This is specifically because of a fanfic I'm reading that's implying that a federal contractor is deliberately overcharging the government out of spite (and that this is a good thing), but I genuinely think for both a writing reason and a living in the world (or at least the U.S., which is the system I know about) reason that people should understand at least some degree of how federal procurement works.
I'm very far from an expert on how it works, but here's a very high level overview of how that process works*:
The government decides it needs something. It may or may not know what it needs
The government releases a Request for Information (RFI) where it lays out more or less what it needs and asks for answers on what that could look like and what kind of contract vehicle that should be on
Companies respond to the RFI. This is an opportunity to try to shape what the contract might look like, including what kind of companies can bid on it (i.e., is it open to big corporations or is it a small business set-aside, including potentially a specific type of small business set-aside like woman-owned or Native-owned)
The government decides what it actually needs (or what it thinks it needs) and releases a Request for Proposal (RFP) that outlines what they need and who can bid**
Companies respond to the RFP. The proposal generally includes a technical section (how the company will do what is needed), a management section (how they'll run the contract), a staffing section (how they'll staff it, including who they may staff it with), a past experience section (what the company has done before that's similar), and a pricing section (how much it will cost and why it will cost that much)
If it is a small business set-aside, big companies will often pair or "team" with small businesses. The big companies will get 49% or less of the contract
Once the proposals are in, the contracting shop of whoever released the RFP will review and select a company*** to award the contract to. This is based on a number of things, including compliance (did they literally follow the instructions), technical approach (does their way seem like the best way), and price. The cheapest doesn't always win, but there are rules about when the government can go with a more expensive bid
Once the contract is awarded, billing works however is laid out in the contract. There are a few common ways that this happens, including Firm Fixed Price (FFP) where individual deliverables have a price that can be billed once they're submitted and approved by the government, as well as Time and Materials (T&M) where each individual person on the contract has a specific bill rate based on their labor category
If something about that is going to change, whether it's deliverables or pricing, there needs to be an official contract modification****
Overcharging or falsely charging the government is super illegal. Booz Allen recently had to pay $377 million for doing this.
*This is true for services/tech systems/etc. I'm not as sure about procurement of stuff.
**There are an extremely limited number of sole-source or non-competitive contracts. They're also very complicated and there are rules about them.
***There are things called Indefinite Delivery, Indefinite Quantity (IDIQ) contracts where they basically narrow down to a few companies who can then bid on individual tasks. These are complicated and I'm super not an expert on these.
****Some contracts are weird.

- Ready For It: "Knew he was a killer first time that I saw him", "I was a robber first time that he saw me" = Cowboy Like Me "You're a cowboy like me", "You're a bandit like me".
- "I'm so very tame now, never be the same now, now" = "Now I'm never gonna love again".
- "I know I'm gonna be with you so I take my time" = "Forever is the sweetest con".
- "Wonder how many girls he had loved and left haunted" = "And the ladies lunching have their stories about when you passed through town but that was all before I locked it down".
- "Me, (...) stealing hearts and running off and never saying sorry" = "And the old men that I've swindled really did believe I was the one"
Both songs are about two people falling for each other when they were not looking for love at all: they (con artists in Cowboy Like Me or thiefs in Ready For It) were not really in it for searching for commitment when they met each other, but somehow read into the other persons' tricks and identified each other as equals.

As for my French study in general, since I first learned French in college, I just listened to the college classes well and tried to do my homework hard. However, compared to my college classmates, I started learning French much later, so I had to study Delf separately during vacations and make a lot of effort to become familiar with French on my own.
word
-When memorizing a word, you must read the example sentence at the same time.
-Select one vocabulary list and memorize it all properly.
grammar
-It’s similar to studying words. You should choose one grammar book and memorize it all to the end. Instead of doing this and that, it is better to choose one book and do it properly.
-The recommended book is <grammaire progressive du francais-intermediaire>
reading
-When reading a text, I tried to improve my ability to interpret the sentence in its overall context rather than focusing on each word. If there is a sentence that you cannot interpret at all, try analyzing the sentence structure first.
-It is good to read French novels to practice understanding the context of the text. I chose an easy novel like ‘Little Nicola’ and read it little by little. Even if there were sentences I didn't understand, I tried to infer them from the overall content of the novel.
Listening
-Listening was the most difficult part of studying French. To be honest, I still find it difficult to listen to and understand French.
-The important thing is to keep listening to French as a habit. The apps I recommend are ‘TV5MONDEplus’, ‘RFI’, and ‘Le francais facile’.
-It's good to choose one French drama or movie and watch it over and over again. I selected a specific episode of the ‘Skam France’ series and watched it over and over again.
speaking
-I looked up YouTube videos on French pronunciation and tried to follow them.
-When preparing for Delf, it is difficult to do it alone. In Korea, there is a study service where you can take classes by speaking with a French person over the phone, but I'm not sure what kind of service there is in other countries.
writing
-Up to A2, I just wrote down all the sample answers and memorized them all. However, starting from B1, this method does not work. In the end, it seems that it is possible to get a good score in writing only by consistently studying vocabulary and grammar from the B1 level.
-B1 Writing is difficult to study in a short period of time, so I practiced writing down one expected problem every day. Then I looked at the answer again and analyzed the incorrect sentences.

