Israeli Prime Minister Benjamin Netanyahu has long resisted the concept of a two-state solution, but rarely so explicitly as in the months since the Oct. 7, 2023, attack on Israel by Hamas and the subsequent war in Gaza. U.S. President Joe Biden insists, however, that there’s a path forward for an independent Palestine in cooperation with Netanyahu’s government. 
“I think we’ll be able to work something out … I think there’s ways in which this could work,” Biden recently told reporters, referring to a potential postwar deal that could establish a Palestinian state while also overcoming his Israeli counterpart’s objections. 
What Biden seemed to have in mind was a Palestinian state that would be both independent and demilitarized. Axios has reported that State Department officials have already been tasked with looking into what a demilitarized Palestine would look like “based on other models from around the world.” 
There is growing acceptance of the idea in the international community as a possible way out of the current conundrum—namely, by assuaging Israeli security concerns and handing Palestinians a state of their own to end the cycle of violence. Australian Prime Minister Anthony Albanese has said that Australia may recognize a Palestinian state if it was “demilitarized.” There even appears to be backing from some significant players in the Arab world. “We are ready for this state to be demilitarized,” said Egyptian President Abdel Fattah al-Sisi during a November 2023 news conference in the presence of the Spanish and Belgian prime ministers. Sisi is a close ally of the United Arab Emirates and Saudi Arabia, which presumably would have been consulted by Cairo. 
But a minefield of diplomatic challenges needs to be navigated to make this idea a success. None of the existing states and territories without armed forces compare the uniquely difficult circumstances faced by Israelis and Palestinians, and none offers a model that can simply be adopted to resolve one of the most intractable conflicts in one of the world’s most restive regions. 
Nearly 40 countries and territories do not have a standing army, and nearly all are relatively small in size and population. Many are island states, such as Grenada, famous for its nutmeg exports, or Dominica, known for its natural hot springs and tropical rainforests. Many have protection from bigger, well-armed states such as the United States, or from NATO for some of those that lie in Europe. 
Liechtenstein, however, has neither a military nor NATO membership, and yet it indirectly benefits from NATO’s protective umbrella. 
“If there’s a war, there will be many other countries that will be crossed first,” Liechtenstein’s ambassador to the European Union, Pascal Schafhauser, told Foreign Policy in his office in Brussels. Tucked between Austria and Switzerland, the landlocked nation coordinates policing efforts with its immediate neighbors and is, by default, protected by militarily stronger neighbors such as Germany and France in the extended region. The roughly 40,000 inhabitants of Liechtenstein reside in a peaceful and prosperous region, and they have not yet found a compelling reason to reverse the decision that led to demilitarization of the country in 1868.
Liechtenstein and Palestine, however, could not be any more different. While Liechtenstein’s geography and equally prosperous neighbors guard it from external threats, the Palestinian territories are cheek-to-jowl with Israel—their arch foe. Furthermore, an independent Palestine would still have to reckon with a meddlesome Iran, which is likely to keep aiding nonstate armed groups—such as Hezbollah and the Houthis—in firing rockets at Israel and challenging the stability of any arrangement.
Costa Rica is often hailed as a paragon of development in the Latin American region. While there are many factors behind its success, at least one of them is widely considered to be demilitarization. Back in 1948, Costa Rica abolished the military, and unlike some of its neighbors, it hasn’t been embroiled in coups and military takeovers since. Instead, it has spent the money that would go toward a defense budget on human development. Unlike Palestine, however, none of its neighbors are trying to invade its territory or instigate an armed uprising. 
The changing internal security dynamics in Costa Rica nonetheless offer a lesson. In a recent paper titled “The Myth of Demilitarization in Costa Rica,” Markus Hochmüller and Markus-Michael Müller highlight the fact that crime is on the rise there, and that there are calls to hand increased powers to heavily armed special policing units such as the Fuerza Especial Operativa. This illustrates the danger that even a basic policing structure could be militarized at a later stage. 
Haiti, on the other hand, is a classic example of how a demilitarized state can be crippled internally by local armed gangs. The United Nations Security Council has once again agreed to send foreign troops to help the government reclaim the neighborhoods and essential infrastructure that have been seized by criminal gangs. 
