Perspicacious means having the ability to see and discern details that others may miss (from things that are difficult or not obvious). An example is a perspicacious judge of character.
Some things are easy to discern, such as the close resemblance between two individuals. For example, there was a close resemblance between a teacher at my high school and Rambo. We called him Rambo.
Facial recognition and face matching could be complicated, however. There are many issues in matching one face to another. Here is an article on training courses to improve the performance of professionals who match faces,

Re: Rauru
Okay, I suddenly have a question. It's not too terribly important, but ya know, I have a problem with questions unanswered.
You know Rauru, Tears of the Kingdom version, right?
Do you think that handsome motherfucker qualifies as a dragon, or is he too much of other things to count? He looks like a dragon to me, but also... a goat. And a rabbit. But he's regal and carries himself with this majesty air, which is like a dragon.
Is he a dragon in your perspicacious, learned opinion?
That's actually a good question, I'm of the opinion that anything can be considered a dragon by technicality if you try hard enough about it. like, no he's not a classic traditional dragon of any sort, but if one were to call him a dragon it wouldn't be inaccurate in my opinion.
I think though, he doesn't count as a dragon because he already is his own species (zonai) though he could be a dragon in metaphor or heart
the way one looks isn't a determination of if one is a dragon. the traits you've mentioned, think of chinese dragons, that are composed of many animal traits just the way Rauru is as well (head of a camel, horns of a deer, eyes of a demon, ears of a bull, neck of a snake, belly of a clam, scales of a carp, claws of an eagle, and paws of a tiger)
There's also the topic of secret stones being specifically a zonai thing,
and the draconification process, while it can happen to anyone who eats a secret stone (e.g. zelda), the stones are generally used exclusively by zonai, and thus, such a process is inherently a zonai thing. which ends up tying them quite closely to dragons.
Seeing as all of them can turn into dragons via this process, I'd conclude that a draconic energy resides not only in Rauru and the other zonai, but in all hylians as well, which is unlocked via the consumption of a secret stone
tldr: everyone in hyrule is actually secretly a dragon >:)
