Environment and Context

Throughout human history we have always felt driven to separate people into categories. Not only into categories, but classifying them in terms of hierarchy. In our social change topic, society classifies everyone into either being a part of the public or being part of the others. People considered the “others” can include: the houseless, non-white people, those who are visibly poor, and many other marginalized groups. Those who are rich and white are prioritized and catered to. Our topic is based on how people want to defend a hegemonic aesthetic of public spaces through unfair laws and physical barriers such as hostile architecture, a design style to prevent people from sleeping or sheltering in public areas. Hostile architecture can include things such as spikes on railings, uneven and weirdly shaped benches, eliminating flat covered spaces, and more. This type of architecture is not new. In fact, according to Wilson, “It certainly existed in the early United States; just look at the Miles Brewton House in Charleston, South Carolina. In 1822, the house’s owners added a spike-laden bar above its entrance to defend against the possibility of a slave revolt.” In this case, the owners felt the need to protect their property and image from people who were simply a different color than them and were of a lower class. In addition, “In 19th-century England, anti-urination devices—conical mounds of stone filling out the corners of buildings—prevented people from relieving themselves,” according to Kilbane and Legro.

To try to rectify this problem, most government officials and organizations are looking to reduce the amount of house-less people on the streets rather than trying to convert the public areas into more welcoming spaces for all people. San Francisco is a city with one of the highest cost of living of about $9,000 per month excluding housing, stated by Mcpherson. Since it’s one of the highest cost of living, there are many houseless people. SF Senator Scott Wiener proposed, “in Dec. 2018, SB48 would provide homeless or housing insecure Californians with access to temporary shelter that provides: A safe place to sleep and keep one’s belongings. An ability to access shelter without having to sign up on a daily basis. An ability to remain with one’s partner. An ability to access services necessary to stabilize one’s life and transition into supportive housing or permanent housing, including mental health, addiction treatment, and other services.” So in this example, to get rid of people sleeping outside, he proposed creating temporary homes. In terms of local organizations, The Welcome Home Coalition (WHC) believes in a community that invests in safe, stable, affordable homes for everyone. Since August of 2014, WHC has been dedicated to building a movement to identify a solution to the affordable housing crisis with new, dedicated revenue to adequately fund critical housing programs, affordable housing development, and homeownership opportunities. Other organizations simply aim to improve living quality for those experiencing houselessness. Street Roots, which was founded in 1999, is a Portland nonprofit 501(c)3 organization that publishes a weekly alternative newspaper sold by people experiencing homelessness and poverty to earn an income. The aim is that they are able to earn money to purchase food, necessities, etc. and at the same time, be able to establish connections with their customers. Eventually, this would lead to there being a smaller divide between who the society considers public and the others because everyone is interacting with each other and house-less people feel more included in the community that they see pass by them everyday. There are a multitude of ways people can help demonstrate that we consider every human being a valuable part of our community, and both larger political campaigns and smaller immediate impact projects are necessary.

Gov. Ivey Awards $18.7 Million to Help Improve Alabama Communities

Gov. Kay Ivey has awarded $18.7 million in grants for improvements in 58 Alabama communities. The funds from the Community Development Block Grant program will enable communities to provide water, improve roads and sewage systems, construct public community buildings and remove blight.

“Community Development Block Grants are vital to Alabama communities wanting to raise living standards and improve living conditions for their residents,” Ivey said. “I am pleased to award these grants, and I commend all those local leaders who, by seeking these grants, show they have their communities at heart.”

The competitive grants are awarded annually in several categories including county, large city, small city and community enhancement. The Alabama Department of Economic and Community Affairs is administering the grants from funds made available by the U.S. Department of Housing and Urban Development.

“As a former mayor, I know how valuable these grants are to communities and I also realize the time and effort that local leaders, planners and residents invest in obtaining funding,” ADECA Director Kenneth Boswell said. “ADECA is pleased to have a role in this process that will benefit communities all across Alabama.”

Grants awarded and projects include:

North Alabama

Cullman (City) – $450,000 to provide sewer, water, drainage and street improvements in the Katherine Street area.

Guntersville – $450,000 to provide street and drainage improvements in the East Lake community.

Hackleburg – $85,000 to provide improvements along four streets, including widening and paving or sealing.

Hanceville – $250,000 to build a 2,500-square-foot senior center.

