CHIEF MINISTER PUNJAB DIRECTS LAUNCH OF 'SMART DISTRICT SAFE CITY PROJECT' IN ALL DISTRICTS BY DECEMBER 31
Lahore, February 27: Chief Minister Punjab Maryam Nawaz Sharif visited the Punjab Safe City Authority headquarters and directed the launch of the Smart District Safe City project in all districts by December 31. She also directed the launch of the upgraded "Women Safety App" for the protection of women, with a directive to make it functional within two weeks to provide 43 services with a single click.
Maryam Nawaz Sharif announced the construction of a hostel for women police communication officers of the Punjab Safe City Authority. The trial run of the Safe City Crime Stopper app has been initiated for the timely detection of crimes, including terrorism, rape, drugs, display of weapons, and other criminal activities. Artificial intelligence-based software has been developed to prevent violations such as not wearing helmets, seat belts, and displaying weapons. The Safe City Authority will also use cameras to identify encroachments.
During the briefing, Chief Minister Maryam Nawaz Sharif was informed that cameras would monitor hospitals, bus stands, airports, railway stations, and shopping malls. She inspected the Safe City Authority data center and digital wall, and visited the "15" helpline call center, where she interacted with lady police communication officers. She observed the Safe City monitoring process and reviewed the response to a theft call at a factory in Taunsa, she also called "15" to check the police response time. Maryam Nawaz Sharif expressed her satisfaction upon meeting the lady police communication officers.

Lahore, February 27: The implementation of Chief Minister Punjab Maryam Nawaz Sharif's vision for a "Clean Punjab" has begun. Maryam Nawaz sought suggestions from members of the assembly and announced a project for repairing streets across the province. She also called for a plan to ensure the supply of clean drinking water and sewage systems in villages, as well as an immediate plan for the repair of small roads and streets in cities and villages.
Maryam Nawaz Sharif emphasized the goal of making every constituency a model of development projects and urged for the immediate resolution of people's issues. Members of the Punjab Assembly from Sheikhupura and Kasur met with Maryam Nawaz Sharif and congratulated her on assuming the post of Chief Minister.

"Amid the ongoing farmers’ protest in Haryana and Punjab called by various farmer organisations, the Yogi Adityanath-led BJP government in Uttar Pradesh has invoked the Essential Services Maintenance Act (ESMA), banning strikes by government employees in all state government departments, corporations, and authorities for a period of six months."
"Prem Nath Rai, general secretary of the Centre of Indian Trade Unions (CITU), said, "The Yogi government is scared of the employees as after the Covid-19, Section 144 is always imposed in the entire state from time to time. The government had already invoked ESMA in the electricity department. Last year, when there was a strike called by Uttar Pradesh Power Corporation Limited (UPPCL) employees, ESMA was in place. Six months passed and then ESMA was extended. Now it has been extended to all departments in the entire state because this government is anti-democratic," he told NewsClick.
When questioned about the probable reason behind imposing ESAMA, the CITU leader said, "The wave of Ram Mandir from January 22 to 30, our program on February 16, Samyukta Kisan Morcha and Trade Union changed the narrative of the government and the real issue of the public which is unemployment. Inflation, minimum wage, farmers' MSP and etc., all these questions are emerging and the government is nervous.""

Procedure to book a plot
The applicant shall make the payment of installment by the 10 of every month failing which a late payment charge of 1% per month will be levied on outstanding dues. If any payment/ installment is delayed by 60 days Rudn Enclave shall serve a final notice and subsequently cancel the booking/allotment. Also, in case the purchaser wants to cancel the said plot, the amount will be refunded after a deduction of 25% amount from the plot price & on re-selling of said plot or completion of the project. The new plot rate and new laws shall be applied on the renewal of canceled membership. The management reserves the right to reallot a canceled plot and its right thereof & in this regard decision of the firm shall not be challenged before any authority or court as the case may be.

‘Instrumentality of the state can’t escape its liability owing to facing financial crises’

