Tik Tok Bill/HR 7521 - 06/16/2024
Bill HR 7521 passed 3 days ago in the house of representatives by a vote of 352 - 65. If this bill passes in the Senate, which looks likely, Joe Biden said he will sign it, which will purportedly ban Tik Tok. It wouldn't really ban it, but what it will do is force Byte Dance, the Chinese company that owns Tik Tok, to divest by providing a description of what assets would need to be divested to execute a qualified divesture. In other words, they would have to sell it. They would also have to shut down their internet hosting service. Someone in the U.S. would buy it. I've been on the fence with this one as well with whether or not Biden will remain on the ticket. After reading a portion of the bill I saw a loophole regarding what can be done with a foreign person. Donald Trump, who back in 2020 wanted to ban Tik Tok, he's now against banning it. He said that banning Tik Tok would give the government too much power and would make Facebook more of a monopoly. I sure hope his 180-degree shift wasn't partly made because he has a big campaign donor from Tik Tok. Elon Musk is against it. He thinks it will lead to the government having too much control of wording and censorship on all media platforms. He argues that it doesn't just involve foreign adversaries. Republican Congressman Thomas Massie on X posted this: "The president will be given the power to ban WEB SITES, not just Apps.--"The person breaking the new law is deemed to be the U.S. (or offshore) INTERNET HOSTING SERVICE or App Store, not the 'foreign adversary.' " The CCP (Chinese Communist Party) controls what content is allowed on Tik Toc, and the version that is used in China is very different to what's allowed on it outside of China, like here in the U.S. In China they're teaching their children strict discipline and loyalty to the CCP without other harmful content, brainwashing them into their collectivist ideologies. Outside of China they are allowing and promoting content that encourages self-harm and suicide. The big concern in Congress is that the CCP is using the platform to collect as much personal data as they can to be later used against us for nefarious reasons.
Bytedance is the parent company running Tik Toc, and it's former CEO, Zhang Yiming, in 2018 wrote an open public letter of apology to the CCP's headquarters. He was in trouble for not directing his tech companies to push the party's communist agenda far enough, including for what they termed as Xi Jinping thought. Here's some of that letter translated in English:
"I sincerely apologize to regulators, our users and colleagues. I have been in a state of guilt and remorse since I received the notice from the regulatory authority yesterday afternoon and stayed up all night."
"Toutino will permanently shut down the app and the Wechat account of Neihan Duanzi. The product has gone astray, posting content that goes against socialist core values. It's all on me. I accept all the punishment since it failed to direct public opinion in the right way."
"I blame myself for failing to live up to the guidance and expectations of the authorities. In the past few years, the authorities have given us a lot of guidance and help, but I failed to understand properly and to correct properly in the past that resulted in the repercussions today."
"I blame myself for failing the support and trust of our users. We one-sidedly focused on growth and scale without paying timely attention to quality and responsibility of guiding users to obtain positive information. We have failed to undertake corporate social responsibility, and lack emphasis and understanding of our roles in carry forward the positive energy, and guide public opinion properly."
"I reflect that the deep-seated problems for the company are: a weak understanding of the 'four consciousness,' a lack of socialist core values, and a biased guidance of public opinion. 'In the past, we have placed too much emphasis on the role of technology, and failed to realize that socialist core values are the prerequisite to technology. We need to spread positive messages in line with the requirements of the times while respecting public order and good practice.' "
The "four consciousness," to which he referred is described in the following CCP directive as translated into English; CCP Central Committee Publishers Plan for Deepening the Reform of Party and State Agencies. March 18, 2021:
"To deepen reform of the Party and state agencies at this new historical turning point, we must comprehensively implement the Spirit of the 19th Party Congress and persist in taking Marxism -- Leninism, Ma Zedong Thought, Deng Xiaoping Theory, the Important Thinking of the 'Three Represents,' the Scientific Development Concept, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide. We must firmly establish political consciousness, consciousness of the big picture, consciousness of the core leadership, and consciousness of falling in line with party directives. We must resolutely maintain the authority and centralized unified leadership of the Party Central Committee with Comrade Xi Jinping as the core. We must adapt to the development requirements of socialism with Chinese characteristics for a new era, persist in the general principle of seeking progress while maintaining stability, and adhere to the proper direction of reform. We must persist in being people-centered, and persist in comprehensively ruling the country according to law."