If Hamas doesn’t agree to disarm, and other armed groups in Gaza are not on board with the final settlement, there are similar worries of continued unrest, not just between these groups and Israel, but also between them and the authorities of an independent Palestinian state. 
The case of the Solomon Islands’ embrace of Beijing shows that even if demilitarized a state can choose belligerent military allies that can reshape broader security dynamics in a region. For a long time, the Pacific nation had been under Australia’s security influence, but midway through 2023, Prime Minister Manasseh Sogavare met with his Chinese counterpart and signed an agreement to boost policing cooperation that would allow Beijing to train its police officers. 
The Palestinian territories are vastly different from any of these countries, as it fears an imminent threat from its own neighbor, faces disunity over what qualifies as a settlement within its own population, and is the victim of an Iranian agenda to expand its regional influence. 
From the Israeli perspective, being absent on the ground in Gaza could result in another Oct. -like attack by insurgents who don’t recognize Israel’s right to exist. 
Eran Lerman, a former deputy national security advisor of Israel, told Foreign Policy that at best, Israel would accept a “1.8-state solution” with serious restrictions that would keep Palestinians from pursuing their own independent policies in matters of defense. 
“First, we need to retain some sort of control of borders so we can see what’s coming in,” Lerman said. “Secondly, we need to have a say on how many and what kind of arms Palestine can keep and on the size of the police and security forces it can have to ensure it doesn’t turn into a military in the future.” 
Netanyahu has instread proposed a “state minus,” which would include limitations on sovereignty and guarantees to Israel beyond demilitarization, which observers say is more in sync with the public mood among Israelis.
“Would a Palestinian state be allowed to enter into a military agreement with Iran? Or to conduct military exercises with Hezbollah?” said Daniel Schwammenthal, the director of the American Jewish Committee’s Transatlantic Institute in Brussels. He argued that “Palestine must agree to not enter into defense agreements with enemy states of Israel,” for instance. 
Nour Odeh, a Palestinian political analyst, said the key question from Palestinians’ point of view was not whether a prospective state has a military, but rather the final border settlement. 
“Is it going to be Bantustan or on the ’67 borders? That’s more important,” she told Foreign Policy over the phone from Ramallah, referencing Palestinian fears that Israel intends to keep control of large chunks of the West Bank in a way that keeps Palestinian lands disjointed. “If Israel would not attack, would not invade, if there are international guarantees to that effect, then having a military is not exactly a Palestinian priority, in my opinion,” she added. 
But not every Palestinian may feel the same way. Schwammenthal pointed out that according to a recent poll conducted by the Palestinian Center for Policy and Survey Research, 72 percent of Palestinians backed Hamas’s Oct. 7 attack. He said that proved that support for an armed movement Palestinians was high. 
Sisi, the Egyptian president, has proposed that the security concerns of both Israelis and Palestinians could be answered if a multinational security force was deployed to facilitate the transition. “There can also be guarantees of forces, whether NATO forces, United Nations forces, or Arab or American forces, until we achieve security for both states, the nascent Palestinian state and the Israeli state,” he said back in November. Some Israeli intellectuals backed the idea of a multinational and committed force, but they want to try that out in Gaza first to see if it works.
And all this presupposes that Netanyahu, or any conceivable successor, would earnestly consider consenting to the creation of any independent Palestinian state at all.

Hello! I was wondering what you interpretation of the ARMY MEMBERSHIP Renewal Concept was. I'd love to sign up for the merch pack to get the Weverse interview with Jimin that you recently posted, but the Weverse shop renewal concept notification makes it sound like previous merch pack memberships will not apply to the new concept packs. Do you have any insight? Thank you!

As far as merch pack/membership renewel/et al..... from what I can understand, basic membership is $22USD. The merch pack add-on is an additonal $160USD and lets you "purchase" up to 4 different merch boxes in a year as they are released. You aren't really paying again for it, you just have to buy it for $0...claim it is probably a better way to describe what you are doing.
I think there is a time limit/timeframe in which they allow you to buy/claim merch boxes along with new member/renewing member criteria... actually that's the confusing part for me. I don't understand it completely. Can anyone go back and claim merch box #2 and/or #3? because those two are not sold out yet.
You will need to read the fine print yourself because numbers mess me up. I've never bought the merch pack add-on.
