"The previous occupant of the post received only $624." said Secretary Norris.
"It's still ridiculous." said the mayor. "People can't work for that kind of money."
"We have heads of departments receiving far too much money and staying on far beyond the time when their usefulness has expired." Con. Duncan stated. "We also have other people receiving too much money and staying too long. It keeps other salaries down and holds other employees back from deserved advancement. "We need a survey of all departments to see who are the drones and who are not the drones. Some form of civil service commission is the answer. It is time we did something for the people who are really doing the work." The same question arose again when a letter was presented from the City Hall Employees' association regarding recent appointment of a stenographer at a salary of $1.450. The letter was not read.
"Have copies made for all members," the mayor instructed. "We will deal with all these things when the heads of departments bring in their report. They will have it ready very shortly."

good morning!
today i'll be getting direct contacts within the nyc human rights commission, ny civil liberties union, and a few other law firms for a case referral. ive received a lot of screenshots and post links, and while i haven't been able to review all of them, there's a lot of good evidence there.
for the lawyers, they want a snapshot of the sites if they can, with images/text as they were in order to prevent doctoring of the information.
if you're able to, take snapshots of the original posters' blogs using web.archive.org, archive.is, page vault, or some other site capture software/service. make sure images are loading properly on the resulting page too (ive seen some wayback machine snapshots that haven't been loading images correctly)
i'll be combing through my dms when i get a chance today, or if anyone wants to send them to me over an email, i can provide one to you through dms/non anon asks.

The Admiralty
I often mention the Admiralty, as some sort of vague governing body, but i think have not explain what it is and what it does. Well the term is used to describe the goverment department which was once responsible for Britain's naval affairs. In fact, until the union of Scotland and England in 1707 it was the English Admiralty, and the Scots had their own version. The term is - or was- used by other countries, and of course it had its equivalents to the US Department of the Navy, which is now part of the Department of Defense. The French equivalent was the Ministère de la Marine, but it is now run as part of the centralized Department of Defence. Today, Britain's naval affairs are administered by the Ministry of Defence.

The Admiralty in Whitehall, London
The origins of the Admiralty date back to the late 13th century and the reign of King Edward I (reign 1272-1307). He appointed a Lord High Admiral as the head of his small navy, and gave him a suite of offices in London. These offices became known as the Lords Commissioners of the Admiralty, and when they met for their regular meetings they were known collectively as the Board of Admiralty. The Sea Lords were senior serving officers, who tended to handle operational matters, while the Lords of the Admiralty were civil servants or politicans who dealt more with administration and governance. This system continued in use for almost 7 centuries until the Admiralty was disbanded in 1964. From then on all three of Britain's Armed services were administered by the Ministry of Defence. The Admiralty building stands in London's Whitehall and in the time of the 18th and 19th century and aspecially in wartime its offices were a bustling hive of activity, with officers arrving in the hope for a ship, or to be court- martialled, or to receive their orders. Admirals, civil servants and politicians went about their business, holdings meetings, making judgements ans sending or receiving a welter of reports.
But the Admiralty was more then just a place where the Royal Navy was administered. There were also the Admiralty Courts, where piracy and other naval cases were heard, but the High Court of Admiralty was the highest and heard all British maritime cases and the Prizes (where it was determined whether a ship was a legal prize or not and how much prize money came out) until it was dissolved in 1875.

The Navy Board (formerly known as the Council of the Marine or Council of the Marine Causes) was the commission responsible for the day-to-day civil administration of the Royal Navy between 1546 and 1832.
As the size of the fleet grew, the Admiralty sought to focus the activity of the Navy Board on two areas: ships and their maintenance, and naval expenditure. Therefore, from the mid- to late-17th century, a number of subsidiary Boards were established to oversee other aspects of the board's work. These included:The Victualling Board (1683–1832). Responsible for providing naval personnel with food, drink and supplies. The Sick and Hurt Board (established temporarily in times of war from 1653, placed on a permanent footing from 1715, amalgamated into the Transport Board from 1806). Responsible for providing medical support services to the navy and managing prisoners of war. The Transport Board (1690–1724, re-established 1794, amalgamated into the Victualling Board in 1817). Responsible for the provision of transport services and for the transportation of supplies and military equipment.
Each of these subsidiary Boards went on to gain a degree of independence (though they remained, nominally at least, overseen by the Navy Board.
So you see it was more than just a place where old admirals met for brandy, it was the heart of the navy and its administrative headquarters.

