“FOUR CHANGES AMONG POLICE ARE APPROVED,” Ottawa Journal. February 1, 1930. Page 5. ---- Police Commission Retires Inspector Hanrahan of West End Station. ---- Ottawa Police Commission at their meeting yesterday approved of four staff changes, on the recommendation of Chief of Police Alex M. Ross, as follows:
Inspector Patrick Hanrahan. In charge of the West End police station practically since its establishment, is being retired on superannuation following three months' leave of absence with pay. The Inspector has had 44 years police experience and his superannuation allowance will be $1,433 a year.
Lacasse Promoted. Sergeant Polydore Lacasse to be promoted to the rank of Inspector, and to take charge of the West End station. Sergeant Lacasse has been 27 years in the service. He was appointed on December 1902 and was promoted to the rank of sergeant on November 28, 1910.
Constable Robert Fox to be appointed sergeant. He joined the force on Sep- tember 3, 1908. 
Constable Stephen Downey to be appointed sergeant. He joined the force on November 3, 1910. 
Two deputations were received by the commission, one for, and one against, concerning the complaint as to a Rosemount Avenue Hall during dances. The commission ordered closer police protection and observation until May 1 at which time the license of the hall will expire and renewal will be necessary. The matter will then be further reviewed by the commission. 
It was stated that no action was taken regarding the missing detective, Leonard Willis, as the commissioners are still hopeful of his return. 
Magistrate Charles Hopewell was elected chairman of the commission for a seventh term. 
Benefit Fund Stronger. It was reported that the Police Benefit Fund was stronger by $28,540, than it was a year ago, with the demands on it no greater but probably less than at that time. 
The Police Department turned in to the city treasury during 1929 in licenses, fees and fines, the sum of $66.788.93. This was $0.270.90 more than last year. 
Members of the commission present yesterday were Magistrate Hopewell. chairman: Mayor Frank H. Plant, and Judge J. Daly, with Chief of Police Alex M. Ross and W. P. Lett, police court clerk, in attendance.

Seventh Pay Commission—The Changed Scenario of Income of Government Employees
Let’s learn about all the crucial information regarding the 7th pay commission and how it changes everything.
The Pay Commission is an administrative system appointed by the Central Government to study and recommend changes to the structure in salary and other benefits applicable to its public servants.
The Pay Commission, headquartered in Delhi, is chaired by senior chairpersons of senior officials. The central government may accept or reject the recommendations of the Payment Commission, and state governments generally undertake the recommendations of the Payment Commission, with some changes. Since India gained independence, seven leading commissions have been established.
The Seventh Pay Commission was established on February 28, 2014, under the government of the UPA. 7th Pay Commission submitted its final draft on November 19, 2015.

How has the pay matrix changed the payment of the CPC 6th Payment?
At the time of the VI CPC constitution, about 35 standard payment scales existed. Many of these revised ratings were previously compiled by VI CPC to reach 19 degrees distributed in four different Pay bands and four different scales, including: 
one Secretary (fixed) Apex scale/standard 
one Cabinet Secretary/equivalent. 
The concept of pay matrix 7th pay commission was intended to benefit and served as a quality decision within the salary band.
Following the implementation of the VI CPC recommendations, the Civilian setup payment framework consists of four payment bands with fifteen levels of the salary range. 
There are also four independent scales -HAG scale, HAG + scale, Apex (fixed) scale, and Cabinet Secretary's term (fixed).
What are the recommendations to the 7th pay  Commission?
Pay scales are to be standardised and reduced. To analyse the current situation and opportunities for development in all their activities, government employees may check their current salary level on the government website. In addition, the pension calculation procedures have been simplified.
The minimum wage will start at Rs 18,000 per month.
The proposed maximum compensation will be Rs 22,50,000.
The Cabinet Secretary and other similar senior positions will have an initial salary of Rs 2,50,000.
The new pay matrix 7th pay commission will replace Pay Band and Grade Pay systems.
When determining current pay scales, a frequency of 2.57 will be equally enforced on all employees to obtain new pay scales.
The annual increase rate will remain at 3%, similar to the Sixth pay  Commission.

 7th Pay matrix gratuity
The optimum gratuity increased to Rs 20 lakh.

