One anti-furry bill died, the other two wait to be heard

Content warnings: Rated G. An urban legend that describes an unsanitary situation. Sexism against transgender people, including attempts to prevent them from going to school or using facilities, and outing children to their parents. A straw-man version of furries being used to try to discredit transgender people, in a way that could cause trouble for people who identify as nonhuman.
So far this year, Republicans have proposed three pieces of legislation that are opposed to furries or people who identify as nonhuman. That’s something they started doing last year, inspired by an urban legend about litter boxes in public schools, which they made up in parody of transgender students asking to use school restrooms. We’ve been ending up calling these “anti-furry bills” as we keep track of them in our Otherkin News blog. Furry isn’t the accurate word, but it is the word that Republicans use in the urban legend and usually in the bills too. Every once in a while, I’m checking on the status of the bills, and trying to see if there are any new ones. Here is the update for this week.
1. Oklahoma House Bill 3084 (OK HB 3084) “Schools; prohibiting certain students from participating in school curriculum or activities; effective date.”
Background: We wrote about this bill in detail in a previous Otherkin News post. The bill says that furry students should be taken out of school by animal control. Its only sponsor (writer) is Justin Humphrey (he/him). This seems linked with his opposition to LGBTQ people, as well as his efforts to legalize animal fighting. Later, Jim Olsen (he/him) took over as principal sponsor of the bill. He proposed changing it to have the same text as an unrelated bill of his, one requiring public school classrooms to display the Ten Commandments.
Update: The bill’s current status hasn’t changed since our last update. It’s still at 25% progression toward becoming a law. Its text hasn’t changed from what it was originally, so it's still about furries.
2. Mississippi House Bill 176 (MS HB 176) “Gender dysphoria; require school personnel to notify parents of student who request to be referred to as different gender or nonhuman.”
Background: This was introduced at the same time as the first bill. As we previously wrote about it, the bill is mostly against transgender students in a way that could put them in real danger. It would require schools to out transgender students to parents, and to allow faculty to not accommodate any student who “identif[ies] at school as a gender or pronoun that does not align with the child's sex on their birth certificate, other official records, sex assigned at birth, or identifying as an animal species, extraterrestrial being or inanimate object.”
Update: This bill’s current status is dead! Hooray! It died in committee on March 3. When a bill dies, that means that it won’t progress toward becoming a law.
3. Missouri House Bill 2678 (MO HB 2678) “Prohibits students from engaging in ‘furry’ behavior while at school”
Background: We previously wrote about this bill. The bill says to pull students out of school for being furries or purporting to be animals. The bill’s only sponsor is Cheri Toalson Reisch (she/her). This appears to be connected with her opposition to transgender people as well as her efforts to undermine public schools in favor of charter schools.
Updates: This bill hasn’t changed or moved forward. It’s still the same as it was when it was introduced. A hearing hasn’t been scheduled for it, and it’s not on a House calendar.

The House Oversight and Accountability Committee has scheduled a hearing on UFOs, also called unidentified aerial phenomena (UAPs), for next Wednesday. The hearing has long been promised by House Republicans, who pledged to explore unconfirmed claims about UAP sightings from a former U.S. intelligence official and two former Navy servicemen. “We’re done with the cover-ups,” Rep. Tim Burchett (R-Tenn.) said in a tweet Thursday announcing the hearing. “Last year, the House Intelligence Committee held a hearing on UAPs. They brought in some Pentagon bureaucrats who only had two answers to the questions they were asked: ‘I don’t know,’ or ‘That is classified,’” Burchett said at a press conference Thursday. “This hearing is going to be different. We’re going to have witnesses who can speak frankly to the public about their experiences.”
Members of Congress, the Pentagon and NASA have all pushed back on holding the upcoming hearing, he said. “There are a lot of people who don’t want this to come to light,” he continued. David Grusch, a former U.S. intelligence official, is among those scheduled to testify. Last month, he told The Debrief that the federal government has an undercover program for recovering debris from crashed spacecrafts of non-human origin. The Pentagon says it hasn’t found any evidence to substantiate Grusch’s claim. Other witnesses scheduled are David Fravor, a former Navy commander, and Ryan Graves, a former Navy pilot ― both of whom claim to have spotted UAPs. “I can tell you, I think it was not from this world,” Fravor told ABC News in 2017 about what he witnessed while on a training mission in 2004. UAP sightings have been a hot topic in Congress in recent years. In 2021, U.S. intelligence officials responded to pressure from lawmakers and publicly acknowledged for the first time that UAP sightings by certain individuals are deserving of real attention. In a report to lawmakers, intelligence officials examined 144 UAP sightings and were only able to explain one as a large deflating balloon. They found no evidence that the UAPs were connected to extraterrestrial life. Some Democrats are also supportive of dismantling the veil of security around UAPs. Last month, Senate Majority Leader Chuck Schumer (D-N.Y.) threw his support behind bipartisan legislation to declassify government records related to UAPs.