I think a lot of the rep love songs were initially about Harry, or at least had started out as Harry songs but eventually, she just changed certain details to make them about Joe. She may even have thought that she was writing about Joe, but subconsciously without realizing it, it was about Harry.
Let's look at the songs:
End Game: she says ''you and me, we got a BIG reputation'', ''you and me we'd make a BIG conversation''. Now Joe back then did not have a big reputation in the public eye to make any big conversation. I don't even know if that's possible still today. No offense, but how many people care about him enough to talk about him, outside of Tay's fandom.
DWOHT: ''I loved you in spite of deep fears that the world would divide us'' I don't think the world cared much about dividing them, other than maybe the paparazzi being invasive trying to learn more about Tay's love life and writing about it. Something that could potentially push Joe away. Now, on the other hand, everyone and their mother was up in Harry's and Taylor's business while they were dating. His fandom harassed her so badly because they didn't want them together. The media was constantly following them and eventually, I think this is what actually broke them apart. The pressure and anxiety being one of the few things that came with all the attention that they were receiving.
...RFI?, SIG... : I mean I'm pretty sure every time there's an ellipsis in a song that it's about Harry. After all Question...? is a song about him.
Dress could have been a Harry song at one point, but she probably reworked it and made it about Joe with the flashback part of the song.
KOMH: If I remember correctly, there is a video of Taylor writing the song in September. How could she write that Joe is the king of her heart when she barely even knew him. I mean no judgment here, it could be possible, it's Taylor after all, anything is possible with her. But I personally think that to a degree it could have started out as a Harry song. The ''never took me quite where you do'' part really reminds me of ''you showed me colors you know I can't see with no one else''. Now, when Harry first met Taylor, he was just starting out with 1D, I don't think he had that much money from the very beginning to be owning such cars, even though by the end of 2012 they were driving in a range rover in England. Harry has an unreleased song Baby Honey (which I think is about Taylor) that says ''and I know he's got the money baby honey, but does he kiss you in the place I know you like'', which makes me question was he ever feeling intimidated about Calvin having more money than him at that point in time?
Anyway to end it, New Year's Day could be about anyone, but as soon as I hear Polaroid pictures my mind just goes to a certain place. Also the NYE kiss in times square.
Delicate could also partially be about them (H&T), their situation was delicate I think I also read somewhere that they might have been secretly meeting each other at the of 2016 at a hotel in London. Didn't Harry help her out with her brother's Xmas gift?
I think you are so right about all of these. I think the same thing. There was fan reports of seeing them together December 28, 2016.

Austin made a post around the same time about getting the signed album. Then there is this anonymous saying they were staying at a hotel on several occasions from late 2016 to mid 2017. This was all while she was supposed to be falling madly in love with joe.

Ok but with her evoking images of robbers, killers, jailers, vendettas and Elizabeth Taylor and Richard Burton, I can't imagine that anyone would gloss over all that and view the song as a love song through and through. Sis can write a love song (see previous albums for details) but the main thing that sets it apart from those is that RFI uses imagery that paints the two people in the rs as antagonists rather than protagonists. I mean who would wish anyone a rs like Burton and Taylor's.
so sorry i never answered this in 2017 lmao but im glad i just stumbled upon it now bc it’s insane how glossed over it all was until now, going on 7 years later..

I will be sharing some resources that helped me pass my DELF B2 exam.

