I have seen anyone talking about this, so I guess I'll get the ball rolling. Sparrow!Ben wants to be #1 so badly but Reginald sorted the power order backwards. #1 might be the leader but in terms of raw power, they're weakest. As opposed to #7 is always the most powerful.

My point here is that sparrow!Ben pined for that top spot without ever realizing how the system worked in the first place.