Hey! This is @reaux07 and I just wanted to re-introduce our org! I am the current executive director of Better Future Program (BFP), a 501(c)(3) youth-run nonprofit headquartered in Bulbancha on Chahta Yakni and Chitimacha land. We envision a future in which youth are not only empowered to challenge oppressive hierarchies each day, but to create new, innovative, and inclusive frameworks of community care and intersectional justice.
Since 2016, our team has been dedicated to educating the masses on various academic subjects, mental health, and most importantly, social injustices that affect today's youth. We even offer over 3,000 free novels, movies, podcasts, and more just to fulfill this goal.
Here's the catch though! Since BFP is youth-run, many of our volunteers are students. During both the holidays and the start of each semester, we always experience a dramatic drop in participation, often meaning our workshops go from being run by 65 people to just 3 or 4. Currently, this is unsustainable for both our organization and our individual mental health. That's where YOU come in.
We need more volunteers! We'd like to not only fill up all of our leadership roles but have more than enough participants to allow each person's responsibilities to be greatly lessened. This would mean we could continue serving marginalized communities, uninterrupted, internationally, while still allowing volunteers to take breaks! We are only human. And even more so, many of us are only teens or children! We need your help.
And guess what? We have a $5,000 grant as gifted by the American Civil Liberties Union of Louisiana as well as nearly $600 in donations, all to go towards commissioning marginalized artists, mutual aid networks, and so on. Help us develop these plans further so we can service YOUR community today (e.g. we are currently sponsoring a chest binder drive for a local high school).

Who do you consider to have been some of the most important / formative mayors of New York?
This is a great question, and actually rather difficult to answer, because for the longest time both Tammany Hall and the Whig/Republican machine tended to prefer mayors who were dull but reliable non-entities. Starting in 1824, NYC was divided into wards that elected Aldermen and Assistant Aldermen to the Board of Aldermen and the Board of Assistants, who together made up the bicameral Common Council. This led to a system whereby the real political action was shunted to the local level, where the ward's Aldermen and the ward boss (and his precinct bosses) ran the show.

The downfall of Boss Tweed led to some reforms, with the bicameral Common Council replaced by a unicameral Board of Aldermen who were elected from larger State Senate districts or at-large, as part of the Whig Party's drive to dilute the power of Tammany's Irish Catholic voting base. This would change somewhat when the five boroughs were consolidated into Greater New York in 1898, which added the borough presidents and the Board of Estimate into the mix, and then again in 1901 and so forth.
However, the overall trend was a weak mayor system where real political power was fairly evenly distributed between aldermen (who were not only the city's legislatures but were also represented on the Board of Estimate through their President), the borough presidents, the mayor, and the comptroller.
So the major players in NYC politics tended not to be mayors:

Dewitt Clinton was incredibly transformational, but despite serving three terms as mayor his real mark on New York was as governor where he was the driving force behind the construction of the Erie Canal.

Andrew Haswell Green, the "Father of Greater New York," was responsible for the creation of Central Park, the New York Public Library, the Bronx Zoo, The Museum of Natural History, the Metropolitan Museum of Art, Riverside, Morningside, and Fort Washington Parks, Columbus Circle, and the consolidation of Greater New York - but he never served as mayor. The original Robert Moses, Green's political power came from his leadership of the Central Park Commission, the Greater New York Commission, a six-year stint in the Comptroller's office, and his position on a number of NGOs.
But if we're talking transformative mayors, there is one name that rises above all the rest: Fiorello goddamn LaGuardia.

