The Rs.5.5 billion prison package would introduce important reforms in jails to revamp the 127 years old jail system.
In a statement issued on Friday, Chief Minister Punjab Sardar Usman Buzdar said the government was paying attention to reforming the prisoners as useful organ of the society. While giving details of the prison package, the CM added that gaysers were being installed in jails and the inmates would be allowed to keep mattresses, blankets and pillows. Similarly, air coolers, exhaust fans, lights and additional fans would also be fitted to provide a conducive atmosphere to the prisoners. Alongside, recreational and educational facilities, as well as daycare centres, would be provided to women detainees and their children of up to six years of age. Meanwhile, protection of rights of juvenile offenders would be ensured and no one will be allowed to exploit them, he continued.
The CM announced that medical camps would be set up every month in jails for prisoners' medical check-up. The government has changed the lunch and dinner timings, he appended. It is sanguine that different ceremonies were held in jails in connection with Ashra Shan-e-Rehmatul-Lil-Alameen (PBUH) and prizes were distributed among the position holders. The CM pointed out that the service structure of jails staff was being improved and added that prison security allowance, equal to one additional basic pay, will be given to jail staff along with salaries and allowances. Some Rs.2.77 billion would be spent on this package, he told and added that permission has been granted to upgrade the posts of jail warden, head warden and chief warden with an amount of Rs.9.24 crore. Rs.10.64 crores will be spent to provide 21 operational vehicles to prisons department, he added.
The Punjab government has upgraded the jail martyrs package and the children of martyrs of Punjab Prison Service will be given government employment, he informed. Meanwhile, scholarships, dowery funds and medical allowance would also be given to children of jail employees in partnership with PPF, he said. Two vans will be provided to every jail and a total of 72 vans will be given with an amount of Rs.91.40 crore, he stated. Meanwhile, Rs.7.17 crore would be spent to repair 287 vans in different jails. No past government paid heed to ameliorate a lot of the prisoners and jail officials. It is hoped that the prison package would introduce far-reaching reforms in the jails, concluded the CM.

Chief Minister Punjab Sardar Usman Buzdar has termed opposition's agitation as an attempt of self-projection adding that opposition parties have lost their reliability in the masses.
In a statement, the CM said the government has full understanding of the problems of the common man and every step was being taken to overcome them. The district price control committees have been activated to stabilize the prices and sustained efforts will be continued to control prices, he maintained. There is no room for agitational politics but the opposition was trying to deceive the masses in the garb of price-hike, he stated. In fact, the power-hungry opposition's approach is contrary to the national interest as it has no regard for the masses, concluded the CM.

The CM directed to investigate the incident adding that the best treatment facilities be provided to the injured teachers and students. He also extended sympathies to the bereaved heirs.

PATIALA: Punjabi University Patiala has been demanding a bailout package from the state government from a long time to get out from the financial crisis however it could get only 6 per cent hike in the annual grant and Rs 15 crores for a hostel for in the Punjab budget. The authorities and faculty of University has expressed sorrow over it.
The university authorities claimed they would request again the state government to provide a one-time package to come out of the fiscal crisis. The demand for girls’ hostel was also pending for a long time as eight hostels for girl students were insufficient to cater to the strength of girls. In almost every room four or five girls have been accommodated against the capacity of two. The strength of girl students counts more than 65 per cent in the university main campus.
Manjit Singh Nijjar, Registrar Punjabi University said, “We are getting Rs 100 crores approx. an annual grant from Punjab government and the 6 per cent increase in the grant is not sufficient. Last year the government gave Rs 50 crores grant but this time it is only Rs 6 crores approx. in the form of an annual grant. Each year, the university is landing into a deeper fiscal crisis and the fiscal budget has crossed Rs 300 crores following which we demanded a bailout package from the state government. We will again request the government to help out the university come out of the crisis. Each year, the university is giving a 3 per cent annual hike in salaries to its all the employees and 6 per cent hike in the DA which means we are spending on 10 per cent annual hike. The monthly grant from the state government is Rs 8.64 crores approx. while the university’s expenditure on salaries is Rs 30 crores per month. We are managing by taking loans or from university’s income through various sources including fees”
Budget not in favour of higher-education, farmers
Professor of economics, Punjabi University Patiala, Kesar Singh Bhangoo, said, “The state government had reduced its expenditure and this will have a negative impact in totality. This year’s budget is not farmer oriented and there was a need to focus on the procurement of diversified crops instead of keeping a figure or budget for diversification. Last year the state government allocated Rs 3000 crores for crop loan waiver but this year it has declined to Rs 2000 crores of which 520 crores have been kept for agricultural labourers and Rs 1480 crores.” He added that this budget was not in favour of higher education and importantly no step was taken to save the state-run Punjabi University from the financial crisis that has been demanding bailout package from a long time.”
Dr Pankaj Mohindru, Human Rights Chairman of Punjab Congress who demanded Rs 500 crore package earlier also from his party to bail out the university from financial crunch said that the university did not get any special grant in this budget.
“Higher education sector is ignored. The Punjab Budget dashed all the hopes of the staff working in Punjabi University, neighbour-hood campuses and constituent colleges situated in all most all of the Malwa belt. The Punjab government increased the outlays for health and education sectors to Rs 4675 crore but there was no specific mention of the budget allocated to higher education sector whereas Haryana government set aside Rs 2936 crore for higher education which is whopping 41.39% increase over the previous year. Punjabi University is the second university in the world to be named after a language, the first being Hebrew University of Israel. The University is now not even able to pay the monthly salaries to its employees in-time and this has adversely affected the morale of the faculty and subtly of their students”, added Mohindru, a Professor in Punjabi University and an expert in the field of Human Resource Management and Artificial Intelligence.