Videos/Listening
arte.tv is a great platform to listen and watch + it has subtitles in the language you're learning (has German, Polish, Italian, Spanish, French and English options).
Podcasts in general are a great way to learn a language. A few I listened were Français avec Fluidité, Autour de la question, Little Talk in Slow French. Of course, anything will work if you get to listen to the language. Available on Spotify.
Youtube Videos. Channels like Easy French are a great source to practice listening and pick up different words. I personally, made a whole different account so that everything would be in French. It would be great for you to find content that you like and watch it in your target language.
Some audiobooks
RTL news, podcasts
Dictionaries
One of my favourite dictionaries is Reverso. It also has conjugations and a phone app.
If you're struggling with pronouncing or come across a new word Forvo is a website where natives say the word.
French has a lot of idioms and translations wary. Expressio.fr
Reading
RFI, reading news will help your vocabulary and topics in case you need to speak about them (it also has audio).
For books to read, you can find some french books on Project Gutenberg
Grammar
eLearning French
Français Facile (might be difficult to go through the website).
If you're struggling with a specific topic in grammar, YouTube has a lot of great options if you just type in the keyword.
Tests
RFI has a small placement test.
DELF sample papers have a few tests in an old format and a new one.
Partajon different levels and listening, writing, speaking tasks.
France Education International offers past papers of DELF exams and other information to read in French.
Tips
To learn a language you have to immerse yourself no matter what. Personally, I didn't really focus on grammar after a while and tried to write as much (essays, descriptions, reviews, journaling) and talk (record voice memos, learn songs, create stories).
One of the best tips I got is to take a keyword and try to come up with a story based on that keyword (you should record yourself to see mistakes or what words you need to look up to) and try to progress the story every day for a few days.
Of course, if you still not confident to speak then write a journal every single day, just write anything that comes to mind and then you will notice what words you use the most and need in your daily life.
If you're learning for a test then do as many sample papers as you can, write a lot, speak a lot. A week before my exam at home I spoke purely in French to not forget it and feel a little bit more confident.
Don't be afraid to ask others for help. If you are not sure if you wrote something good you can ask people who know the language to review it or even go to a teacher. From mistakes you learn a lot, don't be afraid of them.

French A1-B1 Textbook Recommendation + Resources
For people in the beginner stages of learning French, I would like to recommend a textbook (which cannot, I repeat cannot, be found on a website with millions of textbook resources called 2lib.org).
The textbook is called ‘Vite et Bien- methode rapide pour adultes’ of which I am currently using the 2 edition for complete B1. It comes with a small booklet with corrections (which also cannot be found for free anywhere online wink wink).
For each Unité (of which there are 20 in the B1 textbook) you will get:
A dialogue which introduces the topic, vocabulary + grammar points in use
A couple more different text type examples: examples of newspaper snippets on the topics, emails, short stories etc.
A vocabulary section- this section doesn’t give you translations but includes sentences and paragraphs of how to use different vocab related to the topic
A grammar section which introduces new grammar points each chapter
Exercises section which splits up vocab and grammar: works on things like sentence structure and putting to use everything you learnt and also has listening exercises
Mini exam for each section which is like a short exam to test everything you learnt in that unit
I absolutely love the format of this textbook and it feels natural to learn in this way i.e. learning a little at a time and learning vocab, grammar etc. together and not alone. You really learn things in context which is great. 
How I learn with the textbook:
I learn the vocabulary and read the dialogues and texts of one unit. Then I learn the grammar by making notes in my notebook. After I make notes on the grammar point, I search online for exercises on that grammar point. 
I like to use lots of different websites to practice grammar but my recommendations are:
Le Point du FLE  Français Facile Bonjour de France
I do the exercises and then I write in my notebook the questions I got wrong with their corrections underneath. I then write small annotations of why they are wrong (e.g. I didn’t agree with the gender, spelling mistake, wrong tense used etc.)
After I’ve completed the grammar I do the exercises and correct them. Whatever I get wrong I will work on the key areas I need to improve. I will then move on to the exam half and correct it after. After that whole process is done, I will repeat it for each unit and review vocab and grammar as I go along: you will see grammar being used more than once in the text examples.
I also supplement my learning with several resources which I like to look at just for fun:

Besides being an absolutely invaluable source of high quality information about ADHD, ADDitude magazine is also coordinating mass protest over the ridiculously manufactured stimulant shortage that has been going on for far too long.

