, review things. I think that’s on us in the executive branch. It’s also on Congress,” he told the House Appropriations Committee.
“A number of countries, as I said earlier, are rethinking their relationships, including with Russia, including countries that have had long-standing defense relationships with Russia. If we’re in a position to be a partner to them in ways that maybe we couldn’t be some decades ago, I think that’s something we need to be able to act on,” he said.
“Of course, if we don’t, we know who’s likely to do it in our place.”
Washington and Ankara are currently in bilateral talks over the sale of 40 F-16 fighter jets and 80 modernization kits for the existing fleet. Turkish Foreign Minister Mevlut Cavusoglu said on April 8 that the talks were “progressing positively.” The Turkish government made the request in October.
An official of the State Department told Congress in congressional correspondence that selling F-16s to Turkey would support US interests and bolster NATO unity.
In a letter to congressman Frank Pallone, State Department official Naz Durakoglu acknowledged the ongoing tensions over additional arms sales to Turkey, but maintained that the sanctions and Turkey’s removal from the F-35 fighter jet program represent “a significant price paid” for Turkey’s acquisition of Russia’s S-400 missile defense system.
“The Administration believes that there are nonetheless compelling long-term NATO alliance unity and capability interests, as well as U.S. national security, economic and commercial interests that are supported by appropriate U.S. defense trade ties with Turkey,” Durakoglu wrote to Pallone, who chairs the House Energy and Commerce Committee.
“The proposed sale will require a Congressional notification if the Department of State were to approve it. We affirm our commitment to established defense trade authorization procedures, including Congressional oversight,” she added, according to a copy of the letter circulated on social media.
Moreover, Durakoglu cited Turkey’s active contributions to NATO as well as its support for “Ukraine’s territorial integrity and cooperative defense relations,” calling those measures “a significant deterrent to malign influence in the region.”

The SR-71 Blackbird
The SR-71 spy plane, the most advanced member of the Blackbird family that included the A-12 and YF-12, was designed by a team of Lockheed personnel led by Clarence “Kelly” Johnson, then vice president of Lockheed’s Advanced Development Company Projects, commonly known as the “Skunk Works” and now a part of Lockheed Martin. The Blackbird completed its first flight on Dec. 22, 1964.

A percentage of the profits go to Flight Test Museum at Edwards Air Force Base. This nonprofit charity is personal to the Sheffield family because they are raising money to house SR-71, #955. This was the first Blackbird that Butch Sheffield flew on Oct. 4, 1965.
The SR-71 was designed to cruise at “Mach 3+,” just over three times the speed of sound or more than 2,200 miles per hour and at altitudes up to 85,000 feet.
During its 24 years of service, the SR-71 Blackbird gathered intelligence in some of the world’s most hostile environments. The Blackbird evaded all the missiles fired at it and, to this day, remains the only USAF aircraft to never lose a crewmember associated with it; whether in the air or on the ground.
But could the SR-71 be shot down by missile systems such as Russia’s S-300 or S-400?

‘Looks like I’m going to give the only “no” answer so far,’ Damien Leimbach, former USAF Avionics Technician on U-2 aircraft, says on Quora.
‘The S-200, S-300 and S-400 are amazing platforms, and given their stated performance, the 300 and 400 could probably hit a target at the Sr-71’s speed and altitude. But that is not the same as hitting an SR-71.
‘Now, could those missiles shoot down the version of the SR-71 that existed in the 70’s or 80’s? Sure.

‘But the question was could it shoot down the SR-71 if it were still in service, and if it were still in service, it would have received the same jamming and Electronic Warfare upgrades as other planes have.
‘Would these EW jammer upgrades make the plane immune from those missiles? Yes it would.
‘How do I know? Well, because I spent 6 years, recently, working on the sibling of the SR-71, the U-2 and as an electronics specialist I was directly responsible for installing and maintaining the AN-ALQ 221 jammer that made our high flying (but slow moving) plane immune to those missiles as well.
‘The U-2 and the SR-71 don’t just take pictures. They listen to cell phones. They monitor radios. And they also listen to, record and analyze the frequencies, pulse rates, variable modes and power outputs of enemy SAM systems like the S-200, 300 and 400.’
Knowing everything about S-300 and S-400
He continues;
‘We know everything about them. We know how they work, so it’s very easy to design systems to defeat them. The -300 is 1970’s Russian technology, which makes it about as sophisticated from an electronics standpoint as 1950’s American tech. The 400 is just an upgraded version of that. But we’ve had a long time to study them and build electronic countermeasures.
‘When the Berlin wall fell in 1989, and East and West Germany reunified, the very first thing NATO did was go in and scoop up all the Russian military tech it could find. We got T-80’s, We got Fulcrums and we got entire missile battalions worth of S-300 missiles.

