MK Stalin counters PM over Katchatheevu row, ‘What steps have you taken?’
Tamil Nadu Chief Minister MK Stalin, hitting back at Prime Minister Narendra Modi over his allegations against DMK in the Katchatheevu controversy, questioned whether the central government has taken any steps in the past ten years to reclaim the island from Sri Lanka.

PM Modi, on Sunday, alleged that the Congress government, under former Prime Minister Indira Gandhi, "callously gave away" the strategic Katchatheevu island to Sri Lanka and accused the party of "weakening" the country's integrity and interests. A day later, he said, new details "have unmasked DMK’s double standards totally" and claimed that MK Stalin’s party has done "NOTHING to safeguard Tamil Nadu’s interests”.
In response, the DMK chief questioned PM Modi and mentioned that he had demanded the Prime Minister to retrieve the island. He also asked whether PM Modi had made any demands in this regard when he visited the head of the Sri Lankan government.
"When the BJP came to power, what did it say in the SC regarding Katchatheevu? They said that we would have to engage in a battle with Sri Lanka if we wanted to get the island back. In the last ten years, how many times has Modi travelled to Sri Lanka? Did he ever demand from them that Katchatheevu should be returned to us? When he met the head of the state of Sri Lanka, did he tell them that Katchatheevu belongs to India? He didn’t mention Katchatheevu on all those occasions," Stalin said.
"The PM who remembers very clearly the events that occurred during the time of Nehru and Indira Gandhi, I want to ask him if he remembers something that happened just two years ago. When he came for an event in Chennai, I presented several demands, and one of the first demands I made was to retrieve Katchatheevu. Do you recall this? Did you even read the memorandum I gave?" the Tamil Nadu Chief Minister added.
He also stated that raking up the Katchatheevu issue has now backfired on the BJP. “This issue has turned against them. They put their hands on the beehive, and now they are trying to escape from it,” he mentioned.
Stalin also claimed that the External Affairs Minister S Jaishankar, when he was the foreign secretary, in an RTI reply in 2015 claimed Katchatheevu is not a part of India and the party is bringing up the matter due to election.
He also asked the Prime Minister who is “crying over Katchatheevu now” had ever said a word of condemnation against Sri Lanka for “harassing and attacking” fishermen from India.
Meanwhile, Union Finance Minister Nirmala Sitharaman accused DMK of spreading a false campaign on Katchatheevu and for making "irresponsible" statements on the issue. She said the late M Karunanidhi, who was DMK president and Tamil Nadu chief minister at the time in the 1970s, was aware of the then-ruling Congress's move but did not object, she said.

NMC notification on new medical colleges legally untenable, should be kept in abeyance: Tamil Nadu CM

A notification by the National Medical Commission (NMC) on restricting the opening of new medical colleges has created a “regressive scenario” and should be kept in abeyance, the Tamil Nadu government said on Wednesday.
Chief Minister M K Stalin urged Prime Minister Narendra Modi to instruct the Union Health Ministry to keep the notification in abeyance and initiate a consultative process to address the matter.
“I wish to draw your kind attention to the regressive scenario created by the recent notification issued by the NMC to restrict the opening of new medical colleges. It has been notified by the NMC that after the academic year 2023–2024, the Letter of Permission for starting new medical colleges shall be issued only for an annual intake capacity of 50/100/150 seats, provided that the medical college shall follow the ratio of 100 MBBS seats for 10 lakh population in that State/ UT.” This is a “direct encroachment” on the rights of all State governments and penalisation of those who have invested more in their public health infrastructure over the years, the CM said.
He said progressive states like Tamil Nadu have been strengthening their tertiary healthcare network for many decades, leading to ample availability of doctors and nurses, which he said has manifested in their better performance in terms of various health indicators.
“Chennai has emerged as the healthcare capital of India. In both public and private sectors, our skilled medical professionals have been able to successfully serve not only the people of Tamil Nadu but also of other states as well as other nations. This has generated a huge demand for quality health services and new institutions are absolutely necessary for us to cater to it in the future,” Stalin added.
“The criterion proposed for such restriction, higher doctor-population ratio at the state level as compared to the norms, is also not appropriate. Even when there is adequate availability of doctors at the state level, there are districts where their availability continues to be a persistent issue,” he said.
The problem can be effectively addressed only by starting new medical colleges in backward areas and any restriction based on state level criteria will deprive these deserving districts of much needed tertiary institutions.
“I would also like to point out the fact that in states like Tamil Nadu which have a higher doctor-population ratio, such high availability of doctors has been achieved predominantly due to investments made by State Governments and the private sector and not by investments made by the Union Government.” “We have been continuously urging that the Union Government needs to contribute more but projects like AIIMS, Madurai are yet to take-off,” Stalin said.
Given this situation, a restriction on new institutions will completely eliminate any chance of TN getting new Central investments in health sector.
In a recent judgement, the Supreme Court also held that executive instructions could not impose reasonable restrictions on the fundamental right to establish educational institutions under Article 19(1)(g) of the Constitution of India.
“Thus, the above NMC notification may also be legally untenable. Considering all the above issues, I request you to instruct the Union Ministry of Health and Family Welfare to keep this notification in abeyance and initiate a consultative process with the State Governments on the steps to address this issue,” Stalin told the PM.