Chris Mellon is THE man behind the scenes bringing the UAP subject to the masses. He is the guy who released the famous Navy UAP videos that were featured in the New York Times. He continues to keep a close watch on UAP issue in the American government.
The latest NDAA was just signed into law. It includes many updates that make it easier for military, government, and third-party people to report UFOs, under sea anomalies, things in space or even aliens without fear of it being classified or breaking any oaths.
“[the NDAA] Provides a secure process for anyone who has signed an official US government secrecy agreement related to UAP to come forward and reveal that information to AARO and to Congress, regardless of the level of classification, without fear of retribution or prosecution. This provision is intended to determine the veracity of longstanding allegations indicating that the US government has recovered extraterrestrial technology and perhaps even extraterrestrial beings…”.
Here’s hoping this opens the floodgates on the issue. The people are ready for proof!

New Senator Seeking to Register Mutants

"Less than a week after being elected Senator of New York, Peter Krane tackles a political landmine."
Washington, D.C. - It's Monday, November 14th and outside of the White House in the chilling east coast air, a crowd is gathered around a podium like a pew awaiting a sermon. To the stand comes a newly elected official, winning by an overwhelming vote in their state of New York, and he's ready to address the masses that have flocked to his cause.
Peter Krane (I-NY) made history this past week winning the Senatorial seat in New York for the recently created Friends of Humanity political group, a pro-human platform that has less than a year in existence but decades of experience behind them. The conference held before the people was set to address concerns that many had when Krane was sworn in, and to announce a new legislation getting ready for proposition.
This act, known as the Mutant Registration Act, is the first of it's kind ever presented to the United States government, the topic of metahuman and extraterrestrial life forms has mostly stuck out of the court of man due to the civil issues that have been seen in recent years.
"We're in a trying time," Krane began, "threats descend upon our borders, from the Heavens above us, and even the depths of Hell below us. But most importantly, they come from within our own homes."
The passionate speech was riddled with both cheers and heckles from the crowd, uncertain what to make of the laws. But what is the "Mutant Registration Act" Senator Krane purposes?
According to the Senator, the Act will behave similar in nature to a sex offender registry, individuals possessing the "Xavier Gene," named after Professor Charles Xavier of Harvard, will have to register all legal names, locations of residency, full explanation of their abilities, and all criminal history to the federal government. This information will become public knowledge and be accessible in both digital and physical format.
"Our goal is not to harm or isolate these people, as they are people. However, much like a gun must be registered and the owner is expected to properly maintain it, these people pose real threats and dangers to the world around them."
The Act has not fully hit the House or Senate, but already there has been both praise and outrage in the Legislative branch. Bethany Cabe (D-CT) called the Act "barbarous," stating it violated human rights conventions passed by the United Nations last year, after an incident in Sarkovia. Harrington Ferris (R-TX) also criticized the Act, stating it would allow public violence to take part against those on the registry.
Meanwhile, individuals like Robert Kelly (D-MA), Graydon Creed (R-IA), Henry Peter Gyrich (R-PA), and Geoffrey Patrick (R-IN) all praised the proposition, each saying it was time to begin putting a system of responsibility to those with abilities that could be used without any consequences otherwise. Quote from Senator Creed, "what [Senator Krane] is suggesting is simply a way to defend ourselves against any threats that may arise from the mutant population. It's not discrimination, it's pragmatism."
This is coming off the heels of a riot over a week ago in New York City, where a group of unknown mutants acted a protest by the religious organization Among Purity, causing the group to riot and retaliate, leading to five deaths and twelve injuries. Just a month prior, an unknown mutant attacked the nuclear launch facility at Minot Air Force Base in Ward County, North Dakota.
This is still an ongoing story and we'll have more as it develops.

