so katsuki just graduated w a degree but is forced back home to inherit the family business which is yazuka lol but katsuki wants to make them legitimate so he's gonna buy out shady practices and replace them w proper businesses but this DILAPIDATED eatery WOULD NOT sellout. katsuki's family been in this business of crimes for a long time and he's not ashamed of his history but the yakuza is outdated these days. he's trying to modernized it so he went to college and came back a business degree, aiming to give the ppl who work under them legitimacy.

his parents are like whatever bc katsuki is going to inherit it anyway so they let him start small in old neighborhood that been run amok by street gangs and crimes. he chased the gang away, buy out the small shops and apartments, fix it up and attract new businesses & residents. it's basically gentrifying :P but katsuki justified it as him bringing legitimacy to their business and the ppl that work under them bc now they dont have to be afraid and worry about their family and society judging them occupation and there's less violent and death involve. he's also making the neighborhood better! fixing up debilitating buildings and shitty apartment that doesnt even have running water or electricity that go off every wed. he's turning something that considered a lost cause into something good, marketable and making it livable.

in the same sense when katsuki move into these rundown neighborhoods, he getting rid of these ppl's livelihood, their history, & culture that they built on for generations & even tho they're poor & crimes run rampant it's still a community of ppl being chased away from their home but katsuki doesnt think like that it, he thinks he's improving the life of ppl whom he'd chased away and ppl who work under him. he's doing them a service. in many way he's right but it's not all black and white, there more nuance into this bc you cant quantified someone's life. eventually bc katsuki proves that his plan work, his parents give him the hardest possible job ever: fix up musutafu which been an epicenter of crimes for decades esp when it was home to the notorious of former crime boss known as "All for One" who is now locked away in prison.

musutafu is known as the murder capital of japan. it's the city with the highest crime rate & violence. a lot of yakuza org been trying to get a foothold there but so many diff factions vying for supremacy and they all fail. the ppl here a just diff breed bc they grew up in it. mitsuki wants him to take over the city and make necessary changes to it. it's an impossible task but katsuki loves a good challenge esp one that test his skills, wits, and multitude. he expect resistant & difficulties of course but he definitely doesn't expect one midoriya izuku. there's still small hole in the wall and honestly kind of shitty looking restaurant that sits right in the heart of the city; it's at the center of many important and vital businesses, criminal groups, and various yakuza orgs fighting for dominance and influence of the city.

It's a pivotal location that everyone wants so katsuki thought he could just throw money at it but no matter how much money he offered his ppl were being constantly turned away and katsuki is like so pissed bc it's SHITTY ASS EATERY that isn't worth any but still denied him. so katsuki personally go to visit the restaurant which so small and tight that a third of the restaurant is out in the street. plastic chairs and tables and shitty jpop music blasting really round out the awfulness of the place but it's always packed with... eclectic clientele. there's member of rival gangs and yakuza groups eating together, businessmen, assortment of criminals, and local leaders and he's pretty sure he saw the no.1 assassin of X group sitting next to a cop. it's fucking insane and the one who runs this crazy place is midoriya izuku.

katsuki sees a bunch of kids running around serving the customers which he knows violate like 3 diff child labor laws but one customer was making a lot of ruckus and this kid just pull out a knife and stabs the table as he says: "izuku-san said no fighting in here, understand?"

"kota!" someone shouts from the kitchen, sounding exasperated. "please put away your knife." a short figure rushes out, wiping his hands on his apron. "I am so, so sorry, sawa-san but you know our rule here." he looks on apologetically. "how about some miso soup to calm down?"

katsuki recognizes that the customer who was making noise is the no.2 of a rival yakuza group who is known as the 'meat grinder' on the street for his proficiency in violence but the man right now ducks his head and flushed. "no, no, i apologize for acting out! it's my fault."

like this dude is wanted for murder and here is he apologizing to the owner as if he's being called out by a teacher and desperately wants to make amends. IT'S WEIRD af but nobody take any notice as thought this is a common occurrence and katsuki is just so, so confused.

so katsuki blend himself in the background, order some food, survey the place, and watch what the fuck is going on this crazy place because he doesnt know what so special about this restaurant that tame even the most violent criminals and make nice with cooperate lawyer even. the food here isn't even anything special!!!! it's common food that anyone can make at home and they're not even THAT GOOD. it's just boring and ok food yet it attracts so many ppl the place and it's always, always packed even if the place looks like it falls apart any sec.

