Hello all!

TESCheer is back for its third year and this time, to make things a little less overwhelming, we're changing it up quite a bit! The last two years, we had 25 prompts, one for each day of December leading up until Christmas Day. It was decided upon between the two mods of this event to switch it up for ease and convenience!

So what's changed? This year, instead of starting on December 1st and ending on the 25th (or Christmas Day), we've decided to start the Sunday following the US holiday of Thanksgiving, or November 26th. Rather than doing 25 daily prompts, the prompt list has been narrowed down to just 20 and sorted into weeks. Each week will have five prompts to choose from and it's up to you which ones you want to do and how many, too! The exception is the final week of this, week five, which isn't actually a full week, but the days of December 24th & 25th, or Christmas Eve and Christmas Day. Rather than prompts, it's considered a "free day" for you to come up with whatever you want!

The point of this event is to bring some holiday cheer to the TES fandom, be it through writing, art, screenshots, gifs, edits, mood boards, you name it! If you're creating something that fits one of the prompts, feel free to share it in the tag, #tescheer. We look forward to seeing what everyone has to share this year!

Rules:

As this is an event for the Elder Scrolls fandom, please keep your submissions mostly relevant to the Elder Scrolls universe.

AUs and crossovers involving Elder Scrolls characters or the Elder Scrolls universe are welcome, but please make sure it is TES-oriented. Additionally, we ask that you tag these submissions as "alternate universe" or "crossover."

You are under no obligation to participate in every week, nor do every prompt for a singular week. If you only feel like participating in a prompt or two that catches your eye, we're still happy to have you! You are more than welcome to pick and choose as you please.

Combining prompts is welcome and encouraged! We just ask that you tag appropriately for organization reasons.

Tag your post with the corresponding week/prompt (ex, if the prompt you're using is from week two, tag it as "week two: [prompt]").

NSFW is welcome but please tag accordingly and use a read more break for any NSFW content (mobile users can use a read more by typing ": readmore :" without the spaces and quotations, then hitting enter).

Please use a read more for longer writing submissions, too. 5-6 paragraphs without is fine, but beyond that, use your best judgement.

Keep your submissions cheerful! The whole point of this event is to bring cheer to the fandom and it's hard to do that if entries are extremely dark and depressing. This is by no means saying darker themes can't be explored and are forbidden, but please ensure some good comes of it for your characters!

No harmful content. This should go without saying, but for clarity's sake, no racism, homo/transphobia, sexism (this includes misogyny AND misandry), ableism, rape/abuse apology, incest, NSFW content involving minor/underage characters, or otherwise hateful, bigoted, or toxic content allowed. Understand that the decision to include this rule in no way reflects the personal views of the mods, but was tailored with the best interests of the event in mind in order to keep it safe, fun, and cheerful for yourself, the mods, and everyone else!

Be considerate, polite, and respectful toward each other. It's easier to just ignore something you don't like than to make a stink about it.

Questions Answered:

Do I have to celebrate holidays to participate? Absolutely not! The point of the event is to bring cheer to tesblr, and that's doable even if you don't celebrate holidays! The timing of the event is simply because the mods themselves do love the holiday season, but don't expect everyone else to feel the same way. If you want to stick to a festive, holiday theme, feel free! If it's not your speed, that's okay too!

Who are the mods? The mods are @elfinismsarts, who created and operated this event during its first run in 2021, and @friend-of-giants, who took over for its second run in 2022!

Can I submit a post late? You sure can! However, we will stop checking the tag and responding to pings as of January 1st, 2024. So if you really want your submission to be seen, try to get it posted and tagged before then. We understand that for most people, the holidays are a busy time of year, so we will try to give you as much wiggle room as possible.

When does the event start and when does it end? It starts Sunday, Novemeber 26th, 2023 and ends on Monday, December 25th, 2023. The extension period for late submissions will close on Monday, January 1st, 2024.

Does my submission have to be festive or wintry? Nope! As long as it's relevant to the chosen week/prompt and remains within the rules, you can submit whatever you want. While some prompts are a little on the nose, they are all completely up to your interpretation.