Merch box #8 looks to consist of a photo book which I am assuming has more naked Jimin pictures in it, a "premium" group photo, a "premium" stand to display said "premium" photo, and photo stickers.

For the first time in more than a decade, NATO has announced a new strategic concept. Hailed as a historic action, and adopted after a summit in Madrid, the concept provides much-needed strategic clarity by naming Russia the most important and immediate threat to transatlantic security. But it also reinvigorates misguided and potentially dangerous tendencies for small NATO member countries. The concept renews and strengthens dependence on external security guarantees, requires continued maintenance and development of unsustainable (and, in some local contexts, irrelevant) “mini-US” conventional militaries, and disincentivizes small members from finding alternative, affordable, and independently effective defense solutions.
The Madrid concept revitalizes the Cold War approach to conventional deterrence while ignoring twenty-first-century strategic realities. Other than Poland, every other Eastern European state is in a highly disadvantageous position when it comes to potential Russian aggression. They are in very close proximity to Russian forces, their populations are a fraction the size of the Russian population, they have little operational depth to mount a multilayered conventional defense, and their militaries are small, insufficiently equipped with modern weapons systems, and enjoy limited access to resupply routes. Any defense strategies grounded in these countries’ current conventional capabilities are doomed to fail and leave them wholly reliant on the whims of more powerful allies.
Instead, small countries should develop defensive approaches geared less toward fielding a small hyperconventional, NATO-interoperable force—which would likely be significantly degraded in the initial stages of a Russian invasion—and more toward fielding formations customized to their unique operating environments, rationalized for budgetary and manpower considerations, and sustainable with or without the alliance’s conventional might. NATO membership remains crucial, but small members’ defense strategies must enable them to, at best, defend their sovereignty during a slow, bureaucratic response from the alliance, and, at worst, go it alone. Such plans cannot be built on small members’ current conventional military frameworks. These armies are not fit for purpose in NATO’s collective deterrence model and they never will be.
Outmatched and Outgunned
After the end of the Cold War, with the loss of intellectual and material support from their sponsors, small NATO countries’ militaries underwent an identity crisis. Faced with continuous budget cuts, reductions in numbers, and large-scale retirement of conventional capabilities, they struggled to find relevance. Materiel decayed alongside institutional knowledge in the art and science of conventional warfare. In turn, homeland defense capabilities withered. Post-9/11 NATO pressures and incentives exacerbated the process, with small alliance members developing and fielding expeditionary and special operations capabilities to conduct counterterrorism and counterinsurgency far from home. Organizational tables, weapons development, and equipment acquisition processes adapted to such operations. Military training and educational institutions overhauled curricula to develop the leaders prepared specifically for these missions. Doctrine writers and tacticians redesigned tactics, techniques, and procedures, and training facilities morphed to accommodate effective predeployment training of these expeditionary formations. These and many other changes created highly specialized military establishments in small NATO members that fit the purpose of the day but lacked applicability to homeland defense.
Following the Russian annexation of Crimea in 2014, numerous wargames and simulations in the Baltic countries and Poland revealed critical strategic flaws. The Crimean wake-up call forced Western European countries to reckon with the eastern threat, leading them to pledge new defensive capabilities that would protect their sovereignty and ensure national survival. But while the last decade has witnessed major changes in many NATO members’ approach to defense, all of these changes rest on the misguided idea that small countries can build and maintain capable, US-style, conventional forces that present a credible challenge to the Russian war machine. This is far from reality. Small NATO countries lack sufficient materiel, infrastructure, training, and raw human capital to mount a credible, large-scale, conventional deterrent to Russian coercion and aggression. The current conflict in Ukraine should be an eye opener for small NATO countries. If Ukraine, with its large territory, a population of more than forty million people, a conventional military numbering more than two hundred thousand soldiers, and a continuous influx of modern Western weapons struggles to resist Russian aggression, then a country ten to fifteen times smaller is likely to face tough odds in a similar situation.