Leighton – $350,000 to provide water line improvements at several locations.

Scottsboro– $208,958 to demolish and clear 25 deteriorated and dilapidated structures throughout the city.

Town Creek – $350,000 to upgrade and repairs sections of the town’s sewer system.

North Central Alabama

Ashland– $350,000 to provide road and drainage improvements and water upgrades.

Blount County – $350,000 to improve three roads totaling eight miles north of Blountsville.

Childersburg– $450,000 to improve sewer services in the Coosa Court and Childersburg/Fayetteville Highway areas.

Clanton – $239,400 to demolish and clear 28 dilapidated and vacant houses.

Fayette County – $250,000 to improve water lines and provide road resurfacing in an area west of the town of Belk.

Heflin– $40,000 to help the city develop a plan that will assess needs and goals.

Marion County – $350,000 to provide public water service in the Bexar Church area.

Millport – $203,315 to upgrade one the town’s three water tanks serving 340 persons.

Oneonta – $450,000 to replace deteriorating sewer lines and collection system in an area involving sections of Hillcrest Circle and Underwood and Valley avenues.

Pell City – $450,000 to improve the efficiency of the city’s wastewater treatment plant.

Reform– $350,000 to renovate and repair various sections of the town’s sewer lines.

Steele – $189,977 to raze and remove 15 dilapidated structures throughout the town.

Sylacauga – $250,000 to demolish 11 dilapidated structures throughout the city.

Tuscaloosa County – $235,990 to provide public water service benefitting 63 residents in the Evanstown Road and Sid Davis Road areas.

Weaver – $122,628 to raze and clear 11 dilapidated and unsafe structures throughout the city.

South Central Alabama

Camp Hill – $350,000 for sewer improvements at the town’s wastewater plant.

Dallas County – $350,000 to supply public water service connections to residents in the Bogue Chitto community.

Hayneville – $349,601 to make improvements on sewer lines and wastewater treatment facility.

Forkland – $350,000 to upgrade water lines and improve two streets.

Greensboro– $350,000 to improve sewer lines.

Lanett – $250,000 to complete the final phase of a downtown revitalization project.

Marengo County – $350,000 to pave five roads.

Marion (City) – $450,000 to improve its wastewater treatment plant.

Millbrook – $250,000 to construct a new senior citizen center.

New Site – $177,460 to renovate its senior citizen center.

Perry County – $350,000 to provide public water services to 145 residents south of the city of Marion.

Randolph County – $350,000 to provide public water services to 78 residents along two county roads east of the city of Roanoke.

Tallapoosa County – $350,000 to provide public water services in a rural area near Dadeville.

Tallassee – $250,000 to demolish 27 vacant, abandoned and dilapidated structures throughout the city.

Valley – $450,000 to improve sewer services in the Langdale Mill Village area.

Southeast Alabama

Abbeville – $350,000 to provide full or partial rehabilitation of up to 27 houses in the Stegall Heights area.

Brundidge – $350,000 to improve water services and demolish 13 residential and commercial structures.

Clayhatchee– $127,288 to resurface a section of Providence Lane and improve drainage.

Dale County – $308,700 to provide public water to 42 households along Dale County Road 21 and Penny Point Road.

Geneva– $450,000 to improve drainage in a local neighborhood.

Gordon – $349,787 to provide water and sewer improvements at various locations within the city.

Goshen – $325,000 to upgrade the town’s water lines and improve water quality.

Kinston – $350,000 to rehabilitate up to 20 occupied houses and bring them up to compliance with the Southern Building Code.

Level Plains – $250,000 to provide street and drainage improvements along Faith Street and Phyllis Avenue.

Opp – $450,000 to provide sewer system line improvements along Dr. Martin Luther King Drive from Cannon Drive to Hardin Street.

Southwest Alabama

Brewton – $450,000 to renovate or replace dilapidated sewer lines along multiple streets.

Castleberry – $350,000 to replace aging and undersized water lines and improve streets in various sections of the town.

Chatom – $350,000 to rehabilitate sections of the town’s sewer lines and a lift station.

Choctaw County – $350,000 to resurface multiple roads in the northeast part of the county.

Flomaton – $201,115 to resurface several roads within the city to reduce safety hazards.

