Scheduled Castes will now be given a 20% promotion preference in Group A and B government positions in Haryana. Chief Minister Manohar Lal Khattar made the statement on Monday, August 29, 2023, during the ongoing Vidhan Sabha session.
Previously, the quota was limited to group C and D spots, leaving SCs out of higher A and B promotions.
Khattar stated in the Assembly that the Supreme Court had urged states to investigate SC membership across cadres. This quota is being implemented after data analysis, he stated.
According to the administration, the measure intends to increase opportunities for higher-level advancement for all reserved categories. A roster system is being developed in preparation for effective adoption.
According to the administration, the groundbreaking decision to issue A and B post quotas reflects the government's commitment to a more diversified administrative setup and has a good influence on community representation. According to the Government, "this move will have a positive impact on the representation of various communities within the government workforce."

The Age Limit for UPSC Examinations: An Analysis
The Union Public Service Commission (UPSC) is India's premier central recruiting agency responsible for conducting examinations to recruit candidates for various prestigious civil services and posts. One of the crucial aspects that aspirants need to consider is the age limit set by UPSC for these examinations. This article aims to provide an in-depth analysis of the age limit for UPSC exams, its significance, and the rationale behind it.
Tumblr media
Understanding the Age Limit:
The age limit for UPSC examinations varies based on the category and the specific examination. Generally, candidates must be at least 21 years old and not exceed a certain upper age limit on the prescribed cutoff date. The age limit is determined by UPSC to ensure a fair and efficient selection process while considering the demands and requirements of the civil services.
1. Category-wise Age Limit:
a) General Category: The upper age limit for the General category is usually 32 years for the Civil Services Examination (CSE). However, certain relaxations may be granted based on specific criteria, such as educational qualifications or government employees' category.
b) OBC (Other Backward Classes): The OBC category candidates usually have an upper age limit of 35 years, with relaxations provided based on eligibility conditions.
c) SC/ST (Scheduled Castes/Scheduled Tribes): The upper age limit for SC/ST candidates is typically 37 years, with relaxations based on specific circumstances.
You can used upsc age calculator
2. Rationale Behind the Age Limit:
a) Maintaining Efficiency: The civil services demand extensive knowledge, experience, and a certain level of physical fitness. Setting an age limit ensures that candidates have a reasonable amount of time to prepare for the rigorous selection process and meet the physical demands of the job.
b) Ensuring Diversity: The civil services strive for a diverse and inclusive representation of society. By setting an age limit, UPSC ensures opportunities for candidates from different age groups, thereby promoting a healthy mix of experience and fresh perspectives within the bureaucracy.
c) Balancing Longevity and Retirement: Civil service positions come with long tenures, and setting an age limit helps ensure that selected candidates have a reasonable number of years in service before reaching the mandatory retirement age.
3. Exceptions and Relaxations:
UPSC provides certain relaxations and exceptions for specific categories of candidates:
a) Educational Qualifications: Candidates with higher educational qualifications, such as a postgraduate degree or a professional degree, may be granted certain age relaxations, reflecting the additional time required to complete their studies.
b) Government Employees: UPSC allows relaxations in the upper age limit for candidates who are already serving in certain government positions, to encourage experienced professionals to join the civil services.
c) Defense Personnel: Ex-servicemen and candidates with specific defense backgrounds may have relaxations in the age limit based on their service duration.
Conclusion:
The age limit for UPSC examinations plays a crucial role in maintaining a fair and efficient selection process while considering the demands and requirements of the civil services. It ensures a balance between the need for experienced candidates and the inclusion of fresh perspectives within the bureaucracy. UPSC's provision of certain relaxations and exceptions further acknowledges specific circumstances and encourages a diverse pool of candidates. As aspirants prepare for these prestigious examinations, understanding and adhering to the age limit criteria becomes essential for a successful career in the civil services.

Just annoying truth. It's a very dismal scenarios of reservation policy. There are 18 IIMs in the country. And out of 784 faculty vacant posts, there are 590 posts are occupied by general category of people & only 8 posts are filled with SC candidates & 2 for ST category of people. The same way there are 23 IITs in our country with 8856 faculty vacant posts & out of which 4876 posts are occupied by general category of people & only 149+21=170 posts are alloted to SC and ST class of communities. Means SC/ST reserved posts are not filled deliberately. Now see the truth of reservation policy... Why upper caste community of people indulge in beshrewing Dalits job seekers blaming that you have government upper hand & you have bereaved our employment opportunities without meeting eligibility criteria & caliber. Since the inception of implementation of reservation policy in our country such mind set of upper caste community of people have made exaggeration in proving & appeasing their crafty ingenuity which has agonised Dalits community unabated. The ruse can't last for long time.
Despite enjoying hegemony over key positions employment in terms of quantity in all government endeavours, upper caste people disdains & despises Dalits community under vain malignant pretext of making vociferation that Dalits community has confiscated & hampered their employment opportunities but true reality is that Government machinery is congregated by such upper caste people in large numbers where presence of Dalits are in very much negligible numbers. Such presence of underprivileged Dalits community in government machinery is also pricking the privileged upper caste community.
It appears that general & OBC categories of people have occupied most of the faculty vacant posts of IITs & IIMs.
This is the disheartening scenarios of conspicuous truth of implementation of reservation policy in the nation.
Extant reservation policy has uplifted the standard of living of very less segment of the destitute, proletariate & bourgeois class of the people of our beloved nation Hindustan.
Still upper caste can't stand the growth of such underprivileged Dalits community.
The reservation policy is required to be re-rationalised to redress the shortcomings and lacuna left & emerged in its proper implementation.