Small member countries cannot afford to purchase and maintain the most advanced military hardware in sufficient quantity. Net importers of military hardware, they depend on foreign providers for supply and resupply. Their training and education systems, including faculty, curricula, and facilities, remain woefully inadequate, while recent national and European Union laws and regulations prioritize environmental protection and limit several training activities necessary for building professional mass conventional armies. Above all, a lack of available human capital restricts these states. The abolition of conscription in small NATO member countries rendered their militaries dependent on spirited but diminutive formations of volunteers. These limitations may be difficult to accept, but political and military leaders must acknowledge reality and develop national defense strategies that optimize their resources for the fight these states are likely to face with or without NATO support. Small member countries must radically redesign their militaries and NATO must empower and advise them in this endeavor.
Porcupine Strategies
Against a numerically and technologically superior enemy, underdogs only have a chance for victory if the weak side wages an unfamiliar way of war. Given this logic, small countries should develop their own ways of fighting as different from hyperconventional American warfare as possible, thereby presenting a grave dilemma to Russian strategists rather than a meager NATO tripwire. Small countries do not need to reinvent the wheel. Recent history is full of examples of weak state and nonstate actors successfully standing up against the most advanced militaries. Learning from and adapting these approaches to unique local contexts is how small NATO members can create disproportionately costly outcomes, in blood and treasure, for a Russian incursion. Simply put, small NATO members must develop technology-enabled, resistance-based porcupine strategies.
This approach cannot be ad hoc or haphazard, based on loosely defined amateur homeland defense forces. It demands state-owned, purpose-built, professional military organizations and tailored hardware to succeed. Just like prior paradigms, this transformation requires military formations, rank systems, career paths, training and education pipelines, and weapon systems built for a specific type of war. While some foundations will survive, most solutions should radically depart from current approaches. Universally accepted principles that have long shaped conventional militaries should be fundamentally reimagined, if not abandoned entirely. Previously sacred elements of modern military culture should become relics. The time for cautious steps that do nothing to break down orthodox concepts is over. If small NATO states want to ensure their survival they must start harvesting from the edges of strategic thinking instead of blindly emulating Western military conventions. They must develop asymmetric approaches based on systems that are small, numerous, smart, stealthy, fast, mobile, low-cost, survivable, effective, easy to develop, maintain and preserve, and difficult to detect and counter.
Where NATO is concerned, this adaptation would be win-win. Small members could employ more affordable, independently sustainable defense approaches, strategies that would enable their success even if left to fight alone. At the same time, instead of having weak, conventional tripwires along its eastern flank, NATO would have multiple layers of credible, independently capable porcupines supported by the conventional might of larger NATO states. A collective resistance-grounded defense concept would present a stronger deterrent, significantly raising the costs of aggression compared to a resurrected Cold War deterrence paradigm. Instead of forcing its small members to attempt the impossible, NATO should incentivize and support local solutions that best exploit the unique strengths of each small country, creating a wicked, costly, and multivariate mosaic of problems for a revanchist Russia. Unfortunately, NATO’s new strategic direction does not point to this outcome.

this is not what you’d call a very professional interview. or maybe your standards are just too high after watching their promotion in south korea. even with the secondhand attention they get from the biased media in their home country, they still got more exciting questions than you asking about collaborations.
but your editor is leaning against the doorframe, her judging eyes glued to your back. there is no way you can go off script and not lose your job. you can only imagine the disappointed look your bts posters will send you at the end of the day. with shame under your skin you move on to the next question. oh no.
“did you try any of the local foods? we are known for our special deep-dish pizza”, you ask with a tensed voice. of course, they haven’t. you saw their vlive yesterday after landing here. they had a full blown korean bbc – no pizza in sight.

jimin makes a face like he has swallowed something bitter. and after a beat of silence, namjoon answers… in korean. he is officially done talking to you. there is a cold sweat on your skin as disappointment washes over you.

you nod at the foreigner in thanks and move your eyes to your watch. you’ve still got three minutes – and all your mandatory questions are asked, judged and answered.
there is still some fire in your fangirl soul and you straighten your back and look taehyung in the eyes.
“why did you go with the concept of a “black swan” rather than a white one? all your music is so… pure, hopeful and… giving. why go into such a dark and pained musical direction? what did you want to evoke in your fans’ hearts?”, you ask in their mother tongue.
your korean is rusty, the pronunciation way off, but the look of honest surprise on their faces is so worth the embarrassment. the older members are lost for words – clearly not expecting this question.
jungkook breaks out into a toothy smile while jimin straightens himself on the chair with his eyes trained on your boss. you can feel her fuming in the background, but you are still watching the deep voiced vocalist.
taehyung is looking at you with doubt in his iris, but nonetheless he answers you without a trace of sarcasm.