The concept in the title is pretty straightforward, neither those who were brutally enslaved or those who did the enslaving, would have existed here without the other. The point we think is important to emphasize because the individual stories of these two completely distinct and polarized “classes” of human beings can never accurately be told separate from one another.

It is impossible to provide an honest account of the history, of the City of Charleston and exclude the enormous contributions of the West Africans, although we as representatives of our city do exactly that, with the shamefully one sided “historic” tours that we give here every day. These enslaved men, women and children, built everything that surrounds us here, whether they wanted to or not, i one way or another. They do not proudly exist today as the Gullah-Geechee Community as some footnote to our history, they are the critical and indispensable component of it.

This series “You Can’t Have A Slave Without A Slaveholder” will attempt to introduce you to the names most associated and responsible for this horrid institution here on the Charleston Peninsula. Thankfully the fact that so many of their homes have been saved, preserved and reconstructed, enable us to filter right through the facades of these beautiful Antebellum mansions and enter right into their collective minds, in hopes of gaining some insight into their decision, to brutalize a race.

The Joseph Manigault House

We choose to start this series with the French Huguenot Manigaults for several different reasons. First and foremost their last name prominently lives on today in both Charleston’s black and white community. There exists over 500 Manigaults alone that are listed in the Charleston phone book and hundreds more that are not.

One of Charleston’s most powerful and influential citizens today is without a doubt, Mr. Pierre Manigault. He is the Chairman of the Board of Evening Post Industries , overseeing the content of 12 newspapers and seventeen T.V. news outlets across the country. His power and influence over the news we receive extends far beyond our local newspaper, the Post and Courier, all the way to California. Mr. Manigault sits on or has previously sat on, numerous powerful Boards of Directors, including Historic Charleston Foundation, Middleton Place and interestingly enough, considering the Manigaults connection to Carolina Gold, the Historic Rice Fields Association.

Secondly, we begin with the Manigaults because their name extends far beyond the natural confines of Charleston, to places that may come as surprise to you. For instance it extends to the White House with President Trump’s assistant and his Director of African American Outreach, Omarosa Manigault. Ms. Manigault may or may not know where it is that her name comes from but we do invite her to learn exactly what the origin is. The Manigault name has also extended to the streets of Harlem to the man regarded as the greatest N.Y.C. street ball legend of all time, Charleston native, Earl “The Goat” Manigault.

Thirdly the Manigaults were the Colonial American equivalent of the Walton family, owners of Walmart. Simply put they were by far the wealthiest family in America prior to our American Revolution.

Fourthly the Manigaults and their almost immediate connection to the Wragg family enables us to go all the way back to Charles Town the early British settlement and demonstrate just how the institution of slavery was developed and expanded by these men, whose homes still stand today.

And lastly the Joseph Manigault House, stands fully preserved and reconstructed in the middle of our beautiful city. The house is passed by millions of locals and visitors on a yearly basis yet I think very few people actually know what this house is truly representative of.

The Joseph Manigault House is arguably the most historically significant Antebellum Mansion that has survived anywhere in this country. Today’s post will not include the unequaled contribution this house has made to the concept of preservation and heritage tourism. The contribution is so major and extraordinary and the story so compelling, it is deserving of a whole separate post of its own.

We will use a passage from the Historic Charleston Walking Tour King Cotton, Slavery and the Planter Aristocracy given in the garden of the Joseph Manigault House to introduce you to not only the Manigaults, prima facie but we will attempt to enter their minds in hopes of better understanding the driving forces behind the decisions they made.

The choices that these men made as part of, the racially based American slavery system and the Transatlantic Slave Trade, to kidnap, brutalize, degrade, torture, humiliate, rape and murder, is most accurately described as a Maafa. Those greed driven and calculated decisions ultimately, negatively affected an infinite number of fellow human beings and those choices, still have a lingering negatively affect on our United States population today.

The Planters and the Slave Traders that we will cover in our next two locations will take us all the way back to Charles Town, early British settlement and cover the origins and refinement of this institution here on American soil. This legacy is as important as any in our country especially when you consider we as a nation are still trying to work through the racially based problems that exist in our country today and whose origins or roots lie with these early settlers and their “Peculiar Institution”.

Please allow me to introduce you to the Manigaults. The Joseph Manigault House constructed in 1803 was designed by his brother a man referred to as the “Gentlemen Architect”, Gabriel Manigault.