Before High Court of Kerala at Ernakulam
The Writ Petition was allowed on 08.01.2024 by the Bench of Hon’ble Mr. Justice N Nagaresh J holding that money deposited with Punjab State Industrial Development Corporation Limited by the Indian Coffee Board Workers was the hard-earned money of the Iower level employees. The Court directed PSIDCL to return the amount with interest including defaulted interest within a period of two months.
Prayer Before High Court
The petitioners pray for direction to State of Punjab & Punjab Industrial Development Corporation Ltd. (PSIDCL) to refund the amounts deposited by the 2nd petitioner in PSIDC Bonds with distinctive numbers 719 to 728/2009 allotted to the petitioners together with interest at the rate of 7.32% per annum inclusive of the defaulted interest from 2014 till date of payment within a time stipulated by this Court.
The petitioners also pray for direction to the respondents to pay the defaulted interest at the rate of 9.70% per annum for ₹65 lakhs for PSIDC Bonds with distinctive numbers 1371-1435 allotted to the Indian Coffee Board Workers - EPF Trust by the PSIDCL by letter of allotment No.35 dated 27.08.2012 within a time stipulated by this Court
Fact
The 1st petitioner is an Indian Coffee Board Workers - Co-operative Society (First Petitioner) and the 2nd petitioner is an Indian Coffee Board Workers- EPF Trust (Second Petitioner) formed by the Society for administering Provident Fund matters of the employees of the 1st petitioner-Society.
PSIDCL requested Second Petitioner to invest in their convertible redeemable debentures.
Second Petitioner EPF Trust invested Rs. 10 lakh & further Rs.65 lakhs in Bond for 10 years.
Bonds were issued by the PSIDCL & annual interest were paid till 2014 by PSIDCL thereafter it started making default in payment.
Indian Coffee Board Workers - EPF Trust repeatedly made request with PSIDCL for making payment of arrear of interest as promised but of no result.
However, later the General Manager of 2nd Respondent PSIDCL accepted the liability and informed Second Petitioner that they were going through crises and soon they will clear the pending liability. But nothing was cleared.
Submission of the Respondent
Respondent resisted the Writ Petition.
High Court of Kerala at Ernakulam doesn’t have jurisdiction.
Jurisdiction lies with High Court of Punjab at Chandigarh.
For Recovery of Contractual Obligation petitioner ought to have approached Civil Court rather than Writ Court.
The Bonds were issued after approval of Government & PSIDCL is facing acute financial crises.
Observation of the Court
The amounts deposited in the bonds issued by the 2nd respondent, are hard earned money of lower-level employees.
The defense of the 2nd respondent-PSIDCL is that it is facing acute financial crises & is unable to disburse its liabilities.
It is evident that the 1st respondent-State of Punjab is making monetary allocation to the 2nd respondent -PSIDCL to discharge their liabilities.
Wherefore there is no reason to decline relief to the petitioners.

Introduction
We are well aware that our Indian Constitution has conferred various rights on every citizen of the nation that are called fundamental rights. Fundamental duties as well as Directive Principles of State Policy are also enshrined in our Constitution. One of the DPSPs is equal pay for equal work, which is enshrined under Article 39(d) of the Indian Constitution. In this article, we will be discussing equal pay for equal work and the Supreme Court’s recent judgement that ayurvedic doctors cannot have equal pay as allopathic doctors.
Equal pay for Equal work
The expression “equal pay for equal work” refers to the principle that each person hired for the work assigned to him should receive the same wages or remuneration as other employees. There should be no discrimination when it comes to getting paid. It is most often used when it comes to gender inequality, like when it comes to the pay gap between men and women. As mentioned, Article 39(d) of the Constitution of India deals with equal pay for equal work for both men and women. The apex court in the State of Punjab and Ors. v Jagjit Singh and ors.,held that an individual who is employed for the same purpose cannot be remunerated at a lower rate than another individual who carries out the same duties and obligations, especially not in a country with a welfare state. The Parliament has enacted the Equal Remuneration Act, 1976.The main object of the Act is to make sure that men and women are paid the same amount of money. This Act was introduced to prevent discrimination against women and to ensure that women are treated fairly and equitably.