“music isn’t always pure… or airy… sometimes creating tracks, singing songs, performing art isn’t easy. sometimes it’s pain… and doubt… and hardship… and sometimes it’s uncertainty. still, you can do your thing and fly… even with black wings.”
you nod and begin to respond to his honest answer, but the beeper cuts off your unspoken words.
“that’s a wrap for twm. please gather your equipment and leave the facilities. thanks for the interest in bangtan’s new music. we hope you’ll support us well this comeback”, one of the management staff from bighit says – clearly reading off of a prepared script.
you nod as you break eye contact with your bias with a sad smile on your lips. you could have rocked this interview. you deserved to rock this interview. why is there still hierarchy and restrictions in the press corps?
you pack up your recorder and move to grab your backpack as hoseok stops you.
“you want a picture?”, he asks in korean and points to the old iphone peeking out of your bag.
your mood lifts in an instant and your smile stretches to an unhealthy length on your face.
“really? no “important business”?”, you joke and seokjin laughs from behind.
“it’s okay”, namjoon says and speaks to both you and his management at the same time. his staff watches the boys hesitantly. there are no pictures allowed; you know that. still you move swiftly to the seven idols and press your phone in the hands of one of their stylists.
the young woman nods and retreats a few steps, just as you feel strong fingers on your shoulder. without turning around, you smile widely at the camera lens and pray that this isn’t just a dream.
it’s over in seconds, the phone is passed to you, your team is escorted out of the room and there isn’t even a goodbye from the members. no, you only hear their greeting as the next reporter is ushered through the door.
“is this what you call professionalism?”, your boss hisses at you in the elevator, but your eyes are trained on the screen of your smartphone. six boys smile at the camera – you can even see namjoon’s dimples. only taehyung is not looking forward. his hand is on your shoulder and his smirk directed at your blushing face.

If every language is acquirable, its acquisition requires a real portion of a person’s life: each new conquest is measured against shortening days. What limits one’s access to other languages is not their imperviousness but one’s own mortality. Hence a certain privacy to all languages. French and American imperialists governed, exploited, and killed Vietnamese over many years. But whatever else they made off with, the Vietnamese language stayed put. Accordingly, only too often, a rage at Vietnamese ‘inscrutability,’ and that obscure despair which engenders the venomous argots of dying colonialisms: ‘gooks,’ ‘ratons’, etc.12 (In the longer run, the only responses to the vast privacy of the language of the oppressed are retreat or further massacre.) Such epithets are, in their inner form, characteristically racist, and decipherment of this form will serve to show why Nairn is basically mistaken in arguing that racism and anti-semitism derive from nationalism – and thus that ‘seen in sufficient historical depth, fascism tells us more about nationalism than any other episode.’13 A word like ‘slant,’ for example, abbreviated from ‘slant-eyed’, does not simply express an ordinary political enmity. It erases nation-ness by reducing the adversary to his biological physiognomy.14 It denies, by substituting for, ‘Vietnamese;’ just as raton denies, by substituting for, ‘Algerian’. At the same time, it stirs ‘Vietnamese’ into a nameless sludge along with ‘Korean,’ ‘Chinese,’ ‘Filipino,’ and so on. The character of this vocabulary may become still more evident if it is contrasted with other Vietnam-War-period words like ‘Charlie’ and ‘V.C.’, or from an earlier era, ‘Boches,’ ‘Huns,’ ‘Japs’ and ‘Frogs,’ all of which apply only to one specific nationality, and thus concede, in hatred, the adversary’s membership in a league of nations.15 The fact of the matter is that nationalism thinks in terms of historical destinies, while racism dreams of eternal contaminations, transmitted from the origins of time through an endless sequence of loathsome copulations: outside history. Niggers are, thanks to the invisible tar-brush, forever niggers; Jews, the seed of Abraham, forever Jews, no matter what passports they carry or what languages they speak and read. (Thus for the Nazi, the Jewish German was always an impostor.)16 The dreams of racism actually have their origin in ideologies of class, rather than in those of nation: above all in claims to divinity among rulers and to ‘blue’ or ‘white’ blood and ‘breeding’ among aristocracies.17 No surprise then that the putative sire of modern racism should be, not some petty-bourgeois nationalist, but