katsuki comes out of his investigation even more confused so he has his ppl dig into as much info about the restaurant and midoriya izuku as possible but you must know your enemy first before you can plan to completely destroy him LOL so he aims to learn everything about izuku.

izuku didn't own the restaurant at first but he bought it from an old granny who was about to retired and gave her literally all his savings to buy it... even thought by katsuki's estimation it isn't worth much bc the equipment and furnishings are fucking old and broken but izuku fixes it up and start selling food to ppl and get this even though it always packed, he's in the negative with the earnings bc many of the ppl that he served cant pay for the food so he takes IOUs or favors from them instead so he's basically giving out food for free. his workers are a bunch of kids that he pulled from the streets: runaways (the shimano siblings) , kid gangs (eri), and orphan children (kota). he housed them and feed them so they work for him even tho izuku doesn't force them to do it but they're very loyal and devoted to him. when he first started, his place used to get wrecked by many criminals everyday. broken dishes, chairs and tables and chasing the customers away but just like every they harassed him, he start the next day serving customers again like nothing going on. he keeps doing this nonstop.

it puzzles a lot of ppl bc who is insane enough to keep going after getting his life threatened but izuku persevered and never treated anyone different even the ppl who harassed him everyday. he'll even provide them a drink when it's a hot day or food if they hungry just because. it's this small gesture of kindness that eventually moved their heart because izuku treats them like another human being instead of a statistic number of crime and violence that plague their city. he just want to be able to help out by feeding and providing them a place of peace.

like ever since izuku had made home of himself in this city, his restaurant is the only proven ground where it doesnt matter your background, how bloody your hands are, or what side of the law you fall on; he treats you all the same and here you dont have to be judge by it. this place becomes their safe haven, a getaway from the ugliness of their life bc here izuku will smile and feed them and listen to their story. he wont pass any judgement and he'll treat you like you're his friend bc there's a name, a human behind every story no matter how dark. because of izuku, this small shitty restaurant that is a safe place for so many ppl is a cornerstone of the city. it's loved and protective, & izuku though who has no power or influence is in the centers of it all. he garners so much respect from powerful figures by being himself.

at first katsuki is suspicious bc there's no way izuku isn't carrying some kind of dark secret to be able to survive in this hellhole of a city for so long but he keeps looking and looking and even pay a bunch of money to informant to look at izuku's history but NOTHING, ZERO. the one thing they did find out is that izuku was in the police academy before dropping out so how did a former police cadet end up feeding the most notorious underworld figures in the city?? it's so bizarre in itself. izuku is probably the greatest mystery in the entire city.

the more he dig into izuku's past the more he knows less and less about izuku and this come to a head when he hears the news that someone is stealing his girls off the street and he's fucking pissed. katsuki works so hard to turn it out and someone has to ruin it. there were buildings that katsuki had bought into that were prostitutes houses so katsuki converts it and trains the girls into teahouse hostesses to entertain guests that doesnt rely on sleeping w them; basically a v basic and slum version of geisha, that's what katsuki calls it. it's now legitimate business, the girls have no longer have to walk the street and sell their body but now they sell their talent so it's not a bad deal. now though someone is kidnapping his girls and selling them back into prostitution and it's making katsuki livid.

katsuki could send ppl to look into it for him but he likes putting his foot out there and doing the dirty works himself bc a good boss has to know exactly the ins and outs of his business and pay attention to even the lowest rank job and katsuki never miss a detail. so he goes out and investigate and MUCH to his shock he runs into izuku who apparently is on the case like him bc you can remove izuku from his police dream but izuku sense of justice is never gone. he wants to help figure out who took the girls and bring them back!!!!

katsuki sneers at izuku bc what the fuck does a simple shop owner can do to help him who runs an entire yakuza org with all his money, power, and influence can do himself??? but then izuku insists that he want to help and that he will get involve w/ or w/o katsuki's permission. which is the first real lesson he learns about izuku is that izuku is a dumbass but he's also very stubborn so he grits his teeth and takes izuku. katsuki thinks izuku is going to be a burden but all katsuki's leads has turn into a deadend and nobody is willing to talk to him.