There had been other reform mayors before him - Seth Low had established the Civil Service, John P. Mitchel brought scientific management to city government - but none of them had ever been able to get re-elected. Unlike the wealthy WASP reformers, LaGuardia knew how to beat Tammany at the ethnic politics game. Tammany's strength had always been in the Irish wards of the city, and while they had tried to divide-and-rule by promoting the naturalization of Russian and Polish Jews in return for them voting for Irish-American politicians in the Lower East Side while noticably neglecting the naturalization of Italians, the emergence of second-generation Jewish and Italian voters meant that this strategy had run its course.
Born to a Sephardic mother from Trieste and a lapsed Catholic father from southern Italy, Fiorello had an astonishing knack for transcending ethnic political boundaries in New York City - he spoke Italian, German, Yiddish, and Croatian, but he was also a progressive Republican and Episcopalian (which meant he could speak middle-class WASP too). LaGuardia won the 1933 mayoral election by bringing together a Fusion coalition that brought middle class German-American Republicans together with Italians and Jews, a coalition that he would expand in 1936 by bringing socialists, unions, and black voters together into the American Labor Party.
Over his twelve years as Mayor, LaGuardia was almost pathologically active (in a way that's oddly reminiscent of Henry II), transforming almost every aspect of New York City:
Jobs for the Unemployed:
LaGuardia's immediate mission as mayor was to fight the Great Depression that had had left a third of the City unemployed. He did this by forming an enduring alliance with FDR in which the New Deal would provide NYC with unpredecented level of federal support in exchange for NYC becoming the New Deal's model city - the first of the "Little New Deals." In his first hundred days in office, LaGuardia convinced FDR to give New York City a full 20% of the Civil Works Administration's work relief budget. This put 200,000 New Yorkers back to work - and this would only be the beginning of New York City's experiments with direct job creation.
As part of Fiorello LaGuardia's "Little New Deal," LaGuardia's new Parks Department employed 70,000 workers - paid for by CWA and later WPA money - to rebuild New York City's parks, constructing the Central Park Zoo and 60 playgrounds in the first year.
When the New Deal created the Works Progress Administration in 1935, LaGuardia once again lobbied FDR to put NYC first in line. This culminated in some 700,000 New Yorkers - a tenth of the city's entire population - getting jobs through the WPA and other New Deal programs. Together with the Parks Department, LaGuardia and Robert Moses would mobilize this workforce to completely transform the city.
Public Works:
This is where we have to discuss Fiorello LaGuardia's fateful decision to make Robert Moses his master builder. While Moses was in the process of becoming the "Power Broker" before LaGuardia - he had already been made president of the Long Island State Park Commission and chairman of the New York State Council of Parks - LaGuardia enabled his ascent to the heights of power by making him Parks Commissioner, Commissioner and then Chairman of the Triborough Bridge Authority, Commissioner of the NYC Planning Commission, and Chairman of the Emergency Public Works Commission.
The pact between them was simple: LaGuardia would give Moses the public appointments he needed to consolidate public works across the city and would steer New Deal public works money through Moses' agencies, and in exchange Moses would be LaGuardia's master builder with a mandate to "build it quickly and build it well." This was not an easy task, because Robert Moses was a political enemy of FDR and FDR tried to bar him from being given any WPA or PWA funding, but the mayor was able to persuade Roosevelt that it was more important that LaGuardia's proposed $1 billion public works program for NYC be carried at speed and administered efficiently.
As LaGuardia's workhorse, Moses would oversee almost all of NYC's public works, including the West Side Highway, the future FDR Drive, the Brooklyn Battery Tunnel, the Triborough Bridge, the LaGuardia and future JFK Airports, and Jones Beach Park, among others. LaGuardia would also construct the Sixth Avenue Subway line, the Queens-Midtown Tunnel and the Lincoln Tunnel without Moses (who was completely uninterested in mass transit and who always preferred bridges to tunnels).
In addition to these major projects, LaGuardia with and without Moses built the city's first municipal power plants, 37 sewage treatment plants, 9 fire houses, 142 elementary schools and 22 high schools, half of NYC's then-23 municipal hospitals, eight District Health Centers to provide preventative, specialized, and public health immunization care, and the first 14 of the City's public housing projects.
City Government:
To dismantle Tammany's patronage system, he began to massively expand the civil service to eliminate patronage jobs, and then when Tammany beat him on a government reform bill in 1934, he simply kept pushing. He pushed through the LaGuardia Reform Charter of 1938 that abolished the Tammany-dominated Board of Aldermen and replaced it with a City Council elected by Single Transferrable Vote, established the Board of Estimate as a central administrative body with powers over the city budget, public contracts, franchises, and land use - crippling Tammany's ability to raise money through graft and kickbacks.
To transform New York City into a "strong mayor" model, he undertook a campaign of transforming independent agencies scattered across the five boroughs into a system of unified citywide departments or public authorities that answered directly to the mayor and gave him unprecedented state capacity. In 1934, he formed the Parks Department and the New York City Housing Authority; in 1936 he formed the Department of Buildings and the City Planning Commission; in 1938, he restructured the Department of Welfare to run the city's social welfare programs and a massively expanded public hospital system; in 1940, he took over the IRT (operating the 1, 2, 3, 4, 5, 6), and the BMT and IND (operating the A, B, C, D, E, F, G, J, L, M, N, Q, R, W, and Z lines), unifying the NYC subway system for the first time.
To deal with police corruption, LaGuardia appointed Lewis Valentine to purge the NYPD so that the mayor could use it (and Thomas Dewey) in a crusade against the mafia's gambling, racketeering, and vice operations. This marked a rare period of honesty and effectiveness in the NYPD, although after WWII the system of protection rackets and mafia corruption would eventually re-establish itself.
Ironically, this exhaustive list of accomplishments really made it hard for later mayors to distinguish themselves, because mostly their task was completing, managing, or mis-managing the system that LaGuardia had built. After LaGuardia I would say that Robert Wagner Jr. (established public sector collective bargaining, created CUNY, Lincoln Center, Shakespeare in the Park, and dealt the killing blow to Tammany) and John Lindsay (see my previous post, but chiefly scatter-site housing, the civilian complaint review board, and the Knapp Commission on police corruption) are on my list of formative mayors.
After them, there have been long-serving mayors and good mayors, but unfortunately not the two combined.