It seems clear to me that the CCP wants to dominate the world and control how everyone thinks. We can't let that happen. The harmful content on Tik Tok can be found on some of the other platforms, but apparently on Tik Tok it's been more harmful and addictive to kids. Amnesty International 2 reports: "Driven into the Darkness: How Tik Tok Encourages Self-harm and Suicidal Ideation and the I Feel Exposed: Caught in Tik Tok's Surveillance Web - highlight the abuses experienced by children and young people using Tik Tok Outside of China. Between 3 and 20 minutes into our manual research, more than half of the videos in the 'For You' feed were related to mental health struggles with multiple recommended videos in a single hour romanticizing, normalizing or encouraging suicide."
Here's how a portion of the Tik Tok bill reads - HR 7521:
(iii) a subsidiary of or a successor to an entity identified in clause (i) or (ii) that is controlled by a foreign adversary; or (iv) an entity owned or controlled, directly or indirectly, by an entity identified in clause (i), (ii), or (iii); or (B) a covered company that -- (i) is controlled by a foreign adversary; and (ii) that is determined by the President to present a significant threat to the national security of the United States following the issuance of -- (I) a public notice proposing such determination; and (II) a public report to Congress, submitted not less than 30 days before such determination, describing the specific national security concern involved and containing a classified annes and a description of what assets would need to be divested to execute a qualified divesture. (4) FOREIGN ADVERSARY COUNTRY, -- The term "foreign adversary country" means a country specified with respect to a covered company or other entity is -- (A) a foreign person that is domiciled in, is headquartered in, has its principal place of business in, or is organized under the laws of a foreign adversary country. (B) an entity with respect to which a foreign person or combination of foreign persons described in "subparagraph (A) directly or indirectly own at least a 20 percent stake; or (C) a person subject to the direction or control of a foreign person or entity described in subparagraph (A) (B). (2) Covered Company -- (A) IN GENERAL -- The term "covered company" means an entity that operates, directly or indirectly (including through a parent company, subsidiary, or affiliate), a website, desktop application, or augmented or immersive technology application.
The loophole I see is that there are people here from China that are legal to work and live here (green card) and who have a residence in China. The President (Joe Biden) could divest any website or app operated by a company with such a person in its employ from China with a green card who happens to own at least 20% of that company. I haven't read through the entire bill, nor am I an expert on Congressional bills or policies, but there might be other loopholes to be found. Given all that I have considered on this, I think divesting Tik Tok is a good idea, but only with no loopholes or wiggle room. I don't trust the government, their too giddy about this and I suspect they may have something up their sleeves. Next to our own ability to destroy ourselves from within, I think China is our biggest threat. This is serious stuff and we're in some very dangerous situations. We've got to get this right and get the right leader in the White House, which, in my humble opinion, is Donald J. Trump.

Donald Trump's White House blocked dozens of federal agencies from creating new government websites aimed at aiding homeless people, fighting human trafficking, and helping people vote, according to records obtained by Insider through a Freedom of Information Act request.
The requests for new websites came from agencies small and large at a time when Trump had grown openly hostile toward his own administration, often deriding the federal government's executive branch as an out-of-control "deep state" conspiring to undermine him.
The Department of Defense, Department of Labor, Centers for Disease Control and Prevention, Central Intelligence Agency, and Environmental Protection Agency are among the more than two-dozen agencies that Trump's Office of Management and Budget rebuffed.
Proposed websites that Trump's Office of Management and Budget rejected include HumanTrafficking.gov (Department of State); ReportFraud.gov (Federal Trade Commission); Telehealth.gov (Department of Health and Human Services), FindShelters.gov (Department of Housing and Urban Development), and FiscalData.gov (Department of the Treasury), according to federal records.
Such custom ".gov" website domains enhance government agencies' ability to effectively provide and market services to an American public that's all but universally connected to the internet.
Without them, agencies can still create new sections on their primary websites, but with long and unmemorable subdomain names replete with slashes and hyphens — not exactly prime fodder for a billboard or public service announcement.
The documents obtained by Insider listed no reasons for why the Office of Management and Budget rejected or accepted an agency's ".gov" website domain request.
Neither did the Office of Management and Budget, whose spokesperson, Isabel Aldunate, declined to answer Insider's questions.
Representatives for Trump, who this week officially launched his 2024 presidential campaign, did not reply to several messages.