U.S. Congress will hold first public hearing on UFOs in 50 years
Tuesday's hearing will mark the first time Congress has called a public hearing on UFOs since the Air Force oversaw an inconclusive investigation in 1969.

A U.S. House committee is expected to hold an open hearing in Congress on Tuesday, May 17, on unidentified flying objects (UFOs) for the first time in more than 50 years, know why.

According to CNN, the House Intelligence Committee subcommittee on Counterterrorism, Counterintelligence and Counterproliferation will hold the public hearing to shed some light on UFOs - more formally known as unidentified aerial phenomena (UAP).
Indiana's representative, Andre Carson, will preside over the hearing. On Twitter, Carson reported that Congress has not held a public hearing on UFOs for more than 50 years. “This will change next week, when I lead an audience at House Intelligence on this topic and the national security risk it poses. Americans need to know more about these inexplicable occurrences," he added.
CNN reported that U.S. Undersecretary of Defense for Intelligence and Security Ronald Moultrie and Deputy Director of Naval Intelligence Scott Bray will speak at the Congressional hearing. The public hearing will be followed by a closed and confidential hearing on the Pentagon program, known as the Airborne Object Identification Group and Management Synchronization.

According to the report, the chairman of the House Intelligence Committee, Adam Schiff, stated that Tuesday's hearing would give the public the opportunity to hear directly from subject matter experts and leaders of the Intelligence Community about "one of the greatest mysteries of our time". It would also break the cycle of excessive secrecy and speculation with truth and transparency, Schiff added.
The audience will be broadcast live from 9 a.m. (local time) on May 17. After the public part airs, the subcommittee will hold a closed and confidential briefing. Here's how you can watch the live broadcast:

Notably, according to CNET, the next session takes place at a time when there has been a new impetus to share government information about UFOs. Last year, the U.S. intelligence community released a preliminary assessment of 144 reports of "unidentified air phenomena" since 2004 - and was only able to explain one. In 2021, the Pentagon also issued a separate report highlighting how UAPs can threaten flight safety.
While closed-door briefings on the Pentagon's progress in implementing legislation have begun in recent weeks, the next session on Tuesday will mark the first time Congress has convened a public hearing on the subject since the U.S. Air Force oversaw an inconclusive UFO investigation called Project Blue Book, which was completed in 1969.

The Blue Book examined more than 12,000 UFO sightings between 1947 and 1969 and found that more than 700 remained unidentified. However, there are differences between the Blue Book Project and the ongoing revision of the Pentagon.
Although there has been no connection with extraterrestrials in either of them (at least so far), Project Blue Book found that what was out there was much more benign.

He is worried about preventing biological contamination in space exploration, both for humans and robots. In addition, Harry Coumnas takes safeguards to preserve the ecology of Earth in the event that extraterrestrial life is discovered.
He is an expert in space programs of national importance and possesses great understanding of planetary protection. He is knowledgeable about NASA's policies and guidelines for planetary protection, which guarantee the security and legitimate scientific search for extraterrestrial life.
Harry Coumnas helps with the building of clean spacecraft, creating strategies to safeguard Earth from returned extraterrestrial samples, and creating and implementing space legislation concerning Planetary Protection.