A group of 14 conservative lawmakers in both chambers of Congress last week reintroduced legislation that would make the federal government an at-will employer and abolish the Merit Systems Protection Board, effectively eviscerating federal workers’ civil service protections and chilling whistleblowing.
Rep. Chip Roy, R-Texas, and Sen. Tim Scott, R-S.C., are the lead sponsors of the Public Service Reform Act (H.R. 3115), which would make career federal workers at-will employees and get rid of most of the avenues currently available to appeal adverse personnel decisions. It also would abolish the MSPB and send most appeals directly to federal appellate courts, although it preserves a 14-day window for whistleblowers to allege retaliation before the Office of Special Counsel.
“It is far past time to reinstate accountability to the people for the federal bureaucracy by requiring that like any private sector employee, federal workers can be removed from their positions,” Roy said in a statement. “Notwithstanding the majority of federal workers who faithfully serve, especially our law enforcement personnel, we should not allow a wall of red tape to shield those engaged in noncompliance with the law and brazen political partisanship. Federal employees should keep their jobs based on merit, just like the people they serve.”
The bill also allows for federal workers to appeal adverse personnel actions they believe were discriminatory to the Equal Employment Opportunity Commission, although the legislation requires EEOC to scrap its policies relating to the federal workforce and apply private sector rules to the proceedings.
And it creates a disincentive to federal workers filing appeals of their firings through a provision that says that if a court finds a complaint to be “frivolous” or otherwise “brought in bad faith,” the employee’s defined benefit annuity is automatically reduced by 25%.
“It’s clear that the bureaucracy of the federal government is both a waste of taxpayer dollars and inefficient,” Scott said in a statement. “Red tape and bloated federal agencies constantly slow down progress and hamper American innovation. It’s time to change Washington so it actually works for the American people. The Public Service Reform Act will boost accountability and responsiveness across the federal government by making all executive branch employees at-will.”
Roy previously introduced his bill last July, but with Democrats in control of the House, it languished. With a divided Congress, its chance of passage now remains low. But the bill has gained support, with the number of initial cosponsors growing from 5 to 14.
Between this legislation and other initiatives gaining steam within the Republican party, including a proposed revival of Schedule F, which has already been endorsed by The Heritage Foundation, former President Trump and other likely GOP presidential candidates, it is clear that efforts to upend the federal civil service have become a central plank of the party’s platform. These plans, along with early signs of a push to declare federal employee unions unconstitutional, suggest “truly epic storm clouds” are on the horizon, according to Don Kettl, professor emeritus at the University of Maryland and former dean of its School of Public Policy.
“It’s inconceivable that a major Republican candidate would stake out a position any more favorable to federal employees,” Kettl wrote. “[Conservatives] are offering two tracks for remedies: executive action, especially through a revival of Schedule F; and judicial cases, especially through challenges to the role of public employee unions and, even more fundamentally, to the role of the merit system itself.”