The beginnings of the Manigault French Huguenot Empire here in Charleston and it was most definitely a financial and political empire, can be traced from them fleeing religious persecution in France to their arrival here in 1699. They rather quickly married into Charleston’s preeminent slave trading family the Wraggs and the location of this house is in fact, part of a tract of land owned by Joseph Wragg, still known today as Wraggborough.

Joseph Wragg along with his colleague Benjamin Savage were the predominant early British North American Slave Transporters and Traders of their day. Between 1717 and 1741 alone they accounted for 36 slave ships and the importation of some 10,000 enslaved African men, women and children. This was when the Transatlantic Slave Trade was really developing and growing here on this continent.

The Wraggs and the Manigaults collective power, wealth and influence as “early settlers”, Politicians, Planters, Slave Holders and Slave Traders is not easily matched anywhere in early British Colonial America. It was from them that the institution of slavery and the Transatlantic Slave Trade was refined and greatly expanded.

Joseph’s brother Gabriel was much more than an architect of buildings, he was first and foremost a Planter and a “Merchant”. “Merchant” is the “code word” or terminology used in our Charleston Tour Guide Training Manual for a Slave Trader and while yes there were “Merchants” here in Charleston that were not Slave Traders that was not the case with Gabriel Manigault or the Wraggs.

These men were both, most definitely“Merchants” whose “goods” among others, were fellow human beings. To the best of my memory their is only one man the City of Charleston’s Tour Guide Training Manual recognizes as a Slave Trader and that is Charleston’s own Henry Laurens. Laurens was in fact the owner of the largest slave trading house that has ever existed in North America, Austin and Laurens but he was most definitely not Charlestown’s only massive Slave Trader.

The Slave Trade along with the numerous “cash crops” that Mr. Manigault’s plantations were producing helped enable Gabriel to become the 4th wealthiest man in all of the newly formed United States. His brother Joseph was not far behind, not only did he own plantations of his own he inherited incredible wealth and he married twice, both times into two of the wealthiest and largest slave holding families that have ever existed, first the Middletons and then the Draytons.

Both Middleton Place and Drayton Hall are two plantations that still exist not far from here, “West of the Ashley” and they are open to the public daily. If any of you have an interest in learning more about plantation life in the south, either would make for an incredible day. If any of you desire to learn truths about the plantation life of those who were enslaved, by far your best option would be to call Middleton Plantation and arrange a tour with Mr. Joseph McGill. Mr. McGill is one of only an extremely small handful that attempts to tell it like it is or was.

Joseph and Gabriel’s father, Peter Manigault was the single wealthiest man in all of Colonial America and was worth a staggering 32,763 # Sterling. This sum was the equivalent of somewhere between $4 and $6 million in today’s money and nearly doubled the wealth of his nearest rival New Englander John Hancock. He used this wealth to help finance the American Revolution.

In 1774 the AVERAGE net worth of a Charlestown “citizen” was over $400,000, nearly 4 times that of our nearest rival, the Virginia colony and nearly 10 times that of New York City. All told at the start of the American Revolution, Charleston had 9 out of 10 men richest men in Colonial America with one actually being a woman Rebecca Brewton Motte.

What does this all tell us? First, it tells us that the plantation system, the institution of slavery and the Transatlantic Slave Trade were enormously profitable for those involved. It also tell us that this profitability was the single driving force behind every decision made to brutalize a race. Next, it tells us that there was no place that accumulated near the wealth of Charlestown and in turn just as it always has and always will; Wealth equals political power, political power equals influence in policy making and policy making equals the ability to create more policies that enables you to accumulate more wealth.

This has been a perpetual cycle that has never stopped in this country and chances are it never will. What it also tells us is that the accumulation of wealth was the single motivation for the creation of the Americas and it did not matter what obstacles had to be overcome or how they had to be overcome. In those days if it meant a genocide of the Native American population had to be committed, or a race enslaved, or an extremely poor white indentured servant class exploited, that’s the way it would be. Humanity at that time was reserved for only the privileged Planter Elite.

This idea of an Ellis Island European working class, from which I descend from and you may have too, “founding” America, is largely a myth. Those immigrants most certainly did indeed contribute greatly to the building of America but that was as the Industrial Revolution literally picked up steam. The first 200 years or more the labor force in the Americas was African Slave and a white indentured servant class.

