AU where Stain and Dabi a terrifying and successful villains. If you wanr to give them a twist it’s on you.

1- Stain, on hearing the nomu start to wreak havoc on Hosu, decides not to bother toying with a hero student, annoying as that one might be. Stain is terrifying because he's efficient. He cuts Native's throat, tells Tenya he should have focused on the hostage, and leaves. His shtick works because he sticks with it. He's the Hero Killer. Not a child killer, not a villain killer. So he won't let his return attack on the LoV be spotted by any public, but he'll be sure to make it clear he's not with the league. He vanishes before Tenya or Izuku can find him.

2- had Touya joined a different chat room one link above what he clicked, he would have ended up pulled in with Dr. Ujiko. Instead, he fell down the MLA pipeline. And when he runs away, he doesn't end up in a hospital. He ends up a favorite of ReDestro.

3- Dabi stays there a while, with support equipment to get his fire even stronger without hurting him. ReDestro delights in his enthusiasm and dramatics. Dabi thinks ReDestro is an idiot, but he tolerates it because it's all for his grand revenge plan. Until, eventually, there's only so strong Dabi can get. There's weaknesses in his quirk. Geten shows promise too. So Dabi acts, but this one has learned his lesson from the failed attempt to kill his first replacement in Shoto. Instead, he frames his cousin for killing ReDestro- after all, they can't find fingerprints on a half melted icicle, and they wouldn't look anyway when Geten seems obvious there. Dabi inherits a lot of money and Detnerat equipment, then leaves. He didn't care for the MLA's goals, after all.

4- not caught, Stain continues his thing. He kills three heroes in each city. He just does it faster now, because every time Shigaraki figures out where he is, nomu or LoV members tend to go there too. Between Stain, the LoV, and a mysterious villain who keeps setting massive fires, heroes are on high alert and full patrol. It gets worse after Kamino. Rather than canon where the HPSC gets higher standards at the exam, now they're desperate for numbers. Stain follows All Might, who asks if he's going to be killed for failing at kamino. Stain scoffs, since he beat AfO then, and says no- as long as All Might is continuing in doing all he can. Which means making his students better. Which means taking care of himself, not giving in to Nighteye's prophecy. All Might asks how he knows about that, and Stain leaves without explaining, but it's clear to All Might that Stain can get too close to UA, which means the students are in danger of his high expectations as well. He brings this up, and they decide to disallow internships instead... Until the HPSC forces them to reverse that. Still, Nedzu warns Nighteye that Stain might be heading his way, and that he won't have Mirio or Izuku as interns until that's taken care of.

5- since the HPSC let more pass the exam this year instead of less, everyone in 1A got their licence. Shoto takes an internship with Rocklock. Dabi attacks the agency, and Shoto barely manages to keep an ice wall around them to save their lives. Dabi tells Shoto good luck and vanishes, and Rocklock sends him back to UA since he kinda has to focus on rebuilding his agency. Shoto, who's figured Dabi has something against Endeavor and will follow him if he goes to another agency, asks Izuku if he wants to join him at his father's for their internships, unaware this will end up bringing both Dabi and Stain down on the team. But hey, they're the number one hero agency in the country now. Surely they can handle two villains, even if they're that bad... Right?

Vent ask anon: thank you for letting me know you like to hear more of my Vents.

Here's another slightly related to the last. Everytime I think of AM the further this series goes on I can't help but feel more and more sad for All Might.

Hori really doesn't allow him anything does he?

All Mights mentor/mother figure in Nana? Dead.

His second mentor... Ehhh my feelings on Gran Torino are kind of mixed but I think we can agree that he's too harsh in how he treated AM (shaking in fear when someone mentions his old mentor? Not a good sign.)

His defeat of All for One? Didnt stick. Plus AM got previously injured and traumatised because of this. And for what? AFO is now literally rewinding himself so that defeat in the end didnt mean anything to AFO while AM is stuck with no way to use his quirk and grievous injuries (why can't Eri rewind him if she rewound Mirio?)

His friends? All made after receiving OFA it seems. Nighteye was a bad friend yet the narrative made AM out to be in the wrong/ too harsh when he cut him off.

His mentorship with Izuku? Replaced/overshadowed currently with Endeavor (thanks to Hori's focus on the abusive flaming asshole.)