Here’s a story a friend and I collaborated on. Credit goes to my buddy Downbelow82 on Coiledfist.
This was set in an idea I was exploring at the time, where the Civil War is won thanks to Southern giants, and this is set shortly thereafter. Fellow history buffs will notice some famous names: Eiffel is known for his Eiffel Tower, while Bartholdi was the designer of the Statue of Liberty. I loved that ironic touch. Also loved the “tour of devotion” idea for Yankees. And, of course, the cocky country boy Confederate soldier titans!
Anyway, hope y’all like it as much as I did.

While it had only been a few years since the war had officially ended, the monuments to the honored, victorious confederates sprouted up and down the Eastern seaboard. While there was no shortage of statuary in the heart of the South itself, usually constructed by an army of enslaved, the Confederate High Commission on Battle Monuments paid especial attention on the construction of monuments in the “Occupied North.” While the monuments in the South were sizable in their own right, the statuary constructed in the captured northern cities, or rather the remains of these cities, from Philadelphia to Boston, were to be mammoth in size.
These massive leviathan structures would rival nothing since ancient times when the Colossus strode the harbor at Rhodes. Much of Washington, the jewel of the former Federal union, was cleared away for the construction of a veritable Valhalla to the honored victorious Army of the South, vast monuments and temples on what used to be the capital city. The construction there continues. From the day of victory to the present day, wage slave laborers and outright slaves work round the clock to bring this sacred sight to fruition.
However, other cities were not without their honored places. In Philadelphia, for example, in the “Night of the Reb’ Purge” as the locals called it, behind closed doors, much of the cities famous sites of Revolutionary fame were destroyed.
At Independence Hall, where that famed document cementing North America’s divorce from the British Empire was signed, all that remained was an empty lot. The old Georgian hall had suffered at the wanton destruction and mercy of the Confederate Super Soldiers and their Giant Legion. While the mass of bricks, timber, and other ruin were carefully excavated from the sight, the massive bootprints of the giant soldiers were purposely left behind, a stark reminder of the power of the Arisen South and their superior military might.
While the massive indentations were left as is, with just the ruins moved out, one exception was made. In one particularly massive boot print were the crushed remains of the once famed Liberty Bell, which was tolled in a fateful July some 4 score and seventy years earlier, as an ex Northern politician once notably put to words. The new masses of second class citizens were made to visit, from separate viewing platforms than the ones used for tourists from the South. The honored Southern tourists watch in amusement as these lower citizens and chattel were made to literally bow before this now deemed “sacred” sight. The way a pilgrim would bow in Lourdes or Mecca, the newly incorporated citizenry would be made to bow with great reverence at the boot print and crushed bell. Before their “tour” was complete, a kiss was required on the banner of Confederate Battle Flag (to which they would also bow, the Battle Flag now a sacred symbol across the nation) and the Stars and Bars. Once done three times in each month, their monthly “service of devotion” was completed, as mandated by law.
Not far from the former site of Independence Hall was a specially constructed, Athenian inspired temple, housing more sacred relics. A pair of massive boots of one of the honored veterans of the Battle of Philadelphia were put on permanent display. The leather of the huge boots, particularly on the tongue area, was faded pale from the hundreds of hands touched upon in daily, rubbing for good luck and reverence. A huge battle flag was proudly on display, to which Northerners bowed and Southerners proudly saluted.
This was all well and good but was not satisfactory enough for the Battle Monuments Commission or the government in the burgeoning metropole of New Richmond. No, something much more groundbreaking would be constructed in the backdrop of the ruins of Independence Hall. While Europe was still in turmoil over the events in North America, maintaining a very uneasy neutrality, a flurry of entrepreneurs flooded into the Confederacy for a chance at opportunity and the age old pursuit of lucre. This included many great European architects and sculptors. A noted many, including a civil engineer named Eiffel and a sculptor named Bartholdi were encouraged to emigrate by the government in New Richmond.
The project in Philadelphia, like many monuments across the great nation, would commemorate the Giant Soldiers of that great war. It would take months of back breaking labor, resulting in the deaths of numerous workers, but an amazing structure would emerge to tower over Philadel,’ nearly 300 feet in height. An ingenious skeletal structure was surrounded by sheets of hammered copper. It was a glorious site to behold as it neared completion. A 300 foot tall recreation of a Confederate soldier, complete with an immensely handsome young face and musculature not so subtly covered beneath his gray battle uniform. In his massive right fist was a towering flagpole, with the Stars and Bars raised and proudly flowing mid air. His left arm held tightly his trusty rifle that had slaughtered easily so many yanks. His even more trusty weapons, his left boot and right boot made their own respective statements.
