Tacoma killer cops acquitted in 2020 strangling death of Black man
https://www.seattletimes.com/seattle-news/times-watchdog/verdict-delivered-in-tacoma-police-trial-over-manuel-ellis-death/
TACOMA – A Pierce County jury on Thursday acquitted three Tacoma police officers charged in the death of Manuel Ellis, concluding a grueling, historic trial that tested the state’s new police accountability law. The jury considered second-degree murder charges against officers Matthew Collins, 40 and Christopher “Shane” Burbank, 38, and manslaughter charges against officer Timothy Rankine, 35, as well as Collins and Burbank. The verdict marked the dramatic conclusion of a nearly four-year saga that began March 3, 2020, when Ellis, a 33-year-old Black man, died in a south Tacoma intersection after struggling with and repeatedly telling police he couldn’t breathe.

Regrets of a year in which a trip to the he PNW has not been possible. Some other travel, but none to my natal region.

Tarn just south of Chinook Pass, Pacific Crest Trail, Washington, 2002.
A popular sight as it is a short distance from the parking area at Chinook Pass and on the delightful, if often crowded, short hike around Naches Peak on the loop trail.

Horrified to announce that if you LIVE OR VISITED TACOMA-PIERCE COUNTY, WASHINGTON SINCE NOV 2021 {DOUBLY IF YOU GOT COVID/HAVE LONG COVID} to get screened for tuberculosis if you have or suspect you have symptoms
Some bitch has been refusing treatment for over a year, has been ordered repeatedly by the court to self isolate since Jan 2022, ignored the multiple court orders with the recent order from Jan 2023 being the last one that if she breaks will force her to be tracked, & btw we only know about her be she was in a car accident
Did I mention she has COVID too? Yes that heavily implies folks with COVID were exposed to tuberculosis unknowingly.
once again if you have LIVED OR VISITED TACOMA-PIERCE COUNTY IN WASHINGTON STATE SINCE NOV 2021- doubly if you got COVID during that time or after your visit, get screened immediately if you suspect your symptoms are tuberculosis
Also a big ol’ fuck you to the US government & US judicial system for letting this kind of thing happen for a whole year because tracing how many people were unknowingly exposed to this terrible bitch is going to be hell in real time. The fact the Washington courts involved didn’t immediately stop this after the first court order violation and she’s being given another order instead of immediate monitoring is a HUGE loophole and public endangering situation. Everyone who allowed this to happen should be suspended and banned from working in law ever again. This shit shouldn’t be legal. Also fuck all US news outlets for focusing on a weather balloon instead of this.

RV / THOW Residence in WA
June 2022 Pierce County, Washington - west of Seattle, which is King County
“A tiny house on wheels (THOW) is considered a RV, and that it is not allowed to be occupied more than 120 days per year.” - L&I, Pierce Co.
Can’t afford a $500K house.  Can’t afford or find a vacant apartment within your budget.  Don’t want to live in a tent under an overpass or roommate with strangers.  And tiny houses are buried in red tape.  WTF?!!
People are questioning its legality.   Allegedly the 120 day rule goes against WA State law and Homestead law that defines primary residence.  EXCEPT also said is that the state leaves property law up to the counties and county law overrides state or homestead law. (unverified)
RCW § 6.13.010 defines a homestead as simply “real or personal property that the owner uses as a residence,” which would include a vehicle resident’s personal vehicle. The only relevant limitation expressed in the statute is that the owner of the property must intend to utilize the property as their principal residence.
The Homestead Act expressly requires that a claimed homestead be presumed valid unless its validity is successfully contested in court.
In addition to these unambiguous mandates, the Act has historically been construed liberally and given broad effect.
From a public policy perspective, homestead exemptions have been described as necessary “to prevent the weak from being overpowered by the strong.”
If you own WA land and live in a tiny: I’m seeing many comments about lack of enforcement for 120 day rule.  Suggestions to avoid neighbor complaints and for you to go above and beyond to be the best neighbor ever.
This is about homestead and property rights, not a neighborhood popularity contest!
A person who owns land outside of city limits and wants their homestead residence to be a tiny house on wheels (THOW) - what’s the problem?.  Most tiny houses look more cabin than RV and cost $50K to $150K.  Add the land value and it’s an investment.  Costs less than a traditional house, but that is the whole idea!  Use less energy and natural resources.  Less debt.  Less personal belongings.   Estimated 1 million full time RVers in the USA in 2018. said the Washington Post.   After COVID bet it’s more now.
Does it come down to property taxes for the county?  Maybe the tax law doesn’t allow a structure on wheels to be assessed value as a property improvement because it can be moved on those wheels?   Nah, can’t be it because a mobile home can be assessed property tax.  I don’t understand.
The case below might provide precedent for THOW as homesteads.
In 2021 a ‘Vehicle Homestead’ case got attention when the Washington Supreme Court issued its decision in the case and provided clarification on how homestead rights apply to vehicles used by their owners as a residence.  In addition, the Washington Supreme Court greatly expanded the circumstances under which an individual may bring an “excessive fines” challenge to a civil infraction under the Eighth Amendment of the U.S. Constitution.
City of Seattle v. Long
Long lived in his pickup truck.  His truck became inoperable while parked on a City of Seattle (City) gravel parking lot. Eventually he was issued a $44 ticket by the City for parking in the same spot for more than 72 hours. Mr. Long could not get his pick-up truck running, and it was towed several days later. The initial impound costs for the vehicle were $946.61.   A magistrate subsequently waived the ticket amount and reduced the impound amount to $547.12.  Mr. Long agreed to a payment plan with the City and got his truck back from the towing company.   Then Long contested the impound.

As much as I enjoyed my time in nature on this Modoc County California camping trip, I think I have to admit to this being my favorite photo of the excursion. While driving back to camp on Blue Lake Road alongside beautiful Jess Valley, I caught up to these folks in this old Pierce Arrow (early 20's touring car, I THINK). They pulled over in a wide spot allowing me to pass. Knowing that there'd most certainly be cattle in and around the road ahead, an idea began to form. Sure enough, I found a few cows, got past them, and waited. I sort of expected to hear the sound of an "ahooga" horn as these folks approached but did not. However, this cow picked just the right moment to decide she wanted to join other members of the herd just out of the frame to camera left and this capture is the result.
Naturally, I felt compelled to process it for a bit of an "antiquey" look to the final image which is likely representative of a scene that happened many times in a bygone era. Frankly, in many ways, Modoc County never completely let go of that era. It's still sparsely populated with lots of hard working decent folks and cowboys on horseback are still a common sight. It's certainly not what many folks in other states think of then they think of California.
No, I live in THIS California.
