Aster DM Healthcare and Consulate General of India recognized the efforts of 100 medical professionals, volunteers and representatives of supporting govt. entities in the presence of officials from Dubai Health Authority (DHA).
The 750-bed facility, comprising of two buildings in the Hind Humanitarian City, can be considered as a model isolation facility that saw fast and effective implementation of triage, isolation, quarantine and treatment set-up following all the protocols set-up by DHA, aiding in the recovery of patients.

Credit Guarantee Fund Scheme for Micro and Small Enterprises
Of all the troubles faced by MSEs, the unavailability of timely and sufficient credit at a reasonable interest rate is one of the most important. The problem is more serious for micro-enterprises applying for small loans and for first-generation entrepreneurs.
·         The Micro and Small Business Credit Guarantee Fund (CGS) scheme was launched by the Government of India (GoI) to make unsecured credit available to the micro and small business sector. Mutually existing and new businesses can be covered by the scheme. The Ministry of Small, Micro and Medium Enterprises, GoI and Small Industries Development Bank of India (SIDBI), has recognized a Trust called Credit Guarantee Fund Trust for Micro and Small Business (CGTMSE) to perform the Credit Guarantee Fund Scheme for Micro and Small Enterprises. The scheme was officially launched on August 30, 2000. The CGTMSE corpus was provided by the GoI and SIDBI in the ratio of 4: 1 respectively and contributed Rs. 2477.78 crore to the Trust corpus until 31 May 2016. As announced in the MSE Package, the corpus was to be raised to Rs. 2500 crore by the end of the 11th floor.
 ·         Eligible Lending Institutions the Banks / Financial Institutions, which can benefit from the scheme, are programmed commercial banks (Public sector banks / Private sector banks / Foreign banks) and selected rural banks (which have been classified in the 'Sustainable' category by NABARD). Till May 31, 2016, there were 133 eligible credit institutions registered as MLI of the Trust, including 26 public sector banks, 21 private sector banks, 73 regional rural banks (RRBs), 4 overseas banks and 9 other institutions, for example Delhi Financial Corporation, Kerala Financial Corporation, Jammu & Kashmir Development Finance Corporation Ltd, Andhra Pradesh State Financial Corporation, Bank such as Export and Import Bank of India and SIDBI.
 ·         Eligible credit facility the credit lines that can be covered by the scheme are both term loans and / or working capital line up to Rs. hundred lakh per borrower unit, extended without any collateral and / or third-party guarantee, to a new or existing micro and small businesses. For units covered by the guarantee scheme, which may become ill due to factors beyond management's control, rehabilitation assistance extended by the provider may also be covered by the guarantee scheme. Any credit line for which risks are further covered by a program, managed by the government or other agencies, will not be eligible for coverage under the program. Warranty coverage The coverage of the guarantee available under the scheme is up to a maximum of 85% of the sanctioned amount of the credit line. The coverage of the guarantee given is up to 75% of the credit line up to Rs.50 lakh (85% for loans up to Rs.5 lakh provided to micro-enterprises, 80% for MSE owned / managed by women and all loans to NER including Sikkim) with a uniform 50% guarantee for the full amount if the credit exposure is greater than Rs.50 lakh and up to Rs.100 lakh. In the event of default, the Trust terminates the credit up to 75% (or 85% / 80% / 50% where applicable) of the defaulted amount of the credit line extended by the credit institution. To this end, the defaulting amount is calculated as the principal amount outstanding in the borrower's account, in relation to the term loan, and the amount of outstanding working capital lines, including interest, at the date the account is transformed the impaired business (NPA). Duration of the guarantee the guarantee coverage under the scheme covers the agreed term of the term / composite loan. In the case of working capital, the coverage of the guarantee is 5 years or block of 5 years. Guarantee fee A composite total annual guarantee fee of 1.0% per annum. Of the sanctioned credit line (0.75% for the credit line up to Rs. Five lakh and 0.85% for over Rs. Five lakh and up to hundred lakhs for women, micro-enterprises and units in the NER including Sikkim) is now being charged. Scheme awareness programs The CGTMSE has adopted a multi-channel approach to raise awareness among banks, MSE sector associations, the MSE sector, etc. Through the press and the press, conducting workshops / seminars, participating in programs organized in various district / state / national forums, etc.
