Basically, a bunch of music artists got together and were like "oi what if we offered all our music royalty-free online for anyone who wants to use it? that would be cool" and so they DID THAT and now it's ALL AVAILABLE FOR YOU.

The person who made the site is currently having a pretty rough time because people have been being kinda not fantastic to them, and they don't really make money from the site and it costs them money to run, so if you have some extra cash PLEASE send them this way!