The first real and sustainable money that was made here in Charlestown even before the plantation system was fully developed was from cattle ranching, timber and Naval Stores, tar, pitch and turpentine, all derived as byproducts from the native and abundant pine trees that were sourced.

Yes African slaves were our very first Cowboys and Lumberjacks. The meat and wood was used to feed and build the English Caribbean, namely Bermuda and the sugar producing slave colony of Barbados from which we were essentially a colony of.

The Barbadian Slave Code of 1661 was a set of laws passed by the colonial English legislature to provide a legal basis for slavery on the British Colony of Barbados. The Barbadian Slave Code and her plantation system became the model that was emulated here in Charles Town only with different cash crops.

The “Indian Trade” was of equal importance, the Native Americans had a superior method of tanning their deerskin hides and one in which the British were willing to pay top dollar for. Tens of thousands of soft hides were exported to England and the early Charles Town Aristocrats reaped fortunes from this luxury commodity.

It is with regret that we will not give the Native American population the representation they deserve but keep in mind, Carolina was their land and they had been living here for thousands of years. There existed 19 documented tribes in the Carolina Low Country alone but by the mid 1700’s they were all but completely wiped out. Now you will only recognize them by the names of our rivers, islands, resorts and festivals, Wando, Edisto, Kiaweh, Sewee, you will not see them. I first moved to Charleston in 1991 and I have never seen or met one full blooded Native American here.

So as early as 1708 Charles Town already had a population comprised of more slave than free. By 1730 the population in the city was 10,000 Whites along with 20,000 Blacks, with almost all of them enslaved and many brought here by Gabriel and Joseph’s uncle Joseph Wragg.

It was this enslaved population of Africans that helped create the next fortune and truly solidify the Southern Plantation System and the Charleston Planter Aristocracy.

Carolina Gold was that crop and that fortune and the successful cultivation of “Carolina Gold” depended upon “Black Ivory”…..Confused??….What I am speaking of were two of the three most important commodities we had in ALL OF Colonial British North America, rice and slaves, Carolina Gold and Black Ivory. The third commodity was being cultivated in Virginia by those nice and peaceful “Tobacco Farmers” that our American Historians have been so very kind to.

For many, it is hard to here a people being described as a commodity but that is exactly how these enslaved African men, women and children were viewed and treated by the Planters. It would be irresponsible of me to try and “paternalistically” soften this idea. Those who were enslaved were “chattel”, they were a personal possession and the legal property of those that enslaved them and they were treated as such.

Whether we choose to recognize this fact or not, Slavery was THE essential ingredient to the founding of what eventually became the United States of America. Enslaved Africans as part of the Transatlantic Slave Trade, the Plantation “cash crops” they produced and that they were tortured for, was everything to the Americas. When I say the Americas, I don’t just mean Charleston and the South. I mean the entirety of British Colonial America, North and South and all of the rest of the Americas, including Central America, South America and the Caribbean.

Slavery and the Transatlantic Slave Trade were just as instrumental to the success of British mainland North America as it was to their success on Barbados and Jamaica, as it was instrumental to the success of Portugal’s Brazil, France’s Haiti, the Dutch West Indies and Spain’s Cuba and South America.

Northerners almost always refuse to recognize their role in this institution but it was pervasive. Slavery and Slaveholders existed up north too but granted on a much smaller scale. Northerners, New Englanders and later Wall Street reaped the majority of their profits acting mainly as financier, broker, insurer and transporter.

The largest North American Slave Transporters and the direct partners of families like the Wraggs, the Manigaults, the Brewtons and the Laurens, were Rhode Island’s “Rum Men”.

Newport Rhode Island home to even more obscenely beautiful expressions of wealth than Charleston, before the Vanderbilts, was built on both rum and the Slave Trade. The two along with the necessary ingredient in rum making, slave produced sugar from the Caribbean, all went hand in hand, “Rhode Island Rum” was the much preferred spirit of the African Caboceers and rum along with many other goods including metal wares, guns and ammunition were traded for enslaved Africans.