 ·         During the year CGTMSE participated in several seminars / workshops organized by MLI and sector associations, exhibitions and meetings organized by RBI / Govt. in connection with the MSE industry, across the country to create awareness of CGS.  ·         Sustained press campaigns were conducted across the country throughout the year to improve visibility and create awareness of the program. Campaigns to disseminate information among the various stakeholders were vigorously conducted.
 ·         During the 2016 financial year, CGTMSE participated in 21 seminars / workshops / banker meetings / business development meetings and also gave presentations to raise awareness of bank officials / small businesses on various aspects of the credit guarantee system. The workshops / programs were generally organized by member banks / SIDBI / CGTMSE / sector associations, etc.

The interview will give you an insight into the personal and professional life of this very experienced and ever learning Grand Master of the Exhibition & Conference industry. It will also inform you about the path taken by IESA, under his leadership as President. Read on to get to know, THE PERSON, THE LEADER, and his views on Industry & Economy. THE PERSON WEE: Tell our readers about yourself, what drives you, what are your hobbies, what excites you as a person? SM: The first question itself is a rather difficult one! Though nowadays it is a common practice to speak about oneself, I am rather a misfit! I am not sure if others agree to this, but I can say that I am a modest, down to earth, humble person! What drives me most? Well, the announcement of an event and subsequent preparations for the same are presently the most important activities of my business life. I have a number of hobbies. Some unfulfilled and some unusual. The top of unfulfilled hobbies is painting followed by enjoying peaceful evenings at my ancestral village home. The unusual hobbies include collecting figurines from different parts of the world of which I have a collection of more than 100 from about 50 countries where I have traveled during the past two decades. I am also a collector of coins and matchboxes! WEE: That's interesting! Do give the readers a little peek into your family life as well. SM: I am married to Mrs. Anagha, who is a homemaker. We have a son, Nikhil, who lives in the US with his wife, Kiran. THE LEADER WEE: Tell our readers a little bit about your journey into the field of Exhibitions, Conferences, and Events. SM: An electrical engineering graduate with post-graduation in management, I have landed accidentally in the Exhibitions and Conferences field. After a stint as an engineer in an electrical manufacturing industry for 7 years, I joined an association representing electrical manufacturers. Apart from the usual Association work like resolving member queries, representing to the Government, etc., we started organizing technical conferences on various electrical subjects in the year 1980 followed by organizing our maiden exhibition of electrical equipment, where I was associated in various capacities since 1980 finally heading the Event since 1996 till I retire from the services of the Association in the year 2012. The exhibition grew from 250 companies and 12,500 sqm of gross area in 1990 to 900 exhibitors and 90,000 sqm of gross exhibition area in 2012. Today, it is even bigger than in 2012! Having gained experience in handling operations of such a large event apart from conferences, we three partners started our own company, FairAct (FairAct Exhibitions and Events LLP) extending exhibition management services to exhibition organizers across India. FairAct today is proud to be associated with a large number of events organized by industry Associations as well as exhibition organizers. WEE: How did FAIRACT EXHIBITIONS & EVENTS LLP come into existence? SM: As mentioned above, we felt there was a need for a company that could provide operational support to the Organisers and hence, FAirAct was born. WEE: Do share a few achievements of FAIR ACT EXHIBITIONS & EVENTS LLP with our readers. SM: Today, FairAct offers turnkey solutions as well as management consultancy to a number of exhibition organizers. We are associated with very large exhibitions like ITME India, PLASTIVISION and bcINDIA apart from working with organizations like Indian Dental Association, Nurnberg Messe, FIEO, EEPC, etc. The unique feature of our short existence of 7 years is that almost all of our clients give us the opportunity of working with them, event after event. Our Chennai Chapter is the most enthusiastic and progressive amongst all over regions having taken lead in organizing its own local exhibition and now a Conclave. - Mr. Sunil More, President IESA WEE: How did your association with IESA start and how has your journey been so far? SM: Having worked in an Association for more than 30 years, I understand the need for a common forum for the industry to collectively express its issues and difficulties as also to help each other in promoting individual’s businesses. So, FairAct was amongst the first few companies to join IESA formed to further the interests of the industry. The journey with IESA has been satisfactory so far and we at FairAct look forward to more initiatives from IESA for promoting the industry. WEE: IESA, recently celebrated the completion of 5 years of its existence. Please share the key milestones in this short but eventful journey of IESA. SM: IESA is still in its nascent stage of existence and is learning to improve its services and grow further. In this short span of 5 years, IESA has grown to a membership of 350 with an immediate target to reach 500 members. The annual Show, Exhibition Expo Shop is a successful exhibition of the industry where players meet in one place to explore business possibilities. We are also working on safety standards - a guide, which is expected to be released shortly. WEE: Give us a brief overview of the work done by IESA for the Service Provider Fraternity. SM: As explained above, bringing members on one platform is a major activity. We have now 5 regions, where regular meetings are held to discuss industry problems and also help each other for their requirements. WEE: Do you see a change in perception in the minds of organizers towards the Service Industry? SM: 5 years is not sufficient time to change perceptions as the first 2/3 years were spent in consolidating the Association and its activities. We are now gearing up to having a structured dialogue to help each other.