‘When other very poor nations like Belarus and Moldova split away from the USSR, we bought other stuff, like Flankers, Hinds, and more missile systems.
‘Only Russia, China and India operate the -400, but as much as they want access to American markets, I’m more than sure we’ve been allowed to peek at the equipment, and a missile or two may have fallen off a truck somewhere.

Ukrainian air defenses bolstered by the recently deployed, U.S.-built Patriot system shot down a savage barrage of Russian missiles targeting Kyiv early Tuesday, inspiring hope that the battered nation's capital city can be shielded from Moscow's unrelenting attacks.
Valerii Zaluzhnyi, commander in chief of Ukraine's Armed Forces, said Russia launched six ballistic missiles from MiG jets, nine cruise missiles from ships in the Black Sea and three land-based S-400 cruise missiles. Ukraine's air defenses downed them all, he said, along with six Iranian-made "kamikaze drones" and three reconnaissance drones.

I don't normally comment on global politics, but there's a high chance that the Poland missile strike was a misinput by the operator either targeting Lviv or Kyiv.

The thing to remember as well, is that from what I've been informed by friends and the internet, that the S-300 and S-400 missile systems can be used in a limited capacity for ballistic missile strikes as evidenced by earlier in the conflict.
If I were going to put my money on two theories it would be this.
1- Russian missile operator put the wrong coordinates in and struck the town where it did.
2- Russian/Belarusian S-300 strike at the Dobrotvirska TPP and it went off course.
Reasoning behind the 2nd theory is that back in 2019 a Russian made missile was launched in Syria at Israeli jets and hit Cyprus after it went cockeyed. (https://www.bbc.com/news/world-middle-east-48824500)

Iran is ready to transfer Fateh-110 and Zolfaghar ballistic missiles to Russia, ISW analyst
According to analyst Amin Soltani, Iran will be able to sell missiles to Moscow already in October due to the completion of the UN resolution.
However, in exchange, Tehran can ask Moscow for Su-35 aircraft, S-400 air defense systems, help with space, missile, and nuclear programs, as well as Western weapons that were "trophied" in Ukraine. Apparently, the Iranians intend to use this to manufacture their own.

