Lack of nutrition is taking a toll on the villagers’ health. Bharati Mahato from Manguria village in Purulia said her husband died on April 7, 2023 after prolonged weakness. “My husband was under a lot of stress and was suffering from depression after MGNREGA work stopped. He was the only earning member of the family of six people. We could not even afford to take him to a doctor to get treatment or get him better food so he would stay strong,” Mahato said. His condition kept deteriorating and resulted in his death, she said. “How will my family survive without its sole breadwinner?” Mahato asked.

As per the Act, the workers should get work as demanded, said activist Nikhil Dey. “Rural workers registered under the scheme are mandated to get work under Article 21 of the Constitution. The Article recognises the right to work as a fundamental right, which is being violated daily. These workers have the right to seek work for 100 days and earn a dignified income,” said Dey. The law also enables these workers to seek unemployment allowance and compensation for delayed wages for each passing day without work. “The central government is not following the rules, which is creating a crisis across the state and the country,” he added.

ఏమైతాంది ఈ దేశంలా? 28 రాష్ట్రాలు, 8 కేంద్ర పాలిత ప్రాంతాలల్ల?

భారత దేశంలో కేంద్ర, రాష్ట్ర సంబంధాలు బాగుంటేనే దేశం అభివృద్ధి పథంలో ముందుకు వెళుతుంది అనడంలో ఎలాంటి సందేహం లేదు. కానీ ఇవాళ భారత్ లో రాష్ట్రాలు, కేంద్రం మధ్య సత్సంబంధాలు సాఫీగా కొనసాగడం లేదు. దీనికి కారణం దేశ, రాష్ట్ర ఎన్నికల ప్రక్రియల్లో వచ్చిన మార్పు అని చెప్పుకోవచ్చు. ప్రస్తుత కాలంలో తాము అనుకున్న ఉచిత పథకాలు ప్రజలకు సరిపోనప్పుడు, అధికారంలో ఉన్న మజా తీరనప్పుడు ఎలాగైనా మళ్లీ అధికారం తనకే దక్కాలని గిరిగీసి కూర్చున్నప్పుడు ఐ ప్యాక్ లాంటి మధ్యవర్తిత్వం వహించే సంస్థలను నమ్ముకుంటున్నారు.. తమ అధికారం పుష్కర కాలం దగ్గర పడిన ముఖ్యమంత్రులు. దీంతో మళ్లీ అధికారంలోకి రావడం కోసం అడ్డదారులు తొక్కుతున్నారు. ఇందుకోసం మధ్యవర్తిత్వం వహించే సంస్థలను ఆశ్రయిస్తున్నారు. ఈ సంస్థలకు వారి గెలుపే ప్రధాన లక్ష్యంగా పని చేస్తాయి. వీటికి దేశ హితం, సమాజ శ్రేయస్సు అవసరం లేదు. వాటికి ఒక సైద్ధాంతిక ప్రాతిపది ఉండదని నా భావన. డబ్బులు ఇచ్చిన క్లయింట్స్ కోసం ఎన్ని కోట్లు అయినా సరే ఖర్చు పెట్టి అధికార పీఠం మీద కూర్చోబెడతాయి. నేటి ఆధునిక యుగం డిజిటల్ మయం. సోషల్ మీడియా నెట్వర్క్స్ సమాజాన్ని మంచి, చెడు అని తేడా లేకుండా, ఫ్యాక్ట్ చెక్ ఒక నిర్మాణాత్మకమైన నియంత్రణ వ్యవస్థ లేకపోవడం వలన చదువుకున్న సమాజంతో పాటు చదువు రాని వారు కూడా వీరు చేసే చిమ్మిక్కులకు పడిపోతున్నారు.  వీటితోనే నేడు దేశంలో రాష్ట్రాలు, కేంద్రం మధ్య సంబంధాలు దెబ్బతింటున్నాయని కొందరు విశ్లేషకులు అనుకుంటున్నారు. 

ఇవాళ్టి కేంద్ర, రాష్ట్రాల మధ్య సంబంధాలు ఎలాగున్నాయంటే.  వీరు చేసేది వారికి నచ్చదు, వారు చేసేది వీరికి నచ్చదు. వీరు వారి మీద చాడీలు చెప్తారు, వారు వీరి మీద చెబుతున్నారు. ఉదాహరణకు తెలంగాణ రాష్ట్రంలో కేసీఆర్(టీఆరెస్) ప్రభుత్వం అధ��కారంలోకి వచ్చి 8 ఏళ్ళు అయ్యింది.  ఇటు మోడీ నాయకత్వంలో కేంద్రంలో బీజేపీ అధికారంలోకి వచ్చి అన్నే ఏళ్ళు అయ్యింది. నిజంగా చెప్పాలంటే సరిగా ఉపయోగించుకుంటే మన రాజ్యాంగం ప్రపంచంలోనే అత్యున్నతమైనదని ఎందరో మేధావులు చెప్పారు. కానీ నేను గొప్ప అంటే నేను గొప్ప అని భేషజాలకు పోయి ప్రజలకు నష్టం కలుగజేస్తున్నారు. వీరిద్దరూ అల్టిమేట్ గా ప్రజాలకోసమే పని చేయాలి. వీరి తగాదా చూస్తే ఎవరు? ఎవరికోసం పని చేస్తున్నారో అర్థం కావడం లేదు. 

