Especially because it's a nonbinding resolution - it's not a piece of legislation implementing any policy. It has no legal status. It's meaningless, ultimately.
The resolution overwhelmingly cleared the chamber in a 328-86-14 vote. The majority of Democrats — 109 of them — voted with all Republicans for the resolution, while 86 voted against it and 14 voted “present.”
The measure, which runs three pages, says “socialist ideology necessitates a concentration of power that has time and time again collapsed into Communist regimes, totalitarian rule, and brutal dictatorships.”
It argues that “many of the greatest crimes in history were committed by socialist ideologues” — mentioning Vladimir Lenin, Joseph Stalin, Mao Zedong, Fidel Castro, Pol Pot, Kim Jong Il, Kim Jong Un, Daniel Ortega, Hugo Chavez and Nicolás Maduro — and it lists atrocities committed under socialist regimes.
“Congress denounces socialism in all its forms, and opposes the implementation of socialist policies in the United States of America,” the resolution reads.
When introducing the measure, the office of Rep. Mar��a Elvira Salazar (R-Fla.) — a sponsor of the resolution — said passing it “would make a bold statement that the People’s House unequivocally denounces this cruel and unjust ideology.”
“It would also ensure the United States commits to never begin or normalize the implementation of socialist policies that inevitably lead to economic ruin and political authoritarianism,” Salazar’s office added in a statement.
Several Democrats who voted against the resolution expressed concerns regarding the future of Social Security and Medicare. They noted that Republicans on the Rules Committee rejected an amendment proposed by Rep. Mark Takano (D-Calif.) which sought to clarify that opposition to the implementation of socialist policies in the U.S. does not include federal programs like Medicare and Social Security.
Republicans are pushing for spending cuts to be linked to a debt ceiling increase and some have floated cuts to entitlement programs. Speaker Kevin McCarthy (R-Calif.), however, has said cuts to the two federal programs are “off the table.”
“Here’s what this is really about: More and more members on the other side of the aisle are calling for cuts to Social Security and Medicare, and many have referred to these programs as socialism throughout their existence,” Rep. Mark Pocan (D-Wis.) said on the House floor during debate. “The other night in the Rules Committee, they showed their cards. Republicans refused an amendment to declare that Social Security and Medicare is not socialism.”
“This resolution is little about intelligent discourse and everything to do about laying the groundwork to cut Social Security and Medicare,” he added.
Additionally, some Democrats who voted against the measure have been described as democratic socialists. Reps. Rashida Tlaib (D-Mich.), Alexandria Ocasio-Cortez (D-N.Y.) and Cori Bush (D-Mo.) were all endorsed by the Democratic Socialists of America in the 2022 cycle.
Rep. Debbie Wasserman Schultz (D-Fla.), who supported the resolution, condemned socialist autocrats during a speech on the House floor before taking aim U.S. leaders who attack democratic elections and other American programs.
“I rise to condemn all socialist autocrats who place power and wealth over their own citizens. Yet this resolution ignores some of their worst evils, then falls silent while American leaders mimic their cruel tactics,” she said.
“Let’s condemn socialist abuses, yes, but leaders on this very floor seek to overturn democratic elections, confiscate long-held rights and gut programs our families, veterans and service members need,” she added.
Rep. Theresa Leger Fernandez (D-N.M.), who voted “present,” denounced socialism on the House floor, but criticized House Republicans for spending time on that resolution and not other matters.

But sadly, instead of spending our precious moments in the People’s House expanding opportunity for hard-working Americans, supporting ranchers, farmers, and rural communities, lowering health care costs and strengthening Social Security and Medicare, we’re spending hours — actually days — in pure political theater,” she said.