• More Slugcats is part of a new official DLC coming out for Rain World, called Downpour, which you can wishlist on Steam now! https://store.steampowered.com/app/1933390/Rain_World_Downpour/

• Downpour will be a paid DLC (price not known yet)

• Downpour will be coming to consoles. This will be part of the effort to have all platforms on the same version of the game.

• The release date for Downpour is not known yet.

• Rain World now has a new publisher, Akupara Games. You may know them as the ones who previously did the console ports for Rain World. They are now overseeing the Downpour project.

• The development of Downpour has no influence on the development of the Signal project. Videocult is continuing to put their full focus on Signal development, while I am serving as the lead developer for Downpour in the meantime under the support of Akupara Games.

• Downpour will have other content beyond More Slugcats; what that content is will be the subject of future announcements and streams.

Since 2021 is the ten year anniversary of Zexal, we on the mod team decided to add a little ‘magic’ to this year’s event. So, you may have noticed that this year’s prompt list is late. Our apologies, everyone! It’s taken a lot of work and is totally not because one mod’s sick and I got really drunk in July.

FAQ

Here is a big list of questions that we’ve gotten over the years/ things we want to clarify. We hope that this is a helpful tool for you. Each section has a big section header with individual questions under each of those. The sections are in the order as followed: general, Before signing up, Writer, Artist, Explicit content, Partner problems, Claiming, Dropping out, Check-ins, and Posting.

Who are the mods and where can I find them?

The mod for these events is currently Mod Simon and Mod Autumn. You can find us at @isthisisagoodkiss (Mod Simon) and @angelsfalling16 @Autumn)

What event is happening right now?

Right now we are hosting the Carry On Big Bang 2021, our fourth event.

What does that mean?

A big bang is a collaborative fandom event in which writers and artists come together to create masterpieces. Basically, the writers write a bunch of (usually quite long) fic and the artists choose one each (“claiming”) and make art for the fic. Then it will all be posted more or less at once in an explosion of fanwork.

Before signing up

1. How do I sign up?

We will post a link to the writer google form and artist google form on both tumblr and the discord server. Anyone can apply. You must provide your email, other contact information, and agree to our rules.

2. Do I need experience or a certain age to participate?

No! Though we do ask that participants under 18 do not make explicit fic or art.

3. What is a “pinch-hitter”?

A pinch-hitter is someone who is willing to cover for others. This usually only applies to artists, but is vice versa with writers. If someone drops out we will send an email out to those who said yes to being a pinch-hitter and ask someone to step in.

4. Can I sign up as both an artist and a writer?

Yes!

5. Do I need to have a certain skill level to participate?

No. We welcome all skill levels. Doesn’t matter if you’ve been writing/ creating art for one day or 10 years!

6. How many projects per person?

You can do as many as you would like. We ask you to keep your limits in mind though.

7. Why do you need my tumblr? What about discord? Why both?

We ask for these things because it’s another way to contact participants. We usually only resort to using these when someone hasn’t responded to a check-in through email.

8. What if my contact information changes?

Just send one of the mods a message with your past contact info and what you would like it changed to and we can fix that right up.

9. Will we get reminders about check-ins and posting?

Yes! We send out an email when the check-ins go live and those that haven’t responded once the due date is a day or two away will receive another email. On the final day of the check-in we will send out a reminder through tumblr/discord to those who have still not checked in.

10. I heard there was a discord. What’s that about?

We use our discord as a place to answer questions, bring people together, and give participants a space to talk about their works (without going too much into detail). There are separate channels for artists and writers as well as some general channels. We also have participants who participated in years past who have stuck around.

11. What timezone are dates set in?

PST. That’s where Mod Simon lives and seems like a pretty good “true end of the day” time.

12. What time of day do emails go out?

We don’t have a specific time that emails go out, but it’ll usually be between 9 am and 2 pm PST.

13. What parts of my information will be shared with others?

We will share your email address and tumblr handle with your partner, but nobody else. If you do not have a tumblr, then we will share your discord username and 4 digit code.