MAJOR DIFFERENCE BETWEEN TRUMP AND BIDEN
The Trump White House's practice of regularly blocking and slow-walking federal agencies' website requests stands in stark contrast to that of President Joe Biden's White House, which has approved almost every request it's received, federal records indicate.
Of the 105 ".gov" websites requests Trump's Office of Management and Budget considered between July 2018 and the day Trump left office on January 20, 2021, it accepted 60, denied 44, and left one pending — a 41.9% rejection rate, according to the records obtained by Insider.
Of the 95 ".gov" website requests Biden's Office of Management and Budget considered between January 21, 2021, and September 9, 2022, it accepted 85, denied four, and recorded six requests voluntarily withdrawn — a 4.2% rejection rate.
Insider asked more than a dozen federal agencies that had their custom .gov website domain requests rejected by the Trump White House to explain what happened.
Some declined to comment, including officials at the Federal Trade Commission and Department of Labor. Others did not respond to inquiries, including the Department of Agriculture and Centers for Disease Control and Prevention.
For those who did comment, they offered limited insight into why they sought new .gov websites or why the Trump White House denied their requests.
Housing and Urban Development, for one, told Insider in a statement that it asked to establish FindShelters.gov in late 2019 "for the creation of a new tool that would provide information about housing, shelter, healthcare and clothing resources in communities across the country."
After two months in limbo, the Trump White House denied the agency's request. It now provides such information on its main agency website, with resources concentrated at a URL of https://www.hud.gov/homelessness_resources.
HUD's understanding of why its request was denied: "There has been a federal-wide ongoing effort to limit and reduce the number of federal public-facing websites. The effort was started to reduce cost and redundancy."
On December 23, 2019, the CIA asked Trump's White House to approve the website domain DataTransport.gov. A week later, the Office of Management and Budget rejected the request.
"The domain was registered to support the IC's data services program," a source familiar with the matter said of the CIA's request, with "IC" standing for "intelligence community." The source offered no additional details.
In March 2019, the generally apolitical Peace Corps asked Trump's Office of Management and Budget to green-light PeaceCorpsCN.gov — a website referencing its operation in China. Office of Management and Budget officials rejected the request on an unspecified date.
"Per compliance with Binding Operational Directive (BOD) 18-01, the domain was requested at the time to enhance email and web security," Peace Corps spokesman Troy Blackwell wrote in an email.
By early 2020, the Peace Corps had begun the process of leaving China — one of Trump's favorite targets and topics. The Peace Corps has not re-upped its PeaceCorpsCN.gov website request since.
"After Peace Corps closed the China post, we no longer needed the domain," Blackwell said.
BLOCK AND DELAY
In at least one case, Trump's White House denied a website request — the United States Agency for International Development-sponsored ProsperAfrica.gov — that Biden's White House later approved.
The ProsperAfrica.gov website now details efforts by the United States Agency for International Development to mobilize "services and resources from across the US government to empower businesses and investors with market insights, deal support, and financing opportunities" on the African continent.
And of the custom website domains Trump's Office of Management and Budget did OK, approval often took weeks or months instead of the days or hours typical for Biden's Office of Management and Budget.
One particularly testy delay came during the summer of 2020, when the Election Assistance Commission sought approval to create HelpAmericaVote.gov and use it to recruit and coordinate an army of new poll workers amid the COVID-19 pandemic, which by then had sidelined tens of thousands of older election volunteers unable or unwilling to staff in-person voting sites.
An unexpectedly long delay ensued. Finally, the Office of Management and Budget sunk the Election Assistance Commission's HelpAmericaVote.gov website, arguing in an email obtained by Insider that the election agency's request "did not justify the creation of a stand-alone site." The decision arrived as Trump's assertions that US elections were "rigged" and fraudulent had grown louder and evermore detached from reality.
Then-Election Assistance Commission Executive Director Mona Harrington frantically appealed for reconsideration.
"This is really negatively impacting our progress at this point," she wrote Justin Grimes, then an official in the Office of Management and Budget's Office of the Federal Chief Information Officer. "Please advise, we desperately need the domain."
Several days later, the Office of Management and Budget reversed its decision, and HelpAmericaVote.gov would go live in mid-August 2020, just in time for National Poll Worker Recruitment Day on September 1. About 100,000 people visited the site that day, the Election Assistance Commission said.