His position as number one? Replaced with Endeavor and treated in a harsher way by the public which feels really unjust "I am not here" sign. Whereas "Endeavor is an abuser"' Public: "Dabi is so annoying. We love Endeav."

Supportive of Izuku? -Is forced by Hori to support Bakugou too and support their toxic "rivalry" .

"Win to save and Save to win" was B.S that Hori put in AM's mouth ! When All Might would never if he were in character stand for Izuku being constantly disrespected and especially not Nana and the other OFA holders. Not only that but Bakubitch shives AM under the bus for Izuku's low self esteem!

As a teacher? Constantly means well for his students but messes up due to inexperience yet the fandom and Hori use Aizawa (a worse teacher who is apparently experienced) to tell him off! And claim he is thick when he isn't - just out of his depth and needing guidance.

Here's another thing- when did we last see him? It seems like Hori stopped caring about him since he's stopped being able to use OFA :(.

Yes AM is flawed and he has messed up. However IMO he deserved so much better than he got given both by the fandom and by Hori.

The fandom gives him so much shit for something that happened in the very beginning of the series and has already made up for, yet gives Bakugou and Aizawa a pass because they're conveniently hot.

Not even in fanfiction he's treated kindly. A majority of them makes him a bumbling idiot, quirkest asshole just so Dadzawa can come to the rescue.

All Might definitely deserves so much better as both a mentor and a character.

Chapter 42

The alarm went off and I groaned as I sat up slowly. Izuku was lying down and rubbing his eyes, yawning loudly, making me yawn too.

"G'mornin, Deku." He smiled sleepily at me and got up.

"Morning, (M/n)." We stared at each other for a bit, probably debating about who would shower first.

"You can go, I have to do something first," he nodded and grabbed his costume.

Togata senpai told us to wear our costumes right as we woke up because we'd be having breakfast and then we'd go on patrol. I turned and sat on my bed, grabbing my phone and turning it on.

I went to my contacts list and called Katsuki.

I sighed and yawned again, I still wanted to sleep, it was a Sunday after all...

"Hello..." Katsuki's voice startled me but also sent shivers down my spine.

What an attractive voice, goddamn.

"Hi, puppy. Did I wake you up?" He groaned and I heard the rustle of his sheets. He was probably turning.

"Yep, you did," his words were muffled, probably by the pillow, and just the image of him pressing his face on the pillow made me want to be there with him.

"I want to kiss you, baby..." He yelped and coughed a bit.

"W-why are you c-calling me baby all of the sudden?" His voice was so soft and sweet, it made my heart melt.

"And why are you behaving this cute when I can't be with you, eh?" He chuckled and the rustle was there again.

"So I can make you come back quicker..." Katsuki's words were clear now and that made me smile. And I got an idea.

"Can you send me a picture of you?" I whispered breathlessly.

"Why would I do such thing...?" He trailed on with a doubtful tone.

"Because you love me." He stayed silent, "I'll send you one first if you want." He hummed.

"Well, sounds fair." The bathroom door opened slowly and Izuku walked out. He pointed back behind him and I nodded with a grin.

"I'm gonna take a shower now. See you." Before Katsuki could say anything else, I hung up and brought my costume and phone with me.

I closed the door behind me and I thought of taking a mirror selfie but then...

"I'm going to regret my life after this..." I whispered to myself as I took off my t-shirt and messed up a bit with my hair. It was really messy when I woke up and now it looks worse.

I held up my phone and opened the camera, biting my lip nervously and taking a photo.

I sent it before my insecurities attacked me.

;Hope you like it.

I placed my phone down on the empty space on the marble and sighed, my heart beating fast with anxiety.

And then I heard my phone vibrate. That made me jump and swallow, should I...?

No, I'm gonna read what he said!

Unlocking the screen I was met with a picture, somehow innocent at first sight.

Katsuki was lying on his bed and his hair sprawled on the pillow. His eyes were half-lidded, his face colored an obvious red, and his mouth my open, sticking his tongue out. It wouldn't have been anything else other than a picture of him, but the way his hand made a circle gesture in front of his mouth-

Oh, nope... Look away and don't think of impurities.

When I looked back at the screen I noticed that above the picture, was a text.

Damn, you're so fucking hot

I'm one lucky bastard 😏

And under the picture too.