14. I missed sign-ups. Can I still participate?

Unfortunately, no. We feel like we give a significant amount of time for people to sign-up. We’d be glad to have you next year, though!

Writer

1. When can I start writing?

You can start writing whenever you want! We suggest that you start before the second check-in on May 1st.

2. How much can I write?

The minimum word count is 4,000 words, but beyond that you have free rein.

3. What happens if my plot changes?

If this happens after you’ve submitted your fic concept and before preview day, send one of the mods a message and fill out the form again. If it happens after teams have been announced just talk to your partner about it.

4. The minimum word count for fics is 4k. How does that work for chaptered fics?

If your first chapter is more than 4k words, then post just that on your day of posting and finish posting after July 31st when all of the posting for the event is complete. If your first chapter is less than 4k words then post as many chapters as it takes for you to get across the 4k words mark on your posting date.

5. What if I don’t know what my word count for my fic will be?

Just give us an estimate. It doesn’t matter to the mods if your mind on this changes, just be sure to talk to your partner.

6. Can we co-write?

Yes! We have a place on the form for you to put the email and tumblr handle of your co-writer. If you have a co-writer, we only need one of you to fill out the check-ins but if both (or more) of you want to do it, you’re welcome! The artist for the cowriters still must fill out the check-ins as usual.

7. Can we write tropes/AUs that have been used in past COBB events?

Of course!

8. How will we send in our fic concepts?

We will send out an email to writers on February 19th with a link to a google form for you to fill out.

9. Can I write AUs, crossovers and the like as well?

Yep!

10. Do I need to include Snowbaz?

No. You can write whatever.

11. Are writers required to have a beta reader?

No.

12. Do I need to have an AO3 account?

You do not, but we recommend it.

Artist

1. What is Preview Day?

Preview Day is the day in which all fic concepts are posted on airtable and available for all artists to see. Claiming has not started yet so this gives artists time to see which fics they might be interested in making art for.

2. When can I start making art?

You can start making art when you know your team. We recommend also talking with your writer about your art.

3. Is there a limit to how much art I can make?

Nope!

Explicit Content

1. Do I need to be a certain age to make explicit content?

We ask that participants under 18 do not make any explicit content.

2. Can I make explicit art?

You can, but we will not have it on the masterpost that you send in. You can, however, post a link to it on that post.

Partner Problems

1. My partner isn’t being respectful. What do I do?

Tell the moderators and we will have a talk to them as well as possibly kick them out of the event.

2. What if my partner doesn’t respond?

Send the mods a message and we will try to contact them.

Claiming

1. How do I claim a fic?

We will send out an email to all artists on February 24th with a link to a google form where you will put your top three fic concepts.

2. Where will the fic concepts be posted for claiming?

On airtable! We will send an email out to artists with a link on February 23rd.

Dropping Out

1. What happens if I want to drop out?

You should communicate with your partner about dropping out and then send us an email at [email protected]

2. What happens if my partner drops out?

You will have to decide whether you want to keep going with your project or drop out as well. If you want to drop out, just tell us. If you’d like to keep going we will send out an email asking for someone to step in and work with you. We should have you a new partner within a week.

Check-ins

1. Who needs to fill out the check-ins?

Everyone on your team must fill out the check-ins (unless you have cowriters. Then only one of the cowriters has to fill out the check-ins. More info can be found above in the writer section).

2. When must my response for check-ins be turned in by?

A week after they open. The first check-in must be turned in by March 19th. The second by May 7th. And the 3rd by June 8th.

3. How do check-ins work?

We will send an email out to all participants on the day of the check-in (March 13th, May 1st, and June 2nd) with a link to the check-in. You will fill out the form answering how your progress is coming and if you need help with anything. It should take about 5-10 minutes to fill out each form.

4. What if I don’t have access to the internet when a check-in or posting happens?

If you know prior to the check-in that you won’t have internet access send one of the mods an email and we can give you the form early. If you do not know prior, then message us once you have access again and we’ll be understanding. If this happens during posting your partner can submit your masterpost. Make sure that both people have access to the fic and art!