🇷🇺🇺🇦 UPDATE ON THE RUSSO-UKRAINIAN WAR: DAY 619
Ukrainian Forces launched a large, combined missile strike on Kerch and Berdyansk.
• Four SU-24M Bombers from Dnipropetrovsk and Zaporizhzhia launched a combined 8 Storm-shadow and SCALP missiles targeting Crimea
• At the same time, in an effort to overwhelm air defenses of the Russian Federation, MiG-29s and SU-27 bombers belonging to the Ukrainian Armed Forces fired HARM anti-radar missiles along with AGM-160 MALD decoys
• After which, two MiG-31BM fighter jets took off to intercept from Balbek, however the Ukrainian Armed Forces launched a diversionary strike targeting Cape Tarkhankut using a Neptune anti-ship missile which was intercepted by one of the MiGs.
• At the same time, 8 Storm-shadow cruise missiles were launched by Ukrainian Forces in Dneprorudnoye and Polohy towards the Sea of Azov where an S-400 air defense system and a Pantsir-S1 intercepted.
• Soon after, 3 more Storm-shadows were launched and successfully intercepted over Berdyansk.
No casualties were reported as a result of this massive attempted missile strike. None of the missiles reached their targets.
Russian Forces, who for their part seemed aware of the strikes before they came, launched their own retaliation strike on the airfield (it is unclear if Russian Forces struck while Ukrainian assets were in the air or if the strike came after the Ukrainian operation) in Dnipro using 10 missiles including Iscandar and Tornado-S missiles, the exact composition of the strike is unclear or if Geran-2 drones were involved as well. Secondary detonations were reported after the strikes on the airfield.
In the Kherson direction:
In the village of Krynky, Russian Forces were heavily bombing Ukrainian positions as they attempt to dig in deeper on their strongest foothold in this area.
According to the Russian Ministry of Defense [MoD] the Armed Forces of Ukraine lost 60 personnel in this area, along with 6 armored vehicles and 1 artillery system. According to the Russian MoD, Ukrainian Forces launched an offensive operation from their foothold in Krynky, though attack was repelled. This comes after yesterday's ambush of a Russian recognizance unit exiting the village, destroying the unit. Ukrainian Forces now have control over the entirety of the central part of the village with forward positions in the forest line south of Krynky.
To the west of Krynky, Russian Forces were heavily bombing and shelling Ukrainian accumulations of manpower and equipment in Kozatske, Baryslav, and Novobaryslav, with video evidence showing massive explosions as a result of strikes on these villages. At least four large missile strikes were recorded on this territory.
In Tendra Spit, Ukrainian Forces effectively used a Bayraktar TB-2 drone to aim HIMARS missiles at Russian Forces in this area, landing successful strikes on Russian positions.
In the Zaporizhzhia direction:
As a result of a Russian Iscandar missile strike on the accumulation of high ranking Ukrainian officers and commanders as part of the 128th Mountain Assault Brigade in the village of Zerichne, a large number of those high ranking officers were killed. According to reports from Russian Forces, the officers' cell phones gave away their positions which then targeted by Russian Forces.
In Robotyne, Russian Forces as part of the unit BOBP were using FPV drones to target Ukrainian positions in the central/eastern part of the village, as well as the southern area of Robotyne, while a separate unit from the Verbove area struck Ukrainian forward positions west of the village also using FPV and Lancet drones.
The initial FPV drone strikes by Russian Forces in Robotyne resulted in the Ukrainian Forces in this area sending an evacuation team to transport injured soldiers north out of the village to be treated.However, Russian Forces were aware of the evacuation attempt and while Ukrainian Forces were evacuating in an armored personnel carrier, the carrier was targeted in a series of strikes, destroying the armor and manpower both.
In the Urazhainoye area:
Russian Forces continued broadening their zone of control and pushing east towards Staromaiorske from their salient west of the village, capturing more territory in their operations to cut through the fields and assault the road between Rivnopil to the northwest and Staromaiorske, part of an effort to regain control over territories lost in the Great Ukrainian Counteroffensive of 2023.
Ever since offensive operations by the Ukrainian Armed Forces in this area have ceased, the Marine assault brigades that had been stationed throughout the territory here have since been moved towards the Kherson direction where they win to take advantage of the footholds in that region.
In the Avdiivka direction:
Russian Forces continue heavily bombing and shelling Ukrainian fortified positions throughout the city and on its northern and southern flanks as well using a wide variety of munitions. KA-52 Attack Helicopters were launching rockets towards Avdiivka with seeming impunity as Ukrainian air defenses seem non-existent in this region.
Meanwhile Ukrainian Forces published more videos illustrating their numerical strength and fortified positions in Avdiivka, confident in their ability to defend the city from outright assault.
West of Kransohorivka, Ukrainian Forces were using FPV Drones to destroy Russian de-mining equipment and armor in this area, successfully striking at least three Russian armored vehicles to the west and southwest of the village. While the loss will make Russian offensive operations in this area more difficult, it is unlikely to slow their advance as their logistical supply chains are far more fluid than Ukrainian ones for obvious reasons.
In the Kupiansk direction:
According to the Ministry of Defense of the Russian Federation, Ukrainian Forces lost 210 soldiers in the Kupiansk direction and another 100 in the Lyman area.
Russian Forces also said they've destroyed all the bridges crossing the Oskol River in this area, severely weakening Ukrainian logistics in the northern territory.
In Western Ukraine:
More information was released on the powerful strike Russian Forces launched yesterday on the Ukrainian Forces training center to the northwest of Lviv. According to video evidence, the destruction of the training center was complete, with zero evidence that any structures survived the attack.
