i think the scene that best exemplifies why loki is falling flat (for me) so far is not the many boring conversations where owen wilson explains the plot to loki, or the scenes where a character just exists to explain time travel lore to loki, but rather the scene where they walk into Apocalypse Walmart out of the rain and loki magically dries himself off. he then calls the lady agent whose entire personality seems to be “be annoyed by loki” a peasant or something like that. she huffs or rolls her eyes and then they go on with the plot. 
what was the point of that? it didn’t give us any new insight into loki, the tva agent, or their relationship. loki being dry and everyone else being wet isn’t a plot point. it wa maybe there to remind us he has magic, which he proceeds to barely use. i can only conclude that it was there to be a Funny Joke and give tone to the episode, except it wasn’t funny. 
do you know would have been actually funny? loki makes a big deal about being better than everyone else because he has magic and doesn’t have to walk around in wet clothes like some sort of chump, and then the fire sprinklers go off, drenching him all over again. that’s funny. that shows off that loki is an arrogant prick but then also immediately humbles him in a way that’s endears him to the audience. come on