Just so you know...

I'll be waiting for you~

Jesus fucking-!

;Well, I doubt I'll be able to focus at all today.

;I won't be able to stop thinking about you, puppy.

;Although that's just my every day honestly.

I sighed as I sent those texts, at least I wasn't trembling as much anymore.

I miss you. Don't keep me waiting, idiot.

I chuckled to myself and sent him one last message, I still had to shower and get ready so I couldn't take any longer.

;I should be back soon, Katsuki. I miss you too.

"Today we have to patrol and watch over. We'll split in two teams, Bubble Girl and I, and Mirio and (M/n) with Midoriya."

"Watch over?" Izuku asked and I nodded. Togata senpai told me everything yesterday when we were with Bubble-chan, but I let her explain it.

"Nighteye's office is conducting a secret investigation," Izuku looked at Bubble Girl.

"A small and designated organization called 'Shie Hassaikai'," and Sir showed us a picture of their leader, known as Chisaki.

"Their young leader, meaning the second-in-command, Chisaki, started to act strange, and his mask is his distinctive." Sir kept the picture close to us so we could see it, and while Izuku said something about it, I analyzed the picture, memorizing everything I could see, "There was a great break in the past, but Chisaki is reuniting them all one by one for a reason, and a while ago they contacted the League of Villains. But we don't know much."

"The league of villains...?" I whispered to myself, but nobody seemed to hear me.

The explanation kept going for a bit, and then, we had to part ways.

The three of us were walking, patrolling the street. Togata senpai and Izuku were slightly ahead of me as I heard them talk.

But two girls walked past them and just they stood there, staring at me. It made me nervous.

"You're the guy who got first place during the Sports Festival!" The black-haired one said with a big smile on her face.

"Can we take a picture with you, and... and an autograph?" The brown-haired one asked me with a nervous yet excited smile on her face.

I was surprised, it had been months since the Sports Festival but some people still recognized me. My body was slightly trembling out of nervousness, and Togata senpai turned to look at us, Izuku did too, I just smiled at them sheepishly and made a 'Wait a bit' sign.

"O-of course..." Both of the girls pulled out their phones, taking out what they wanted me to autograph. I took a few pictures with them and held the notebook they wanted me to autograph, I drew a 'P' and wrote 'aralyze' inside of it. The autograph I had planned years ago.

After that, they left saying a big 'Thank you!' And I was left with my internship partners.

And thankfully, none of them mentioned what just happened and just kept going with their conversation.

"Oh, that's right! We still don't know each other's Hero name, right?" Togata senpai turned to look at me too and I smiled.

"I'm Deku," Izuku said proudly. And that made me remember when he told me the story about his hero's name.

Katsuki calls him Deku still, but not because it's his hero name. It was nice of Uraraka to have said that, honestly.

"I'm Lemillion." Togata senpai said and he explained it too.

"Well, I'm Paralyze, you both know it already." I chuckled a bit and they did too.

"Anyway, when we are walking in the city with our costumes... We are heroes!" My smile got bigger and we kept walking.

Until a little girl crashed against Izuku.

She was wearing a dress, but it looked more like one of those hospital gowns. Her hair was a light blue, almost white, and she had a horn on her forehead.

But what caught my attention were the bandages covering her arms and legs. Those weren't just caused... by normal injuries. And a voice caught our attention soon enough.

I turned to look at the man who spoke, and for a moment, my throat went dry, so I looked down again, naturally.

Izuku was apologizing to her, and he tried to touch her but she looked scared for a moment, and when I observed closer I noticed her tiny body trembling.

"Don't do that," As soon as Izuku looked up at the man, his expression was extremely obvious, "Don't be causing problems for the heroes."

I can't believe we encountered him. The Shie Hassaikai young Leader, Chisaki.

"I apologize for my daughter's behaviour, sometimes she goes overboard when she plays." His eyes closed in a way that me made suppose he was smiling.

I glanced away and locked eyes with Togata senpai, his expression told me to keep calm, act nonchalant and guard Izuku, "You've forgotten to put on your mask, Deku~" I teased while grabbing it and pulling it over his head.

"Is it even the size of your head? It just keeps falling off," Izuku glanced at me and then the blond, and I winked discreetly at him. He realized. "We are the ones who must apologize."