In a statement to Insider at the time, Trump's Office of Management and Budget said it rejected the Election Assistance Commission's request for HelpAmericaVote.gov "because the information provided did not justify the creation of a stand-alone site based on existing requirements. OMB worked with EAC given the importance of the topic to improve the justification which led to approval."
Trump's Office of Management and Budget did approve a few custom web domains quickly.
Among those granted the swiftest approval: TrumpLibrary.gov, TrumpWhiteHouse.gov, and FlyHealthy.gov.
Curiously, the General Services Administration on October 8, 2020, proposed creating BuildBackBetter.gov, which Trump's Office of Management and Budget approved the same day, according to federal records.
At that juncture, Biden has already made "build back better" a cornerstone plank of his 2020 presidential campaign platform. Trump's administration did not appear to use the BuildBackBetter.gov domain for any material purpose. But in mid-November 2020, then President-elect Biden began using it as part of his official presidential transition web presence, according to the Internet Archive's Wayback Machine.
AN OPAQUE APPROVAL PROCESS
Trump in 2018 tapped the White House's Office of Management and Budget to serve as the national gatekeeper for new federal government websites — a role previously filled by the General Services Administration.
In a statement to Insider last year, the General Services Administration said the Office of Management and Budget decided in February 2018 to "perform the adjudication of all new federal executive branch .gov domain requests to limit the proliferation of executive branch stand-alone .gov websites/domains and infrastructure."
The office immediately took a hard line on agencies' website requests, denying as many as it accepted during the second half of 2018, according to federal records.
But the decisions were made out of public view.
In January 2021, Insider filed a Freedom of Information Act request asking the Office of Management and Budget for records related to .gov website domains that federal government agencies had petitioned to create. Insider also asked for records indicating whether the Office of Management and Budget approved or denied the agencies' requests to create .gov websites.
In March 2021, Office Management and Budget officials denied Insider's FOIA request, stating that "no responsive records were located."
Insider formally appealed that decision. In late October, about 19 months later, Office of Management and Budget officials acknowledged that records Insider requested did indeed exist.
Officials then agreed to release a summary of .gov website requests the Office of Management and Budget had approved and rejected, although it did not immediately provide other requested records, such as documents explaining why officials approved or denied a particular website.
The data include eight recently requested websites that are listed as "pending." Seven come from the Department of Education and appear to pertain to student debt relief, a top Biden administration priority, and feature URLs such as StudentDebtRelief.gov and GetStudentLoanRelief.gov.
The websites were not yet functional as of mid-November.

Really hate how paranoid this website has made me of posts that should be innocuous. Like I'll read a post saying something fairly generic in support of feminism and I'm like "yeah I agree with that" but then I get that 6th sense feeling of "this post is written by a terf isn't it" and I have to scroll through everyone involved's blogs through dozens of vaguely worded posts until I finally find the inevitable smoking gun. Truly a draining experience.

Some things I think people are overlooking in the tiktok ban bill, because it's not just a tiktok ban:
It gives the US government the ability to ban *any* app, website, or company they believe to be "controlled" by an "adversarial power" which can change whenever they want
It allows the President and the Administrative branch almost unilateral power to designate *any* app, website, or company to be under the control of an "adversarial power" (and just think about how that can be used un the hands of, say, Donald Trump or Ron DeSantis)
They have to offer little to no evidence for this. For example, tiktok - a Singaporean-headquartered and ran company, partially owned by US interests, incorporated in the Cayman Islands, and whose userdata is stored Austin, TX - is apparently controlled by the Chinese government
It also gives the Federal Government the ability to investigate and shut down any provider who gives access to these banned websites or services, including VPN. They will have unilateral power to dismantle VPNs through outrageous fines what will essentially force them to not operate in the US
A lot of the Congressional Representatives who supported this bill have large donors and/or stock in US Tech companies like Meta, Google, or Palantier who would benefit from the downfall of tiktok or the ability to purchase it and monopolize the market
Those same tech companies which sell our data constantly anyway, including to "adversarial powers"
This is so much more than just a tiktok ban.

