Addressing Elder Abuse: Safeguarding Older Adults with Visual Impairments

  QUEZON CITY - Startling statistics indicate that the World Health Organization (WHO) estimates one in six individuals aged 60 years or older experienced some form of abuse within the past year. Shining a light on this distressing issue, The Fred Hollows Foundation, an international organization committed to eliminating avoidable blindness, highlights the heightened vulnerability of older adults with visual impairments to various forms of mistreatment.  
Vulnerabilities of Vision Impairment
As The Fred Hollows Foundation emphasizes the need for stronger community safeguards, Dr. Maria Victoria Rondaris, ophthalmologist and county manager of the foundation in the Philippines, explains the challenges faced by older adults with vision impairment. Dr. Rondaris points out that others may misinterpret their poor eye contact, slower reaction times, and uncertainty in actions as feigning unawareness, leading to impatience and anger. Recognizing the unique struggles of older adults with vision impairments is crucial to preventing elder abuse, according to the foundation.  
A Global Issue
Globally, the World Health Organization reports that a staggering 33.6 million people aged 50 or older, accounting for 78% of those who are blind, face increased vulnerability. Elder abuse, with its severe physical, mental, economic, and social consequences, poses significant threats to older individuals, including physical injuries, premature death, depression, cognitive decline, and financial losses.  
Unmasking Hidden Abuse
Dr. Vânia de la Fuente-Núñez, Senior Adviser for Healthy Ageing at The Fred Hollows Foundation, sheds light on the alarming prevalence of elder abuse, describing it as one of society's most hidden forms of mistreatment. She stresses that older adults with sight issues face the highest risk of harm. Raising awareness about the unique challenges faced by this vulnerable population is key to reducing the risk of elder abuse.  
A Growing Population at Risk
The Philippine Statistics Authority reports a doubling of the Filipino population aged 60 years and above, reaching 9.22 million in 2020 from a mere 4.6 million in 2000. This demographic shift underscores the urgency of addressing elder abuse and implementing preventive measures. According to the World Health Organization, elder abuse encompasses single or repeated acts or lack of appropriate action within relationships where trust is expected, causing harm or distress to older persons. This abuse can manifest in various forms, including financial exploitation, physical violence, psychological manipulation, sexual mistreatment, and neglect.  
Promoting Awareness and Prevention
Dr. Rondaris underscores the importance of raising awareness about elder abuse among this specific population, emphasizing that increased awareness will drive policies aimed at prevention.