Apparently good Fundamentalists aren’t supposed to go to movies for reasons of “separation” for “just because”. But when it comes to having Lord knows what impacted to our systems with long term biological and spiritual consequences, those esteemed as a cut above the regular carnal pewfiller certainly caved disturbingly quickly to the pressures of mammon and family. Any other time these same individuals would preach against such as a weakness any other time. Guess these sorts really don’t want to give it all up for Jesus as they insisted for years in their pulpit propaganda.
Interesting. Fundamentalists are to refrain from attendance at the cinema because someone heard a rumor that sometimes horny teens feel each other up under cover of darkness. Yet those stalwart advocates of “separation” for “just because” ranked among the first to have substances of dubious efficaciousness, edification and ethics injected into their very bodies.
If it is acceptable for the pillars of fundamentalist congregations to have injected into an aspect of their tripartite beings substances the result of transhumanist, technocratic, and materialistic presuppositions, why is it not acceptable if I am to be part of that Christian tradition to partake of fictional narratives that include superheroes, extraterrestrials, or even witches handled with care or to find spiritual edification from Catholic authors on those points where such thinkers are in accord with Biblical doctrines shared across assorted Trinitarian traditions?
Autarch Biden is proposing universal access to community college. Despite the education there being sufficient, a significant percentage of students there were slackers when the tuition came out of their or their parents’ pockets. Think how indolence will abound when the taxpayers are shouldering the entire bill.
Good nutrition also boosts the immune system and thus prevents the spread of microorganisms to others. Thus, does the government have the right to control what we eat under threat of violence? That is, after all, what ultimately enforces bureaucratic decrees as masquerading as benign “guidelines” under the assumption of the nauseating banality of “your mask protects me and my mask protects you.”
The Autarch decreed that the vaccinated can picnic together without a mask. And what is to prevent the unvaccinated from enjoying the outdoors without a mask? That is no more the legitimate business of law enforcement than the day of the monthly cycle of any woman selected at random.
If masks and vaccines are so effective, why were the assembled at the Autarch’s legislative oration so reluctant to touch hands  Will there now be a consensus against carnal relations outside of matrimony which usually involves touching far filthier parts of the body?
So if the jobs promised by Biden are supposedly simple enough for high school graduates, why the need for government-provided “tuition free” community college?
Apparently “White supremacy” (never defined of course) is a form of terrorism and the Capitol Kerfuffle an “existential threat” in the eyes of the Autarch. Yet nary a word in criticism regarding the incessant vandalism and looting of Antifa or Black Lives Matter.
In his oration before Congress, Biden praised the technological advances that helped the United States stretch from shore to shore. But isn’t Manifest Destiny a foundational pillar of the “White supremacy” and “systemic racism” the regime berates the American people about constantly?
The Autarch assured that railroads will play a key role in transforming America. No doubt this form of transport will continue its historic tradition of conveying dissidents and ideological undesirables to relocation facilities for reeducation and to curtail movement regime functionaries do not deem essential in pursuit of the agenda.
A county executive assured that, the day of their vaccinations, his staff will be going out to share a meal together. Experimentation proves that immunity is not developed until a couple of weeks later. Therefore, wouldn’t such an act be an example of what is referred to as “propaganda of the deed” rather than an act of the SCIENCE the technocrat insist is the foundation of that creed or catechism?
If one questions the legitimacy of masks to begin with, it’s doubtful a decree regarding such by the Autarch are going to keep them on the visages of those leery of vaccines.