WEE: Is the Indian Service Industry at par with the Global counterparts? SM: I am afraid, though Indian Service Industry follows a lot of good business practices, certain constraints do hamper reaching global standards. The constraints are both internal as well as external. While external constraints include working environment, time availability, lowest bidder strategies, unskilled workforce, etc., internal constraints include mindset issues, ignorance of safety norms, undercutting. Globally, the Organisers follow certain standards, which are adhered to religiously, whereas, in India, many deviations take place knowingly or unknowingly. I must add here that some progressive exhibition organizers have started specifying safety norms for service providers while working on sites. WEE: What, according to you, are the 5 key aspects that the Service Industry needs to work on? SM: I feel our Industry must look seriously at the safety of equipment and workforce, training manpower, standard terms of conditions – both commercial and operational, improving business dialogue amongst member companies and benchmarking itself with best business practices followed world over. WEE: Are there any programs that IESA is currently running to impart and improve the knowledge and information of the people working in the Services Industry? SM: We have carried out some programs for educating the people working in our industry. These include taxation programs, safety guidelines, etc. However, a structured program has not been developed so far. WEE: IESA organizes the INDIA EXPO SHOP every year. How would you describe the response of the visitors and the enthusiasm of the participants? SM: We will be organizing the 5th INDIA EXPO SHOP this year. The exhibition has certainly helped vendors of our industry to touch-base with their clients so as to improve their business prospects. We plan to make the Expo more inclusive to help all participants and have some ideas which are presently under discussion stage. WEE: Recently EEMA & IESA, CHENNAI CHAPTER, organized the EVENTS TODAY CONCLAVE 2019 for the first time. How was the experience and tell us a little about the thought behind the concept? SM: Our Chennai Chapter is the most enthusiastic and progressive amongst all over regions having taken lead in organizing its own local exhibition and now a Conclave. The Conclave was a success with a lot of ‘Take Home Value’ to it. Participants at the Conclave, not only learnt from experts but also from the fellow members who shared their ideas and experiences.

WEE: Safety of the workers and visitors to any Exhibition, Conference or Event is paramount. Is IESA conducting any training programs for the safety issues? SM: Yes. The subject of Safety is on top of the IESA Agenda. We have already worked on safety norms for our industry and are in a final stage publishing a booklet containing ‘Guidelines’ while working on the site. We have conducted training porgrammes on fire safety in the past. WEE: Do elaborate a little on the collaborations with International Associations and the benefits received. SM: The benefits can be manifold. We can learn from each others’ experiences, better business practices, the new and innovative ideas being implemented by them and so on. The list can be unending! WEE: Please elaborate on the CSR initiatives taken up by IESA. SM: IESA has taken up CSR initiatives during the past 3 years. We organized blood donation camps in Mumbai and New Delhi; collected funds for the Kerala flood victims and helped an NGO working for the upliftment of the Tribals living in remote areas about 100 kms from Mumbai. We intend to continue these efforts in the future too. THE ECONOMY WEE: What is the current market size of the Exhibitions, Conference, and Events Service Industry and where do you see it in the next 5 years? SM: It is estimated that the Indian Exhibition industry size is estimated at Rs 65,000 crore with over 700 major exhibitions taking place every year and we are experiencing a growth of between 10 and 12% year on year from now on. WEE: $ 5 Billion target and the contribution of the Exhibitions, Conference and Events Service Industry. Please share your thoughts on the matter. SM: We believe that the exhibition industry creates a big impact on the economy. It boosts trade and motivates innovation. It is a driver for sectoral growth and has a great impact on travel, tourism, hotel reservations, etc. It helps in generating revenue for the Government through taxes and levies. Finally, it helps our own industry to grow and prosper. WEE: What do you think is stopping the Exhibitions, Conference and Events Service Industry getting a formal ‘INDUSTRY’ recognition from the Government? SM: I must say that as an Industry, we have not been successful in convincing the Government about the benefits it brings on the table. It is necessary for us to explain to the Government in one voice with substantial reliable data for the Government to consider our request for Industry Status. WEE: What support do you think this industry needs from the Government? SM: Development of infrastructure, simplification of procedures and processes, incentivizing the industry for its effort are amongst the few initiatives the Government can take to support the industry. Italy is the 8th largest export economy in the world and the 13th most complex economy according to the Economic Complexity Index (ECI). In 2016, Italy exported $455B and imported $401B, resulting in a positive trade balance of $54.3B. In 2016 the GDP of Italy was $1.85T and its GDP per capita was $38.2k. Italy, being a non-OPEC member and due to its geographical location, has harbours and canals through which exporting oil is a difficult task because they are too small to accommodate the larger Suezmax or the larger still very large crude carriers and ultra-large crude carriers. Hence, it majorly depends on Aframax ships for the movement of crude oil. These vessels are of great assistance as they serve regions that do not have very large ports or offshore oil terminals to accommodate very large crude carriers and ultra-large crude carriers.