Joseph Arthur, Comte de Gobineau.18 Nor that, on the whole, racism and anti-semitism manifest themselves, not across national boundaries, but within them. In other words, they justify not so much foreign wars as domestic repression and domination.19 Where racism developed outside Europe in the nineteenth century, it was always associated with European domination, for two converging reasons. First and most important was the rise of official nationalism and colonial ‘Russification’. As has been repeatedly emphasized official nationalism was typically a response on the part of threatened dynastic and aristocratic groups – upper classes – to popular vernacular nationalism. Colonial racism was a major element in that conception of ‘Empire’ which attempted to weld dynastic legitimacy and national community. It did so by generalizing a principle of innate, inherited superiority on which its own domestic position was (however shakily) based to the vastness of the overseas possessions, covertly (or not so covertly) conveying the idea that if, say, English lords were naturally superior to other Englishmen, no matter: these other Englishmen were no less superior to the subjected natives. Indeed one is tempted to argue that the existence of late colonial empires even served to shore up domestic aristocratic bastions, since they appeared to confirm on a global, modern stage antique conceptions of power and privilege. It could do so with some effect because – and here is our second reason – the colonial empire, with its rapidly expanding bureaucratic apparatus and its ‘Russifying’ policies, permitted sizeable numbers of bourgeois and petty bourgeois to play aristocrat off centre court: i.e. anywhere in the empire except at home. In each colony one found this grimly amusing tableau vivant: the bourgeois gentilhomme speaking poetry against a backcloth of spacious mansions and gardens filled with mimosa and bougainvillea, and a large supporting cast of houseboys, grooms, gardeners, cooks, amahs, maids, washerwomen, and, above all, horses.20 Even those who did not manage to live in this style, such as young bachelors, nonetheless had the grandly equivocal status of a French nobleman on the eve of a jacquerie:21 In Moulmein, in lower Burma [this obscure town needs explaining to readers in the metropole], I was hated by large numbers of people – the only time in my life that I have been important enough for this to happen to me. I was sub-divisional police officer of the town. This ‘tropical Gothic’ was made possible by the overwhelming power that high capitalism had given the metropole – a power so great that it could be kept, so to speak, in the wings. Nothing better illustrates capitalism in feudal-aristocratic drag than colonial militaries, which were notoriously distinct from those of the metropoles, often even in formal institutional terms. 22 Thus in Europe one had the ‘First Army,’ recruited by conscription on a mass, citizen, metropolitan base; ideologically conceived as the defender of the heimat; dressed in practical, utilitarian khaki; armed with the latest affordable weapons; in peacetime isolated in barracks, in war stationed in trenches or behind heavy field-guns. Outside Europe one had the ‘Second Army,’ recruited (below the officer level) from local religious or ethnic minorities on a mercenary basis; ideologically conceived as an internal police force; dressed to kill in bed-or ballroom; armed with swords and obsolete industrial weapons; in peace on display, in war on horseback. If the Prussian General Staff, Europe’s military teacher, stressed the anonymous solidarity of a professionalized corps, ballistics, railroads, engineering, strategic planning, and the like, the colonial army stressed glory, epaulettes, personal heroism, polo, and an archaizing courtliness among its officers. (It could afford to do so because the First Army and the Navy were there in the background.) This mentality survived a long time. In Tonkin, in 1894, Lyautey wrote:23 Quel dommage de n’être pas venu ici dix ans plus tôt! Quelles carrières à y fonder et à y mener. Il n’y a pas ici un de ces petits lieutenants, chefs de poste et de reconnaissance, qui ne développe en 6 mois plus d’initiative, de volonté, d’endurance, de personnalité, qu’un officier de France en toute sa carrière. In Tonkin, in 1951, Jean de Lattre de Tassigny, ‘who liked officers who combined guts with “style,” took an immediate liking to the dashing cavalryman [Colonel de Castries] with his bright-red Spahi cap and scarf, his magnificent riding-crop, and his combination of easy-going manners and ducal mien, which made him as irresistible to women in Indochina in the 1950s as he had been to Parisiennes of the 1930s.’24 Another instructive indication of the aristocratic or pseudo-aristocratic derivation