Pay matrix for the defence force personnel
The Pay Matrix designed for defence personnel is more integrated than the civil pay matrix in the context of level, age, and retirement profile. For example, the interaction time of different levels of JCOs / ORs has changed and has a shorter duration.
On the other hand, service officers are offered a promotion on a time scale until they reach the level of Colonel and Equivalent, so that they move from one level to another according to the deadline.
Pay Different Levels for Defense Forces personnel: Payment levels corresponding to existing GP 3400, GP 5700, GP 6100, GP 6600, GP 7600, GP 8000, GP 8400, GP 8700, GP 8900 and GP 8900 are different defense personnel. The minimum payment associated with each payment level considers the average stay time of the various levels of officers.
Conclusion
The Seventh Pay Commission has designed a new pay matrix based on the various opportunities outside government over the past three decades, creating intense labour competition and the need to attract and retain the best talent available in the public service. The
nomenclature used in the new payment matrix assigns rates instead of the previous grade payment.
Before VI CPC, there were Payment Scales. VI CPC recommended using Pay Bands with Grade Pay as a determining factor. The seventh Civil Procedure Code recommends a Pay matrix with different payment levels, and the level from now on will be the determining factor.

Trivialization of Writing in Today’s Society
Writing is an important skill. Writing is more than the ability to write the alphabet and string the letters into words. Writing is the way we express ideas. It is an important tool in our society from writing business letters, making deals, interviews, pitching projects to writing sermons and stories.
Schools would teach creative writing in the lower classes. But then as students got older, this was phased out in favor of business writing, pitch papers and essays. These pitch papers and essays were touted as important skills that students needed to learn to survive in the university environment and the bigger world. And the ability to tell a story, which is what the basis of these essays and pitch papers were really about, became lost and ‘less important’ in the scheme of things. (The structure of an essay is just as important as a structure of a story.)
Writing, storytelling, the ability to string words together into a cohesive, coherent whole with a beginning, middle and ending isn’t valued. The idea that writing a book is work is actually laughed at. Writing if it isn’t journalism or scientific papers is not considered a viable career. We recommend our children become doctors and lawyers. People who follow protocols and rules, instead of encouraging to be creative and think freely.
For some reason there is a prevailing attitude in our society that anyone can write a novel and be good at it. Media encourages this view. I can think of two shows that I like off the top of my head about how Doctors, a Medical Examiner and a Forensic Anthropologist are both writers. Media has pushed that these two fact loving rational people have the creativity to write novels and write novels well that apparently have emotional appeal that connect to audiences. (I am still trying to figure out after 11 Seasons of Bones when Brennan actually has time to write these novels. And I’m not sure now when Maura has time to write her novel.)
They put forth this message that writing a novel is relatively easy and fame is assured once you’re published. However, I find it hard to believe that both of these very analytical characters are able to connect to an audience. With Brennan they try to explain that Angela is her “human editor” and comes up with the scenes that aren’t fact driven. It really burned me that they showed Clark Edison getting a novel deal while they used excerpts on how horrible writing was for laughs. They also cut out the fact he'd need an agent, not go to the publisher's directly. They made it seem even horrible writers could easily get a book deal. Thankfully, this was never brought up again. (Maura got a critic from her editor that her characters were flat and her setting didn't come alive and I cheered. Yes, constructive criticism that made sense!) Even the procedural Castle, who was about a writer assisting a homicide detective, used a writer who was already successful and just suffering from writer’s block. At least he seems to understand story and has emotional grounding to connect to an audience. But they still avoided that it takes time, effort, talent and learned skill to write a novel. (Castle always wrote off screen.)
There are a lot of people who believe that they can write a novel despite not having done any creative writing since third grade. (I think I may have done some creative writing in ninth grade for class but I went to a private high school.) A lot of people think that they have a novel in them. Without thinking through the entire process or knowing how a novel is structured. And if they’re willing to take the time to learn about structure and put the effort into sitting down and writing. Then more power to them, yay, more people being creative. However, most people do not have the fortitude or the desire to write novel even if they think they can. So those that do take the time and put forth the effort to write a novel, even if it isn’t the greatest novel aren’t taken seriously because “anybody can do that.”
No. It takes skill. It takes knowledge. It takes a certain amount of talent. And it takes practice. You have to learn to do it by doing it over and over again. I started writing in seventh grade and my first story was a horrible piece of shit that had no conflict and no hardship. For a very long time I was so conflict adverse, I could barely put it into my stories. I have chapters and chapters of stories on my laptop that have great characters, great worlds, but are in the end boring because there was no conflict. Dialogue, conflict, action, world building, characters, each of these ideas takes a certain amount of time and ability to do properly. It doesn’t come easily or naturally. It can be tiring and difficult and depressing. One has to learn to do it. Sometimes you get it right. Sometimes you fail. It’s work. (And I find it fun, oh woe is me.)
I’m not a lawyer. I haven't learned the law code. I wouldn’t want to represent myself in court. I’m not a doctor. I don't know more than super basic anatomy. I wouldn’t perform surgery on myself or anyone else. I’m not a plumber. I can’t fix the leaks in my pipes. I haven't learned that skill. And I don’t expect my plumber, lawyer, doctor to be able to write even as I value their services as plumbers, lawyers, and doctors.
A doctor can heal your disease. A writer can take you to a far away place on a journey of your imagination for hours on end and distract you from pain and disease both emotional and physical.
But we aren’t given the credit we deserve. There are places where writers are barely given credit at all; movies, video games. Things that hinge on having a good story. Having a good story to hook your viewers and players into your game is just as important if not more important than having a good visual look and good game play mechanics. But who gets the credit if things go right for a movie? The director and the actors. Who gets credit when things go badly for a movie? The director and the actors. Who gets credit for a game outside of the studio? The guy in charge of the studio or the game director.
Writers aren’t really on the sets during the filming of movies. If a book writer has their property being turned into a film or television show. They don’t get to adapt it themselves. They don’t have a say in what gets changed. They’ve basically sold the rights of their own intellectual property away and have no control on how it is presented to the public. When a screen writer writes a scene that is important to the plot of the movie and the director or the editor decide to cut it for whatever reason, the screen writer doesn’t get the chance to protest that the story will no longer make sense. There are writers who get no credit for working on the script at all. They are called script fixers and it is their job to take a script and make it better.
And you would think that in fandom circles where it thrives on the exchange of free ideas it would be different. At one time, it was considered taboo to make money off of anyone else’s intellectual property. But changing times and trends and a more Japanese view of copyright began to infiltrate fandom as fandom has become more accepted and less secretive. Huge companies are turning blind eyes to copyright infringement as it brings more attention to their brand that they don’t have to pay for. There isn’t as much fear of being sued. It is almost considered normal now in fandom for artists to take fan art commissions to earn a little extra money to get through college.
But fan fiction commissions? Blasphemy. You “don’t do it.” You don’t talk about doing it. Fan creators still get greatly uncomfortable with the idea that someone could pay another person to write them something. Despite the fact it takes time and effort and talent to write as much as it takes time, effort and talent to draw. I am not saying that fan fiction writers should be paid for their work. That's a different kettle of fish. However, like a fan artist who takes commissions, there is a double standard if a fan fiction writer can't do the same. Many fan fiction writers wouldn't dream of trying to make money off writing fan fiction, just as many fan artists wouldn't dream of making money off their fandom art. However, it is an acceptable practice for artists to do so and unacceptable concept for fan fiction writers to even think about it. But, there is also now a dialogue about it in fandom circles and eventually capitalism will determine if it happens or not.
Writing is an important skill and a learned skill. The ability to tell a story in a cohesive, concise and coherent way is important in all types of work. It is too bad that our society doesn’t see it that way.

