Thank you _Karl0_ for your help! You didn’t have to got all out on this one, yet you did and I greatly appreciate it. He’s a Jackson chameleon/tokay gecko hybrid with a little something extra thrown in (last part will be revealed in an upcoming Sonic fanfic).
Jasper Phantasma was the head of the wealthy and influential Phantasma family. After a devastating attack on a family gathering that wiped out most of his relatives, Jasper and one of his younger siblings were the only living members left in the family. Jasper, as the oldest left, was made head of the family at the age of 12. Seeking justice for his family, he vowed to avenge their deaths and eradicate corruption among the elites in Rainbow Valley.
Jasper was a suave and charismatic businessman and socialite most of the time, managing to win over countless people’s attention and admiration. When he “played the villain part”, as he put it, and let loose, he was snarky and battle-eager. His arch-nemesis, the straight-laced, speedster hero Turbo, and the occasional hero or other adversity that tested his patience brought out this rougher side a lot. If someone he cared about was in danger his rage, his scariest asset and flaw, came out. If provoked, his rampages were legendary and often left a trail of destruction in his wake. Jasper's deep love for his family was the driving force behind his obsession with justice and his desire to make Rainbow Valley a better place. He believed that no one should have to suffer the same kind of loss and pain that he did.
However, Jasper's intense focus on his goals often clouded his judgment and led him to cross the line in his methods. He had little hesitation in torturing and killing corrupt political officials and villains, which earned him the label of a Villain in many hero circles and the public eye. He even managed to earn the official Villain label at just 18, the lowest age the Hero Society will give someone an official Villain label.
Nevertheless, many disadvantaged citizens of Rainbow Valley and occasionally other countries viewed Jasper as an anti-hero willing to get his hands dirty for the greater good. They admired him for his policies and his determination to make a positive change.
He also was no slouch in battle, knowing how to fight from a young age. On top of his fighting knowledge, he had super abilities and even supernatural abilities that made him feared by many people, including heroes. He also knew how to use a wide range of weapons efficiently. Even his sharp teeth and strong jaw were dangerous weapons, which has allowed Jasper to maim his fair share of opponents. While he generally acted friendly, beware when you get on his bad side, as Jasper was not a man to be trifled with.