I knelt next to Izuku and the girl, focusing on the conversation that was occurring but also wanting to comfort the little girl, "Hey, honey, are you okay?" I raised my hand slowly and stroked her hair, smiling at her and trying to calm her down.

I have two younger siblings, this is what I do to comfort them when they argue and feel upset. When they watch a horror movie and get scared. When they cry...

Her tiny hand gripped the jacket of my costume. There was a pain in my chest when I saw how terrified she looked.

"Hey, partners! Come on, get up. We have to be prepared for what the uncertain future has for us." After that, Chisaki asked us about our agency but I answered instead.

It would be more suspicious if just Togata senpai talks.

"We're still students, we are little chickens still... they assigned us to camp training," I said with a smile while playing with the girl's hair.

"Now let's go, we have to finish our round by dawn, so... let's move forward!" I nodded at senpai's words and nudged Izuku a bit.

"Come on," he nodded at me once and we tried to get up, but the girl held us by our costumes. We looked down at her.

"Please... don't go..." her shaky whisper made a lump form in my throat and I felt my face getting tense at the feeling of impotence. I couldn't do anything at the moment to help her.

Nighteye causes Izuku to snap AU: How does All Might feel about Nighteye trying to a: undermine his choice if successor, and b: grooming Mirio for One for All so badly he did NOT save a clearly scared child for the sake of Nighteye’s investigation.

He's disappointed but not surprised, given Nighteye's history of controlling behavior.

The failure to save Eri is the real sticking point as that's not only a failure to understand All Might, but Heroics in general, and worse he's now teaching his bullshit to children! Prioritize the Rescue is Heroics 101 and Nighteye simply doesn't seem to care

What do you think would change if the past one for all holders could communicate when they were alive like Izuku can? Like All Might being able to talk to Nana when he's asleep?

This is difficult to talk about. Besides the fact that most of All Might's time with "One For All" is left to the imagination, the past users can't exactly interact with and change the world like other characters. It's more than likely that All Might will just keep doing what he is doing, only now he has a ghostly audience hanging out in his brain. They talk to him and fill him in on key details, but that wouldn't exactly change things too much. The most I see changing is All Might's perception of himself as being more positive with the past users all supporting him and his decisions, especially by getting some closure after Nana's death. For example, if he has doubts about something, they could guide him to the right decision or reassure him of his actions. There could be some minor story changes. The biggest one is that he'd feel far more reassured about picking Izuku as a successor. By extension, I believe that he wouldn't have as much bad blood with Sir Nighteye. While the two have a complicated history, one of the bigger sticking points was that All Might didn't pick Mirio as a successor, something Sir Nighteye saw as a slight because Mirio was the perfect candidate in his eyes. If All Might knows he can't pass on "One For All" to another Quirk user, he'll tell Sir Nighteye that information, and he will drop it so as not to harm Mirio.

I couldn’t decide who to poke with this first so I’m poking you both at once.

If either of you know about Ever After High then picture the Book of Legends for Heroes and Villains of BNHA And Izuku and Mirio both rebel against Principle Nighteye who wants them to sign their “Destined” pages to be the next AfO and All Might respectively while Nedzu thinks they should be allowed to forge their own paths and write their own stories- not repeat history.

What is Nighteye's opinion of the mess in Stick & Stones and the Rescue Point requirement in Failure to Explode?

Let's start with his view on Sticks and Stones

He is in full agreement that Ingenium and Aizawa were both being wildly unprofessional. A child's name should not be given to the media, along with the status of his 'Quirk' control, since it leads to possible danger for those around them. Attempting to use another hero to do what you want is not appropriate either.

(He is not sure why thinking the second makes it feel like the universe is rolling its eyes at him.) He does however feel the entire situation proves that he's correct in how Midoriya isn't the right choice for One For All. Someone who is just starting to learn how to be a hero, after a life time of having no Quirk is the wrong choice. After all Aizawa wasn't entirely wrong that it was a concern how poor Midoriya's control is!

(The universe rolls it's eyes harder)

He is a hero who keeps himself silent even after seeing other heroes including All Might and Endeavor speak out in favor of Izuku. He also insists to Mirio he doesn't say anything to Izuku even though the Third Year wanted to.

I'm gonna leave it alone on Failure to Explode and the point change because I just can't figure out how to word it/how he'd even find out. Endeavor is easy to justify as a Top Tenner and a parent who's kid is at the school, plus a former alum.

