sorry if this has been asked before, but can the abattoir dragons speak?

Yes they can! They just have their speaking mouth tucked away. Upfront they are usually all teeth and no lip, but down their throat is their true mouth which they speak from. If you were to listen to their voice directly you would hear that they still sound exactly as they did while human. Though the sound usually echoes and distorts as it goes up through their throat to end up being a guttural growl.

not sure if this is purposeful, but i noticed the way the light around will's head looks like the fire the angel maker hallucinates around the heads of people who have 'bad' in them

and its depicted only after jack leaves him alone in the alleyway — "[jack has abandoned you] in the way gods abandon their creations. jack gave you his word he would protect your head space. yet he leaves you to your mental devices." — will is left alone with both his 'insights into the souls of men' (his parallel to the angel maker, hence his positioning under the angel) and his violent urges (his parallel to the victims/angels, hence the light/fire), and also hannibal's influence/goal to change will into his 'higher self' (somewhat of a parallel to the angel maker's actions, hence the angel)