Supreme Court Judgement:
Ayurvedic Doctors cannot have equal pay as Allopathy Doctors: State of Gujarat & Ors. v Dr. P.A. Bhatt & Ors. Facts of the case: The Gujarat High Court has issued an order pursuant to which doctors holding a BAMS degree are deemed to be treated on an equal basis with MBBS degree holders and are entitled to benefit from the recommendations of the Tikku Committee. A high-level committee was set up under Dr. R. K. Tikku in order to improve the service conditions and opportunities of doctors in government services. The Committee held numerous meetings and presented its recommendations in a report on October 31, 1990. The recommendations were limited to those doctors who held MBBS degrees, post-graduate medical diplomas, super-specialty diplomas, and diplomas on the teaching side as well as non-teaching diplomas. Subsequently, under Dr. Tikku's guidance, another high-level committee was established under a separate order of November 19, 1990, to help and improve the career and cadre structure of practitioners of the Indian system of medicine and homeopathy. The report was submitted on February 26, 1991, and the scope of the recommendations was restricted to those who held diplomas in Ayurvedic medicine, Unani medicine, Siddha medicine, and homoeopathy. The government of India accepted the recommendations of the report concerning allopathic doctors only. Subsequently, the government of Gujarat also accepted the report relating to allopathic doctors and issued an order stating that non-MBBS doctors are also entitled to the benefits. Writ petitions were filed in the Gujarat High Court, where the Division Bench rejected all the pleas in the form of an interlocutory order that - Doctors who have MBBS and those who do not are part of the same group, so there is no need to discriminate based on educational qualifications. - Doctors who are not MBBSs are also doing the same job as MBBS doctors and even running primary health centres on their own, so they should be paid the same amount of money. An appeal against the above-mentioned judgement was filed in the Supreme Court. In this appeal, two main issues were raised which are: - Can different pay rates be established for officers assigned to the same grade based on the educational qualifications of the officers? - Whether allopathic physicians and indigenous physicians can be classified as performing equivalent work in order to be eligible for equitable remuneration? Analysis of the case: While considering the first issue, the Court relied on the judgement passed in State of Mysore v. P. Narasinga Rao (1968) 1 SRC 407, in which the question arose as to whether setting up two scales of tracer in the new state of Mysore who were performing the same task constitutes discrimination, which is contrary to the provisions of Articles 14 and 16 of the Constitution. The apex court in this context held that such classification was not violating Articles 14 and 16 of the Constitution. In Dr. C. Girijambal vs. Government of Andhra Pradesh (1981) 2 SCC 235, the Hon'ble Supreme Court held that the principle of equitable remuneration for equal work does not apply to professional services. In Mewa Ram Kanojia vs. All India Institute of Medical Science (1989) 2 SCC 235, the apex court held that the classification of employees is a matter for the state to determine according to the qualifications, responsibilities, and duties of the positions in question. In Shyam Babu Verma vs. Union of India (1994) 2 SCC 521, the Supreme Court held that the type of employment may be similar; however, the amount of remuneration may be different depending on the academic qualifications or experience that necessitates the classification. In light of these judgements, the Court held that the allocation of allowances on the basis of educational qualifications does not infringe Articles 14 and 16 of the Indian Constitution. While considering the second question, the court relied on the affidavit submitted by the state government, showing a comparative analysis of duties performed by allopathic doctors and Ayurvedic doctors, and observed that allopathic physicians are obligated to fulfil their emergency responsibilities and provide trauma treatment, which cannot be performed by Ayurvedic doctors. Further, Ayurvedic doctors can neither conduct complex surgeries nor assist surgeons in doing so, while MBBS doctors can do so. The Court further said that it is not in a position to suggest that one system of medicine is better than another, nor is it in its purview to evaluate the merits of the two systems of medical science. No Ayurveda doctor is needed for a post-mortem or an autopsy. When you go to a general hospital in a city or town, you'll see a bunch of MBBS doctors who have to look at hundreds of patients. But that's not the case for Ayurveda doctors. Section 174 of the Criminal Procedure Code (CrPC) deals with how the police investigate and report on suicides, while Section 176 of the same code deals with how magistrates investigate and report on causes of death. Judgement The order passed by the Gujarat High Court was set aside by the Divisional Bench of the Supreme Court, consisting of Justice V. Ramasubramanian and Justice Pankaj Mithal. It was held thateven though Ayurvedic doctors are important and there is a need to support alternative or domestic systems of medicine, this fact cannot be ignored: these two categories of doctors are not doing the same work to deserve the same pay.
Conclusion
From the above discussion, it can be concluded that both categories of doctors perform different duties and have different functions to carry out, for which they are not entitled to get paid equally. They have their own spheres of work, which they carry out. Doctors holding MBBS degrees are responsible for different duties that might not be necessary for Ayurvedic doctors to perform. However, this does not mean that doctors with MBBS degrees are in any way superior to those who do not possess MBBS degrees.

Crime Branch Cracks Down on Visa Scam Ring: Scammers Target Aspirants for Gulf and Canada

In a significant breakthrough, the Crime Branch of the Delhi Police has successfully dismantled a fraudulent visa racket that targeted the aspirations of numerous individuals seeking job opportunities in Canada and Gulf countries. This elaborate scheme, masterminded by three individuals named Tarun Kumar, Vinayak (also known as Binni), and Jaswinder Singh, has been exposed, and the culprits have been apprehended for their involvement in a widespread scam that left many unsuspecting victims in its wake.