This decision of the government will benefit 25,000 pensioners of all universities. The decision will also benefit 15 lakh non-teaching retired staff from the state, public, and affiliated universities.
HRA structure has impacted inflation
The increase in HRA for employees of the central government has impacted the Consumer Price Index (CPI) by nearly 35 basis points at its peak, as per the research paper by the Reserve Bank of India’s department on monetary policy.
Benefit for railways employee under the 7th pay commission
The railway employees can now avail themselves of Leave Travel Concession (LCT) for the first time. Government employees working in the Indian Railways and their spouses are now entitled to LTC as the facility of “Free Pass” is now available to them.
How to calculate increment in 7th pay commission?
To calculate the salary and increment in the new structure of the 7th pay commission, you have the option to use one of many 7th pay commission calculators, which suggests that the salary or pay package can get computed in the following manner:

Recommendations of 7th pay commission
New pay structure

The minimum pay for government employees
As per the 7th pay commission, the minimum pay is now revised to Rs. 18,000 per month for a new government recruit at an entry-level. The minimum salary amount stands at Rs. 56,100 per month for a newly recruited Class I officer.
Pay matrix
The previous system of Grade Pay will not decide the government employee’s salary once the 7th pay commission gets implemented. The salary will get determined as per the level in the new Pay Matrix.
Maximum payment for government employees
It is recommended by the 7th pay commission to increase the maximum pay for government employees to Rs. 2.5lakhs. This revision gets recommended for the apex scale-like cabinet secretaries and others at the same scale or level.
Military service pay
The military service pay will now be admissible to only Defence forces personnel, unlike earlier when it was payable to all ranks, including Brigadiers and their equivalents. Military service pay is compensation for military service, and the 7th pay commission has recommended enhancing MSP for various categories.
Advance
Both non-interest and other interest-bearing advances except Personal computer advance and House Building Advance are abolished in 7th pay commission. Additionally, the House Building Advance ceiling now gets revised to Rs25 lakhs from its earlier amount of Rs.7.5 lakhs.
Pay based on performance
The 7th pay commission has recommended introducing the performance-related pay to subsume the existing bonus scheme for all categories of employees of the Central Government.