BnHA Ch. 323 - parallels and comparisons

Most important thing first: Mic name-calls “Jeany” after Best Jeanist interrupts him and insults the UA teachers, saying the citizens find it hard to hear the truth from schoolteachers. Excuse me, PRESENT FUCKING MIC IS A PRO HERO WHO FOUGHT IN THE WAR AND ARRESTED THE DOCTOR. Ultimately, Jeany is trying to take responsibility, which is good, but the way he does it is insulting. Is that really how the Top 3 feel about the UA teachers? (This started out shitpost-y, but I think it does actually matter….)

On to Nezu, who, despite all his well-repressed rage, is still just a rat principal building a cage. He’s created an elaborate mecha-vault-campus to capture save humans and transport them around the country like Willy Wonka’s great glass elevator. Nezu says he did this on intuition, yet that can’t be the full story because his High Specs quirk gives him great insight into possible strategies the villains will use. In fact, the last time we saw his quirk in action, he was trapping 2 students in a maze, gradually blocking off all paths to the exit. Oh, and who else in BnHA is seemingly able to predict their opponent’s strategies and enjoys doing so? I’m not saying Nezu is “The UA Traitor,” particularly given his speech at the end of the chapter, but I AM saying there are parallels.

In particular, Nezu seems to do a lot of work related to quirk morality, while AFO refers to morals as mere fabrications.

Sticking with Nezu and jumping to the end of the chapter…this isn’t the first time he’s made a grand speech about UA students and the future. After DvK2, while Izuku and Katsuki are under house arrest, Nezu speaks to the school about All Might’s retirement and says how all of the students will “inherit this society.” The word “inherit” makes All Might think about his successor, and how Nezu reached out to him when he was searching in earnest (ie, when Nezu and Nighteye had Mirio picked out). Nezu’s “one step” language also ties back to an All Might monologue from the remedial course days — when Shoto, Katsuki, and the Shiketsu kids worked together to win tiny hearts AND All Might and Endeavor had their first real talk, leading Endeavor to reach out to Shoto.

Speaking of the remedial class moving forward, the Katsuki/Shoto “we are not friends” mutual side eye at the mention of Shiketsu is A Moment. Will the remedial foursome be trapped in an underground classroom!??!?

I think it’s clear that the heroes — pros, teachers, students — need to work together as one to win over “the citizens”. The heroes also need their supporters (hello kid in an All Might shirt!), parents (omg, Mitsuki holding Inko back from recklessly running into the crowd like the Midoriya she is!), friends, and rescued victims to take those steps to come forward. Izuku is moving forward for them, and they need to move forward for him.

I’m not convinced that Nezu’s “ultimate hero” is Izuku; it could be Katsuki, Ochako, Shoto, Mirio (hello underground permeation!), Shigaraki, Class 1A, or the entire “new generation”, judging by his “inherit” comment. Izuku is All Might’s chosen one to inherit OFA, but Izuku is NOT the only one inheriting society’s future. Special, but also not. (More on that later!)

Final bit on the mecha-school…I don’t think anything good in this series has come from being “underground”. I think we’ve already established that “underground” is neither safe nor invincible. Underground Yakuza compound. Underground prison. Underground hero (sorry Aizawa!!) Even when talking about the “ultimate hero,” Nezu speaks in terms of rising.

The text leaks said Eri was with Class 1B, which made me frustrated, but the panel is actually a lovely soft Monoma comforting her. It’s really sweet and shows off Monoma’s heroic heart! (And his off-duty fashion sense, because those buttons add some serious dramatic flair.) But, knowing that Aizawa, All Might, Mic, Thirteen, and the Big 3 are Eri’s usual caretakers makes me really sad for her — why are they ALL gone?? Especially when (1) she’s listening to a crowd call her personal hero a weapon with a cursed quirk, exactly how Chisaki used to talk about her; and (2) Izuku doesn’t HAVE to be the one taking care of her, but I think they’d both LIKE to see each other.