The UAP Disclosure Act (often referred to as the Schumer Amendment) has been dismantled due to pressure from various special interests. To view easy-to-read, highlighted text of the ACT as originally submitted by the Senate for inclusion in the FY2024 National Defense Authorization Act (NDAA) click HERE. Eminent domain, the Controlled Disclosure Plan, subpoena powers, the UAP Review Board and more have been removed from the ACT. Second hand sources have told PRG the new wording does call for classified material to be conveyed to the Senate Intelligence Committee. The final language of the Act will be available soon.
If passed and signed by the President, the Schumer Amendment would have been the fourth and final tranche of legislation establishing the legal structures necessary to deal with the immediate demands following confirmation by the President of the United States of a non-human (extraterrestrial) presence engaging the human race – Disclosure. The platform upon which the President would stand to make that confirmation would be constructed by promised, but long overdue, comprehensive UAP hearings before the Senate Select Committee on Intelligence.
Fortunately, the failure of the Schumer Amendment to make it into the NDAA in no way precludes those hearings. The individuals highlighted in the above graphic are the heroes of this saga. They are from left to right: Representatives Tim Burchett, Nancy Mace and Anna Paulina Luna who worked to hold the first UAP hearing in Congress since 1968 and place UAP language in the House FY29024 NDAA and Senators Michael Rounds, Kirsten Gillibrand, Marco Rubio, Mark Warner and Chuck Schumer who have sponsored UAP language in four successive NDAAs.
It’s time to manifest some activism focused on getting those hearings in January of 2024. How? It’s called a “Tweet Storm.” Given this is broader, we shall call it a “Shift Storm.” In 2014 a team on behalf of Paradigm Research Group pounded all 535 congressional offices with 2 million plus Tweets regarding the Citizen Hearing on Disclosure.
This Shift Storm focuses on just the offices of these three heroes: Senators Schumer, Warner and Rubio. Why? Collectively they have the power to schedule and hold the necessary Senate Intel Committee UAP hearings. Several dozen witnesses are ready to testify, and their testimony will set the stage for the President to formally end the Truth Embargo immediately. After that, the UAP Disclosure Act could be easily reconsidered and passed.
The goal is to deliver 100,000 tagged Tweets and 100,000 emails each to the offices of Senators Schumer, Warner and Rubio by January 1, 2024. The core message is appreciation for the UAP Disclosure Act and the imperative for UAP hearings in January before the Senate Intelligence Committee.
Tagged Tweets: they are Twitter posts that include the member’s Twitter handle. They end up in the member’s Twitter notification box monitored by staffers. Anyone in the world with access to Twitter can participate. Example: @senschumer I am disappointed with the final UAP language in the FY2024 NDAA. It is more in important than ever the Senate Intel Committee hold hearings no later than January for the powerful witnesses ready to testify.
Emails: All three members use forms that send messages to emails boxes monitored by staffers. Anyone in the world with access to the Internet and U.S. websites can participate.
Phone calls: PRG is not suggesting mass calls to these offices. It’s disruptive. But if you wish to make a call, the phone numbers are listed on the member’s websites.
Here are some Rules of Engagement: Keep in mind these Senators want Disclosure and sponsored the bill. They are the good guys.
Timing is now until January 1. Then we will reassess.
Do not lose focus by lobbying to change the language back in the NDAA. It’s settled.
No epithets, attacks, threats, rudeness – particularly on calls.
Do not convey the same message over and over (boiler plate) to the same office. Change the wording.
On calls don’t try to get to the chief of staff, aides, etc. Just give the message to the nice intern manning the phone. Don’t take too long.
With respect to Twitter tagging and emails, be relentless. Send as many as you can as many days you can, but change the message.
The tone should be strong, firm, serious, determined, committed, reasoned.