1. కేంద్రం ఆయుషుమాన్ భారత్ అంటే తెలంగాణ లో ఆరోగ్యశ్రీ అంటోంది. నిజానికి వీరిద్దరూ కలిసి సామాన్య ప్రజలకు ఉచిత వైద్యం అందించాలి. వీరిద్దరి మధ్య సమన్వయం లేకపోవడంతో ప్రజలను ముప్పతిప్పలు పెడుతున్నారు. ఆయుష్మాన్ ఐడీ కేంద్రం ఒక కార్డు ఇస్తుంటే.. తెలంగాణలో సంపూర్ణ డిజిటల్ హెల్త్ ప్రొఫైల్ అంటున్నారు. ఇద్దరూ మాట్లాడుకుని ఒక కార్డు ఇచ్చి.. ఇది భారతదేశంలో ఎక్కడైనా, నిరుపేదలకు ఉచిత వైద్యం అందించాలని ఎందుకు అనుకోవడం లేదు. 

2. పీఎం కిసాన్ అని మోదీ అంటే రాష్ట్రంలో కేసీఆర్ రైతు బంధు, రైతు భీమా అంటున్నారు. ఆయన ఒక రూల్ పెడితే ఈయన మరో రూల్ పెడతాడు. ఈ గోల ఎందుకు? ఇక్కడ సత్ సంబంధాలు లేవు.

3. రైతులు పండించే ధాన్యంపై కూడా రాద్ధాంతం ఎందుకు? వరి కొనుగోలు పై తెలంగాణ రాష్ట్రంలో ప్రభుత్వమే దేశ రాజధానిలో ధర్నా చెయ్యాల్సిన పరిస్థితి. ఇక్కడా అంతే..

4. మహాత్మాగాంధీ ఉపాధి హామీ పథకం నిధుల కేటాయింపు, పంపిణీ విషయంలోనూ అదే తంతు

5. ఆహార భద్రత, ప్రజా పంపిణీ వ్యవస్థలో కూడా అదే గొడవ. మేము ఉచిత బియ్యం ఇవ్వమంటే రాష్ట్రంలో ఇవ్వడం లేదు అని …

6. గ్రామ పంచాయతీ నిధుల విషయంలో కేంద్రం ఒక ఖాతా, రాష్ట్రం మరో ఖాతా నిర్వహించి లోకల్ అధికారులను, కాంట్రాక్టర్లను, సర్పంచ్ లకు బిల్లులు రాకుండా సతాయింపు ఇలా చెప్పుకుంటూ పోతే సమస్య లేని డిపార్ట్మెంట్ లేదు. 

హరితహారం, ప్రధాన మంత్రి ఆవాస్ యోజన, డబుల్ బెడ్ రూమ్ స్కీం, జల్ జీవన్, మిషన్ భగీరథ, లేబర్ కార్డులు, ఈ శ్రమ్ కార్డులు, సడక్ యోజన ఈ పథకాలన్నిటిలోనూ పారదర్శకత లోపించింది, అడిగే వాడు లేడని అధికారుల్లో అవినీతి పెరిగింది. చివరికి కేంద్ర, రాష్ట్ర ప్రభుత్వాలు అనుకున్న లక్ష్యాలు మరో 5 లేక 10 ఏళ్లకు వాయిదా పడుతూ వస్తోంది. మధ్యలో నిధులు పందికొక్కుల పాలు అవుతున్నాయి.

