When Toronto launched its ambitious new housing strategy in 2019, it aimed to transform valuable city-owned lands into 10,000 affordable homes — but more than four years later, not a single shovel is in the ground. 

Housing Now was designed to convert surplus city-owned properties, such as parking lots, into new housing developments, with a minimum one-third of those units affordable or at no more than 80 per cent of market rent.

The first 11 properties, all near transit nodes, were identified in early on. The plan was to build and hand back the projects to city-aligned housing agencies for management within four years through a fast-tracked approval process.

So far, that hasn't happened. Now, some developers blame what they're calling the city's onerous construction approval process — including the Toronto Green Standard (TGS), which adds several levels of new regulation, on top of the provincial building code.

"We're calling it 'Housing Later,' or 'Housing Maybe'," said Richard Lyall, of the Residential Construction Council of Ontario (RESCON). "It's not a surprise, in a sad kind of way." [...]

Please Consider This...

I'm not sure users understand why it really matters that Schemes kept her account so I wanted to write this. This isn't an attack on Schemes. Like someone else said, I hope you will read this simply as a criticism of the decision made by other staff to let her stay on that account. 

We know Schemes cheated in tu/pets/items/etc. Logically, those illicit goods did not stay isolated on her account. 

So let's imagine Schemes bought a name for 1 bil with tu she cheated in. In order for staff to correct the situation they would have to go to the user who sold the name and explain that Schemes cheated, give the name back, and reclaim the illicit 1 bil tu. This is just ONE transaction, but it creates a whole web of problems. First of all, contacting the other user exposes Schemes cheating. Secondly, what if the other user has already spent some or all of that tu? Staff would have to then go to the next person who recieved the illicit tu, and undo that transaction as well. Consider the same for any pets/eggs/items she cheated and bartered with as well. Are they going to track down every subsequent transaction attached to that illicit tu, and is that logically even possible? Probably not. Not only is it a massive amount of work for staff but it would also upset a lot of users. 

So when she was caught, staff took pets, tu and items that she had spawned off of her account - but that's just what was still located on her account. What about the names, pets, and more that she obtained in exchange for her cheated goods and then traded/sold and so on? The wealth she obtained as a result is still at her disposal, on her account, and we can never know just how much she is still benefitting. Even staff don't really know. If nothing else, she had recently (before the ban) obtained high value names. Those names will continue to increase in value and she will be able to sell/trade them in the future. Staff didn't remove those names or send them back to their previous owners because, again, that would expose what she had been doing and create more problems. 

If you're still skeptical that staff can't correct these transactions, please have a look at Kirtsi being hacked a few years ago. Staff caught the hacker and returned Kirsti's account to her, but staff told her it would be extremely difficult to try to get her things back (which is logically true). The hacker had been on her account for months - selling, buying and trading; doing quests, participating in events, hatching eggs, and so on. To undo it ALL they would have to contact every user who had interacted with this account. Including merchant, egg market and rancher sales, auctions and trades, private sales - and so much more. What a nightmare. Staff were right to say this couldn't reasonably be corrected. (I don't know who was on staff back then, I'm just saying it sounds like that was a fair decision). Now consider the same issues arise when trying to undo Schemes playing for an unknown amount of time with cheated tu/eggs/etc. Staff simply can not undo it all, especially not without admitting publicly that she was cheating and taking things back from users (which would be upsetting for everyone who unwittingly interacted with her illicit stuff).  

So let's talk about why this is a situation that doesn't make sense to "forgive" with leniency. The new statement on bans asserts that users have been forgiven and allowed their account back if they show sufficient remorse for their actions. They weren't lying when they said this has happened in the past. In the case of a user who says something inappropriate or hostile, or perhaps a user who had a second account and managed to get 3 extra hatches per day, this may seem reasonable if that user understands they did something wrong and agrees to not repeat the behavior. The damage would be minimal and other rule-abiding users may be more inclined to see it as understandable. In the case of Schemes, you have damage done to the economy of the site (which is already in question and struggling) and a userbase who realize they've been cheated and now question the value of everything in the game. It gives them further reason to question other certain staff who seem to be doing remarkably better than any normal user could do. And above all else, as I demonstrated above, it fails to correct the problem at all. 

Users know that any transaction they make with Schemes/Khione going forward should be viewed in a different light. When Khione asks for a fair price for something they're selling, the rest of us will wonder, "Am I now paying her my tu/etc that I had to work to earn fairly, for something that she (directly or indirectly) obtained through cheating?" And when they see her on an event leaderboard, or out-bid them in an auction, or buy a pet they can't afford - of course they will be bitter. 

There's about 30 other reasons staff who cheat shouldn't be allowed to keep their account, but honestly it shouldn't be necessary to explain them, especially not to the staff members who made this decision.  