Deceptive Lure of Visa Scams
Visa scams have become an alarming and recurring issue in India, particularly affecting the dreams and hopes of young people aspiring to work abroad. Scammers often pose as visa agents, exploiting the ambitions of job seekers and defrauding them of significant amounts of money, affecting both the victims and their families.
The Recent Unveiling
The latest crackdown on this insidious practice came about after the Delhi Crime Branch received intelligence about a company known as Birla-G, based in Chandigarh, Punjab, that had duped individuals by promising Canadian visas, only for them to discover that the visas were fake. The masterminds behind this operation, Tarun and Karan, were found to operate another office named "Chandigarh to Abroad" in Sector-34A, Chandigarh. A case has been registered against them under FIR No. 253/2023, citing various sections of the Indian Penal Code, including 406, 420, 468, 471, and 34.
Swift Action by the Crime Branch
The Crime Branch acted swiftly by assembling a dedicated team led by Inspector Manmeet Malik to probe into this fraudulent operation. This team consisted of Sub-Inspector Rajender Dhaka, Sub-Inspector Vikas, Assistant Sub-Inspector Jai Kumar, Head Constables Amrish, Bijender, Amit, Sachin, Monit, along with Woman Head Constable Pushpa and Constable Yogender. The operation was carried out under the close supervision of Assistant Commissioner of Police (ACP) Ramesh Lamba, at the direction of DCP Amit Goel.

Leveraging various resources, including call detail records, customer application forms, internet protocol data records, bank statements, IP logs, online wallets, and goods and services tax data, the team conducted an extensive investigation. They successfully identified email addresses linked to the mobile numbers used by the fraudsters.
The breakthrough in the case came with a raid on the "Chandigarh to Abroad" office in Sector-34, Chandigarh, which resulted in the arrest of Tarun. He was found in possession of forged documents, laptops, passports with counterfeit visas, barcode makers, laminator machines, and various stationery used for document forgery. Further questioning of Tarun revealed that he had been running the operation under the guise of an employee named Jaswinder Singh. Subsequently, Tarun, Jaswinder, and another individual, Vinayak (also known as Binni), were taken into custody.
During the interrogation, investigators uncovered Tarun Kumar as the mastermind behind an elaborate operation that had been running smoothly under the radar. Despite his limited education, Tarun Kumar strategically employed graduates to navigate the bureaucratic maze, ultimately obtaining licenses for his manpower agency from the Ministry of External Affairs, Government of India. This sly approach shielded him from the prying eyes of law enforcement agencies.
His modus operandi involved the exploitation of potential clients through social media advertisements and persuasive phone calls, reaching out to individuals across various states. He promised comprehensive consultation and visa arrangements, presenting an enticing opportunity for those looking to explore the world. However, it was all a ruse.

Clients were required to pay upfront fees, ranging from ₹50,000 to ₹2,00,000, depending on their chosen destination country. The deception extended through every phase of the visa application process. Victims found themselves duped by application fees, medical fees, job offer letter fees, and even fake visas delivered via WhatsApp photographs. In the end, each client was left high and dry, with their hard-earned money disappearing into the hands of the fraudsters. On average, they lost between ₹15 to ₹20 lakhs.
Tarun Kumar's operation was no one-man show. He had recruited over 20 individuals to play various roles in this elaborate scheme. From tele-callers to account managers and liaisons, these individuals were the bait, luring in unsuspecting customers. Under the guise of different fraudulent firm names, including Birla-G, Fast Visa, World Wide Future, Mastermind Overseas, Sri Sai Education, SS Education, Viswash International, Chandigarh to Abroad, and Royal Visa, they managed to dupe more than a thousand individuals across the country.
The authorities were able to recover a wealth of evidence during their investigation. This included six passports bearing counterfeit Canadian visas, forged stamps and seals, a swipe machine, an arsenal of laptops and printers, folders filled with photocopies of visas and other documents, a laminator machine, a barcode printer, and rolls used for creating barcode stickers and other fraudulent documents.
It's worth noting that Tarun Kumar and his associate, Vinayak (Binni), had prior run-ins with the law. Tarun Kumar had two cheating cases registered against him in Punjab, while Vinayak had one case of cheating registered against him in the same state. These prior offenses only added to the weight of their criminal activities in this recent case.