5. Are check-ins mandatory?

Yes.

6. What if I’m too late to turn in a response for a check-in?

Try not to be too late, especially since we’re giving you a week to submit them, but we’ll be understanding.

7. I’m working on two teams. What should I do for the check-ins?

You should fill out the form once for every team that you’re on. There’s also a place for notes on the form. Be sure to tell us which partner you’re working with for each submission.

Posting

1. When should I post my works?

Posting will take place between June 16th and June 30th. You will be assigned a day to post based on your preferences.

2. Where should I post my works?

You can post them wherever!

3. What will posting look like?

First, you and your partner will post your things where you would like. Then, one of you will compile a masterpost that you will submit to our tumblr and we will post it.

4. Will there be an AO3 collection to add my works to?

Yep! More information about that will come out in June.

5. Is there a certain time of day that our fic/art should be posted?

No but if you can do it before 11 pm PST on your assigned day that would be great.

6. How do I submit my masterpost?

On our blog, there is “Submit your masterpost”. Click on that and it will take you to the place you should put in the masterpost. Make sure to click “submit” at the bottom. The information for what a masterpost should look like will come out in June. If you want another example you can look at older submissions.

7. Why do our projects need to be done by the 3rd check-in?

We have this as a deadline because it means that there is extra time should you need it.

8. What do I do if I think my part of the project won’t be done by the posting date?

Talk to your partner about what you should do and then send a message to the mods, preferably before June 9th.

Name MeaningHer surname Yamana 山菜 can also be read as Sansai, a Japanese word translating literally as ‘mountain vegetables’. This term refers to vegetables that were foraged in the wild, as opposed to being grown and harvested from a field.

Her given name Akane 茜 translates as the color rose madder, a shade of red, and fits the manager’s theme of being named after colors.

OverviewShe’s friends with her fellow second year manager Seto Midori, and since Midori has a tenancy to act before she speaks, Akane sometimes helps stop her from getting carried away.

She’s a huge fan of Shindou Takuto. She refers to him as Shin-sama and during soccer practice she’ll utter things like ‘Shin-sama is wonderful,’ and ‘Shin-sama is so dashing,’ etc…

Photography seems to be her hobby and she constantly carries a pink camera around with her.

In the Sengoku era arc, she’s portrayed as being a little bit jealous of Okatsu, the girl Shindou became close to. However, in the game version she understood his feelings towards Okatsu, and in order to give the two time to have their final conversation, she contributed to postponing the departure of the Inazuma Caravan. This shows she’s a kind and considerate girl.

While she does admire Shindou a lot, she doesn’t purely focus her attention on him - she cares about the team as a whole, such as when she showed Shinsuke a photo she had taken when he made his special move.

According to the games, she originally bought her camera to primarily be used to take photos of Shindou, but she’s gradually come to take photos of everyone and now it’s full of pictures of the whole team.

In the drama CD she took photos of Shindou from underwater, surprising Hakuryuu and Tsurugi.

AppearanceShe has large violet eyes and wears her hair in thick plaits. The color is light purple (or a red so light it looks brown?). Her uniform ribbon is blue. Unlike many of the girls who wear white socks, she wears dark purple tights.

She is not very short for her age, even being considered average height. She is almost even with Shindou and Kirino in height.

In Chrono Stone it’s revealed she has an interested in science fiction. When the talk turns to SF she lights up with enthusiasm and shows great knowledge for her favored subject. This also marks the start of her displaying her interests outside of “admiring Shindou”, allowing her to develop as her own character.

One of the chapter of the Ciao Inazuma Eleven GO anthology is based around her. Her personality is altered to become more like a typical shoujo protagonist. She speaks a lot more and while she uses normal, casual Japanese with the others, her inner monologue is in keigo (polite Japanese).

She is commonly seen clasping her hands together/entwining her fingers in front of her.

“Clasping and squeezing hands together is a self-pacifying gesture. A person does this to show that they are either uncomfortable, nervous, or even fearful. That or they are trying to assure themself, “Everything’s going to be alright.” A variation of this is rubbing the wrist. This contributes to her meek and gentle nature, showing weekness and uncertainty in how she holds herself. While she never seems to worry about much, she could still be displaying that she is a nervous or even anxious person.