ఇదివరకు అనగా 1980-90  కేంద్ర, రాష్ట్రాల సార్వత్రిక ఎన్నికల ముందు, ఆ తర్వాత అక్కడి ప్రాంతాల మౌలిక సదుపాయాల అభివృద్ధి, పరిశ్రమల ఏర్పాటు, ప్రజలకు విద్య, వైద్యం, రోడ్లు, గ్రామీణ ప్రాంతాల్లో రవాణా వ్యవస్థ, వ్యవసాయ రంగం, విజ్ఞాన శాస్త్రం, త్రాగునీరు, సాగునీరు, నీటి పారుదల, భారీ నీటి నిలుపుదల డ్యామ్ లు, ఆనకట్టలు మొదలగు వాటి పై దృష్టి పెట్టేవారు. ఒక 100 కోట్ల ప్రాజెక్టు వస్తే అందులో 90 లేదా 95 శాతం నిధులు ఆ పని కోసమే వినియోగించేవారు. అప్పటి రాష్ట్ర, కేంద్ర ప్రభుత్వ ఉద్యోగులు కానీ, కాంట్రాక్టర్లు గాని, జర్నలిస్ట్ లలో జాతీయ భావం ఎక్కువగా ఉండేది. స్వార్థం, అవినీతి తక్కువగా ఉండిందని నా భావన. కానీ ఇప్పుడు విచ్చల విడిగా ఓటుకు కలర్ టీవీలు, స్కూటర్స్, పట్టు చీరలు, బాంగారం, నోట్ల కట్టలు ఇబ్బడి ముబ్బడిగా పంచి అధికారంలోకి వచ్చిన రాజకీయ నాయకులు వారికి మేలు చేస్తారని ఎలా ఊహించమంటారు. 

తాజాగా విడుదలైన రాష్ట్రపతి ఎన్నికలు కూడా ఏం గతి పట్టించబోతున్నారో ఏమో ఈ స్వార్థ రాజకీయ నాయకులు. ఇదంతా కొందరి నాయకుల స్వార్థ ప్రయోజనాల వల్ల దేశ సమగ్రతకే ముప్పు తెచ్చేలా కనిపిస్తోంది. అందుకని చదువుకున్న మేధావులు, నిపుణులు, విశ్లేషకులు అధికారం కోసం ఎంతకైనా తెగించే నేర పూరిత రాజకీయ నాయకులను ఎప్పటికప్పుడు గమనిస్తూ.. ప్రజలకు ఎవరు మేలు చేస్తారు? వారిని గెలిపించే దిశగా అడుగులు వేయాలని కోరుకుంటూ…

What is MGNREGA scheme?

Amid rising cost of living and decreasing job opportunities, people in rural India are falling back on MGNREGA to earn their daily bread.

What is MGNREGA scheme?

The National Rural Employment Act (NREGA), later renamed as Mahatma Gandhi Rural Employment Act (MGNREGA), is regarded as the Indian labour law and social security measure that targets to guarantee people of India the ‘right to work.’ MGNREGA was enacted in September 2005. The above Act was presented by Raghuvansh Prasad Singh, Minister of Rural Development and was enacted by Parliament of India. According to MGNREGA, the Act “ aims to enhance livelihood security in rural areas by providing at least 100 days of wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work”.

History & Significance of MGNREGA

In 1991, the Act was proposed by the then Prime Minister of India P.V. Narasimha Rao. After several sessions, the act was finally accepted in the Parliament and implementation started in 625 districts of India. On the basis of this primary experience, NREGA was introduced in all the districts from 01st April, 2008. The Govt of India termed the act as “the largest and most ambitious social security and public works programme in the world.” World Bank coined the term ‘stellar example of rural development’ regarding the MGNREGA.

Objectives of NREGA

To enrich livelihood security in rural areas by giving at least 100 days of guaranteed wage employment in a financial year to all the households whose members aged above 18 years volunteer to do unskilled manual work

To flourish durable assets like roads, canals, ponds and wells

It is required to provide employment within 5 km of an applicant’s home and to pay minimum wage. If the applicant does not get any work within 15 days of applying, an unemployment allowance will be given to them. Moreover, if Govt fails to provide employment, it is bound to give certain unemployment allowances to the people. Hence, it is a legal entitlement to be employed under MGNREGA.

Implementation of MGNREGA

Generally Gram Panchayats (GPs) implement the programmes under MGNREGA. The engagement of contractors/middlemen is strictly prohibited in the programme. NREGA not only provides economic security and rural assets but also helps in protecting the environment, empowering rural women, reducing rural-urban migration, fostering social equity etc. The principles and agencies for execution, list of allowed works, financing pattern, monitoring and evaluation and quintessentially the detailed measures to ensure transparency and accountability are elaborately described in the act.

Women empowerment is one of the greatest aspects in MGNREGA programme. In the programme, one-third of all employment is reserved for the women and there is a provision of equal wage between the men and women. It is also a very good opportunity for the youths of our country. Another merit of MGNREGA is that it develops the bargaining power of labour who often suffers due to exploitative market conditions.

Despite several controversies, MGNREGA can be termed as the best scheme for rural people of India. Thousands of rural people survive their day to day life because of this scheme. One of the major impacts of this scheme is the reduction of migration from rural sector to the urban sector for causal work. MGNREGA not only creates job opportunity but also sustains it.