In a recent crackdown on a visa fraud operation, the Delhi Police uncovered a network of individuals engaged in deceiving innocent victims. These perpetrators have been exposed, shedding light on their roles and backgrounds in the fraudulent scheme.
Tarun Kumar (43 years, Kurali, Mohali, Punjab):
Tarun Kumar, hailing from Kurali in Mohali, Punjab, emerges as the mastermind behind this elaborate scheme. Surprisingly, Tarun's educational qualifications only extend up to completing his 12th grade. However, this did not deter him from orchestrating a complex operation. He strategically hired graduates to create a facade, enabling him to secure a license for a Manpower business with the Ministry of External Affairs. Tarun Kumar's involvement is pivotal in understanding the depth of this fraudulent enterprise.
Vinayak (Binni) (29 years, Professor Colony, Sirhind, District Fatehgarh, Punjab):
Vinayak, known as "Binni," is a graduate of Punjab University and hails from Professor Colony in Sirhind, District Fatehgarh, Punjab. In this scheme, his role was to provide agents to Tarun Kumar and to produce forged visas. Interestingly, Vinayak's family is entrenched in the property dealing business, adding a layer of complexity to his involvement in the fraud.
Jaswinder Singh (25 years, Seel Road, Bahadurgarh, Patiala, Punjab):
Jaswinder Singh, a close associate of Tarun Kumar, operated as a visa agent and deceitfully presented himself as the owner of the fictitious company, "Chandigarh to Abroad." His residence is in Seel Road, Bahadurgarh, Patiala, Punjab. Jaswinder played a pivotal role in the scam, contributing to its execution.
The Delhi Police's swift and successful operation marks a significant step towards eradicating visa fraud in the region. The accused individuals, who have been brought to justice, will face the full extent of the law for their criminal activities. This operation sends a strong warning to those who engage in fraudulent practices of this nature. Simultaneously, it offers a glimmer of hope and relief to the victims who had their dreams and hard-earned money unjustly stolen from them.

CM WARNS MS GANGA RAM HOSPITAL TO IMPROVE THE HOSPITAL AFFAIRS DURING HIS SURPRISE INSPECTION
LAHORE, Dec 27:
Chie Minister Punjab Mohsin Naqvi made a surprise visit to Ganga Ram Hospital on Wednesday where cleanliness arrangements were inadequate. There were piles of the most severe filth and dirt in the washrooms. Patients and their attendants complained about being charged for surgeries in the hospital. A female patient also complained about having to procure medicines from outside.
Expressing strong dismay, CM Naqvi issued a final warning to MS, stating that hospital affairs should be rectified without further delay. He said, "I am giving you a final warning; I will visit again soon. If the situation does not improve, you will be held responsible." He ordered an inquiry into the incident of charging money for surgery by the Chief Minister's Inspection Team and directed the CMIT to immediately reach the hospital to probe the matter and submit the inquiry report to him by this evening. He further ordered to refund the money and told the MS, "If even a single round of the hospital had been conducted by you, the cleanliness situation would not have been like this. I don't want to see any dirt on my next visit." He also inspected the upgradation work and ordered to complete the project within the timeframe, emphasizing that there would be no tolerance for delays in the upgradation work.

CM PUNJAB CONDUCTS INSPECTION OF LOW-COST HOUSES IN RAIWIND

The caretaker Punjab government has successfully revitalized another stalled welfare project, completing the construction of 245 houses under the low-cost housing scheme in Raiwind. These affordable homes are slated to be handed over to deserving government employees on January 15, following the special directives of Chief Minister Mohsin Naqvi.
CM Mohsin Naqvi inspected the newly constructed houses in Rakhpaji, Raiwind, thoroughly assessing the provided facilities. Chief Minister Punjab Mohsin Naqvi conducted a comprehensive inspection of the ongoing construction activities at Services Hospital and reviewed the progress made in enhancing the hospital's infrastructure.
The CM directed the MD WASA to lay a new drainage line adding that the hospital's drainage system will be changed by laying new pipes along with the construction of a pumping station for efficient water drainage.
He also inspected the construction work in various sections, underscoring the importance of maintaining high-quality standards in the upgradation process. New Delhi: Punjab National Bank has launched its new customer care numbers 1800-1800 & 1800-2021 on the occasion of the bank’s 129th Foundation Day. The new easy-to-recall toll-free number aims to provide PNB customers with a seamless and hassle-free experience whenever they reach out to the customer care team. Additionally, the bank introduced other products such as E-Marketplace and Instant QR on Mobile Banking App PNB One, PABL (Pre-approved business loan), Central Bank Digital Currency (CBDC), Digital KCC through JanSamarth Portal, Current Account opening through TAB and Video-KYC, PNB eSWAR and PNB Metaverse.

Revision In Rate Of Labour Welfare Fund Contribution In Haryana: The Government of Haryana, vide Notification No. HLWB/REV/2023/2733-2982, revised the rate of contribution, under The Punjab Labour Welfare Fund Act, 1965, to rupees thirty one for employees instead of rupees twenty five and each employer in respect of such employee shall contribute rupees sixty two instead of rupees fifty ,effective from 1st January 2023.
