મહામારી થી સામે આવ્યા આંખ ઉઘાડનારા તથ્યો …

આજના બેફામ ઔધ્યોગીકરણ અને આગળ વધવાની હોડ માં આપણે માનવજાત અને પ્રાણી વચ્ચેનો ભેદ જ ભૂલી ગયા … આપણે એ ભૂલી ગયા કે કોઇપણ સમાજ ને આગળ વધવા માટે અને આવતી પેઢી નું જીવન સ્તર સુધારવા માટે સ્વાથ્ય અને ભણતર ખુબજ અગત્યનું છે. જો આ બે માં આપણી પેઢી બરાબર ન હશે તો ખાનાખરાબી ર્સજાય શકે છે અને આ આપણે આજે જોઇ કે અનુભવી શકતા નથી. એને નજર સમક્ષ આવતા તો દાયકાઓ લાગી જાય છે ને એમાં થી ઉભરતા પેઢી ઓ લાગી જાય છે.

ચાલો આપણે આપણા દેશનો જ વિચાર કરીને આને સમજવાનો પ્રયત્ન કરીશું !

આપણા દેશના ૨૦૧૮ ના આંકડા મુજબ GDP ના ૧.૨૮% દેશના નાગરીકોના સ્વાથ્ય પાછળ ર્ખચ કરીએ છીએ. જ્યારે અમેરીકામાં આ આંકડો ૧૭% અને યુરોપ માં ૯.૫% છે. રૂપીયામાં જોવામાં આવે તો આપણી સરકાર ૧૬૫૭/- રૂ. પ્રતિ નાગરીક ર્ખચે છે જ્યારે અમેરીકન સરકાર ૭૦,૦૦૦/- રૂ. આ આંકડાઓ આપણને સરકારની નાગરીકોની સ્વાથ્ય સંબંધી પ્રાથમિકતાનો અંદાજ આપે છે. આજ આંકડા આપણી જીદગી ની સરકારની નજરમાં કેટલી કિંમત છે તે સમજાવે છે. ૧.૨૮% ના ર્ખચમાં થી ૦.૮% તો ફક્ત સ્વાથ્યર્કમીઓ ના પગાર અને મેઇનટેનન્સ્માં જ વપરાઇ જાય છે.

ભણતરના આંકડાઓ પણ કાંઇ સારા નથી જ … આપણા GDP ના ૪.૬% ની સામે યુ કે ૬.૨% ને ચાઇના ૪.૧૧% અને અમેરીકા ફક્ત પ્રાથમીક ભણતર માટે ૩.૫% ર્ખચ કરે છે. આની સામે આપણા દેશમાં GDP ના ૨.૫% સંરક્ષણ પાછળ ર્ખચ થાય છે. જે સ્વાથ્ય સંબધી ર્ખચ કરતાં લગભગ બમણો છે.

આપણા દેશમાં ૬૧.૭% સ્વાથ્ય સંબંધી ર્ખચ નાગરીકો પોતાના પૈસે કરે છે અને આમાં કેટલાય પરિવાર દેવાળીયા થઈ જાય છે.તો ચાલો કાંઈક જૂદી રીતે વિચાર કરશું ? આપણે શા માટે સંરક્ષણ ક્ષેત્રે આટલો બધો ર્ખચ કરવો જોઈએ ? કે કરવો પડે છે ? કારણ જો આક્સમિક સંજોગોમાં યુધ્ધ થાય કે થશે એવી સ્થિતી નું સર્જન થાય તો એને પહોંચી વળવા માટે આ ર્ખચ જરૂરી છે પણ આ યુધ્ધની શક્યતા ઓ કેટલી ?? લગભગ ૩૦ થી ૫૦ ર્વષ માં એક વાર !!

આજ પ્રમાણે આપણી પાસે કોરોના જેવી મહામારી ને પહોંચી વળવાનો પ્લાન હતો ? કે છે ? કે હશે ? કારણ આ પ્રકારની મહામારી ની આવવાની શ્ક્યતાઓ પણ ૩૦ થી ૫૦ ર્વષ માં એકાદ વાર જ હોય છે.તો જો સંરક્ષણ માટે પ્લાન હોય તો સ્વાથ્ય સંબંધી મહામારી માટે ર્ખચ��ો પ્લાન કેમ નહીં ? અહીં કારણ માત્ર એજ લાગે છે કે સ્વાથ્ય સંબંધી ર્ખચ થી મળતો રાજકીય લાભ બીજા ર્ખચ કરતાં ઓછો હોવો જોઈએ ! ચાલો બીજો વિચાર કરીશું … ગત ર્વષ નો ગંગા સફાઈ નો ર્ખચ હતો ૨૦,૦૦૦/- કરોડ … … એ પછી સરકારી ખાતા ના રીપોર્ટ મુજબ સફાઈ તો થઈ જ નહીં પણ હાલના લોકડાઉન ને કારણે ધંધા-ઉધોગ બંધ થવાને કારણે ગંગાનું પાણી ફક્ત ક્લોરીનેશન બાદ પીવા લાયક થઈ ગયું ! મતલબ એ કે ૨૦,૦૦૦/- કરોડ વાપરવાને બદલે અન્ય રસ્તે પ્રતિબંધો મારફતે આ રૂપિયા બચાવવા શક્ય હતા.