For those of you, especially my cousins that live in Providence, Rhode Island, that may question New England’s role in the Transatlantic Slave Trade, I can think of no better resource than that of Keith Stokes and Theresa Guzman’s website and mission 1696 Heritage

Who the Caboceers were, were the West African tribal leaders and they actively took part in the Transatlantic Slave Trade, first with the Portuguese and then with the Dutch, the British, the French and the Spaniards. They were complicit, they did not discriminate and their motive just as it was here was the accumulation of wealth and power.

This idea of White Europeans going inland into Africa and hunting down and capturing Africans was not the most common method for them to acquire the enslaved they desired. While these types of raids did occur from time to time, they were the exception rather than the rule. The vast majority of Black African slaves ever brought to the Americas were simply traded for at the numerous slave trading “forts” and facilities on the West African coast, having been captured by fellow Black Africans, many as spoils of war.

For those of you who desire to know more about this controversial topic, there exists many wonderfully researched books on the subject but none better than former College of Charleston and current Tulane Professor, Randy Sparks book “Where the Negroes Were Masters”. Once you read the first page you will not be able to put it down. The book is available in the Charleston County Public Library System.

Charlestown’s role in all of this was as a thriving port, as an importer/exporter. What we imported more than anyone else in Mainland British North America was, West African slaves and what we exported more than anyone in British North America was our first real cash crop rice, Carolina Gold.

They called it Carolina Gold for two reasons, first because of the beautiful shade of gold the fields would turn just when the rice was ready to be harvested and secondly because the rice was a good as gold. Carolina Gold rice could be and was used for currency.

So much of the beautiful architecture that remains of 18th and early 19th C Charleston was constructed from the profits derived from our rice. The Joseph Manigault House is a prime example of that. Many including our City of Charleston Tour Guide Training Manual will tell you that Carolina Gold was also named as such because it was derived from a strain of rice from Madagascar know as Gold Seed but our research has shown that this may not be the case.

I know that my tour is entitled “King Cotton, Slavery and the Planter Aristocracy” but the truth is even during the decade of the 1850’s when cotton production was at its peak in the South, 7 out of those 10 years, Carolina Gold was Charleston’s #1 Cash Crop.

Charleston’s enslaved West Africans were the ones responsible for this excellence. Not only were they the labor force when it came to the successful cultivation of rice they were the brains. It was the West Africans that had the know how to cultivate rice especially using the tidal methods.

The most coveted Africans had been cultivating rice on their own continent for years and many had been born into slavery in Africa. Without their knowledge and expertise South Carolina would never have grown to be the largest producer of rice in the Americas.

But indeed we did and at our height we had over 100 major rice producing plantations in this region alone. For the first 190 years of rice cultivation in our country South Carolina was the #1 producer, 190 years.

By 1770 Charlestown was exporting 84 million pounds of rice annually, 42,000 tons and the price for this commodity was never higher and the wealth it generated for families like the Wraggs, Middletons, Draytons and the Manigaults and the entirety of the Planter Aristocracy was obscene. What we are talking about is the equivalent of a $300 million a year industry in today’s money divided up among a relatively small hand full of the Charleston Elite.

Bradley Byrne tops in Alabama in hosting town halls while other lawmakers spurn them

U.S. Rep. Bradley Byrne had to repeatedly tell the crowd of about 60 at the Wilmer senior citizens center on Monday to "calm down" so that others could speak without interruptions.

For the most part, the audience obliged, even though jeering and groans were sometimes obvious as Byrne stated his positions on federal issues such as health care, school choice and tax reform.

Still, most seemed to be appreciative of the fact that their congressman showed up and spoke at a time when most of Alabama’s federal lawmakers are shying away from town hall events.

"Unlike some of your colleagues who won’t meet with their constituents, we are happy to see you are here," said Russell McKee, a Mobile County resident.

‘Hear from constituents’

Byrne has worked to make himself a familiar face in his 1st District since taking office in 2013. He says he’s held 77 town hall events.

Records from the website LegiStorm show that Byrne ranks in the Top 20 of all congressional lawmakers – House and Senate – in hosting town halls from Jan. 1, 2015 to April 17, 2017.

"People might not agree with me, but I like doing them," Byrne, R-Fairhope, said afterward. "This is a great way for me to hear from my constituents directly and a great way for them to hear from me directly."

This week, Byrne is hosting 11 town hall events throughout the southwest Alabama region. "We do 25 to 30 a year and that seems to be the right pace for us," said Byrne.