The introduction of this new kind of life to Earth reignites old questions about personhood—but did those questions ever really go away?
On January 13th of this year, Earth was invaded. That is, if you ask Republican Congresswoman and former Texas Governor Rebecca Demetrius. Fewer than twelve hours had elapsed before Demetrius released a statement decrying the lack of action from her home state’s current governor, and explicitly supporting the locals who responded immediately. “People are calling them a violent militia,” Demetrius said at a press conference, after being asked about the storming of the UFO landing site in Amarillo. “But I call them average Americans. Because in America, when we see a threat to our country, we do something about it.” 
However, if you ask the Association for All Civil Rights, January 13th was simply another day on which our concept of personhood was challenged. 
I spoke to Ellen Lobo, a representative of the AACR, about Demetrius’ statement. 
“I think it’s pure hypocrisy…How can a vampire who’s seen so many decades of bigotry against non-humans be so closed-minded?” 
Lobo also speculated with me about what kind of legislation the future might hold for the extraterrestrials. Currently, President Mann and his cabinet are debating whether or not our laws should apply to the Martians. Should an Earthling be arrested for assaulting a Martian? How about killing one? Should they be able to vote? Are they owed life, liberty, and the pursuit of happiness? Do the aliens have unalienable rights?
Less than a century ago, these protections were called “human rights.” They excluded all other creatures, undead or living, from protection under the law because of the fear and prejudice rampant in the dominant human population. Humans used to wave pitchforks and torches at anyone different from them. They didn’t see us as people. Having grown up as the lone werewolf pup in a predominantly human neighborhood, I still have to wonder how well-integrated our country is. The readiness with which humans and (for lack of a better term) less “woke” non-humans came out to profess their hatred of our new neighbors raises questions about the stability of our civility. 
We have vampire congresswomen and werewolf Op-ED writers but we’re not done—not with securing our own rights and not with fighting for the rights of others. Our new neighbors, mercurial and unknown to us as they may be, are in need of advocacy, too. To paraphrase the eminent activist Victoria Sanguinista’s 1986 speech: They may not be humans, but they are people.

The primary obstacles to unraveling the mysteries of unidentified anomalous phenomena, or UFOs as they were previously known, are a lack of comprehensive high-grade information and persistent misconceptions, according to an unaffiliated NASA committee studying the subject matter, as stated during their initial public gathering held on Wednesday. Last year, a group consisting of 16 experts in various scientific fields, including physics and astrobiology, held a four-hour live-streamed session on a NASA webcast. They discussed their preliminary findings in preparation for the release of a report anticipated to be published during the upcoming summer. According to the astrophysicist David Spergel, who is the chairman of the panel, their purpose is not to determine the nature of these occurrences but instead to present NASA with a plan to steer future assessments. Reports indicate that a number of panel members faced online abuse and harassment that was not disclosed by NASA officials, after starting their work in June of the previous year. "Learning about the harassment that our panelists have encountered online due to their field of study is truly disheartening," voiced Nicola Fox, NASA's head of science as she began, "Such harassment perpetuates stigmatization rather than reduces it." The primary issue recognized by the committee was the deficiency of reliable scientific methods to document UFOs, which are typically identified as objects that move in a manner that surpasses known technological and natural limits.  The root problem, as noted, is that the equipment employed to detect and measure these phenomena, for the most part, is not intended or calibrated to accurately do so. As Spergel expressed, the key takeaway is the necessity for high-quality data, as the available reports and data from witnesses are inadequate to establish conclusive proof regarding the source and nature of each UAP event. According to Spergel, despite the Pentagon's recent efforts to encourage military pilots to record UAP incidents, numerous commercial pilots are still hesitant to report them because of the persisting negative impression associated with such sightings. The commission of NASA advisers signifies the initial examination of unidentified flying objects (UFOs) ever executed by the United States space organization. Previously, the government had assigned the matter to the sole and private authority of military and national security personnel. Sean Kirkpatrick, the director of the Pentagon's newly created All-domain Anomaly Resolution Office (AARO), stated that the United States military has recorded over 800 cases in the past 20 years. He explained that a few percentage points of these incidents are deemed unexplainable, while the vast majority of them are explained by mundane causes like atmospheric causes, debris, balloons, or aircraft. By addressing the issue of Unidentified Flying Objects (UFOs) head-on, NASA and the Pentagon are emphasizing the need to protect public safety, natural security and U.S. airspace.  NASA's approach is different from the Pentagon's, as it examines exclusively unclassified observations by civilian observers.