Her eyes always look very dreamy as if she is always in her own little world.

This is probably a visual reminder of her “Air-headed Nature” as when she is focused on she usually says something strange that exasperates the people immediately surrounding her. She speaks very softly and doesn’t say very much when she does talk, this feature about her capitalizes on her meek nature the same way that her hand gestures do.

Misc

In an interview with her voice actor Yurin, she wonders what club Akane would join in the parallel world in Chrono Stone. She brings up that she could have a laugh with Midori in the ping pong club, but ultimately decides that Akane will follow Shin-sama to whichever club he chooses to join.

There’s a joke among the voice actors that her camera is indestructible. She can take photos underwater and in the movie when she drops her camera it still doesn’t break.

Originally, the script of the drama CD called for Shindou to refer to her by Akane, her first name, but on the day of the recording the staff announced that he would instead call her by her surname, Yamana. Her voice actor comments that she must be disappointed because her dream of Shin-sama calling her Akane still hasn’t come true.

Her voice actor Yurin regrets that she didn’t take a photo of Shindou in his Japanese-style clothes when she had the chance. She comments that every time Akane has a chance to get closer to Shindou she never takes it. ((Perhaps out of shyness?)) When Okatsu makes a bento lunch for Shindou, Akane comments ‘I want to make a bento for Shin-sama too,’. Yurin comments that she should, and show her appeal by making something other than tofu.

“The year of the Royal Navy” – a review of 2017

On 1st January 2017 the MoD published a press release that proclaimed it would be “the year of the Royal Navy”. Ministers may have come to regret such a bold statement but it certainly helped shine the spotlight on a service during turbulent times. Here we review some of the highlights and some of the difficulties the RN has experienced this year. 

January

It was revealed in a leak to the press that there had been a failed Trident missile test launch during the Demonstration and Shakedown Operation (DASO) conducted by HMS Vengeance in June 2016. Despite the Trident II D5 being consistently the most reliable ICBM on the planet, the ill-advised cover-up helped create a false impression the system has serious problems. The haemorrhage of people leaving the RN has been stemmed somewhat but the personnel shortage continues, figures released in January showed the service to be 2.4% under liability, i.e. 720 short of the meagre 30,170 the RN is supposed to have. In the first revelation of the MoDs budget problems that were about to explode into view this year, it was stated that the navy now faces a shortfall in its annual budget of at least £500 million. It became clear that the March date originally set for HMS Queen Elizabeth to begin sea trails had slipped slightly and June was now the likely target date for her to sail. First of the new MARS tankers, RFA Tidespring was quietly accepted from her builders DSME in South Korea, nearly a year behind schedule, but on budget at least.

February

In February the Sun published a story claiming all seven of the RN’s attack submarines (SSNs) were alongside either in refit or experiencing material defects. This was certainly the case for a short period at the start of the year and represented a very serious weakening of UK defence, symptomatic of ageing Trafalgar class boats and problems with the new Astute boats. The Daily Express went a step further claiming HMS Trenchant would never sail again and the Trafalgar class boats had terminal defects that would end their carriers. Fortunately, this was proved to be total nonsense and HMS Trenchant has been at sea for much of this year. The Sea Venom light anti-ship missile successfully completed its next round of trials on the way to be in RN service by 2020.

March

First, of the batch II river class OPVs, HMS Forth was formally named at a ceremony in Scotstoun, Glasgow. The Lynx Mk 8 Helicopter and the Sea Suka missile went out of service, leaving the RN with no light anti-shipping missile for two years. The RN conducted their first Exercise “Information Warrior” (alongside the regular Ex Joint Warrior) and tested naval cyber and AI capabilities.

April

The RN announced it was reducing the Royal Marines by 200 men in order to free up funding for more sailors while 42 Commando was being downgraded in size and capability. This was the first indication that amphibious forces were the only place left to go for the RN to make cuts as it was being squeezed in the funding crisis. The House of Commons Public Accounts Committee finally confirmed the ugly rumours that there exists at least a £10 billion ‘black hole’ in funding for the MoDs equipment programme.