Enrica Lexie (called Olympic Sky since 2013) is an Italian Aframax oil-tanker. The Enrica Lexie was built in 2008. She was originally owned by Naples-based Dolphin Tankers whose parent company is Fratelli D’Amato. In 2012, the ship was involved in the shooting of two Indian fisherman in the Laccadive Sea.
Time line of events:
Feb 15, 2012: Two fishermen, Jelestine and Ajeesh Pinku, who had left for fishing in a mechanized boat from the Neendakara Fishing Harbor were shot dead in the seas off Ambalapuzha. The incident is reported to have taken place in international waters. The ship from which the fishermen were fired upon was identified as the Enrica Lexie. The Lexie claims it thought the fishermen were pirates.
Feb 16, 2012: The Indian Navy lashes out at the Italian oil tanker, Enrica Lexie, for flouting the laid-down counter-piracy measures, which resulted in the ships armed guards, who are Italian military personnel, gunning down two Indian fishermen. Italian Consul General in India, GiamPaolo Cutillo reaches Kochi, meets the Coast Guard and Kerala police.
Feb 17, 2012: Italian oil tanker Enrica Lexie is brought to Kochi and police and Coast Guard personnel question the crew.
Feb 18, 2012: External Affairs Minister S. M. Krishna has a telephonic conversation with and his Italian counterpart Giulio Terzi di Sant’ Agata. India wants the captain of Enrica Lexia and the two marksmen who shot the fishermen to surrender to Kerala Police. Italy wants the three to be permitted to leave in return for a joint investigation into the incident. Talks fail.
Feb 19, 2012: Kerala police arrest the two Marines (Latorre Massimiliano and Salvatore Girone) suspected to have fired the shots. Captain of the tanker Umberto Vitelli is also questioned.
Feb 20, 2012: Latorre Massimiliano and Salvatore Girone are remanded in judicial custody for 14 days (till March 5, 2012). Italy says the Marines have immunity from the Indian law as the tanker was flying an Italian flag in international waters, sailing from Singapore to Egypt, when the shooting occurred.
Feb 21, 2012: Rome decides to send junior Foreign Minister Staffan De Mistura to India.
Feb 22, 2012: Italy moves the Kerala High Court, seeking to quash the first information report (FIR) registered against two of its naval personnel. The petition argues that under the principles of international law and conventions, including the United Nations Convention on the Law of the Sea (which India has ratified) Indian courts have no jurisdiction to register a crime in connection with the incident.
Feb 23, 2012: Italian Deputy Foreign Minister Staffan de Mistura visits Kochi, meets the Marines who are held at a CISF guest house. Italy launches a parallel investigation of the incident by its agencies back home.
Feb 25, 2012: A Special Investigation Team of the Kerala police searches and seizes weapons on board Enrica Lexie in the presence of the Italian technical team.
Feb 28, 2012: External Affairs Minister S.M. Krishna and his Italian counterpart Giulio Terzi di Sant’ Agata in New Delhi discuss the on-going investigations in the case but continue to have differences over jurisdiction and legal aspects of the incident.
March 1, 2012: Italy informs India that it has initiated criminal proceedings against the marines under its law that could lead to a prison term of not less than 21 years.