I realize the hour grows late on this issue, and the more time that passes the less likely support staff are to decide to ban her account. But maybe laying it out like this will help other staff to realize how problematic this is and encourage them to speak up on behalf of the site.

Normal Attack:

Deal up to five counts of Dendro DMG with a bow made of pure Dendro called Lensing Arch.

Charged attack:

Charge up the arrow with the flourishing plants of nature, to make an Archway Striker which explodes in a AoE, which deals Dendro DMG and deacreses the hit opponent's DEF by 2.3% of Sirike's Max HP.

Plunging Attack:

While airborne, Sirike plunges down surrounded with colorful flora, dealing Dendro DMG to opponents in the way.

Elemental Skill: Dimming Lifetime

Press:

Use the ancient antiquity Surpassing Selder to quickly shoot a Floret at the opponent, which explodes on contact, dealing AoE Dendro DMG

Hold:

Sirike drops the Surpassing Selder right infront of her, which detects an enemy and connects a Lifeline Thread to them.

Once the Lifeline Thread is connected to an enemy, in a certain area, the current character will also be connected to the Surpassing Settle with a Lifeline Thread.

Once both Lifeline Threads have been connected to an enemy and a player, Lifesteal will appear. Lifesteal damages continous Dendro to the enemy and heals the current character by the amount of damage done by Lifesteal to the opponent.

Once an opponent has been caught by an Lifeline Thread, they cannot leave the field created by Surpassing Selder, however, if the current character affected by the Lifeline Thread, leaves the field, dies or makes an character switch whilst in the field made by the Surpassing Selder, the effects of Lifesteal will be cut off.

Elemental Burst: Adjudication

Unleashing her utermost power, Sirike unleashes her Tiebreaker Strings, which attaches to opponents near her. A maximum of 5 enemies can be attached with one set of Tiebreaker Strings.

Tiebreaker Strings

The Tiebreaker Strings will increase the amount of DMG done to the opponents affected by them.

The Tiebreaker Strings also decreases the ATK of opponents attached to them by a certain percantage.

First Passive Talent: Multiplication Implication

The e̴n̶c̷r̶y̶p̷t̶e̵d̶.̶m̷e̴s̷s̷a̴g̸e̵/̷o̷p̷e̵n̶?̵ can now attach to two enemies simultaniously, and the healing effects of Lifesteal will be increased by an additional 100% if two enemies are being affected by Lifeline Threads.

Second Passive Talent: Stinklebomb

Using the Press version of Dimming Lifetime will shoot three Florets instead of 1, and Floret Explosion DMG is increased by 100% of Elemental Mastery.

Third Passive Talent: Detonating Resconance

If there occurs an Elemental Resonance between to alike Elements, decrease Stamina Consumption for all actions that require it by 10%.

Constellation 1: Flora Flintway

If a Archway Striker hits an opponent, Sirike will gain an Flower Flint.

The Flower Flint will be consumed once another Archway Striker is shot. The Flower Flint will increase its AoE by 25%, and will up the DEF decrease to 4% of Sirike's Max HP.

Constelletion 2: Aggrevational Serving

If any opponent is being affected by a Lifeline Thread, it will trap them, not letting them move or attack until the Lifeline Thread is removed.

Constellation 3: Upheaval

Dimming Liftime's Upgrade Level is now raised by 3. Maximum Upgrade Level is now 15

Constellation 4: Tensing Flash

After using Ajudication, any DMG dealt to opponents who are being affected by Tiebreaker Strings will Dubberjump between said opponents up to 5 times, dealing DMG back and forth.

Consecutive Dubberjumps can only go into effect when any existing Dubberjumps has expired and is gone.

Constellation 5: Deliverance

Ajudication's Upgrade Level is now raised by 3. Maximum Upgrade Level is now 15

Constellation 6: Powderstunner

If the Surpassing Selder comes in contact with Pyro/Hydro/Electro, a Pollenstunner Pump will seek out of the Surpassing Selder, dealing DoT every 0.5s for 5s. only one Pollenstunner Pump can be executed with one existing Surpassing Selder

Sirike's Story

One of the seven Guards of Aggregation, specifically, the one of the Dendro Element

Sirike is the mortal form of a flower that never withers or produces, the Ahrlazmoq Flower. The form she takes was made by the first Dendro Archon, before the cataclysm and the destruction of Khenri'ah 500 years ago.

Even though the Lesser Lord of the present day is inanomously different from Sirike, they're still quite aquianted and spend their days together from time to time.

Keeper of flowers, a Lessest Lord of sorts, who seeks to invade the lands of Teyvat with flora of all types. If a flower is snapped, it won't go long before the stem is up, and the plant is happily standing again.

If you ever come across her, just smile and wave, she’ll appreciate it.