The 4th Astute class submarine, HMS Audacious was rolled out of the build hall and into the water at Barrow, 10 months behind schedule and £200M over-budget.

The MoD had stated in January that the keel for the 7th Astute class (HMS Ajax?) would be laid in 2017 but this has not happened. Although some steel has been cut, it would appear the delays to boats 4-6 means there is not space or manpower available to lay the keel of boat 7. On appeal, Royal Marine Sergeant Alexander Blackman was cleared of committing murder during deployment in Afghanistan and was finally freed, after serving 3 years in prison.

May

HMS Daring returned after a successful 9-month deployment in the heat of the Persian Gulf confounding the critics who claim Type 45 always break down in in hot weather. On return Daring went into long-term lay up as a harbour training ship, replacing HMS Dauntless which has been in a similar state for the last 2 years.

June

Defence was largely given low priority by politicians and media in the General Election campaign. The Tories just hung on to remain in government but in a chaotic and much-weakened state. However, the same ministerial team remained in place at the MoD and continuity in defence policy seemed likely. The new government began its “National Security Capability Review” which was supposed to be a low key review assessment of UK security across government departments, rather than a full defence scale review. HMS Queen Elizabeth sailed from Rosyth to begin sea trials. A landmark moment for the RN and the progress of this great ship which, for better or worse, would dominate media coverage of the navy for the rest of the year.

July

The US Navy kindly lent the USS George H W Bush to the RN for 2 weeks to conduct Exercise Saxon Warrior to help regenerate carrier battle group command skills. HMS Queen Elizabeth’s sea trials were interrupted by a propeller shaft issue which was corrected during 2 weeks alongside in Invergordon, amid much media speculation. After a gestation period for the new frigate programme of more than 20 years, the first still was finally cut for HMS Glasgow, the first type 26 Frigate. It was subsequently announced the 3rd ship in the initial batch of 3 will be named HMS Belfast. HMS Torbay was decommissioned after 32 years of outstanding service, reducing the SSN force to just 6 boats until HMS Audacious commissions.

August

September

When Hurrican Irma hit the Caribbean, RFA Mounts Bay was already in the region and prepared to assist. The scale of the damage demanded a major response from UK armed forces in the form of Operation Ruman. HMS Ocean was hurriedly re-tasked to sail from the Eastern Mediterranean to store in Gibraltar and cross the Atlantic to assist. The humanitarian aid effort across the Caribbean led by the RN was a demonstration of the flexibility and utility of naval forces and did a great deal to alleviate suffering in the British dependencies. The outline specification for the Type 31 frigate was issued by the RN with the very low budget set at £250M per ship. The second carrier, HMS Prince of Wales was formally named at a ceremony in Rosyth. It was discovered that minehunters HMS Atherstone and Quorn would not complete the refits that they had begun and would be decommissioned early as a cost and manpower saving measure. The RN sensibly decided to defer the previously planned retirement of its semi-obsolete Harpoon anti-ship missiles until 2020, pending a replacement. Rear Admiral Alex Burton, Commander UK Maritime Forces handed in his resignation, ostensibly in protest at the possible plan to axe HMS Albion, Bulwark and large numbers of Royal Marines. Leaked proposals to scale back UK amphibious capability generated enormous controversy and have cast a long shadow of the “year of the Royal Navy”.

October

HMS Queen Elizabeth departed Portsmouth for part 2 sea trials off the Cornish coast which were conducted successfully over a 3 week period in very benign weather. 2nd OPV HMS Medway was formally named at a ceremony in Glasgow. At Barrow a ceremony was held for the Defence Secretary to start the first steel cutting for the new Trident successor submarine, which it was announced will be named HMS Dreadnought.

HMS Ocean off Crete, leading Standing NATO Maritime Task Group 2 after returning to the Med from her aid mission to the Caribbean. She visited Hafia, Israel and Lisbon, Portugal before coming home to Devonport from her final overseas deployment in December. She will conduct a tour of UK ports before decommissioning without replacement on 31st March 2018.