Byrne, though, has come under some fire for arranging an early March town hall event inside a limited-seating venue in Mobile. The event overwhelmed the 250-capacity community center, leaving about 200 or more people standing in the parking lot.

That town hall occurred at the same time as the GOP’s plans to repeal and replace ObamaCare were gathering steam. Since then, Republican efforts to alter former President Barack Obama’s signature legislation have fizzled, while other issues – such as President Donald Trump’s interest in tax reform, and foreign concerns in North Korea – have risen to the top of the priority list.

Byrne’s latest tour through his district will hit upon mostly small towns such as Brewton, Coden, Grove Hill and Wagerville. He’s also stopping by the larger cities of Daphne and Foley in Baldwin County.

Mobile is not part of his town hall tour this time, but he said that wasn’t meant as a snub.

"One of the things people who don’t live in Mobile complain about is that their representative tends to focus on Mobile and not on other places like Wilmer or Stapleton," said Byrne, referencing his two stops on Monday. "We go all over our district and have these town halls … We will go to every county in my district this week. I think that is important."

‘Doing your job’

Voters elsewhere in Alabama will have to travel to costal Alabama if they hope to speak with a federal lawmaker. Outside Rep. Gary Palmer, R-Hoover – appearing at town halls this week in Chelsea and Gardendale – none of the other members of the Alabama delegation is hosting town halls with constituents.

In the past, they’ve offered a variety of reasons. Rep. Roger Aderholt, R-Haleyville, for example, has said he prefers more one-on-one interactions with constituents and labeled the town halls as more of a platform for protestors.

Rep. Mo Brooks, R-Huntsville, cited safety concerns and the 2011 shooting of former Arizona Rep. Gabby Giffords as the reason he opted – earlier this year – not to host a town hall meeting.

Byrne, while not citing Brooks’ name, said there is no reason to be wary of hosting public events. "If you’re afraid of your constituents, you need to get another job," he said. "People can disagree with you. … That’s America."

Steve Flowers, a political columnist and commentator based out of Troy, expressed admiration for Byrne’s approach. "I’ve never seen anyone take to Congress like Bradley Byrne has," said Flowers. "He’s taken to Congress like a duck to water."

Flowers said Byrne, who is a conservative representing a deep red district, comes across as "even-keeled" compared to some others and that he seems better able to absorb and address any criticism.

"A lot of times, those Republican conservative congressmen are a little thin-skinned and are not as polished as Bradley is," said Flowers.

William Stewart, a professor emeritus of political sciences at the University of Alabama, said Alabama, itself, does not have a tradition of town hall meetings. But, he said, it’s important for the public to interact with its representatives.

"People need to have the opportunity to express their opinions to their representatives," said Stewart. "If there are occasional disruptions, then that is part of the price of democracy."

‘Praiseworthy’ ranking

According to the website LegiStorm, Byrne ranks among the most prolific town hall organizers since 2015 among 435 U.S. House members and 50 senators. His 49 in-person town hall events during the period put the Alabama congressman in at No. 19.

No other Alabama lawmaker ranks even close to that.

"I don’t think Alabama lends itself either less or more to town halls than other states; it’s more of a matter of a congressman’s personal style," said Quin Hillyer, a conservative columnist based in Mobile, who notes that a town hall meetings "take a lot of work" and "energy, both physical and mental."

"Any congressman who does more than, say, 10 or 12 per year, is really going the extra mile and deserves great credit for doing so," said Hillyer. "For Bradley Byrne to be in the Top 20 in the country is remarkable – and praiseworthy."

Of the Top 20 in the LegiStorm analysis from 2015-2017, 18 are Republicans and two – both Oregon lawmakers – are Democrats.

Since Trump’s Election Day victory, the Top 20 includes 12 Republicans and eight Democrats.

The most prolific in-person town hall host, by far, is Wisconsin Republican Rep. Jim Sensenbrenner. He has hosted a whopping 238 in-person town hall meetings since the start of 2015, and 73 since Election Day.

Byrne, when asked if he has any hopes of catching the front-runner someday, said: "I’ll let Congressman Sensenbrenner keep the record there."

Sensenbrenner, on his congressional website, said he schedules about 100 town hall meetings per year. "The process is never easy – sometimes it’s contentious – but if we listen and respect one another, I’m confident that at the end of the day, we will find ourselves in a better place than where we began," he said.