What is the Pay Commission?
An administrative mechanism or system appointed by the government to examine, review and recommend feasible and desirable changes in the government employees' salary structure is pay commission.
The salary structure consists of everything an employee is given, including basic salary, allowance, bonus, other facilities or benefits in cash, etc. The pay commission gets set up to review and recommend changes of government employees of various departments, agencies, and services for the employees of the following categories:
Personnel belonging to the Defense forces
Central government employees, both industrial and non-industrial
Officers and employees of the Supreme court
Officials belonging to the All India Services
Members of the regulating bodies set up under the Acts of Parliament (Excluding the Reserve Bank of India)
An official of the Union Territories
Officers and the employees of the Indian Audit and Accounts Department
To make its recommendations, every pay commission analyses various aspects such as the economic condition of the country, financial resources of the government, impact to likely cause on finances of state Governments, private sector and state government pay sector, their adaptability and relevance to Indian conditions, best global practices, comparison with the public sector, etc.
The pay commission of the country gets headquartered in Delhi. The commission is provided with 18 months to submit its recommendations and findings via a report from the day of its constitution. The commission may also consider sending interim reports of any matters when recommendations get finalized.
The recommendations may either be accepted or rejected by the Government of India. The State Government usually adopts the recommendations with certain modifications in them.
A chairman heads the pay commission, and the commission consists of the members who are senior officials of various fields. Since India’s Independence, seven commissions have been set up to review and recommend changes to the emolument structure of civil and defense Government personnel.
Pay commissions are generally set up every ten years, and the 7th pay commission is the latest of them all.
What is the level in the 7th pay commission?
The chart presenting the pay structure of the Central Government of India employees is called a level pay matrix. There are 18 pay levels in the pay matrix and get presented in columns and 40 rows. These rows and columns show the expected salary growth at a particular level over the employee’s career.
 The pay commission uses the level pay matrix for bringing about necessary changes in the employee’s pay structure. If you are a Central Government employee, a level pay matrix can help you identify the level where you belong in the pay structure and get an idea of growth within the level you fall in.
The latest pay commission, i.e. the 7th pay commission, incorporated a rationalized pay matrix chart in 2016. The chart is a rationalized chart showing the salary structure of the Central Government of India’s employees. There has been a reported pay or salary increase of employees under the 7th pay matrix by 23.35%.

  Castries- Monday, July 29, 2019- While there are concerns over the loss of the Virgin Atlantic flight operated from London Gatwick (LGW) to Hewanorra International Airport (UVF),  the public and private sectors have arrived at a consensus that the demands from the British carrier were too onerous on the destination. This was made clear at a meeting on Saturday, July 27, 2019 chaired by Tourism Minster- Honourable Dominic Fedee, at Harbor Club.
During the meeting, some hoteliers subscribed to the view that paying a large subsidy of EC $20 million over a three-year period for the carrier’s 7% global contribution to Saint Lucia’s arrivals would create a ripple effect with other carriers to follow suit.
“In proactively addressing the situation at hand, the Government of Saint Lucia has already commenced dialogue with other carriers from the United Kingdom and will also continue to explore global options for more airlift into Saint Lucia.” Said Tourism Minister- Honourable Dominic Fedee.
Contributing to the discussions, CEO of the Saint Lucia Tourism Authority- Beverly Nicholson-Doty, said, “We understand the possible impact that the British carrier’s withdrawal can impose on the industry, however the Saint Lucia Tourism Authority is committed to effective ways of building ‘Brand Saint Lucia’ with the investment of additional revenue to increase robust marketing and advertising efforts globally.”
Saturday’s agenda also welcomed questions from the audience, which were met with satisfactory responses. Concerns arising at the meeting include local hotels taking a collective position to Booking.com new website commission policy of 15% on Service charges paid to hotel employees.
Hoteliers also provided positive feedback on the recently held seventh annual Saint Lucia Showcase, which welcomed 22 buyers from North America who sell Saint Lucia as a primary market.
“The general positive feedback expressed at the industry meeting is encouraging and at the SLHTA we stand ready to assist our sister organizations and our general membership in the development and management of the hospitality industry.” Said CEO of the Saint Lucia Hotel and Tourism Association – Noorani Azeez.
Progressing collaboratively towards an improved tourism product, the Ministry of Tourism, Saint Lucia Tourism Authority (SLTA) and the Saint Lucia Hotel and Tourism Association (SLHTA) will continue to meet with industry stakeholders to share concerns, ideas and recommendations that would seek to advance tourism locally.