“When you’re prescribed an important medication by your doctor, and you learn the drug is out of stock, your heart sinks,” HHS Secretary Xavier Becerra said in a press release. “This devastating reality is the case for too many Americans who need generic drugs for ADHD, cancer, and other conditions. Today’s announcement is part of the Biden-Harris Administration’s work to tackle healthcare monopolies and lessen the impact on vulnerable patients who bear the brunt of this lack of competition.”

the ‘raffi is so wild and impulsive and emotional and can’t handle her shit’ schtick has gotten real old tho can’t lie. like it was already stale when plcard told her she was being ‘too emotional’ literal seconds after elnor died (um hello sir have you ever heard of grief? you might not participate but let a bitch breathe! thank you!) but having worf (who im actually liking so far) pull the same ‘she’s irrational, violent etc’ thing is just like. eye roll. obviously the writing isn’t doing my girl any favours by cheaply and gleefully playing into it with cliches left and right but my goodness can they come up with something else!

Writing a Professional Email
I work in client services, which means that a frankly depressing amount of my job is writing emails, both for myself and for other people. There is an art and a science to writing professional emails.
The subject line
The subject line should be informative enough that somebody scanning through their inbox can tell what the email is about and whether they need to look at it any time soon. Depending on their job, some people get hundreds or thousands of emails a day, and they need to be able to tell at a glance whether an email is important to them.
When emailing someone particularly at another organization with a question, I will often use "Inquiry" or "Question" in the subject line. depending on industry standards, you may also use something like RFI (request for information).
If you want to be clear on why exactly you're sending an email, it is the standard in some industries to start your email with For Action: or For [Reason]: (e.g., For Review:, For Situational Awareness:). I generally only include that in emails staying within my organization, but depending on how well you know whoever you're emailing, you may or may not feel comfortable to do that outside of your organization.
You may not need to be that prescriptive in your email subject lines. if I'm emailing someone about tuition assistance, I might just use the subject "Tuition Assistance."
The salutation
How you address the person sets the tone of the entire email. A lot of this has to do with industry standards and the level of formality you're trying to convey.
At my organization, the explicitly-stated expectation is that you will address everyone, regardless of level, by their first name. If I got an email from someone at my organization referring to me by Ms. [Surname] I would be immediately confused and suspicious.
When emailing agents or addressing them in query letters, it seems like the expectation is often to use their first name--but you should always check, in case they specifically say they want to be referred to in some other way.
When emailing someone with an industry-specific title (professor, doctor, military or law enforcement) it's often your best bet to start with their title. You should make sure you know how to properly abbreviate them, if you do that--the same military rank, for example, is abbreviated differently depending on the service (e.g., Second Lieutenant is abbreviated 2LT, 2ndLt, and 2d Lt).
As you become closer to them, you may start to address them by their first name--but not necessarily.
Also some people/industries prefer "Hi" while others prefer "Dear". if you're really not sure, I've found that defaulting to "Good morning" or "Good afternoon" is often an easy workaround.
The body
Organize the body of the email so the most important information is clear, easy to find, and unambiguous. I frequently use bullets and/or tables in my emails. I also use strategic bolding and underlining, especially for due dates or specific asks.
If you don't know the person or they won't understand why you're the one emailing them about the thing, it can help to introduce yourself. If you're going to do so, keep it short and focus on the key info (e.g., "I am part of x team and am reaching out to you because of y").
If you think your email is too long, it probably is.
The closing
I recommend finding a closing that works for you and stick with it. What I see most commonly are Best, Regards, Best Regards, or Sincerely, but you have a good deal of flexibility here. (I use Regards.)
You should also consider whether to sign off with your first name, full name, or full name + title. I use first name because my signature has my full name.
The signature
Most (all?) email service providers let you set a default signature. My organization has a very prescriptive signature block, so for my work email I just use that.
If you don't have that, I recommend some version of

Swifties think the song Harry talks about in ‘Him’ is Wildest Dreams, because he references it in the song but that makes no sense because OBVIOUSLY Wildest Dreams is about Harry! It’s on 1989!! An entire album about him!!
They cannot believe Taylor would call Harry “tall and handsome as hell” but the thing is… he is handsome?? AND tall?? If Taylor can write a song about plainfaced Joe called ‘Gorgeous’, she can write Wildest Dreams about Harry.
I’m pretty sure Harry is refering to Rep songs in ‘Him’ — RFI, So It Goes, etc.
Yea I’ve seen where some think it’s about Alexander Skarsguard cause they were in The Giver together. But I don’t think Taylor would write a love song about someone she might have casually dated once or twice. And Harry is clearly claiming it lol then the music video is a nod to the Richard Burton/Elizabeth Taylor parallel between her & Harry. She even has hair like Elizabeth Taylor. But yea in Him Harry definitely means songs from Rep cause 1989 is all about Harry.