Speaking of the crowd, I do like having “the citizens” as a character. In the early chapters, we heard so much about protecting citizens and keeping society from falling into chaos, but it was all theoretical. With the jailbreak, the war destruction, and Dabi’s reveal, it’s good to see citizens who (1) question the value and robustness of the current hero society; and (2) are scared out of their minds. “The citizens” may be an obstacle for the heroes, but their fear and motivation is very rational under the circumstances. People who were forced to evacuate their home on short notice and hole up in a dormitory while skyscrapers crumbled due to villains gone wild (and, uh, Deku) are unlikely to trust the same people who created this mess in the first place. While WE know and love cinnamon roll Izuku, “the citizens” only know him as the target of Shigaraki’s destruction. He’s billed by Jeany as the One True Hope but the citizens know him as a dirty teenager insane enough to break his own bones in a school competition. He’s somehow related to AFO and is either a bomb for AFO, a Nomu-fied corpse doing AFO’s bidding, a target for Shigaraki, or a weapon against AFO that is falling apart at the seams. None of that is reassuring, so I can see why the crowd gets mad enough to make Izuku’s Danger Sense go off. The heroes need to take a moment to really empathize and understand the crowd’s fear and anger.

What’s missing from this scene? ALL MIGHT. The focus on Deku and the OFA/AFO quirks completely omits that Izuku is All Might’s handpicked successor, and that All Might used OFA as a force for good for decades. Jeany and Ochako confirmed Izuku is the special powerOFA holder, so it’s all out in the open except for how Izuku came to possess OFA in the first place. So much for Mt Lady and Endeavor’s media discussion in Ch.317! Also, as Lady Nagant told us, the HPSC was well aware of AFO and tracked his movements. AFO may have been a secret from the public, but was NOT a blind spot for heroes. Same with Gigantomachia — Gran Torino and Tsukauchi failed to capture him, but they knew of him and his association with AFO. (Nobody, including All Might, knew about the doctor and his quirk duplication prior to Hawks’s spy work and the hospital raid.)

I want to see all of this come into the open because the hero failures stem from All Might working alone in secret to stop existential threats while other heroes fought each other for table scraps. (Think of Manual, who is such a plain and underpowered hero, but was clutch during the war.) Heroes STILL aren’t working together, and to fight dual AFOs they are going to need every last bit of help they can get from each other, from students, and from citizens — quirked or not. Anyone who is willing or able to help should join in.

Unease is referenced in this chapter, and unease is what happens whenever All Might disappears. At first when All Might retires, Twice notes the widespread unease with Endeavor as the new #1. Endeavor himself notes his unease with becoming #1 by default rather than earning it. Shigaraki has a persistent unease with his past (pre-awakening), arguably because All Might never came to save Tenko.

Unease spreading through the citizens feeds into AFO’s win conditions perfectly. He WANTS as many fractured and walled-off groups as possible. To steal OFA and rule for eternity, he needs to prevent a “singularity” of will that opposes him.

Let’s see what happens next chapter — I still don’t think Ochako has quite hit her “light of hope” moment yet, and am not convinced this speech will be it. I do think she’s trying hard to humanize Izuku as the OFA holder, but the irony is, in doing so, she is denying he is a special person to her. Only a few humans are truly special at the societal level, but we all have friends and loved ones that think we are special. That’s right, you are loved, even if you don’t have OFA. You are loved even when you need saving. I think this is what All Might was getting at when he tells Izuku during the Sports Festival that there is something special in Izuku. All Might is saying he feels a connection and a trust with Izuku because they were both born quirkless, which makes Izuku special to All Might. This contrasts with Endeavor and Jeany, who view Izuku as special solely because he is the OFA wielder, and Izuku’s need to rest is in service to that duty rather than Izuku’s needs as a human.

Headcanon Stuff

I realized I have a lot of headcanons how hero licenses work and I wanted to share them. Note: Some of this is based on Canada’s driving licenses. As well this includes what I call Quirk Permits.

Quirk Permit

We see multiple cases of people using their Quirk in public- Inko one of them when she pulls her son’s toy to her. As such, I have thought up what I call a Quirk Permit.

A Quirk Permit is a permit that lets you use your Quirk in specific areas. For example: A learning permit allows children to use their Quirk in training areas to learn how to control them.

The system goes like this:

Learning Permit: All kids get this. It lets kids learn to use their Quirk in specific areas and also at home.

Training Permit: Kids with unstable or dangerous Quirks or kids who want to be heroes get these. These permits allow the children to train their Quirk in specific areas or in their own home and backyard.