Congreso Cultural de La Habana, 1968) “Pero a pesar del sentimiento de triunfo, el hecho de que Cuba se haya convertido en uno de los países socialistas hace que muchos se interroguen sobre el destino de la vida intelectual -especialmente del arte. ¿Se conservará la libertad de expresión de los dos años anteriores? ¿O, por el contrario, Cuba, como otros países socialistas, va a implantar normas estrechas a la expresión artística? Estas preocupaciones acaban por conducir a memorables reuniones de escritores y artistas con Fidel y otros dirigentes de la Revolución, en julio de 1961. Al final de esas reuniones, en las que muchos hablan copiosa si no siempre lucidamente, Fidel pronuncia el discurso que será publicado con el nombre de Palabras a los intelectuales, en que afirma que la Revolución no implantará norma alguna en cuestiones de arte, no existiendo más limitación para este que la propaganda contrarrevolucionaria. Sin embargo, las preocupaciones no se desvanecen del todo, porque el país va a conocer lo que el propio Fidel desenmascarará, el 26 de marzo de 1962, con el nombre de sectarismo. Sectarismo y dogmatismo han encontrado siempre en el arte una víctima particularmente propicia para ejercer sus errores. Nuestro caso no habría de ser la excepción. Ello explica las enconadas polémicas mantenidas esos años en torno a los problemas estéticos. Simplificando los términos de esas polémicas, que involucraban a artistas y a algunos funcionarios, sus extremos podían ser, uno (sobre todo el de algunos funcionarios), la postulación de un arte más o menos pariente del realismo socialista; otro (el de la gran mayoría de los artistas), la defensa de un arte que no renunciara a las conquistas de la vanguardia. La derrota del primer punto de vista fue sancionada cuando el Che, en ‘El socialismo y el hombre en Cuba’ (2), dio el puntillazo al realismo socialista, aunque no le pareciera enteramente satisfactorio el segundo punto de vista: para él, es menester no contentarse con esa posición, sino ir más allá. Sólo que ir más allá hay que partir de algún lado, y la vanguardia parece un buen punto de partida -si no de llegada. Por supuesto, las discusiones sobre temas estéticos no eran solo eso. Criterios extraestéticos diversos, como no podía menos de ser, estaban en el fondo de esas polémicas. Conviene recordar la observación de Gramsci: 
Luchar por un nuevo arte significaría luchar por crear nuevos artistas individuales, lo cual es absurdo, ya que no se puede crear artificialmente a los artistas. Se debe hablar de lucha por una nueva cultura, es decir por una nueva vida moral, que no puede dejar de estar íntimamente ligada a una nueva intuición de la vida, hasta que devenga en una nueva manera de ver y sentir la realidad, y por consiguiente, en un mundo íntimamente connaturalizado con los ‘artistas posibles’ y con las ‘obras de arte posibles’.
Aún vueltos sobre los problemas gremiales, pues, habíamos ido a dar con la problemática de la Revolución toda, con la problemática de la ‘nueva vida moral’ (1), dicho en términos de Gramsci; o de la construcción del ‘hombre nuevo’, en palabras del Che. Hacia una intelectualidad revolucionaria en Cuba, Roberto Fernández Retamar (1) “¿Pero qué significa ‘cultura’ en este caso? indudablemente significa una ‘concepción de la vida y del hombre’ coherente, unificada y difundida nacionalmente, una ‘religión laica’, una filosofía que ha devenido ‘cultura’, es decir, que ha generado una ética, un modo de vivir, una conducta civil e individual.” (Literatura y vida nacional, Antonio Gramsci) (2) “Se busca entonces la simplificación, lo que entiende todo el mundo, que es lo que entienden los funcionarios. Se anula la auténtica investigación artística y se reduce el problema de la cultura general a una apropiación del presente socialista y del pasado muerto (por tanto, no peligroso). Así nace el realismo socialista sobre las bases del arte del siglo pasado.  Pero el arte realista del siglo XIX también es de clase, más puramente capitalista, quizás, que este arte decadente del siglo XX, donde se transparenta la angustia del hombre enajenado. El capitalismo en cultura ha dado todo de sí y no queda de él sino el anuncio de un cadáver maloliente; en arte, su decadencia de hoy. Pero, ¿por qué pretender buscar en las formas congeladas del realismo socialista la única receta válida? No se puede oponer al realismo socialista la ‘libertad’, porque esta no existe todavía, no existirá hasta el completo desarrollo de la sociedad nueva; pero no se pretende condenar todas las formas de arte posteriores a la primera mitad del siglo XIX desde el trono pontificio del realismo a ultranza, porque se caería en un error proudhoniano de retorno al pasado, poniéndole camisa de fuerza a la expresión artística del hombre que nace y se construye hoy.” (”El socialismo y el hombre en Cuba”, Ernesto Che Guevara)

Abel Mutai, a Kenyan runner competing in a grueling international cross-country race, was mere yards from victory—his lead secure. Confused by the course’s signage and thinking he’d already crossed the finish line, however, Mutai stopped short. The Spanish runner in second place, Ivan Fernandez Anaya, saw Mutai’s mistake. Rather than take advantage and bolt past for the win, however, he caught up to Mutai, put out his arm and guided Mutai forward to a gold-medal win. When reporters asked Anaya why he purposefully lost the race, he insisted that Mutai deserved the win, not him. “What would be the merit of my victory? What would be the honor of that medal? What would my mom think of that?” As one report put it: “Anaya chose honesty over victory.”
Proverbs says that those who desire to live honestly, who want their lives to display faithfulness and authenticity, make choices based on what’s true rather than what’s expedient. “The integrity of the upright guides them” (11:3). This commitment to integrity isn’t only the right way to live, but it also offers a better life. The proverb continues: “But the unfaithful are destroyed by their duplicity” (v. 3). In the long run, dishonesty never pays.
If we abandon our integrity, short term “wins” actually yield defeat. But when fidelity and truthfulness shape us in God’s power, we slowly become people of deep character who lead genuinely good lives.