of colonial racism was the typical ‘solidarity among whites,’ which linked colonial rulers from different national metropoles, whatever their internal rivalries and conflicts. This solidarity, in its curious trans-state character, reminds one instantly of the class solidarity of Europe’s nineteenth-century aristocracies, mediated through each other’s hunting-lodges, spas, and ballrooms; and of that brotherhood of ‘officers and gentlemen,’ which in the Geneva convention guaranteeing privileged treatment to captured enemy officers, as opposed to partisans or civilians, has an agreeably twentieth-century expression. The argument adumbrated thus far can also be pursued from the side of colonial populations. For, the pronouncements of certain colonial ideologues aside, it is remarkable how little that dubious entity known as ‘reverse racism’ manifested itself in the anticolonial movements. In this matter it is easy to be deceived by language. There is, for example, a sense in which the Javanese word londo (derived from Hollander or Nederlander) meant not only ‘Dutch’ but ‘whites.’ But the derivation itself shows that, for Javanese peasants, who scarcely ever encountered any ‘whites’ but Dutch, the two meanings effectively overlapped. Similarly, in French colonial territories, ‘les blancs’ meant rulers whose Frenchness was indistinguishable from their whiteness. In neither case, so far as I know, did londo or blanc either lose caste or breed derogatory secondary distinctions.25 On the contrary, the spirit of anticolonial nationalism is that of the heart-rending Constitution of Makario Sakay’s short-lived Republic of Katagalugan (1902), which said, among other things:26 No Tagalog, born in this Tagalog archipelago, shall exalt any person above the rest because of his race or the colour of his skin; fair, dark, rich, poor, educated and ignorant – all are completely equal, and should be in one loób [inward spirit]. There may be differences in education, wealth, or appearance, but never in essential nature (pagkatao) and ability to serve a cause. One can find without difficulty analogies on the other side of the globe. Spanish-speaking mestizo Mexicans trace their ancestries, not to Castilian conquistadors, but to half-obliterated Aztecs, Mayans, Toltecs and Zapotecs. Uruguayan revolutionary patriots, creoles themselves, took up the name of Tupac Amarú, the last great indigenous rebel against creole oppression, who died under unspeakable tortures in 1781. It may appear paradoxical that the objects of all these attachments are ‘imagined’ – anonymous, faceless fellow-Tagalogs, exterminated tribes, Mother Russia, or the tanah air. But amor patriae does not differ in this respect from the other affections, in which there is always an element of fond imagining. (This is why looking at the photo-albums of strangers’ weddings is like studying the archaeologist’s groundplan of the Hanging Gardens of Babylon.) What the eye is to the lover – that particular, ordinary eye he or she is born with – language – whatever language history has made his or her mother-tongue – is to the patriot. Through that language, encountered at mother’s knee and parted with only at the grave, pasts are restored, fellowships are imagined, and futures dreamed. 12. The logic here is: 1. I will be dead before I have penetrated them. 2. My power is such that they have had to learn my language. 3. But this means that my privacy has been penetrated. His Essai sur l’Inégalité des Races Humaines appeared in 1854 – should one say in response to the popular vernacular-nationalist insurrections of 1848? 19. South African racism has not, in the age of Vorster and Botha, stood in the way of amicable relations (however discreetly handled) with prominent black politicians in certain independent African states. If Jews suffer discrimination in the Soviet Union, that did not prevent respectful working relations between Brezhnev and Kissinger. 20. French West Africa, largely the creation of General Faidherbe, and the French Congo as well, owed most of their expansion to independent military forays into the hinterland. Military officers were also responsible for the faits accomplis which led to a French protectorate in Tahiti in 1842, and, to a lesser extent, to the French occupation of Tonkin in Indochina in the 1880’s . . . In 1897 Galliéni summarily abolished the monarchy in Madagascar and deported the Queen, all without consulting the French government, which later accepted the fait accompli . . .’ John S. It is possible that this innocence of racist argots is true primarily of colonized populations. Blacks in America – and surely elsewhere – have developed a varied counter-vocabulary (honkies, ofays, etc.). 26. Sakay’s rebel republic lasted until 1907, when he was captured and executed by the Americans.