In Home Use Permit: Inko has one of these. It allows her to use her permit while inside her home. In fact most of the population has these.

Job Specific Permit: Uraraka and Midoriya discuss this briefly. He mentions she can get permission to use her Quirk at her parents’ company which is what this would do. So if you can use your Quirk at your job you get this one.

Public Use Permit: A permit for the usage of Quirk in public. Now, these permits only go to people like Hagakure and Tokoyami- Quirks that are on all the time or those who have Sentient Quirks because they can’t help what their Quirks do.

Hero Licenses

Now we get to the licenses.

Provisional License: I honestly think this is like a learner’s for a driving exam. You only can use it with permission and while under the watch of an older mentor.

Intern License: Like a class 5 GDL (For Americans and others who don’t know- Graduated. Not an actual license yet, but close enough most of us stick with this for a few years or forever), this license is used for Interns who aren’t sidekicks but no longer need the supervision of someone more experienced. (Also, side note- I then headcanon part of the reason Mirio doesn’t take Eri with them is because technically he isn’t allowed to be the mentor for Izuku while he only has a provisional. Like everyone sends interns the first few days of casual patrols but otherwise no.)

Sidekick License: Like a Class 5 license, non GDL, they are a sidekick who doesn’t need to be supervised, and can mentor Provisional and Intern.

Now this is where I kinda step away from what I’m used to.

Rescue Hero License: Self-explanatory, the licenses that a rescue-based hero uses.

Capture Hero License: A license that a hero based in capture uses (Meaning they restrain villains.)

Intelligence Hero License: A license an information gatherer would use as a hero. Also is known as ‘undercover hero license’ as heroes who work undercover also use this.

Combat Hero License: A hero who engages in combat would have this as a license.

All Rounder License: A license that lets someone work as rescue, capture, intelligence and combat. You can work your way up to this one- you just need to pass each license exam.

Underground License: Just the All Rounder license but you HAVE to get it to work underground. All Rounder License holders enter into the official records for heroes, but underground heroes don’t. This is also the hardest license to get as you MUST take all of the exams at once, as underground heroes have to often do all four at once.

Now- you can have two or more licenses. Most people have combat no matter what. It’s rare that a hero doesn’t.

Thirteen for example has Rescue and Combat listed on their license. However, they aren’t a good fit for Capture as part of their duties, So when participating in raids they aren’t allowed to work with the capture squad.

Mt. Lady has Capture, Combat and Rescue on her license.

Kamui Woods has the Same

Now, then, we get into it more.

Someone can only have an Underground License but also work partly as a limelight hero. This is Sir Nighteye.

Most students who graduate from a Hero High School only have a Provisional or Intern license. It is very rare that people graduate with a Sidekick or Hero license. You can, it’s just rare.

Some don’t even have a license at all.

So then, this is where I play with the school system.

Hero School System

You have hero schools and then Hero Universities.

But this is where I really have fun.

Rescue Hero Schools: Schools that are based solely on training rescue heroes.

Combat Hero Schools: Schools that are based solely on training combat heroes.

Intelligence Hero Schools: Schools that are based solely on training intelligence heroes.

Capture Hero Schools: Schools that are based solely on training capture heroes

Now- there are a hundred at least EACH of these schools. They’re not rare.

But then we have the rare type.

All Rounder Hero Schools: Schools that do not focus on only training one type. This is what UA is. As well, typically underground heroes come from these schools and each school has at least one or two on staff to train potential underground heroes.

UA has Eraserhead and actually another who is a Math teacher for Gen Ed.

Now, when someone graduates from one of the above but does NOT have a license yet, or only has an Intern or Provisional license, they then typically go to a Hero University where they continue their education.

This is where I really mess with canon.

As we know, a stat offered about UA is that only 0.2% of people who take the exam actually get in. I in turn call that statistic taken out of context.

0.2% is the over all amount of graduates per year FROM UA that come from the hero course Meaning- out of 20,000 graduates, only 40 come from the UA.

And before anyone goes that’s too high, it really isn’t. Japan in 2019 had 126.3 million people.

UA is actually the only hero school that almost always has students graduate who do become heroes. Shiketsu usually is about 50/50.