since zionists want to act obtuse about why we're criticizing a superbowl ad, here's an explanation from before the ad even aired. it was openly designed to act as pro-genocide propaganda. fighting antisemitism is a worthy goal but that's not what's happening here:
"The New England Patriots’ 81-year-old owner, Robert Kraft, writes seven-digit checks to the right-wing Israeli lobbying machine AIPAC, but his personal, political, and financial ties to Israel run deeper than the occasional donation. The multibillionaire married his late wife, Myra, in Israel in 1963 when Kraft, then 22, was older than the nation itself. Together they set up numerous business, athletic, and charitable ties to Israel, a record of which is proudly proclaimed on the Kraft company website. In particular, the Kraft Group boasts of its 'Touchdown in Israel' program, where NFL players are given free, highly organized vacations to see 'the holy land' and come back to spread the word about 'the only democracy in the Middle East.' (Not every NFL player has chosen to take part.) Kraft also attends fundraisers for the Israel Defense Forces, currently—and in open view of the world—committing war crimes in Gaza."
Now, as Israel wages war against the civilians of Gaza—more than 25,000 Palestinian have been killed with at least 10,000 of them children—Kraft is again flexing his financial and political muscles in order to defend the indefensible. His Foundation to Combat Antisemitism (FCAS) will be spending an estimated $7 million to buy a Super Bowl ad titled 'Stop Jewish Hate' that will be seen by well over 100 million people. Under Kraft’s direction, the ad’s goal is to create a propaganda campaign to counter the reports and images from Gaza that young people are consuming on social media. 
... The content of the Super Bowl ad is not yet known, but FCAS has afforded Kraft the opportunity to make the rounds on cable news saying things like, 'It’s horrible to me that a group like Hamas can be respected and people in the United States of America can be carrying flags or supporting them.'
This is Kraft enacting the mission of FCAS: fostering disinformation. He is far from subtle: A Palestinian flag becomes a 'Hamas flag,' and people like the hundreds of thousands who took to the streets of Washington, D.C., last month to call for a cease-fire and end the violence are expressions of the 'rise in antisemitism.' Without a sense of irony or the horrors happening on the ground in Gaza, Kraft says he is giving $100 million of his own money to FCAS, because 'hate leads to violence.'
Let’s be clear: What Kraft is doing politically and what he will be using the Super Bowl as a platform to do is dangerous. He appears to think any criticism of Israel is inherently antisemitic. For Kraft, it is Jews like myself, rabbis, and Holocaust survivors calling for a cease-fire and a Free Palestine that are part of the problem. Kraft seems to think that opposition to Israel, the IDF, and the AIPAC agenda is antisemitism.
... Right-wing Christian nationalists, with their belief in a Jewish state existing alongside their conviction that Jews are going to Hell, are welcome in Netanyahu’s Israel and Kraft’s coalition. Left-wing anti-Zionist Jews are not. The greatest foghorn of this evangelical right-wing 'love Israel, hate Jews' perspective is, of course, Donald Trump. Kraft, while speaking of being troubled by events like the Charlottesville Nazi march and the right-wing massacre at the Tree of Life synagogue, counts Donald Trump as a close friend and even donated $1 million to his presidential inauguration.
No one who provides cover for the most powerful, public antisemite in the history of US politics should ever be taken seriously on how to best fight antisemitism. No one who funds AIPAC and the IDF and opposes a cease-fire amid the carnage should be allowed a commercial platform at the Super Bowl. But given that the big game is always an orgy of militarism, blind patriotism, and big budget commercials that lie through their teeth, perhaps that ad could not be more appropriate. We can do better than Kraft’s perspective on how to fight antisemitism. Morally, we don’t have a choice."

tired and worried reminder that voting for Joe Biden is not saying you approve of genocide, because not voting for Joe Biden makes it easier for Donald Trump to get elected and Donald Trump wants to do more genocide than Joe Biden
some genocide or more genocide is a repulsive and invidious choice to have to make when what you want (like any decent, reasonable person) is no genocide - your feelings of anger and distress and revulsion about that are completely understandable and justified
BUT that's the choice you have to make - not going for the some genocide option makes the more genocide option more likely. The way the system is set up means that a choice not to vote doesn't send a message, it's the absence of a message. It looks and acts the same as the choice of someone who doesn't care about anything at all.
and please consider that some of the posts you see telling you that voting for Biden is the same as approving of genocide, appealing to your natural feelings of anger and distress and revulsion, may very well be from a Russian troll farm whose whole job is to manipulate you
because that has happened on this website before and it helped Donald Trump get elected the first time