The massive right boot was frozen in a pivot, grinding a marble sculpture of the old constitution of the Defeated Federal Tyranny. Under the massive left boot, a recreation of the old White House that once sat proudly in Washington City, was in the midst of being crushed by the weight of the powerful young soldier. While the old Republican minded Frenchman, Bartholdi and Eiffel were a bit uncomfortable at the subject matter of this construction, they realized this was the new way of things and were grateful for the work. All effort was put into making the statue a work of perfection and immaculate engineering and structural integrity.
With just one day before the officially planned opening and unveiling ceremonies, an impromptu visit by certain “authorities” was made known to the builders with virtually no time to prepare. The visitors were dispatched from the Confederate Base on the Delaware River, Fort Davis. The occupied cities were no strangers to the giant soldiers who continued to patrol their streets and wreak havoc..or rather, law and order as they saw fit. Philadelphia was no exception.
By noon, the ground began to tremble with a sinister rhythm. A shadow soon cast over the building site. Thousands of laborers froze in place as the team of behemoth white soldiers approached. They were young, between the ages of 18 and 20, and were sent by the Base commander as a show of arrogance. Their huge grey uniforms fluttered in the gust of wind that blew in from the riverside. The bills of their peaked caps kept the upper portions of their faces in shadow, leaving only their smirking mouths visible to the bug sized people below. Finally, the oldest soldier in command, a 20 year old LT stepped forward, his massive boot obliterating a horse and carriage that was unfortunate to be in his path. The god sized soldier spoke, his sexy Southern twang unmistakable.
“WELL…WELL…WELL. WHAT HAVE WE HERE, BOYS? LOOKS LIKE THE CITIZENS HAVE CONSTRUCTED A LIL SOMETHING IN OUR HONOR. WELL, HO-LY SHEE-IT. LOOKS PRETTY DAMN GOOD.”
The men grumbled and laughed.
The foreman cautiously approached the soldiers face, from high atop the wooden scaffolding surrounding the statue. At least a hundred other workers remained frozen in place atop that same scaffold.
‘Please….Monsiuer…we ‘ave labored very very hard…with this great construction….umm…for the honor of your um…les militaires…your giant soldat, Sir.”
The soldier giggled at the heavy accent of the foreman.
“GODDAMN, BOY. YOU SPEAKIN’ WITH MOLASSES IN YOUR MOUTH…YOU NEED TO LEARN SOME ENGLISH NICE AND PROPER, YA HEAR? THAT GOES FOR ALL Y’ALL. THIS IS CONFEDERATE AMERICA, RUNTS. WE FUCKING SPEAK ENGLISH HERE!”
The forman cowered.
“Oui!…Oui, Sir. D’accord!”
“WELL, BOYS…WHAT DO YA THINK?”
The giant young men mumbled to each other.
One Private spoke up.
“LOOKS GOOD, SIR….BUT NEEDS A SLIGHT…”ADJUSTMENT.”
The Private winked, and the other soldiers laughed in agreement.
“WHY, PRIVATE, I DO BELIEVE YOU ARE RIGHT. IT IS DAMN PERFECT. A TRUE REPRESENTATION OF OUR MIGHT…BUT IT DOES INDEED NEED A LIL ADJUSTMENT.”
The LT pointed to the Stars and Bars and a private approached and carefully removed the flag with great respect and care.
“GOOD…DON’T WANNA BE MUSSIN’ UP OUR SACRED FLAG…..NOW…WHERE WAS I….”
The soldier approached the statue, and the scaffold, with absolute disregard and care for the men atop it. His massive muscled arms extended out, crashing into the wooden structure, in order to grapple the statue underneath. The tiny men screamed out in terror and pain as they were crushed or flung to the ground below, the fall killing most. Some, broken and bloodied, were crushed under the soldier’s shifting boots.
The foreman cried out with one last plea.
“Mon Dieu….please!! Do not do is! This is for you, my Lords…why? Why??”
The soldier gave a quick glance and with a flick of his thumb and forefinger, the tiny frenchman was brutally flicked away, his broken dead body landing in one of the nearby Independence Hall boot prints.
The soldier has successfully wrapped around his bulging arms around the statue and began to lift. The accompanying giant young men began to shout their infamous rebel yells as the statue crumbled and separated from its base. The manly grunts could be heard for miles around. The LT smirked so broadly, his pearly white teeth glistened in the sun.
With a few steps, he stood over the remaining laborers and callously dropped the statue. In an instant, a hundred men were crushed or trapped under the iron work and copper. The soldier dusted off his hands and spoke to all around that were still clinging to life.
“IT’S GOOD….A DAMN GOOD STATUE…BUT IT AIN’T FUCKING GOOD ENOUGH…START OVER. BIGGER. BETTER.”
More rebel yells erupted as the soldiers slapped each other on the back and slowly stomped off, crushing as many fleeing Yanks as they could. It was their prerogative to do so and nobody would stomp them. Some, in desperation, ran over to the sacred boot prints and in a religious fervor bowed and prayed for forgiveness from their Southern Gods.