Hero Universities are places students continue learning or actually start their journeys. You don’t need to have come from a hero course to enter a Hero University. In fact, some purposely focus on other things first because they A) need more time to work with their Quirk or B) had other reasons they couldn’t enter a hero based course in highschool.

There is also another school. It’s made for students who have the potential to be heroes but have serious attitude issues that cause plenty of problems for others, or they have criminal records (Nothing to serious is allowed, but theft, minor assault cases and the such is allowed. Drug dealer, sexual assault and murder no). This school is special as you are required to go to a hero university before being allowed to get any sort of license at all.

Hero Licensing Exam Rules and Laws

I made this it’s own section because I wanted to include the Hero University stuff to.

Provisional Licenses are good for fifteen years. After that, you’re done. You don’t get to take the exam again. This is done because you then take the other licenses while you still have it. Let’s say you take the Provisional at age 18- you then have until you are 33 to try and get another. Provisional licenses are ONLY offered if you are part of a Hero Course High School or attending a Hero University. You MUST be either one. Or you must have attended one.

Intern Licenses are good for five years each, and you can retake the licenses four times- make it twenty years you can remain as an intern. You cannot renew, but can retake. You also NEED to have at least three months with a provisional under your belt. If you do not retake before the five years (plus a month in case of time issues), you drop back to a provisional. Intern licenses are handed through agencies or by a mentor hero. You must either have a mentor or an agency vouch for you.

Sidekick Licenses are good for five years, and you can renew. Failure to renew means you drop back to intern. There is NO limit to this. You can remain a sidekick for your entire career- in fact a lot of people do because they can’t get a hero license. To get a hero license is extremely difficult. Sidekick licenses are only offered once you have had an Intern License for a year.

Hero Licenses are good for five, and you can renew. Failure to do so means dropping back to sidekick. There are no limits to hero licenses, however the test itself can ONLY be taken ten times. After that no more. You can’t take it again. If you can’t pass the test in ten times, they don’t want you to be a hero. You must have had a Sidekick License for two years before taking the test.

Exceptions to hero licensing are if a student is getting more experience then normal. For example: Class 1A students have villains targeting them, so they might be allowed to get intern licenses early with the potential to land sidekick ones early to, and All Might received a Hero License early due to a lot more experience.

Hope this all made sense for how I have things set up in my fics!

Heroic Law

AKA Random Laws that might be references (created mostly by @anastasian-dreamer but I use them to)

Hero’s Right To Privacy: Any hero, when not on duty, has the right to stay out of the public eye without consequence or being pressured to otherwise. The following law is the only exception.

Public’s Right To Knowledge: If someone is suspicious that a hero is performing poorly outside of duty, be it illegal activity or societal indecency (?), the public has the right to demand a publicist investigation. This law can not be abused due to the previous law.

Hero Executioner: In extreme situations, and only by no other choice, a hero has the right to kill a villain.

Note1: the hero must be ready for an intense, publicized inquiry into their actions

Note2: If the hero uses this law 3 times at any point in their careers, they will be investigated for abuse of the law.

Addendum: Due to the Paralisa Inquiry1 in France, the Hero in question will be tested for unknown quirk developments before being investigated for law abuse.

1: the Paralisa Inquiry refers to when the French hero Paralisa was investigated for Abuse of the Law. An unrelated quirk check revealed that her quirk, a paralysing neurotoxin gas, had increased potency over time and had become deadly. Paralisa was compensated for the trauma caused by the quirk development and the investigation.

Hero’s Right Of Public Care: If a hero has reason to suspect that someone is being abused, the hero has the right to start an investigation and remove that person from the situation.

Note1: The hero must be ready to defend their logic.

Hero’s Right To Defense: if a hero is attacked, verbally or physically, the hero in question has the right to defend themselves accordingly.

Public Right of Dismissal: If enough of the public decides that a hero’s actions are sufficiently unforgivable, the public has the right to demand that hero be dismissed from duty immediately as long as the public has not relied on prejudice or gossip for their demand of dismissal.

Hero’s Right To Family: A hero has the right to have a family. A hero cannot be denied the adoption of a child due to their job. A hero has the right to retain custody of their child unless they have proven to be unfit, not because of a dangerous job.

Note 1: A hero also has the right to marry who they wish.

Note 2: A hero’s family has the right to remain private unless permission is given to the media to report on the family.