although katsuki has managed to established base in the city and makes himself known to populace but he's still consider an outsiders by most ppl so they're not likely to open up to him but izuku, well, as katsuki comes to realize if izuku ask they'll fucking sings for him LMAO. zuku, whose restaurant is running in the reds and NEVER SEEM TO BE MAKING ANY PROFIT bc he keep not charging them when they give him a sob story yet it's still running perfectly fine, which irks katsuki who has a master degree in business and that's not how a business runs but bc izuku often doesnt charge them for w/e reasons, his customers often owes him favor and such so whenever izuku needs something from them, they happily help him. izuku's connections is his greatest weapon; he knows someone who knows someone who owes him a favor for something.

it's bc of this that izuku can get around the city mostly unharmed esp when they go into very dangerous areas known for notorious criminal groups and izuku knows many of them by name bc they're all his customers one time or another and he's just get them do things for him. it's honestly ridiculous bc izuku has no gun or fighting capability but he literally has a bunch of orphan/runaway kids as his info network that tell him every secrets and things going around in the city and this is how katsuki realizes izuku is the most dangerous person here.

zuku has the connection, everyone knows him and loves him. he has a strong sense of justice but that doesnt stop him from wanting to help ppl no matter who they are bc he believes everyone deserve a chance, a place to be safe and that makes him very deadly to the human heart. he's so earnest in his desire to help that katsuki realizes too late when izuku worms his way past katsuki's icon clad defense and now his fate is seal. he's (emotionally) attached to izuku esp the more they dive into the case, find the girls, and shut down the trafficking ring. and this isn't the first time izuku get involve in these kind of cases because apparently anything crazy that happens in this city (secret child soldiers training camp, homeless ppl kidnapped and experiment on, ORGAN BLACK MARKET???) izuku is all over it and sets out to solve it.

the police here is either corrupted, incompetent or burned out by their job because this is a shit city filled with disgusting awful ppl but izuku loves this broken city because even when in this dark hellscape there's still good ppl w good heart and izuku wants to help them. ppl have given up on them and they themselves has accepted this miserable life but izuku hasn't. even if it's just making omurice that reminds them of what their mom used to make or giving them a warm bed to sleep for one night... it's this gesture of kindness that go very far. izuku used to dream about saving the world and making a difference but now he's just want to keep kota in school, make sure eri gets home every night safely, and the shimano siblings grow up well. it's small dreams but he hopes he can do something for them & the ppl he encounters.

that's the difference between them because katsuki thinks he can fix musutafu, the murder capital, by changing the physical landscape of it like taking out the trashes but izuku thinks to fix the city you must change the landscape of ppl's heart first by giving them hope. neither of them are wrong and they both often butts head on it bc in the end of both of them want to make this city better but they go different way of improving it. little by little, bkdk's life gets more entangled with each other and this stop being a job for katsuki. he came into this city thinking it was a challenge, something to be conquered and another notch of victory for him but every different case he get involve w izuku he sees and explores more of the city and sees it ppl, sees them live and bleed and see them struggles and persevere.

it's the same way that katsuki falls in love w izuku slowly and reluctantly like a head on collision LMAO but to love izuku is to love the city that made him bc izuku owes his entire existence to musutafu. this is what izuku reveals to katsuki one day, the truth of why he's here. izuku's darkest secret is also his greatest shame because his father is AFO, the man who ruined this city, orphaned children and make widows out ppl. he corrupted this city and make it a wretched place to live with his crime spree and violence. he was death that reaped them. izuku felts so responsible what his father did that he felt like he owes this city and its ppl his life and that he'll spent everyday trying to repent and make this place better bc he's indebt to them even though it's not his FAULT, his fathers' sins isn't his to repay.

izuku held this secret to his chest and continues to live meagerly and simply just trying to do better and help ppl out even though his legacy could easily turned this musutafu upside down because he was the long lost prince that of the fallen empire that AFO left behind. the moment AFO was arrested (which katsuki learned later izuku had a hand in it), there was vaccum of power left in musutafu and many factions fight for control of it. if izuku reveal his truth identity he could reclaim his right but he chose not to, he chose to live quietly. which is quite frankly a lie bc izuku trying to live a civilian life still get caught in various gangs and fractions who want to seize control of the city but izuku got his rundown shop, his street kids, and network of connections that he can call upon and that makes him scary.

Basically, bkdk running around solving weird cases & slowly uncovering secrets what make each other tick. along the way they somehow fall in love & nobody is prepare for that shit bc suddenly hundreds of ppl wants katsuki's head for falling in love w the greatest treasure of their city.
