One thing I’ve realized about the Batman Villains tierlist through reading Gail Simone’s Birds of Prey run is that Lady Shiva actually deserves a tier of her own that is higher than S tier, because she is absolutely not a Batman villain. She is the GREATEST FIGHTER IN THE DC UNIVERSE! THAT IS NOT A BATMAN VILLAIN, THAT IS AN INDOMITABLE FIXTURE OF THE UNIVERSE!
I’m honestly hesitant to put her in ANY rogues gallery for the same reason. And her character isn’t intrinsically tied to Batman like a lot of his other villains are. Like she’s Cassandra Cain’s mom but that is the extent of her ties to the batman side of dc.