March 3, 2012: Italian Deputy Foreign Minister Staffan De Mistura’s bid to meet the kin of the deceased Jelastine alias Valentine fails. Police and Kollam diocese separately refuse to arrange the meeting, citing security issues.

Judge directs the police to permit the ship to sail, on its agent furnishing a bond for Rs. 3 crores before the Deputy Conservator, Cochin Port Trust, and an undertaking that the vessel, master, and the crew would be produced as and when required by the Centre, Deputy Conservator, and Mercantile Marine Department (MMD).
April 3, 2012: Kerala High Court sets aside Kollam Magistrate court’s order.
April 20, 2012: The legal heirs of the two deceased fishermen tell the Kerala High Court that a settlement for paying a compensation of Rs. 1 crore to each bereaved family has been reached between the Italian government representatives and them.
Apr 20, 2012: Additional Solicitor-General Harin Raval informs the Supreme Court that Enrica  Lexie, was not in Indian waters when the shooting incident occurred.
April 23, 2012: The legal heirs of two fishermen file a petition in the Kerala High Court seeking to withdraw the affidavits and submissions made by them against Italy’s plea for quashing the First Information Report registered against the marines.
April 24, 2012: The Kerala High Court gives its seal of approval to the award passed by the Lok Adalat under the High Court Legal Service Committee, endorsing the settlement on compensation reached between the legal heirs of the two fishermen and Italian government.
April 27, 2012: The Kerala High Court approves the out-of-court settlement reached between Italy and J. Freddy, owner of the mechanized boat which was fired upon by two marines the boat owner accepts the out-of-court-settlement of Rs.17 lakh.
Apr 30, 2012: Describing Italy’s compromise with the kin of the two Indian fishermen as “illegal” and “astonishing,” the Supreme Court says that they were “playing” with the Indian process of law. The judicial remand of the two marines of Italian ship Enrica Lexie is extended by 11 days.
May 2, 2012: Supreme Court allows the vessel, Enrica Lexie, to leave India, along with the crew and the remaining marines.
May 5, 2012: The Italian ship leaves Indian waters after furnishing a bond of Rs. 3 crores. May 18, 2012: The 196-page charge-sheet is filed by Neendakara Coastal Police showing Lattore  as the first accused and Girone as the second accused.
May 20, 2012: Italian PM Mario Monti speaks to Manmohan Singh. Italy also recalls its Ambassador to India Giacomo Sanfelice to express its unhappiness over the charge sheet being filed against the marines.
May 30, 2012: Kerala High Court grants bail to both the marines on various conditions, including a bond of Rs. 1 crore each with two Indian solvent sureties for a like amount. It also orders them to stay within a 10-km radius of the Kochi Police Commissioner’s office and appear before the Commissioner on all days between 10 a.m. and 11 a.m. and as and when required.
June 2, 2012: After 105 days in custody, the two Italian marines, arrested for allegedly gunning down two Indian fishermen off Kerala, are released on bail.
Dec 21, 2012: The passports of marines are released after Kerala High Court grants conditional permission for the marines to go to Italy for Christmas, subject to the decision of the union government.

The loss of Enrica Lexie was huge to the Italian Republic as it was Italy’s one of the best ships. The government is looking to bring it back after all these years, from Marshall Islands. But, it requires a revamp plan for the same. Alongside, Italy needs to tackle the allegations that are being fired on it and improve its international relations. Further, Italy completely sympathises with its marines and feels crestfallen for their current situation and is looking for alternatives to temporarily stabilise their lives, until the final judicial verdict comes out.
Task at hand
Hence, officials from the Italian Republic have approached Thrive Inc. for its crisis management consultancy services. Your task as the Human Resources officer of Catenator Inc. is to:
Create a phase-wise revamp plan to bring back and re-introduce Enrica Lexie.
Create a recruitment drive to hire necessary personnel once the ship begins its operations.
Create an organisational structure to define the roles and responsibilities of the new ship personnel.
Create a compensation structure for the new ship crew, keeping in mind the salary and labour laws of the Italian Republic.
Create a code of conduct for the new ship crew members.
Introduce a new and appropriate performance appraisal system for the ship crew members.
Draft a temporary life-style stabilisation programme for the two Marines.
Establish a fast track investigation unit which will investigate in the matter and assist in reaching a conclusion, quickly. Define the roles and responsibilities of the unit, clearly.