*WORKING PRINCIPLE OF A DVD PLAYER?* 💿📀
The DVD ( Digital Video Disc or Digital Versatile Disc) is a digital optical disc data storage format invented and developed in 1995.
DVD base layer made of a polycarbonate plastic. A thin layer of aluminum coating over the polycarbonate plastic. A clear protective acrylic coating over the aluminum layer.
The pits and bumps in the DVD are hit by the laser from the optical mechanism of the DVD player. This laser will be reflected differently according to the change of pits and bumps. Though the laser hits a single spot, the DVD moves in a circular motion so that the entire area is covered.
Red Laser shines onto a spinning DVD disc, reads the bumps (known as “pits”) in the reflection, converts it to 1s (Shiny) and 0s (Non-Shiny Pit), and the circuitry inside the player converts those 1s and 0s into sound and picture.
These reflected laser beams are then collected by a light sensor (eg. photo-detector) which converts the different signals into a binary code. In short, the optical system helps in converting the data from the DVD into a digital code. The binary signal is then sent to a Digital to Analog converter which will be setup in the PCB (Printed Circuit Board). Thus the corresponding analog signal of the DVD is obtained. The PCB also has amplifiers which amplify the signal and then sends it to the graphic and audio systems of the computer/TV. Thus, the corresponding audio/video signal is obtained.

Key Highlights of Budget 2018
* Arun Jaitley proposed to tax long term capital gains exceeding Rs 1 lakh at 10 per cent without indexation.
* Electronic IT assessment will be rolled out across the country, leading to greater efficiency and transparency: FM
* Mobile phones set to become costlier as custom duty on them has been increased to 20 per cent.
* Health and education cess has been increased to 4 per cent.
* For senior citizens, exemption of interest income on bank deposits raised to Rs 50,000: FM Jaitley
* FM Jaitley proposes to introduce tax on distributed income by equity oriented mutual funds at 10 per cent.
* Standard deduction of Rs 40,000 for salaried employees in lieu of transport and medical expenses: FM Jaitley

Metro Bus Service suspended as employees go on strike
LAHORE: Lahore’s Metro Bus Services came to a halt after its staffers went on strike over non-payment of their salaries for the past two months on Monday, ARY News reported.
People who rely on the Metro buses for daily commute are facing hardships as a number of its stations have been shut by the protesting employees who have stopped issuing tickets.
The strikers, employed by a private company, said they have been deprived of their salaries for the past two months.
The Mass Transit Authority general manager said the provincial government make timely payment of all dues to the company.

Uzair Shah said the issue concerning non-payment of salaries to the protesting employees has nothing to do with the authority.
Last year in March, the Punjab cabinet’s standing committee on finance had rejected a proposal to jack up fares of the Metro Bus Services.
Punjab Chief Minister Sardar Usman Buzdar, who presided over a meeting of the committee, said the Pakistan Tehreek-e-Insaf (PTI) government didn’t want to put financial burden on the poor by hiking fares.
He directed the authorities concerned to work out other viable means to scale up the resources. “It is our responsibility to provide relief to common man,” he told the committee.