November

Michael Fallon resigned suddenly amidst a scandal about his personal conduct and was replaced by the former chief whip, Gavin Williamson. The NAO published a report which revealed the growing extent of cannibalisation of stores and spare parts across the RN. In a relatively low key ceremony, the Prince of Wales opened the new Naval Support Facility (NSF) HMS Juffair in Bahrain which will greatly improve alongside support for RN vessels deployed in the Gulf region. After covering for HMS Ocean doing NATO duty in the Mediterranean, HMS Diamond was forced to return home from her planned Gulf deployment with a serious propellor shaft problem. The lack of alternative vessels to cover this kind of contingency left the RN with no major warship East of Suez for the first time in living memory. RFA Tidespring was dedicated into the fleet at a ceremony in Portsmouth. The 4 new tankers will be fantastic additions to the RFA and are designed specifically to refuel the aircraft carriers. RN sailors provided the guard at Royal residences in London for the first time in 400 years.

December

HMS Queen Elizabeth was commissioned in the presence of her majesty – another landmark moment and a demonstration of the RN’s enduring ability to excel in the organisation and presentation of ceremonial events. Just a week later, more negativity and disinformation about the carrier project was generated by the Sun newspaper grossly exaggerating the significance a minor leak on a stern seal of HMS Queen Elizabeth. HMS Prince of Wales was floated out of the basin in Rosyth to begin fitting out with sea trails scheduled for mid-2019.

The adventures of Gavin In the two months Gavin Williamson has been defence secretary there has never been a dull moment. The new man had no previous track record of interest in defence matters and many perceive him as a clever and ambitious schemer using the post as a stepping stone to the Tory leadership. However, rather than continuing the bland and conformist approach of Micahel Fallon, he has given the impression that he will fight for the department. Of the commitment to 2% GDP spending on defence, he said : “I’ve always seen 2% as base, not a ceiling”. It was reported he has demanded significantly more money from the Treasury and even had a physical altercation with the Chancellor of the Exchequer in Westminster. He also barred Philip Hammond from using RAF transport aircraft until the Treasury paid money owed. On British Jahdis who had gone to fight for ISIS he said they “should be shot, bombed or banned from coming home”. He blocked the Army’s plan to ditch their strapline “Be the Best” because consultants deemed it “elitist”. Speaking on Russian warships and submarines operating close to UK territorial waters he said: “I will not hesitate in defending our waters or tolerate any form of aggression”. One could interpret his statements as a carefully stage-managed attempt to get attention and appeal to a section of disenchanted Tory voters. A less cynical view is that he has listed to the procession of experts warning about the sorry and dangerous state of UK defence and he is determined to actually do something about it. The appointment of the new defence secretary has been used as a reason to extend the ongoing “defence review” into 2018. There is greater public opposition and awareness about further defence cuts than there was in 2010 and at least 20 Tory MPs are likely to rebel against the government if new funding is not forthcoming.

Still doing the business?

There is no doubt that the RN is in a poor state in many ways but there remains much to be positive about. As the summary above shows, this year has been one of contrasts. New equipment has reached important milestones on its way to join the fleet but at the same time manpower shortages, not enough ships and further possible cuts continue to blight the service. A little lost amongst the focus on equipment is the day to day business of the RN. The service is just about able to manage the tasks mandated by government and has achieved a great deal in protecting the nation’s interests in 2017. As a snapshot, on 22nd November 2017 the RN had 32 ships and submarines either overseas or on operations (including RFAs but not including P2000 boats) and around 8,000 people actively deployed. (Reflecting the growing concern about Russia, the majority of these vessels were deployed in European or northern waters.) At Christmas, the numbers deployed had about halved but mainly because for this sake of morale, the RN is determined to give Christmas leave to as many of its people as possible. Decisions that will be taken in Westminster in the early part of 2018 will determine if the RN will have a more stable future or must endure yet further reduction and over-stretch.