Zimmerman's career with the ILGWU began in 1916 when he went to work in a waist shop and joined Local 25. By 1925, Zimmerman was a member of the Executive Board for Dressmakers' Local 22. Zimmerman was elected manager in 1933, and the next year became a vice president of the ILGWU. He became general manager of the New York Dress Joint Board and the Dressmakers' Joint Council in 1958. Zimmerman was involved with civil rights, social welfare and international labor organizations throughout his career. He was a trustee of the National Urban League, chairman of the Jewish Labor Committee's National Trade Union Council for Human Rights, and a member of New York City's first Human Rights Commission. He also helped found the Inter-American Federation of Textile and Garment Workers in 1966 and served as a U.S. representative to the International Textile, Garment and Leather Workers Federation. In 1969, Zimmerman was elected president of the Jewish Labor Committee and named to the Civil Rights and Social Security committees of the AFL-CIO. He resigned as a union vice president and general manager of the Dress Joint Council and New York Dress Joint Board in 1972.

A tale of two Georgias

On Wednesday, Georgians celebrated a long-awaited recommendation from the European Commission for their nation’s candidacy for EU membership, leaving the country’s candidacy pending just final approval from the heads of EU member states in mid-December. But the Commission’s assessment of the government’s ‘progress’ seemed to be based on wishful thinking, rather than its actions. 
On denying Georgia the status last year, the European Commission outlined 12 ‘priorities’ Georgia would need to address for the decision to be reconsidered — preconditions that largely reflected the spirit of the April 2021 agreement brokered by European Council President Charles Michel between the government and opposition groups.
When the unforeseen possibility for Georgia to formally apply for membership presented itself in early 2022, Georgia’s leadership had already failed on some of the key components of the previous year’s accord. 
Instead of addressing the ‘perception of politicised justice,’ an apparent euphemism for the imprisonment of opposition leaders, most notably Nika Melia in early 2021, the Georgian court imprisoned another prominent government critic, Nika Gvaramia, only five weeks before the European Commission was due to assess Georgia’s readiness for EU membership candidacy.
Instead of the ambitious judicial reform promised in the 2021 Michel deal and mentioned in the EU’s ‘12 priorities’ last year, the ruling Georgian Dream party has continued to shield corrupt judicial officials with a stranglehold on Georgian courts, resulting in more politicised administrative fines and criminal cases against civil activists, political leaders, media managers, or youth with ‘confused orientation’ who risked their freedom to defend Georgia’s pro-Western choice on the streets.
In the run-up to the European Commission’s latest decision on Georgia, the government and security services run by oligarch Bidzina Ivanishvili’s goons artificially created an anti-Western parliamentary group, gifted them private channel PosTV, and made violent extremist pro-Russian Alt Info immune to obstruction or challenge. 
If the last five years under Georgian Dream rule had been a steady decline in democratic freedoms, the government’s actions in the months since it applied to join the European Union — including their recent initiatives to clamp down on Georgia’s civil society and constrain protest — far surpassed any and all negative predictions.
But listening to President of the European Commission Ursula von der Leyen, one could have assumed she was discussing an entirely different country. 
Despite Georgia’s government persecuting free media, parroting Russian propaganda against the West, refusing to undertake institutional reforms in a way that included other groups and stakeholders, and satisfying only three of the twelve conditions set last year, the European Commission complimented them with no substantial criticism.
I do not believe the EU should approve Georgian membership candidacy later this year, as the move looks set to validate and entrench the government’s precipitous lurch towards authoritarianism. 
The European Commission’s approach may be based on the belief that denying Georgia candidate status could lead to Georgians becoming disillusioned with the EU and the West. But Georgians have been staunchly pro-Western for decades, perhaps even centuries. 
The real danger to Georgians’ trust in the West comes from the West’s indifference to anti-democratic moves by Georgia’s government, which, if left unchecked, will continue to use state institutions to slowly but steadily shift popular mood and policies towards Russia. 
Even were we to allow that recommending EU candidacy status was a justified decision in Georgia’s best interests, doing so did not obligate the institution’s leaders to legitimise the country’s government in the way they did.
Listening to the widely televised announcement by the European Commission on Wednesday, Georgians could reasonably have concluded that democratic backsliding, state capture by big capital, and a politicised judiciary are consistent with Georgia’s pro-Western aspirations, or that related warnings from local activists and media have been baseless or overblown. 
The announcement could also have created the impression that the ruling party has been delivering on reforms demanded by the EU, a powerful notion less than a year before the country’s next general elections. 
The truth is, however, that in inviting Georgia to join the club while neglecting to call out the government’s shortcomings, the EU is playing a dangerous game, and one it has played before. The EU does not want another Orban, and the South Caucasus definitely does not need another Aliyev.
I may be wrong: perhaps granting Georgia candidate status will still be a wise choice on the EU’s part. But even in its recommendation, the European Commission could have sent a clear message that business as usual would no longer be tolerated. 
What Georgia’s leadership heard instead will become abundantly clear in the coming months.