દુનિયા આખી માં આપણા દેશની સારી અને સસ્તી સ્વાથ્ય સેવા અને આપણા સ્વદેશી ડૉક્ટરોની હોંશિયારી ની બોલબાલા છે છતાં આ દેશના ૪૦% ડૉક્ટરો આજે પણ પરદેશમાં સ્થાઈ થાય છે.

જે અહીં રહી ને મહામારી ના સમયમાં લોકોની સારવાર કરે છે … તે લોકોનો માર ખાય છે ! સારવાર કરતાં શહિદ થાય તે સ્મશાન માટે પણ હકદાર નથી હોતા ! રહેવા માટે ઘર પણ નથી પામતા !

સૌથી ઉપર પૈસા ભૂખ્યાનું ઊપનામ પામે છે !!

ભારત અને બીજા દેશો જેમકે અમેરીકા, યુરોપ માં ડૉક્ટરો લગભગ સરખોજ ટેક્સ ભરે છે. આપણા દેશમાં શું મળે છે ? જ્યારે અન્ય દેશોમાં પાછલી જીદગી માટે સામાજીક સુરક્ષા મળે છે. અહીં આ જવાબદારી પોતાની છે.

એક અંદાજ મુજબ આપણા દેશમાં કમાણી વગર એક ડૉક્ટર પોતાનું જીવન સારી રીતે ૩ મહિના સુધી ગુજારી શકે છે. તો આ મહામારીના સમયમાં જીવ નું જોખમ લઈને કામ કરવાની એને શી જરૂર છે ? આવા સંજોગોમાં સરકાર તરફથી ડૉક્ટરોની તરફેણમાં જો કોઈ ત્વરિત પગલાં નહીં લેવામાં આવે તો આ દેશ ની સ્વાથ્ય પર મોટો અને ગંભીર ખતરો તોળાતો દેખાય રહ્યો છે. અહીં એક વાતનો ખ્યાલ રાખવો જરૂરી છે તે એ કે ૧૭% ર્ખચ પછી પણ અમેરીકા જેવી મહાસત્તા આ મહામારી સામે ઘૂંટણીએ પડી રહી છે ત્યારે ૧.૨૮% સાથે આપણી સ્થિતી ઘણી સારી હોવાનું એક માત્ર કારણ આપણા ડૉક્ટરોની હોંશીયારી અને દેશદાઝની ભાવના જ છે.

કોરોનાથી સૌથી વધુ જે ડૉક્ટરો ને ખતરો છે તે છે દંત ચિકિત્સકો … કારણ કે આ તબીબો દર્દીના મોં મા કામ કરે છે અને આ વાયરસ મોઢું, નાક અને લાળ મારફતે મહત્તમ ફેલાય છે. એટલેકે આ તબીબો પરનું જોખમ ICU માં કામ કરતાં તબીબો પછી ૨ ક્રમે ગણી શકાય ! પણ આજ સુધી સરકાર તરફથી દંત ચિકિત્સકો માટે પણ જાહેરાત કરવામાં આવેલ નથી. કોઈ પણ સ્તરે ચર્ચા વિચારણા માટે કે પોલીસી નક્કી કરવા માટે પણ બોલાવવામાં આવેલ નથી. આમ શા માટે ? શું દંત ચિકિત્સકો તબીબો નથી ??

આ લખાણનો એક માત્ર આશય સ્વાથ્ય બાબતે આકસ્મીક સંજોગોને પહોંચી વળવાનો પ્લાન બનાવવાની પ્રક્રીયા ત્વરિતે સર્વ તબીબી શાખાના પ્રતિનીધી ઓ ને સાથે રાખી ને શરૂ કરવાનો છે જેના કારણે લોકડાઉન પછી ના સમયમાં દરેક તબીબી સેવા ઝડપથી પૂર્વવત કરી શકાય તથા દરેક તબીબ ને માનની નજરે જોવામાં આવે એવા પગલા સરકાશ્રી તરફથી ત્વરીત લેવાઈ તે માટેનો છે.
