In Virginia, fewer people are getting their right to vote restored, after Gov. Glenn Youngkin rolled back more than a decade of civil rights reforms.
Youngkin changed the state's process for restoring convicted felons' right to vote, without ever announcing the change or explaining what exactly has changed.
Virginia's constitution strips a felon's voting rights until they're restored by a governor. That process was relaxed by former Republican Gov. Bob McDonnell, and was eased further by democrats Terry McAuliffe and Ralph Northam, until the process was nearly automatic.
By comparison, people convicted of felonies in D.C. never lose their right to vote. In Maryland, voting rights are automatically restored once a person is released from prison.
Some Virginia Democrats started asking questions after state workers who register voters noticed former inmates weren't getting their rights restored.
In a letter to state senators, the Secretary of the Commonwealth said that when someone is released from prison, they'll need to apply to have their votes restored.
The state will then "research each application and provide further information to be used in the consideration process."
The letter does not outline specifics about the restoration process.
State Senator Scott Surovell (D-Fairfax) slammed the changes, alongside other Democrats.
"We don't do government in secret," Surovell said. "We don't make big decisions that affect people's lives in secret."
He added that there are "multiple studies that have shown that when you restore someone's rights, the odds of them recidivating, committing another crime, go down by 18%. If you're actually tough on crime, you're trying to prevent crime, you restore rights."
Veteran Howard Hughes had his voting rights restored in about 48 hours under Gov. McAuliffe, after serving 18 months for a nonviolent offense about a decade ago.
"Having your right restored makes you feel human again," Hughes said.
For him, getting back the right to vote was a major step in transitioning back into society and finding a job. He hopes others aren't denied the same chance.
"For me, the only reason why I think he's doing it is so he stops people from voting," Hughes said.

As the battle over parental rights and protections for LGBT students heats up in Virginia, one state delegate said she will introduce a bill in the legislature's next session that would make it a crime for a parent or guardian not to affirm their child's sexual orientation or gender identity.
The move is in response to Republican Virginia Gov. Glenn Youngkin's updated "model policies" on transgender students, which require students to use bathrooms and join sports teams based on their sex at birth, as opposed to their gender identity.
Democratic Virginia Delegate Elizabeth Guzman told WJLA on Thursday she will introduce a bill that will expand the state's definition of child abuse and neglect to include parents and guardian who do not affirm their LGBT children.
FORMER EDUCATION SEC. BETSY DEVOS SOUNDS OFF ON RUMORED BIDEN TITLE IX CHANGES: ‘A BRIDGE TOO FAR’
"The day that Governor Youngkin wanted to implement this policy, I immediately texted the policy lead of that committee and said, this is how we're going to push back," Guzman told the local news outlet.
"It could be a felony, it could be a misdemeanor, but we know that CPS charge could harm your employment, could harm their education, because nowadays many people do a CPS database search before offering employment."
Guzman did not respond to questions from Fox News Digital about the details of her legislation.
In her interview with WJLA, Guzman did not explain what she meant by affirming LGBT children.
Youngkin's embrace of parental rights helped propel him to an upset victory over former democratic Gov. Terry McAuliffe last year.
The Virginia Department of Education's new "model policies" that were announced last month argued that the guidelines under the previous administration "disregarded the rights of parents and ignored other legal and constitutional principles that significantly impact how schools educate students, including transgender students."
"This is about restoring power to parents," Youngkin told Fox News last month.
"And let's just be clear, children do not belong to the state. They belong to families. And when a child is wrestling with this kind of decision, a parent should absolutely be the primary counselor adviser and help her in wrestling with this decision."

The Biden Administration has proposed sweeping changes to Title IX, including revoking Trump-era mandates surrounding sexual misconduct and expanding Title IX protection for transgender students, including potentially allowing trans men and women to compete with cis women in athletic events.
Here's the bare bones of the issue.
Here's the Fox News spin on the issue, which is unfortunately more likely to catch traction among concerned parents than what NBC wrote. And, we all saw what happened when Terry McAuliffe said that parents shouldn't have a say in their kids' education, Virginia got Governor Glenn Youngkin!
The Biden administration opened up comments for their proposed Title IX rule changes, so I picked 5 random comment without any switching, and I think "progressives" would do well to take a look at how very plugged-in and likely Democratic voters (college-educated voters, who trend Democrat, are much more likely to pay attention to the day-to-day actions of the administration) think about LGBT issues.
Tumblr media Tumblr media
I'm not moralizing one way or another, but a lot of progressives are in for a big reality check about where the country is on LGBT issues, since well, it's not where they are!

I CAN’T TELL YOU how many times the President and I were over at Army-Navy for our usual Monday round and it would get hard to see the ball as we putted out on fourteen or fifteen and by the time we teed off on eighteen it was pitch black. I’m talking so dark you could barely see your hand in front of your face. Hillary would be back at the White House, sometimes with a group of guests waiting for the President, and he was just like any husband on the golf course getting a call from his wife. Every golfer wants to finish eighteen so you can get your score.
“I’m just coming up the eighteenth fairway, dear, I’ll be right home,” Clinton would tell her from the fifteenth fairway, turning to wink at me.
“Mac, we need to hustle,” he’d say to me, handing the phone off to someone. “That was Hillary and the guests have already arrived. She’s going to kill me.”
But he had to finish. That was just how it was. And listen, Hillary knew what was going on. She loved it when the President was out on the golf course with me having a good time and relaxing. She knew boys would be boys and we were as competitive as all get-out and had to finish. Often it got to be comical by the time we got to the eighteenth.
Testimony from Terry McAuliffe from his book What a party!