Prof. Nils Melzer is the Human Rights Chair of the Geneva Academy of International Humanitarian Law and Human Rights. He is also Professor of International Law at the University of Glasgow.          On 1 November 2016, he took up the function of UN Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Prof. Melzer has served for 12 years with the International Committee of the Red Cross as a Legal Adviser, Delegate and Deputy Head of Delegation in various zones of conflict and violence. After leaving the ICRC in 2011, he held academic positions as Research Director of the Swiss Competence Centre on Human Rights (University of Zürich), as Swiss Chair for International Humanitarian Law (Geneva Academy) and as Senior Fellow for Emerging Security Challenges (Geneva Centre for Security Policy), and has represented civil society in the Steering Committee of the International Code of Conduct for Private Security Service Providers. In the course of his career, Prof. Melzer has also served as Senior Security Policy Adviser to the Swiss Federal Department of Foreign Affairs, has carried out advisory mandates for influential institutions such as the United Nations, the European Union, the International Committee of the Red Cross and the Swiss Federal Department of Defence, and has regularly been invited to provide expert testimonies, including to the UN First Committee, the UN CCW, the UNSG Advisory Board on Disarmament Matters, and various Parliamentary Commissions of the European Union, Germany and Switzerland. Prof. Melzer has authored award-winning and widely translated books, including: “Targeted Killing in International Law” (Oxford, 2008, Guggenheim Prize 2009), the ICRC’s “Interpretive Guidance on the Notion of Direct Participation in Hostilities” (2009) and the ICRC’s official handbook “International Humanitarian Law – a Comprehensive Introduction” (2016), as well as numerous other publications in the field of international law. In view of his expertise in new technologies, Prof. Melzer has been mandated by the EU Parliament to author a legal and policy study on “Human Rights Implications of the Usage of Drones and Robots in Warfare” (2013) and has also co-authored the NATO CCDCOE “Tallinn Manual on the International Law applicable to Cyber Warfare” (Cambridge, 2013), and the NATO MCDC “Policy Guidance Autonomy in Defence Systems”, (NATO ACT, 2014).          Throughout his career, Prof. Melzer has fought to preserve human dignity and the rule of law through the relentless promotion, reaffirmation and clarification of international legal standards offering protection to those exposed to armed conflicts and other situations of violence.