CHENNAI: Chief Minister MK Stalin on Wednesday announced a 4% hike in Dearness Allowance (DA) for 16 lakh government employees, teachers, pensioners, and family pensioners and this hike will come into force with retrospective effect from April 1.
The measure will cost an additional expenditure of Rs.2,366.82 crore to the state exchequer.
An official release here said the DMK government has been fulfilling the promises given to the government employees and teachers step by step despite the debt burden, the revenue loss caused by the Covid-19 epidemic and the financial crisis inherited from the previous regime.
The release also said that the government would consider the demands put forth by government employees and teachers consistently and in future also. The DA hike for the employees would be announced on par with the employees of the union government.

MK Stalin Condemns Karnataka "Firing" Incident That Killed Tamil Nadu Man

Salem/Erode: The body of a 40-year-old man who went missing days ago on the inter-state border between Tamil Nadu and Karnataka was found floating on the banks of River Palar on Friday in Erode district, police said.
As villagers alleged he was shot dead by Karnataka forest personnel, tension prevailed in areas including Kolathur bordering the neighbouring State and Tamil Nadu and Karnataka authorities have deployed adequate policemen to maintain law and order. Vehicular traffic movement was also affected for sometime.
Tamil Nadu political parties condemned the 'killing' and sought action against those responsible for it. Tamil Nadu Chief Minister M K Stalin "strongly condemned" the "firing" incident. The deceased man was identified as M Karavadiayan alias Raja and he hailed from Govindapadi village of Kolathur in Salem District, police said adding his kin allege that he was shot dead by Karnataka forest personnel.
Raja was part of a group of 4 men which travelled to a forest area on the Tamil Nadu-Karnataka inter-state border on February 14 and they were fishing in the river.
According to the local people, the allegation levelled by Karnataka personnel was that the group attempted to hunt and poach in the jungle. While he died after he was shot at, others reportedly sustained injuries and fled the spot.
Erode district police said that a probe under the CrPC is on over Raja's suspicious death. A truck driver, Raja faced allegations of hunting wild animals off Bargur and Mettur in Tamil Nadu and along the border with neighbouring Karnataka.
He faced a case in Chamarajanagar district of Karnataka in connection with poaching. Also, a case was pending against him in Kolathur (Salem District) over gambling. On February 14, Raja had been to Chamarajaranagar bordering Tamil Nadu for hunting.
He could have 'accidentally drowned' or may have jumped into the river 'for some other reason,' police said.
It could have happened close to Mettur to Male ahadeshwara hills Road near Palaru River bridge between February 14 and 17. The incident was reported at 3 PM on Friday to the district police.
They declined to specify if Raja drowned after sustaining bullet injuries or if it was only a case of drowning. His body was found floating on the river bank and it was sent to Salem Government Medical College Hospital for autopsy, they said. Bargur police (Erode District) are investigating.
Meanwhile, Chief Minister Stalin condoled the death of Karavadiayan and announced ₹ 5 lakh as compensation to the family of the deceased.
He referred to the allegations of the victim's relatives about Karnataka Forest personnel shooting him dead.
"I strongly condemn the firing by the Karnataka Forest Department," he said.
The victim's family will be paid the amount from the Chief Minister's relief fund, he said in a statement in Chennai.
Pattali Makkal Katchi leader Anbumani Ramadoss said Raja was shot dead by Karnataka personnel while he was fishing and strongly condemned it. The Rajya Sabha MP said fishing is a routine activity, a source of livelihood and not a crime "The border area with Karnataka is part of India and it is not a border with Sri Lanka or Pakistan." In case, fishing is not permitted in waterbodies on the interstate border, those violating the norm could have been driven away or legal action may have been taken. Killing is a huge crime and unpardonable, he said. This is not the first time Karnataka indulged in opening fire and in 2018, a Tamil Nadu fisherman Palani was shot dead, he said.
In order to divert the issue, the Karnataka Forest department is spreading fake news that Raja opened fire on its personnel and he died in the ensuing clash. A case should be registered and Karnataka forest personnel involved in killing Raja should be arrested, Anbumani said.
He urged the Tamil Nadu government to provide ₹ 50 lakh solatium and a government job to one of the family members of the deceased Raja.
CPI State Secretary R Mutharasan said Karnataka 'continued' to carry out such killings and condemned it. He demanded that the incident be probed by authorities and the kin of the deceased should be provided compensation.
